Arminfo . According to the unfounded data the head of the Mika Limited
company, Mikhail Baghdasarov, sold Hrazdan cement plant (Mika Cement),
that belongs to him, to the Russian RATM Holding, a source close to
the plant told Arminfo.

There is still no information about the sum of the bargain and the
investment бommitents of the new owner. Mikhail Bagdasarov said
earlier that besides Armavia company he is going to sell the assets
belonging to him, including "Mika- Cement" plant, one of the biggest
cement plants in Armenia.

"RATM Holding" was founded in 1992. It involves such business areas
as: cement industry, machinery construction, OE construction, glass
industry, defense industry, investment and development activity and
some others branches.

The structure of the Holding is diversified and includes enterprises
carrying out their activity in the different regions of Russia,
such as Moscow, the city of Novosibirsk, and Irkutsk, Novosibirsk,
Yaroslavl, Kurgan, Altay and Moscow regions.

In the structure of the Holding there are more than 20 Russian
enterprises and Companies. The total number of the personnel is above
15 thousand persons. The aggregate funds’ volume of the "RATM Holding"
exceeds 27 billion rubles which is more than billion USD. The Holding’s
gain in 2006 reached 520 million USD, EBITDA – 200 million USD.

The "RATM Holding" merges several holdings which are independent
business branches and the physical persons equally with the affiliated
Companies possess the control stock.

"RATM Holding" is the member of the Chamber of Commerce and Industry
of the Russian Federation, the member of the Russian Union of
Industrialists and Entrepreneurs.

ARMENIAN AMERICANS IN ORANGE COUNTY AND SAN DIEGO
SHOW STRONG SUPPORT FOR ANCA ADVOCACY

TUSTIN, CA – The Armenian National Committee of America’s (ANCA)
confident and strong message of political activism was welcomed by
Armenian Americans from across Southern California recently during
two well-attended fundraising events held in Orange County and San
Diego. The ANCA gathering in the San Diego area was hosted by John
and Cynthia Andonian of Rancho Santa Fe, while the Orange County
function was organized by the Orange County ANC and generously
hosted by Garbis and Zov Karamardian at their restaurant in Tustin,
appropriately named Zov’s.

"Many thanks to John and Cynthia, Garbis and Zov and the Orange
County ANC team for hosting these two beautiful gatherings,"
remarked ANCA National Chairman Ken Hachikian. "I appreciated the
opportunity to exchange ideas and share the work of the ANCA in
Washington, DC and across the U.S. It is no secret that the
success of Armenian American advocacy efforts stems directly from
grassroots activism. These gatherings in San Diego, Orange County,
and around the nation help us build on past achievements and re-
energize our team to advance the Armenian Cause," Hachikian added.

The event at the home of John and Cynthia Andonian brought together
a combination of longtime ANCA supporters and individuals
interested in learning more about the organization’s efforts.
Hachikian gave an update about ongoing efforts to secure U.S.
reaffirmation of the Armenian Genocide, building an economically
strong Armenia, and broadening the U.S.-Armenia bilateral
relationship.

The fundraiser hosted by the Orange County ANC featured remarks by
local ANC chair Chris Guldjian and community leader Dikran
Sassounian and included the participation of many special guests,
including perennial ANCA benefactors Dr. Garo aand Sylvie
Tertzakian and Manas Boujikian, who served on first ANCA National
Board. Sassounian and Boujikian each recently traveled with
friends and family to Washington, DC and made their first visits to
the ANCA headquarters. Boujikian, along with Asbarez Armenian
Newspaper editor Apo Boghigian met with the ANCA Leo Sarkisian
interns and gave insight about the dramatic expansion of Armenian
American advocacy efforts over the past twenty-five years.

President of the Parliamentary Assembly of the Council of Europe Lluis
Maria de Puig in connection with the death of Lord Russell-Johnston.

The telegram particularly runs as follows:

"It is with great sadness and sorrow that we learned about the death
of Lord Russell-Johnston. On behalf of the Parliament of the Nagorno
Karabakh Republic and myself, please, accept our deepest condolences
for this great loss. Lord Russell-Johnston will always remain in our
memory as a champion of human rights and democracy, a man of conviction
and courage. As an eminent Parliamentarian, Chairman of PACE Ad Hoc
Committee on Nagorno Karabakh his contribution to bringing peace and
stability into the region has been extremely valuable and set a good
example for present and future generations".

Azad-Hye, Dubai, 24 February 2006: Simon Aynedjian was born in Nicosia,
Cyprus in 1959. He attended elementary education at the
Ouzounian-Melikian School (present-day Nareg) and The English School in
Nicosia. He studied Communications and International Relations in the
US and continued his graduate studies at Intercollege and through
correspondence. He is a Director in his family owned clothing
manufacturing factory and in the last 3 years he has joined a leading
Logistics company and holds the position of Executive Director of a
major IT company in Cyprus – GAP Vassilopoulos E-Media Ltd, which is
one of the companies within the GAP Group.

He is married to Louise Kaprielian and they have two daughters and a
son. He has been active in the Armenian community for three decades.

He is also active in tennis. He is the over 35 and over 45 champion of
Cyprus. In 2005 he won international championships on the world tennis
tour and finished 2005 in the top 100 on the world senior tour.

Below is an interview with Simon Aynedjian specially for the readers of
our webiste:

Could you tell us a few words about the Armenian community in Cyprus?
The Armenian community in Cyprus is not a newly formed one. It has a
continuous history of almost one thousand years. However, the biggest
wave of Armenians arrived in Cyprus after the Adana massacres (1909)
and continued up to the time of the Genocide (1915-1921). The survivors
of these two tragic historical events have created the Armenian
community as we know it today numbering around 3,000. There have been
population fluctuations though.

In the 1940s and 50s we witnessed the repatriation of hundreds of
Armenians from Cyprus to Armenia. When the EOKA struggle and the
inter-communal disturbances began in Cyprus in the 1950s another wave
of movement, this time to the United Kingdom further reduced the number
of Armenians. After the Turkish invasion in 1974, a fresh wave of
emigration took place chiefly to the UK, further decreasing the numbers.

The Lebanese Civil War (1975-1991) and the Islamic Revolution in Iran
(1979) resulted in an influx of temporary immigrants in Cyprus. They
considered Cyprus as a transit station to the West, although some of
them settled down in Cyprus and others returned back to their
respective countries.

The latest wave comes from Armenia itself, after the collapse of the
Soviet Union. The economic difficulties in Armenia caused many to find
shelter in countries providing employment and prosperity. However it
should be noted that the majority of these Armenians were actually the
children and grandchildren of those who had emigrated to Armenia during
the repatriation period of 1940s and 50s.

In numeric terms the number of Armenians in Cyprus are about 3,000,
around one third of them consist of Armenians who have come to Cyprus
during the last 15 years. Unfortunately, this portion of Armenians is
not yet fully integrated in the Armenian community, except for the
elementary school where their children attend. I believe that this
pattern is more or less true in all diaspora communities.

How about the political structures of the community?
The present political structure of the community could be characterized
by the presence of two factions: Dashnaktsoutiun (ARS, AYMA/HMEM,
Hamazkayin, AYF, ANC) and AGBU "affiliated" organisations (Ramgavars,
Henchaks, Communists) pretty much in the same structure as all Armenian
diaspora communities globally.

Recent elections (October 2005) for the post of the community
Representative in the House of Representatives of Cyprus resulted in
the election of Dr. Vahakn Atamyan (AGBU "affiliated") with a margin of
52% while Dr. Antranig Ashdjian (Dashnaktsoutiun) received 44 % and
Parsegh Zartarian (independent) 4%.

And the life of Armenians in Cyprus?
The Armenian community of Cyprus is fully Armenian spoken. The average
Armenian Cypriot speaks also fluent Greek and English. The older
generation knows also Turkish to a certain degree. Before the 1974
invasion Armenians lived with the Turkish Cypriots in harmony. The
invasion resulted in loss of considerable Armenian properties, which
are now under Turkish occupation such as the Armenian monastery of
Sourp Magar in Kyrenia, the Ganchvor Church in Famagusta and the Sourp
Asdvadzadzin Church, Armenian elementary schools and Armenian Prelature
in Nicosia.

The community has been active for the last three decades in supporting
the Armenian Cause in all possible ways, especially propagating
awareness about the Genocide in Cypriot political and media circles.

The community has sent large amounts of humanitarian and other
assistance to Artsakh. In this effort which continues presently through
the programs of the Armenian Relief Society Sossee Cyprus Chapter, the
community always has the moral and financial support of Greek Cypriots.
Currently, through a program administered by The Armenian Relief
Society (HOM), some 400 orphans in Armenia and Artsakh are sponsored by
Armenian and Greek Cypriots.

Relations between Armenia and Cyprus are cordial and at a very high
level, with frequent visits of state delegations. The State Dance
Ensemble of Armenia has recently performed in Larnaca and Nicosia.

A major setback in the life of our community has been the closure of
Melkonian Education Istitute, and I believe that the full extent of the
damage will surface in years to come. In the mean time I feel it is
important that all parties – the AGBU and local administrators –
involved in the scandal of the closure of the school account for their
role in it.

Thousands of Armenians worldwide, especially those who use the Internet
and electronic media, have been receiving Gibrahayer e-magazine. Could
you give us an idea about this extremely popular project?
Gibrahayer is seven years old. It started with a list of 50 subscribers
and has reached 5,000 subscribers globally (only 15% of the subscribers
are from Cyprus). Cyprus is in the center of civilizations and
conflicts. It is a politically vibrant area where Armenians live and
prosper. The political, social and religious mix no doubt creates an
active atmosphere and the need to communicate both at a community level
and globally at Diaspora level and build bridges of communication
between Cyprus, the diaspora and our homeland.

We feel we are an integral part of Cyprus. It is important that
Armenians in Cyprus live and prosper. We feel that we have to stay here
to safeguard whatever belongs to us: our church, our schools, our
history, our homes, having in mind our new role of aiding economically
and politically our newly formed Republic of Armenia and newly
liberated lands in Artsakh and supporting our national cause. I am
convinced that the Armenians of Cyprus will also become an example of
co-existence with the Turkish Cypriots and as an extension will pave
the road for a new Armeno-Turkish understanding.

The role of Gibrahayer therefore is to form a kind of bridge. You will
be amazed – as you already know yourself as a subscriber of our
e-magazine – by the articles received, letters as well as the
discussions that have been taking place lately by our readers. A number
of our subscribers have re-discovered each other through the pages of
Gibrahayer.

Old friends, past students of the Melkonian Educational Institute,
emigrants, people who have left Cyprus a long time ago and now live in
other countries, have found each other and have renewed their
friendships.

Where does the funding of Gibrahayer e-magazine come from?
The subscription of the e-magazine is free and will remain as such. It
is neither funded by any organization nor does it accept financial
assistance from anyone. We sometimes urge readers to donate sums for
noble causes, our latest appeal being the assistance to a young
Armenian tennis star, 15 year old Zarouhi Haroutyunyan from Armenia who
currently practises with the Cyprus National Tennis Team. During the
period that our readers have funded her tours, she has climbed an
incredible 700 positions on the ITF Tour from 1245 to 575.

Is there any political line adopted by Gibrahayer e-magazine?
Any opinion or any event, even the simplest of statements, contains a
degree of political attributes. Gibrahayer therefore has its political
direction and a unique way that it views society and politics. This is
visible in the way it presents news and the choice of articles and
editorials.

Personally I have been involved in Dashnaktsoutiun and its affiliated
organizations. That does not mean that I always adopt the "party line"
as it comes.

We need to keep under check our organisations and parties and this is
done through democratic institutions and procedures as well as
transparency. In the case of party members and people involved in
community affairs it is achieved through increased participation in our
community structures and decision making processes.

I would like to think that Gibrahayer is also a tool that besides the
information gateway it provides to its readers, it also invites them to
think and act on the way we live our life in our communities and the
way we contribute to our homelands.

sent a message of condolences to Terry Davis, secretary general
of the Council of Europe and Lluis Maria de Puig, president of the
Parliamentary Assembly of the Council of Europe (PACE), to convey
his grief and sadness over the death of Lord Russell Johnston, a PACE
delegate and a former PACE president. The presidential press service
told Armenpress that Serzh Sargsyan’s message reads as follows.

"Dear Sirs, it was with a deep sorrow that I learned about the untimely
death of Lord Russell Johnston, a PACE delegate and a former PACE
president. Throughout his activity Lord Johnston was the embodiment
of a wise politician and a staunch defender of human rights having
contributed heavily to dissemination of the Council of Europe’s values.

Great is also his contribution to reconciliation of peoples divided by
conflicts and search of peaceful solutions to them. His devotion will
continue to inspire all politicians who have assumed this high mission.

Please accept my deep condolences and convey my sincere sorrows to
Lord Russell Johnston’s family."

In the first quarter of the current year the revenues of the state
budget formed 344.8 billion AMD, and the expenses were 327.8 billion
AMD. The planning rates for revenues have been implemented by 46.7%
and for the expenses by 42.8%, reported the Ministry of Finance.

Compared with the previous year the revenues of the state budget have
been increased by 25%. The 79.8% of the revenues of the state budget
have been formed due to the tax payment activities.

In January-June months of the current year World Bank has disposed
6.4 billion AMD in the frames of Challenging Poverty program.

According to the Ministry of Finance, in the first quarter of 2008
12.5 billion AMD has been disposed to the NKR as a loan from the
RA Budget. This figure is by 30.6% higher that in the previous
year. 28.8 billion AMD entered to the state budget from the loan
provided to Georgia.

PARIS (AFP) — The founders of telecom equipment giant Alcatel-Lucent,
Serge Tchuruk and Patricia Russo, resigned Tuesday to allow the
French-US group to make a fresh start after suffering six straight
quarterly losses.

The dramatic shake-up followed rumours that one or other might leave
the company and that their respective management styles had contributed
to the group’s difficulties.

Just 20 months after the mega transatlantic tie-up, Alcatel-Lucent
and its two marriage brokers signalled that the the company had to
clear the way for a new beginning.

The news appeared to cheer investors, with shares in Alcatel-Lucent
gaining 2.09 percent to close at 3.91 euros on a generally weaker
Paris market.

Alcatel-Lucent reported a second-quarter loss of 1.1 billion euros
(1.7 billion dollars) and signalled coming changes in governance. The
price of the shares rose 4.44 percent to 4.0 euros.

This was sixth quarterly loss in a row and came amid a global
restructuring to shed 16,500 jobs by 2009.

Tchuruk, the 70-year-old non-executive chairman who will leave office
on October 1, said: "The merger phase is now behind us."

"The time has come for this company to acquire an identity which is
its own, independent from those of the two original companies."

Alcatel-Lucent said Russo, a 56-year-old American, had decided to
resign her post as chief executive by the end of the year but would
"continue to direct the group to ensure the transition."

Russo herself explained that "a new general board and a recomposed
supervisory board will offer a new and independent perspective."

"It is time for the company to move beyond, to let the merger take
it to the next level.

"Our strategy is beginning to pay off and our results are steadily
improving, quarter after quarter but there is a lot more work to do,"
she said, notably as "the slowing of the US economy is starting to
spread in Europe."

A portfolio manager at SwissLife Gestion Privee, Jean Philippe Muge,
commented: "It’s good news for traders who have a bad impression of
Tchuruk in particular."

Tchuruk, who survived as head of Alcatel after many other top managers
lost their jobs when the Internet bubble burst in the late 1990s,
had fought hard for the merger with Lucent.

He had managed to return Alcatel to profit in 2005 after years of
dismal performances.

The December 2006 merger — effectively a takeover by Alcatel —
was intended to give both parties the power to overcome damage from
the high-tech bubble, disruption from digital technology, challenges
from opening markets and fierce competition from new rivals in Asia.

Such strains were common to many telecom-related groups in advanced
countries during and after the high-tech bubble, but the Alcatel-Lucent
Technologies strategy attracted special attention and some controversy.

The two companies had strong national images and were in the hands of
high profile chief executives. There was also considerable interest in
seeing how a mixture of French and US business cultures would turn out.

Russo ran Lucent Technologies — spun off from AT&T in September
2006 and including the storied research and development hothouse Bell
Laboratories — from 2002 to 2006.

One of the few women at the top of international corporations, she
has a reputation for being tough, and was classed by Forbes business
magazine last year as one of the 10 most powerful women in the world.

She now leaves the group with up to six million euros as a leaving
payment, or two years of pay, the company said, under controversial
arrangements made in May. She also holds 800,000 stock options,
exercisable at 3.80 euros.

Tchuruk, born in Marseille to Armenian parents who had fled Turkey,
focused Alcatel on telecommunications equipment after taking charge
in 1995. He now earns only payments for attending meetings, amounting
to 100,000 euros per year.

The group, which has issued several profit warnings and launched a
number of restructuring operations, made a net loss in 2007 of 3.5
billion euros after a loss of 176 million euros in 2006.

The latest quarterly loss arose largely from a goodwill asset writedown
of 810 million euros for the CDMA standard of mobile telephones,
mainly in the US market, because one big client in North America had
cut investment sharply.

Sales in the quarter fell by 5.2 percent to 4.101 billion euros by
comparison with the equivalent figure last year. But from the first
quarter figure they rose by 6.1 percent, exceeding the group’s forecast
of 4.0-6.0 percent.

The loss was far bigger than expected by analysts although sales were
in line with their estimates.

The group stood by its sales forecast for the year, signalling a
decline of 2.0-5.0 percent.

Russo insisted that despite the worsening second-quarter loss, about
double a net loss of 586 million euros in the second quarter of last
year, "our strategy is showing through progressively."

The board said it would "immediately begin the search for a new
non-executive chairman and a new chief executive" and would also
change its composition to reduce the number of its members.

l’Armenie, des eglises en ruines sont battues par les vents de la
steppe. Ce sont les vestiges d’Ani, l’ancienne capitale du royaume
armenien, qui date du Xe siècle. Cruaute de l’histoire, le traite
de Lausanne de 1923, elabore par les puissances occidentales, les
fit basculer du côte turc. Jamais un president de la Republique de
Turquie ne s’y etait rendu. Hier soir, Abdullah Gul l’a fait. Sa
visite etait d’autant plus symbolique que les gestes pour detendre

Mini-sommet regional

Ankara a ferme sa frontière avec son voisin en 1993 au plus fort
de la guerre entre l’Armenie et l’Azerbaïdjan, pays " frère "
de la Turquie. Depuis, le statu-quo règne. Reconnaissance du
genocide armenien par les Turcs, retrait des troupes armeniennes
du Haut-Karabagh, validation par Erevan du trace frontalier
armeno-turc… Les contentieux sont lourds " mais leurs resolutions
ne sont plus des conditions a la reprise du dialogue, souligne Sami
Kohen. Les deux parties mettent en avant leur desir de normalisation,
c’est deja ca ".

Malgre les declarations de bonnes intentions, l’economie de l’Armenie,
enclavee, risque de pâtir encore longtemps de la frontière close.

Aujourd’hui a Kars, la grande ville de la province, Abdullah
Gul retrouve les presidents georgien, Mikhaïl Saakachvili, et
azerbaïdjanais, Ilham Aliev, pour un minisommet regional. Les trois
chefs d’Etat doivent donner le coup d’envoi a la construction du
troncon turc d’une ligne de chemin de fer. Prevu pour etre operationnel
en 2010, le trace Kars-Tbilissi-Bakou contournera l’Armenie, renforcant
ainsi la quarantaine regionale de ce pays.
