to support the OSCE Minsk Group efforts towards the settlement of
the Nagorno Karabakh conflict", said EU President, Foreign Minister
of Spain Miguel Angel Moratinos.

He said co-chairs called on the negotiating sides to make political
decision on peace process and settlement of the conflict. "I will
discuss this issue during my visit to Azerbaijan too. It needs to
create positive atmosphere for the settlement of the problem. The
European Union supports all efforts towards the settlement of Nagorno
Karabakh conflict".

BATUM, MARCH 1, NOYAN TAPAN. RA President Serzh Sargsyan paid a two-day
private visit to the Republic of Georgia at Georgian President Mikheil
Saakashvili’s invitation on February 27-28.

On the first day of the visit S. Sargsyan met with his counterpart
Mikheil Saakashvili in Batum. The two Presidents discussed issues
related to expansion of Armenian-Georgian friendly relations and and
economic partnership. The work done to open the Verin Lars check-point
was touched upon.

M. Saakashvili answering journalists’ questions mentioned that his
country is always happy with Armenia’s progress and feels pain for
its problems as Armenia does. "I think that such cloudless relations,
such intimate cooperation is not only our merit, though our role
is also important, first of all it is the merit of our peoples,"
he emphasized and added: "Many people visit this town in summer,
people are happy to host them. Many ethnic Armenians also live here,
there is an Armenian church. All ethnic groups live in solidarity,
and we are very proud of it and consider it our achievement."

S. Sargsyan mentioned that he has much heard about Batum and seeing
it has great impressions. He once more confirmed Armenian-Georgian
excellent relations and expressed confidence that it will always
be that way. "We have lived as brothers for thousand years and will
continue living so."

Then S. Sargsyan accompanied by the Georgian President walked about
Batum, got acquainted with the work being done in the town and
investment programs aimed at town’s development.

On the second day of the visit S. Sargsyan took part in the Sunday
liturgy served in the Saint Saviour Armenian church of Batum, lit
candles, then laid flowers to the memorial cross-stone in the church
yard. In the church yard he also spoke with representatives of Ajaria’s
Armenian community.

At the end of the visit the heads of the two states summed up the
visit.

M. Saakashvili expressed satisfaction with the informal meeting with
the Armenian President in Batum and mentioned: "We have agreed to
integrate our economies, to meet more often, to make more efforts
to bring our peoples closer though those relations are very close
as it is. Such meetings will be more intensive in the future for
the sake of everything we do for our peoples. We are small countries
and need one another. We depend on one another and should make that
interdependence serve for doing good deeds."

S. Sargsyan, in his turn, expressing satisfaction with the discussions
held with his Georgian counterpart mentioned: "We should work closely,
very seriously think of integration processes. I am convinced that
this year will become turning for our relations though these relations
have always been good. However we are not used to stand still but to
move forward."

S. Sargsyan finishing his two-day private visit to Georgia returned
to Yerevan in the February 28 midday.

Azeri president urges Armenia to leave Nagorno-Karabakh

Azerbaijan will not put up with the status quo in the Nagorno-Karabakh
conflict, President Ilham Aliyev said.

"We cannot put up with the current situation. The status quo does not
suit us, and it must be changed fairly. The Armenian occupation force
must withdraw from our land without any preconditions, and then peace
and cooperation can be established. This is our position of
principle," Aliyev told forced migrants in Gabala on Saturday.

"We want our legitimate historical land, recognized by the
international community as Azeri, to be given back to us and you, our
citizens, to return to your homes," the president said.

"We are being told, on the one hand, that the problem must be solved
peacefully. We agree with this. But one must not forget that Armenia
occupied these lands by force, not peacefully, with other countries’
support. Azeri citizens, the younger generation, must always remember
that," Aliyev said.

"If Armenia did that by force, we are we being urged to settle [the
conflict] peacefully? No one wants war. But how long must we put up
with this unbearable situation? How long will the world community and
those dealing with this problem remain so complacent?" he said.

Aliyev said he was confident that the Nagorno-Karabakh problem would
be finally resolved on the basis of Azerbaijan’s territorial
integrity.

"We just want this to happen as soon as possible and we want Armenia
to leave the occupied territory voluntarily," the Azeri president
said.

Toronto – Did you know that you should always pass the salt and pepper
together even when just asked for the salt? Or that you should never
tip in Japan? Well, those who attended a recent Business Etiquette
Workshop now know that and much more.

On January 17, 2010, the AGBU Young Professionals of Toronto hosted a
business etiquette seminar led by Natalie Jikerjian, a UK Certified
Business Etiquette Expert. Over 60 Armenian young professionals
attended the cocktail reception followed by a 90-minute seminar on
everything etiquette related to the corporate world.

The event itself seemed to be the perfect study in networking
opportunities, as young Armenian professionals from a variety of
fields took the pre-workshop reception as an opportunity to meet some
of their contemporaries and make important connections.

Jikerjian was a warm and engaging speaker who started her presentation
off right away by letting her audience know that they had already
observed them demonstrating some of their networking know-how and
singling out those who she had seen exhibit good business etiquette.
These participants learned that they had held their drinks in their
left hand (freeing up their right to shake hands) and worn their name
tags on the right side of their chest (following the line of vision
from the initial handshake).

The event, sponsored in part by TD Bank Financial Group, provided tips
on how to make proper business introductions, guidelines on electronic
etiquette, lessons on formal business dining, and profiled
cross-cultural customs for international business travel. From
learning how to make a good first impression to dressing for success,
Jikerjian, who completed her certification through Cambridge
University’s MBA Program in the United Kingdom, guided guests on an
interactive presentation complete with tips on how to toast a client
and making proper handshakes.

The hands-on workshop also covered international gift-giving protocol,
knowing who to introduce first in business meetings, ways to conduct
appropriate business card exchange, and tips on entertaining business
clients. Jikerjian was able to make this myriad of facts and finicky
details come to life by injecting all of her dos and don’ts with an
anecdotal humor and charm.

"Etiquette is about presenting yourself with the right kind of
polished professionalism that can be taken seriously," said Jikerjian.
"It’s important knowing how to open the door, so that you can close
the deal."

While a generation ago, Toronto Armenians would have been primarily
focused on entry into the corporate world, the sons and daughters of
that generation no longer feel limited to simply achieving that
entrance. Rather, with their combination of higher education and a
sense of comfort within the system they grew up in, today’s young
professionals are raising their own expectations from simply getting
their foot in the door, to competing for top spots within their own
respective industries and constantly trying to upgrade and enhance
their skills.

As Jikerjian’s presentation wrapped up, the participants reconvened
and continued to meet and get to know each other…. all with the most
impeccable of manners, naturally.

a letter to PACE, expressing dissatisfaction with the conduct of
co-rapporteurs John Prescott and Georges Colombier.

The position of PACE co-rapporteurs remains incomprehensible to
relatives of tragic events’ victims.

`John Prescott and Georges Colombier are fully aware of Armenian
authorities’ intention to conceal the names of people responsible for
March 1, 2008 events. Nevertheless, the co-rapporteurs demand
implementation of reforms stipulated by ad hoc Committee of the
National Assembly of Armenia on March 1, 2008,’ the statement said.

Statement authors offered raising the issue above at March 12 sitting
of PACE Standing Committee in Paris.

They expressed a wish to meet the co-rapporters as soon as the latter
visit Armenia.

Ã?aÄ?aptay’s latest analysis: ill-informed, ill-intentioned

A piece titled `What’s Really Behind Turkey’s Coup Arrests?’ by Soner
Ã?aÄ?aptay, who works for the pro-Israeli Washington Institute for Near
East Policy (WINEP), was published very recently by the Foreign Policy
journal. He starts his unsubstantiated claims by saying that the Gülen
movement is a shadowy Islamist movement.

I have written here several times that unless you call every single
practicing Muslim an Islamist, Fethullah Gülen and his movement can
never be called Islamist. Quite the contrary, the movement has always
stayed away from politics. It is well known that if someone is called
Islamist, it is implied that he is not an ordinary Muslim but is
instead a radical and possibly a pro-violence one. Some hooligan
right-wing Islamophobic tabloid journalist could write such a thing,
but an academic such as Ã?aÄ?aptay must know that serious academics
never call the Gülen movement Islamist. Even this misuse of the term
shows that Ã?aÄ?aptay is not objective or unbiased toward the movement.
Ã?aÄ?aptay tries to dilute evidence against the coup attempts and
writes: `When I asked a former US ambassador to Turkey for his views
on the news, he thought the scenario was ridiculous. `If the Turkish
military was going to do a coup, they would not be writing a
5,000-page memo about it,’ he stated.’ But on Friday the military
prosecutor confirmed that experts agreed that the coup documents were
authentic. I am sure the experts know this better than a former
ambassador who only relies on speculation. What is more, we know that
the coup-plotter generals say in the recording that they themselves
recorded and archived that the plan they imitated was the Flag
(Bayrak) Plan which was a written document prepared to plan Sept. 12,
1980. The fact that the plan is longer this time is only a sign that
coup-plotting junta knew that this time civil society is much stronger
thanks to the Gülen movement and many others, so the plan had to be
more detailed, careful and vigilant. They recorded everything, and one
reason could be that they did not trust each other. On March 9, 1971,
some generals betrayed their colleagues and the leftist (Baathist, to
be more accurate) coup and sided with the rightist generals who
successfully staged a coup on March 12, 1971, and the next generation
of coup-lover generals never forgot this.

The fact that no one has been prosecuted for the wiretap of the chief
of General Staff is interpreted by Ã?aÄ?aptay as a sign that the balance
of power in Turkey has shifted decisively. Bu he never mentions that
Prime Minister Recep Tayyip ErdoÄ?an himself and several other Justice
and Development Party (AK Party) deputies also were wiretapped and
that Ergenekon suspect DoÄ?u Perinçek’s newspapers and TV stations
published them. They were not prosecuted, either. Ã?aÄ?aptay prefers to
give us half the picture, as he has done many times before, for
instance, when he was arguing that Turkey was changing its axis from a
Western-alliance position to pro-Iranian, etc., position. This was
repeatedly and vehemently denied by the US State Department, EU
politicians and Eurocrats. Not surprisingly, only rightist Israelis,
Likudniks, Zionists and some neocons advocate these views, which are
not based on evidence and facts but on pure conspiracy or speculation.
It has repeatedly been shown by academics that the main engine behind
the success of the AK Party, the Anatolian middle classes and the
nascent elite, are fully supportive of the EU process and that is why
they support the AK Party. Otherwise they would support Necmettin
Erbakan’s Felicity Party (SP), which has an anti-West and anti-EU
discourse.

Speculation and accusations
Ã?aÄ?aptay tries again to blacken the Gülen movement by labeling it an
`ultraconservative political faction.’ What is conservative? What is
ultraconservative? Why is it political and why is it a faction?
Ã?aÄ?aptay simply borrowed all the negative words and terms that would
irritate the Western reader, but none of these are true, and clear
definitions are never given. Again, he writes that the movement aims
to `reshape secular Turkey in its own image, by securing the supremacy
of Gülen’s version of religion over politics, government, education,
media, business, and public and personal life.’ But these are pure
blanket accusations, mind-reading and pure speculation without a shred
of evidence.
He also claims that `today, it is those who criticize the Gülen
movement who get burned.’ It seems that Ã?aÄ?aptay never reads Turkish
newspapers and never watches Turkish television. The lies and
accusations that Ã?aÄ?aptay is fabricating here are not original
whatsoever. Every day on television and in newspapers several
pro-oligarchy journalists, so-called writers, academics and so on keep
repeating these conspiracy theories. Nothing happens to these people.
In the past, Gülen always sued them and got compensation for libel
(the pro-Ergenekon daily Cumhuriyet’s archive is full of papers with
corrections, even in the headlines), but as far as I can see, Gülen is
no longer interested in them; maybe he does not want to make those
marginal voices happy and famous.

Ã?aÄ?aptay states that `Zekeriya Ã-z, the chief prosecutor leading the
Ergenekon case, and Ramazan Akyurek, the head of the police’s domestic
intelligence branch, as well as other powerful people in the police,
are thought by some to be Gülen sympathizers.’ Everybody who is
anti-oligarchy or not corrupt is thought to be a Gülen sympathizer.
What can Ã?aÄ?aptay say if I write here that Ã?aÄ?aptay is thought to be a
Mossad agent by some as he always writes along the lines of the
pro-Israelis, and what is more he works for an openly pro-Israeli
think tank? Writing this here seriously would be ridiculous, but this
is what so-called academic Ã?aÄ?aptay does when it comes to police
officers and prosecutors without — again — any shred of evidence.

Ã?aÄ?aptay portrays Türkan Saylan as just a grandmother; he never
mentions that she could not explain a document discovered on her
computer mentioning encouraging girls (who were given scholarships by
Saylan) to make every sacrifice needed to become close to young
officers. Several other original documents that were filed by the
prosecutors also show similar activities.

No proof of evidence
Ã?aÄ?aptay writes without any proof or evidence that `the
Gülen-controlled parts of the judiciary and police have also wielded
illegal wiretaps against those entangled in the Ergenekon case,
leaking intimate details of their private lives.’ But is it a
coincidence that several Ergenekon suspects were caught with those
recordings and pictures and sometimes they were caught not by the
police but by the gendarmerie? Remember when former Land Forces
Commander Gen. YaÅ?ar Büyükanıt was to be appointed the chief of
General Staff; there was a bombardment of every single cell phone,
e-mail inbox and Internet Web site accusing him of being everything
from a secret Jew to a corrupt officer and so on. The oligarchy’s men
instantly blamed their scapegoat Gülen at that time, but afterwards
all these materials were found in the office of Büyükanıt’s rival for
the position of chief of General Staff, Gen. Å?ener Eruygur (an
Ergenekon suspect ), well protected in the army compounds. Gen.
Eruygur today claims that he cannot remember anything. What is more,
referring to this, Gen. Büyükanıt himself said he was also a victim of
Ergenekon. One wonders why Ã?aÄ?aptay never mentions these important
factual details but instead talks about rumors and repeats exactly
what the Ergenekon suspects keep saying.
Ã?aÄ?aptay also claims that `the military ¦ opposes the AKP and the
Gülenists because it sees itself as the virtual guardian of Turkey’s
secular polity à la Atatürk’s vision, serving as a bulwark against
religion’s domination over politics and government.’ But why does
Ã?aÄ?aptay not look at the EU progress reports on Turkey that totally
discredit his claims and ask for a more transparent,
democracy-friendly and accountable army? Why do EU officials always
reiterate that the Ergenekon case gives them hope for the future of
Turkish democracy? It seems that everybody in the EU has become Gülen
sympathizers! It seems that they are not as intelligent as Ã?aÄ?aptay!

Ã?aÄ?aptay also allegedly writes that Gülen said `to his followers in a
message broadcast on Turkish TV in 1999 that `every method and path is
acceptable [including] lying to people’.’ Even in the doctored video
that Ã?aÄ?aptay mentions (he never says that it was broadcast to accuse
Gülen but gives the impression that it was Gülen who broadcast this
message), he never said this. Also, a staunchly secularist prosecutor
prepared an indictment against Gülen based on this doctored video
recording, and the Feb. 28 coup’s mighty generals openly supported
him, but the courts, including the highest court, the Court of
Cassation, found Gülen not guilty, as Ã?aÄ?aptay mentions only briefly.

A Gülen-Erbakan alliance?
He claims that the Islamist Welfare Party (RP) government was
supported by the Gülen movement. I am sorry, but this is a very silly
lie. It is known by everyone in Turkey that Gülen and Erbakan do not
like each other. Gülen never supported Erbakan. Ã?aÄ?aptay seems to be
ignorant of Turkish social and political history. Gülen always said
that mixing religion with politics is a satanic act. There are
countless documents, evidence and academic studies to show this.
Diametrically opposed to what Ã?aÄ?aptay writes, Gülen did something
very `unGülenic’ and appeared on TV at the time and stated very
powerfully that Erbakan should quit the government because the
situation was extremely tense and he feared a coup that would end with
bloodshed. It is easy to find newspaper pieces, comments on this and
even the recording of the broadcast itself. Can Ã?aÄ?aptay show us even
a single piece proving that Gülen supported Erbakan for one moment in
his entire life? What actually happened was that after getting rid of
the Islamic government, the anti-Islam coup went after all religious
people, banned the headscarf at universities, banned parents sending
under 15-year-olds to mosques in the summer holidays to receive
religious education, tried to bankrupt religious businessmen and so
on. Today, almost everyone remembers those days with a feeling of
total disgust, and no one advocates what happened. Did you also know
that the coup’s leader, Gen. Cevik Bir, said publicly that the AK
Party was beneficial for the country?
Ã?aÄ?aptay also claims that `the AKP ¦ is largely a reincarnation of the
banned RP,’ but there is no evidence to support this. Erbakan went on
to establish his own party, and he accuses ErdoÄ?an and his friends of
being children of the Byzantine Empire and sheepish slaves of the
West. Ã?aÄ?aptay and his friends can never explain why the Armenians in
Turkey reportedly (as declared by the Armenian patriarch and some
Armenian journalists such as Etyen Mahçupyan, who is also a Taraf
columnist) voted for the AK Party in the July 22, 2007 general
elections, when the AK Party got 47 percent of the vote. Is it again a
case of those people not being as intelligent as Ã?aÄ?aptay? I must note
that I submitted a paper on the AK Party and its non-Islamism to a
respected journal, and one of the reviewers was upset by the
information on the pro-AK Party Armenian voting and did not hide his
feelings, saying that this information was irrelevant. I wonder why?

Ã?aÄ?aptay is himself solid proof that the conspiracy theories he
repeats about the Gülen movement are based on fabrications and lies,
blanket accusations without any evidence, mind reading and disrespect
for the judicial process in Turkey. These desperate attacks on the
movement by Ã?aÄ?aptay, Michael Rubin, Rachel Sharon-Krespin, Barry
Rubin and so on, will only strengthen the movement’s respected
peaceful and pro-dialogue status all over the world.

Believe me, if he had any evidence against the Gülen movement, instead
of humiliating himself once more and abusing Foreign Policy and its
readers, Ã?aÄ?aptay would not hide it from his readers, unless he is
also a secret Gülen sympathizer sacrificing himself and his academic
career by way of strange tactics.

I did not write this piece because I take Ã?aÄ?aptay and his friends
seriously. I do not. Google the net, and you will find thousands of
conspiracy theories about Gülen (by the way, none of their writers got
burned) on marginal anti-Islamic or ultra-nationalist Web sites. But I
take Foreign Policy seriously, and I am sure they will tackle this
abhorrent abuse of their good intentions.

Signing of military cooperation agreement between Azerbaijan and
Turkey might become cause of the World War III, Azerbaijani expert
Elman Nasirov told Azeri Olaylar newspaper.

>From the military capability viewpoint, Turkey that joined NATO in
1952, takes the second place after U.S. out of alliance 25 member
states.

"In case military cooperation agreement is signed and Turkey backs
Azerbaijan in Karabakh issue, the country will come to close quarters
with Russia. In this case, NATO member states should intervene in a
matter that might lead to World War III," Nasirov noted.

The expert also underlined that Turkey is the major ally country in
Azerbaijan’s integration into EU.

Photo-journalist Gagik Shamshyan was attacked and beaten earlier today
outside the RoA Chief Prosecutor’s Office. Mr. Shamshyan had gone to
cover a session of the Chief Prosecutor’s staff and was photographing
officials as they entered the building when he was attacked by a
young man.

At a press conference held after the session, Mr. Shamshyan used the
opportunity to relate what had happened to him to Chief Prosecutor
Aghvan Hovsepyan. Mr. Shamshyan said his attacker entered the
building and asked Prosecutor Hovsepyan if he could file criminal
charges against the culprit. The Chief Prosecutor replied, "I demand
that you put it all down in writing and that you provide us with the
photos and tape recording so that we can investigate the matter."

YEREVAN-The governing bodies of the three traditional Armenian
political parties issued an announcement Wednesday regarding the
imperative to unite around the commemoration of the 95th anniversary
of the Armenian Genocide and the critical issues of justice that
still confront the Armenian nation as it looks ahead to the crimes’
centennial.

Below is the translated text of the announcement by the Central
Executive of the Social Democratic Hunchakian Party, the Bureau of
the Armenian Revolutionary Federation and the Central Executive of
the Armenian Democratic League (the Ramkavar-Azadagan party):

Announcement

April 24, 2010 marks the 95th anniversary of the Armenia Genocide.

The crime perpetrated against the Armenian people and humankind
by Turkey continues to have its ramifications. Justice has not yet
persevered.

For 95 years, the Armenian people, which have been deprived of their
homeland and been subjected to Genocide in their own historic country,
has been pursuing justice. On the long road of this struggle, our
people have been able to transform into an organized force by staying
true to national ideals, the homeland, its language and culture. The
opening of every school, church or center in an Armenian community
became a step toward our aspirations.

In the last decades, the Diaspora was able to come together around
the international recognition of the Armenian Genocide, reparations
for losses and the ideal of a homeland, and garnering many successes.

For the Armenians living in Armenia, the years of Soviet domination
also became a time for recognizing the importance of returning to
the homeland, self-determination and generational rights. For the
Armenians in Armenia this conviction was grounded in a road to victory
paved after Armenia’s declaration of independence.

After efforts to recognize the Armenian Genocide, which began in 1965,
came the Karabakh liberation movement, which, once and for all, proved
the unwavering strength of a unified Armenia and the imperative of
the Armenian Cause. The independent Republic of Armenia was created
as a result of a victorious liberation war and the appreciation of
our pan-national capabilities. The unprecedented victories of our
nation are a result of the collective efforts of the Armenian state
and the Armenian Diaspora.

Today, once again, our people are confronted with huge challenges. The
developments in the normalization of Armenia-Turkey relations and a
quick resolution of the Nagorno-Karabakh conflict are unprecedented.

Once again, efforts are underway to satisfy foreign interests at
the expense of our people’s unwavering aspirations and the rights
of future generations. Fortunately, the Armenian people understand
the veiled and apparent threats that are inherent in the protocols
signed by Armenia and Turkey. The freedom and independence won with
the blood of the heroic people of Artsakh is still being threatened. At
the same time, the Armenians of Javakhk are denied basic human rights.

We, the three pan-Armenian political parties, are convinced that only
through collective efforts, and calculated and decisive actions, can
we shape world opinion to take into consideration Armenian national
interests and respect for our rights. We are convinced that only
through collective efforts and everyday actions can we resolve our
pan-national issues-rights of the Armenians in Javakhk, independence
of Artsakh, the international recognition of the Armenian Genocide
and the strengthening of the Republic of Armenia. The true inclusion
of the Diaspora in Armenia’s state and political life can become a
critical conduit in fortifying our national unity.

This year is the 95th anniversary of the Armenian Genocide. We are soon
approaching the centennial of one of humanities biggest tragedies. The
struggle for international recognition of the Armenian Genocide and
the pursuit of reparations not only has ramifications for civilized
human values but also for the security of the independent Armenian
homeland. The fact that the crime was unpunished is what allowed for
future repetitions of such crimes.

We are decisive and are confident that our just struggle is in the
stages of final victory. We call on the government of Armenia, all
political forces, all Diaspora organizations and all entities that are
concerned about the future of our people to come together and rally
around our pan-national concerns, to presented a strong united front
for the entire world, to take concrete steps for resolving the issues
facing Armenia, the Diaspora and the Armenian nation, to express our
collective political will, on the road to establishing our distinct
and dignified place in the world.

At this important crossroads in the Armenian reality, we condemn all
efforts that serve to diminish the will of the Armenian nation.

Today, many governments already have recognized the Armenian Genocide.

There is no other alternative. Only through the cooperation of all
facets of the Armenian nation and the strengthening of our independent
state will we achieve the world’s-and even Turkey’s-recognition of
our just cause.

This is the guarantee for a complete and secure future for the Republic
of Armenia and the Armenian nation.

February 23, the boom of a crane parked in the site area near
Blitz filling station in Leningradian Street fell down onone of the
constructors.

On arriving at the scene rescuers removed the body of Arman Gasparyan,
1993, under the crane boom.
