The early-October visit of OSCE MG Co-Chairs to South Caucasus aims
to discuss the updated version of Madrid principles, Azerbaijani MFA
Spokesman Elhan Polukhov said September 28.

"The Co-Chairs are executing order of the U.S., Russian and French
Presidents on elaboration of the Madrid principles updated version. For
this purpose, talks with Azerbaijani Foreign Minister Elmar Mammadyarov
are scheduled," Polukhov declared.

According to him, the main efforts are focused on this matter, as
discussions on the updated Madrid document will "enable to determine
further actions of the negotiation process."

"Possibly, only after the new document version is approved, the
issue on Azerbaijani and Armenian Presidents’ meeting in Chisinau
will appear on the agenda," Polukhov concluded.

The OSCE Minsk Group Co-Chairs — Yury Merzlyakov (Russia), Bernard
Fassier (France), and Robert Bradtke (U.S.) will visit Armenia and
Azerbaijan to arrange the Armenia-Azerbaijan Summit meeting in Chisinau
in the framework of CIS Summit.

NEW YORK-Azeri Foreign Minister Elmar Mammadyarov met with US Secretary
of State Hillary Clinton in New York on Saturday for talks on the
Nagorno-Karabakh conflict, the Azeri Press Agency reported.

Citing a press release from the Azeri Ministry of Foreign Affairs, APA
quoted Clinton as saying that the status quo in the Nagorno-Karabakh
conflict was "inadmissible." She also stressed her administration’s
continued commitment to quickly solving the conflict.

Mammadyarov, for his part, thanked Clinton for the
U.S. administration’s ongoing involvement in the Nagorno-Karabakh peace
process. He added that "peace and stability" can only be secured in
the region when the conflict is resolved in Azerbaijan’s favor.

The Coming Russian Defeat in the Caucasus

Russia will be well along the road to total defeat by the US and NATO
in the Caucasus and beyond if the recently proposed Armenian – Turkish
`Protocols’ are ratified.

Within two months after ratification, Turkey would be required to open
its border with Armenia. Subsequently, or perhaps simultaneously, the
Azerbaijani – Armenian border will open if, as appears increasingly
possible, an Artsakh (Karabagh) peace agreement is signed.

Regardless of whether the Azeri border opens, a fully open Turkish –
Armenian border would inevitably result in US and NATO penetration and
subjugation of Armenia.

Let us look at US and Russian policy in the Caucasus, both past and
present.

The West’s Goal: Domination

For two decades, the West, as well as Israel, has dreamt of dominating
the Caucasus, which is the gateway from Europe and Turkey into the oil
and gas-rich Caspian Sea region. To do so required ripping the
Caucasus’ three ex-Soviet countries – Armenia, Azerbaijan, and Georgia
– from the Russian bear’s claws.

The US and NATO have largely succeeded in doing so. The West has
already built two major gas and oil pipelines – BTE and BTC – from
Azerbaijan’s Caspian coast, through Georgia and Turkey. The US
insists that all pipelines bypass Russia and Iran.

Though Georgia and Azerbaijan are under continual Russian pressure,
both are NATO candidates and have aligned themselves with the US.

That left Armenia, perhaps Russia’s only real ally in the world, as
the sole obstacle to total American domination of the western land
route into the Caspian.

By coaxing Turkey to open its border, Washington is now trying to lure
Armenia away from Russia and into the infinitely richer and more
modern, attractive, and democratic Western/NATO bloc.

Wealthier, stronger, and about thirty times larger and more populous
than its small, besieged eastern neighbor, Turkey has been picked for
the lead role in the West’s seduction of Armenia.

Armenia’s Importance to US Strategy

Until last year’s Georgian – Russian war, the US had been silently
pleased with Turkey’s blockade of Armenia. Washington hoped the
blockade, imposed mostly due to the Artsakh war, would create economic
pressure on Armenians to resolve that conflict.

Note that only an Artsakh peace agreement could fully pry open the
Azeri-Armenian-Turkish corridor that NATO and Washington craved. [See

But the war in Georgia cast doubt on that country’s ability to
continue hosting western-bound pipelines. For the US, the only
alternative to unstable Georgia is Armenia. This explains why
Washington has been dramatically stepping up pressure – and the
`Protocols’ are part of that pressure – on Turkey, Armenia, and
Azerbaijan to resolve their differences and thereby create a new
American path into the Caspian.

How does Russia feel about Armenia’s border issues?

Russia’s Fatal Mistakes

The Kremlin had long been silently pleased with the closed Turkish –
Armenian border and the Artsakh stalemate. After all, these prevented
the US from penetrating Armenia and dominating all three Caucasus
countries.

Now, however, confidential and other sources indicate that Moscow
favors both the Turkish-Armenian `Protocols’ and an Artsakh peace
agreement.

Russia reportedly hopes that trade across the Turkish – Armenian
border would enable it to profit from its ownership of Armenian
industry, particularly electricity production and transportation.

However, given Armenia’s small economy and size, the extra revenue for
Russia would not be considerable.

The Kremlin is also reportedly worried that a new Russian – Georgian
war would hurt Armenia’s economy since most Armenian imports/exports
must now go through Georgia.

Thus, Russia allegedly hopes that an open Turkish – Armenian border
would give its Armenia ally an alternative import/export route in case
of a war. Yet, given its alliance with Georgia, Turkey might well
close its border with Armenia in such an eventuality. Conversely,
were the Turkish-Armenia-Azeri corridor to remain open, this would
partly defeat the very purpose of a Russian attack on Georgia.

Moscow and Ankara have developed significant economic and political
relations in recent years. And Russia supplies most of Turkey’s
natural gas. Thus, the Kremlin apparently believes that it can
dictate to Ankara. The Kremlin is wrong. Regardless of how friendly
it becomes with Russia, Turkey will stay within NATO, its only
protection against its historic, nuclear-armed Russian enemy.

Moreover, Turkey – and Georgia, which also depends on Russian gas –
will eventually develop alternative energy sources and no longer be
vulnerable to Russia pressure. In the meantime, Russia will lose
Armenia to the West.

Russia is also trying to buy up future production from Azerbaijan’s
oil and gas fields in hopes that, in so doing, the West will lose
interest in Azerbaijan. In return, Russia is apparently pressuring
Armenia to, in effect, hand Artsakh to Azerbaijan.

This is a grave error. Historically, Azeris have betrayed Russia, as
happened in WW I when they sided with Turkey, and will do so again. In
the meantime, Armenian anger at Russia for selling out Artsakh,
combined with the lure of Western wealth, will permanently drive
Armenia away from Russia. Only a true Russian alliance with, not
economic and military bullying of, Armenia, will keep Armenia as a
friend. Armenia’s fear of Turkey is not enough.

Russian Policy Blunders

Russia has a long history of disastrous policies. In the space of 75
years, Russia lost two empires – Czarist and Soviet – and the Cold
War. Russia allowed false prophets – Bolsheviks – to impose the
inefficient and inhumane political and economic system of Communism
upon it. Russians let a deranged Georgian, Josef Stalin, maim and
murder countless millions of them. Even today, most of Russia’s
wealth comes not from human productivity but courtesy of Mother
Nature: oil and gas.

Recent Kremlin policy has been deeply influenced by Aleksandr Dugin,
an extreme nationalist ideologue. His political philosophy,
Neo-Eurasianism, advocates a Russian led alliance of Asian and Slavic
countries. Like most Russian analysts, Dugin saw Armenia as a barrier
against Turkey, Russia’s historic enemy. Dugin then changed his mind.
He now thinks that Turkey is a Russian ally. This is a clear sign of
Neo-Eurasianism’s immaturity.

The Kremlin – this time with Medvedev and Putin at the helm – is once
again listening to false prophets. Turkey’s arm can indeed be
twisted, but not broken, by Russia. Moreover, Turkey is tougher than
Russia. During the Cold War, genocidal Turkey would have annihilated
Russia had it, rather than the Soviets, possessed nuclear weapons.

While Turks make Russians think they’ve become friends, Russians
foolishly throw their only ally, Armenia, to the Turkish wolf. Russia
will lose Armenia but will not win Turkey over. Pan-Turkism will
continue, pushed by the West for its own purposes.

Moreover, as I noted two years ago, once NATO enters the Caucasus, it
`could then jump across the Caspian Sea and march straight into Muslim
Central Asia, posing a possibly mortal threat to Russia.’

Reject the Dangerous Protocols

Armenians must openly reject the `Protocols.’ Besides abrogating
long-standing Armenian rights vis-à-vis its genocidal neighbor, they
are a formula for Turkish hegemony over Armenia.

If the Turkish – Armenian border is to open, it must be in a way that
does not permit Turks to infiltrate, buy up, Ottomanize, and
eventually control Armenia.

Armenians must now publicly and bluntly emphasize to their Russian
ally that the `Protocols’ will result in Russia’s being surrounded by
NATO and ultimately, along with Armenia, destroyed.

Court for the study of preliminary RA-Turkish Protocols," Heritage
Parliamentary Faction Leader Stepan Safaryan told a news conference.

According to Safaryan, the letter urges the President to conduct a
nationwide referendum on RA -Turkish protocols. He also added that
discussions have to start before documents are signed, as there’s no
point in discussions after they’re concluded.

ARF-D is a ‘Demander,’ While RPA is the `Owner of the Homeland’: A
Senseless Debate

Armenian Revolutionary Federation ` Dashnaktsutyun (ARF-D) and
Republican Party (RPA) MPs Artsvik Minasian and Gagik Melikian held a
debate on the Armenian-Turkish Protocols today.

`Our issue is not to ask for the resignation of any official; our
issue, really, is that the entire nation understands, that this
requires the collective will of all of us. We will make use of all
opportunities in line with legislation to move the fight ahead,’
Artsvik Minasian stated during the debate.

Gagik Melikian didn’t share this opinion, stating they are not
demanders; rather, they are the owners of their homeland. Minasian, in
his turn, inquired what he means by `owner of their homeland’.

`It is very clear, we are the owners and Western Armenia is our
ancestors’ and our homeland. No one is going to offer our historical
homeland to us on a silver platter, even if we demand it. We must
struggle, and do so with a strong country, with a strong state. And to
have a strong state one must first have a strong leadership,’
Mikaelian said.

`Not being demanding we can not create a homeland,’ stated Minasian in
his turn, and Mikaelian answered:

`We say, that homeland is ours, and you say, we only demand that
homeland.’

The debate before the journalists was heating up. Minasian proposed to
Melikian that he go to Turkey and put RPA’s flag near Kars.

According to Melikian they have put not one flag but many. Recently
they have put one on Ararat (Masis).

Minasian retorted by proposing RPA organize an election in Turkey. And
they continued this way. The members of parliament were arguing
senselessly, refraining from giving serious political evaluations.

Though the RPA representative stated that he had concerns with the
Protocols, in his opinion, the document must be approved. The ARF-D
representative, on the other hand, also had numerous concerns, but
insisted that the document should be refu

senseless arguments.

Diplomatic School In Armenia

Sept. 23 session of the RA Government made a decision to establish
a diplomatic school at the RA Ministry of Foreign Affairs.

Such specialized institution will enable to organize regular education
and retraining of diplomats first time in Armenia, RA Premier Tigran
Sargsyan stated at the session. RA President Serzh Sargsyan earlier
spoke of the necessity of the diplomatic school in Armenia.

The school being funded by EU and OSCE will be initially located in
the MFA building.

Through talks with Armenia, Turkey and the USA are aiming to oust
Russia from the South Caucasus region, former Armenian Defence
Minister Vagharshak Harutyunyan has said in an interview with
168 Zham newspaper. The two NATO allies need overland lines of
communication with Afghanistan, they want to set up military bases
and influence the region, Harutyunyan said. But the former minister
said that the settlement of neither Turkish-Armenian relations nor
Armenian-Azerbaijani relations could be achieved any time soon. The
following is the text of the interview with former Defence Minister
Vagharshak Harutyunyan by moderate opposition Armenian newspaper 168
Zham on 1 September headlined "There won’t be any progress in the
upcoming months"; subheadings have been inserted editorially:

[168 Zham] What is the current status of negotiations on the settlement
of the Nagornyy Karabakh conflict?

[Harutyunyan] If we look at the negotiation process, we can say that
the Armenian side has been defeated as of today. There is not a single
provision in favour of Armenia in the publicized Madrid principles.

[168 Zham] But there is an opinion that the provision on the NKR’s
[breakaway Nagornyy Karabakh republic] final status is an achievement
and the status issue will be resolved in favour of Karabakh.

No need for referendum on Karabakh status

[Harutyunyan] Right, there wasn’t such a formulation in the previous
proposals, but previously the proposals were discussed in relevant
government institutions and were not accepted. On the other hand,
the Madrid principles have been discussed secretly and accepted
as a basis for the talks. What referendum are we talking about
when a referendum has already been conducted in Karabakh and the
NKR has seceded from Azerbaijan according to the USSR laws. By
accepting the Madrid principles, we also question the fact of the
held referendum. Second, it does not mention when and where the
promised referendum will be conducted. This is simply a diplomatic
move to make the Armenian side agree to sign the paper and go for an
interim solution. And, if nonetheless, the referendum is to be held,
the Armenian side should demand that the referendum be held first and
territories [Armenian-occupied Azerbaijani districts around Nagornyy
Karabakh] be returned afterwards. Or do them in parallel. The return
of territories, which will undermine the NKR’s security, followed
by a referendum should be avoided. This option is the idea of the
[OSCE Minsk Group] co-chairs and the USA is the godfather of it. This
option reflects the US and Turkish interests.

[168 Zham] Is it important for the USA whether or not the NKR remains
within Azerbaijan?

Turkey, USA want to oust Russia from region

[Harutyunyan] No, it is not important even for Turkey. Turkey attaches
importance to the road linking [Azerbaijani exclave] Naxcivan to
[Armenia’s] Meghri and Azerbaijan and to ousting Russia from the
region. This idea unifies Turkey and the USA. Recently the Turkish
defence minister said in the USA that Turkey and America should do
everything to keep Armenia away from the Russian Federation and Iran in
order to have [Armenia] direct its policy towards the West. Azerbaijan
is also interested in ousting Russia from the region since it thinks
that Russia backs Armenia. Moreover, they are convinced that Russia
secured the victory for Armenians [in the Karabakh war]. In the NKR
issue Turkey is restricted by Azerbaijan’s position. If you remember,
[Azerbaijani President Ilham] Aliyev said that if you concede and
open the borders we will raise gas prices. Turkey pays 80-90 dollars
to Azerbaijan per cubic meter of gas. For Russian gas Turkey pays
450 dollars while for Egyptian gas Turkey pays 400 dollars.

[168 Zham] The events are developing rapidly around the NKR and
the regulation of Armenian-Turkish relations, but it seems that the
negotiations are in deadlock.

[Harutyunyan] Over the past period there were moments when they said
that soon the issue would be solved. But until today the NKR issue
has not been settled. Do you remember that in 2000 when the Meghri
option [exchanging Azerbaijan’s breakaway Nagornyy Karabakh region to
Armenia’s Meghri Region] was on the agenda, [former Armenian President
Robert] Kocharyan dismissed those officials who were against the Meghri
option? Some Azerbaijani, Turkish, Georgian and American officials
welcomed his step saying that the replacement of the authorities was
the right step and that it would resolve the NKR issue and would bring
stability to the region. But after the failure of the project, the
US co-chair [of the OSCE Minsk Group] had to say that the presidents
were ready but people were not. And now the co-chairs are saying
the same. Their interests demand a speedy solution, and what kind
of solution is another topic. They need a corridor, overland lines
of communication with Afghanistan. There are issues of setting up
military bases and influencing the region.

[168 Zham] Nevertheless, in the near future a series of events
are expected in that field, i.e. the updated version of the Madrid
principles, replacement of the co-chairs and [Armenian President]
Serzh Sargsyan’s possible visit to Turkey. What settlements do you
predict with regards to these expectations?

No progress expected in Armenian-Turkish, Armenian-Azerbaijani
negotiations

[Harutyunyan] There won’t be any progress in the upcoming months. They
want to speed up the settlement, but in the NKR issue settlement
it will be rather difficult to reach agreement. The same is with
Turkey on the border opening. In the context of regional influence,
the USA attaches importance to the Armenian-Turkish border opening
and for that purpose it might even put pressure on its military ally
[Turkey] playing the card of the genocide recognition. I do not see
the possibility of opening the border at this point. The Turkish
authorities would like to open the border with Armenia since Armenia
hinders Turkey’s efforts to eventually establish its influence in the
region. By opening the border Turkey gains economic and political
leverages to influence the region. But in case of border opening,
Azerbaijan, on the one hand, and the Turkish people, on the other
hand, will accuse it [the Turkish government] of treachery since
anti-Armenian moods are strong in Turkey.

[168 Zham] Thus, Azerbaijan is a factor in the region.

[Harutyunyan] Just the other way around, Armenia is a factor, because
the key to the NKR settlement is in the hands of Armenia.

[168 Zham] Even now when they are discussing the return of seven
districts [Armenian-occupied Azerbaijani districts around Nagornyy
Karabakh]?

[Harutyunyan] You are right, they are discussing this. But the
discussion won’t become reality. One of the reasons is that Azerbaijan
does not agree even to a blurred formulation of a referendum in the
Madrid principles. And Armenia has made all possible concessions in
the negotiations process, but the key to the final settlement of the
issue is in the hands of Armenia. The strategy of the negotiations
should be changed.

[168 Zham] Don’t the Armenian authorities realize that fact? What
prevents them from toughening the talks policy like Aliyev did?

[Harutyunyan] The negotiation process went wrong in 1998 when the
NKR was ousted from the process due to Armenia’s fault and the
Meghri issue was included in the agenda. The Armenian side conceded
with the hope that it would achieve the goal if the co-chairs
put pressure on Azerbaijan to approve the NKR’s independence. In
addition, today there is pressure on Armenia regarding the rigged
[February 2008 presidential] election results and 1 March events
[post-election unrest]. In parallel to the negotiations process,
it [this pressure] either grows at some point or gets out of agenda
depending on the Armenian position in the negotiations. In order to fix
the situation we have to go back to the real picture of the conflict,
to the reality that Azerbaijan started the war and the consequences
are its fault. The conflict is tripartite and it is not possible
to negotiate without [Nagornyy] Karabakh. Armenia should table the
issue of refugees, Armenian territories occupied by Azerbaijan and
the issue of communications.

Tufenkian Foundation Unveils New Kashatagh Initiative

KASHATAGH, Nagorno-Karabakh Republic-In a recent day of celebration,
residents of this small, remote village joined political dignitaries
and members of the international community to mark the re-opening of
Hak’s historic St. Minas Church. The church blessing was combined with
the unveiling of a new drinking water supply for the village, making
the ceremony a momentous occasion reaffirming Armenians’ commitment
to restore and protect their ancient heritage in this war-torn enclave.

The afternoon began with the below-pictured blessing of the church
by Archbishop Pargev Martirosian, Primate of the Artsakh Diocese
of the Armenian Apostolic Church. Arch. Martirosian emphasized the
importance of reopening St. Minas and other churches like it, calling
them "a symbol of the continuation of the Armenian Christian faith
on these lands."

Hak village sits in a remote corner of Kashatagh (formerly Lachin),
the strategically vital area connecting Karabagh with Armenia. With
a continuous Armenian presence dating back to the 12th century,
Hak was ethnically cleansed of Armenians by Azeri forces in 1918,
only to be reclaimed in 1992 during Armenians’ victorious struggle
for self-determination. Since then, Azerbaijan has repeatedly claimed
the Kashatagh region for itself; however, the presence of Armenian
churches, cemeteries, and other monuments-some dating as far as back
as the 4th century-refute these claims and reaffirm the case for
Armenian sovereignty over these lands.

The Hak village project is the latest initiative of the New York-based
Tufenkian Foundation. Through a range of social and economic projects,
the Foundation has fostered the development and resettlement of
Kashatagh since the war. In parallel, the Foundation is working to
restore and preserve the Armenian monuments found throughout this
land. Ms. Virginia Davies of New York City tendered the generous
support that allowed the Foundation to restore St. Minas Church
and establish Hak’s water supply. Having flown in especially for the
ceremony, Davies spoke boldly and proudly about the project, which she
has dedicated in loving memory of her grandmother, Virgine Mouradian,
a survivor of the 1915 Armenian Genocide.

"This is only the beginning," Davies said. "After Hak, we will
start projects in the next two villages – Mirig and Hochants." Those
projects, like the work in Hak, will consist of restoring ancient
churches that had been desecrated by Azerbaijan, alongside development
and infrastructure projects for the current resettlers there. "After
these two villages, there will be another two, and it will go on for
the entire area."

Also addressing the gathering was Tufenkian Foundation Country Director
Mary Matosian. "Today, we constantly hear of protocols, speeches,
and statements on the status of Karabakh," she said, referring to
Turkey’s recent demands that Karabakh be ceded to Azerbaijan. "It is
vital that we bring to world attention that these are not so-called
‘occupied territories,’ but liberated Armenian lands. Today we stand
shoulder-to-shoulder-Karabakh government, Diaspora Armenians, and
Hak villagers-in support of rebuilding Kashatagh and bringing forth
its Armenian heritage, which was unjustly taken away by Azerbaijan
and must now be restored."

Numerous dignitaries attended the ceremony, including Nagorno-Karabakh
Republic President Bako Sahakyan, National Assembly Chairman Ashot
Ghulyan, Armenia’s former Foreign Minister Raffi Hovannisian,
representatives of numerous political parties and NGOs, and other
former ministers including Davit Lokyan and Levon Lazarian

"We must admit that parliamentary system of Armenia passed through
a short interval during which system of political discussions still
hasn’t been established," told journalists Republican Party’s member
Mkrtich Minasyan.

According to Mr. Minasyan, the National Assembly is not only a
legislative body but also "the only political structure".

"Driven by people’s voting political parties came here to share their
views on discussions or hearings. The last discussions were stormy
and proved once again that in Parliament is a platform where views
of all segments are expressed," the MP said.

Regarding of political discussions establishment Mr. Minasyan
underlined the importance of two opposition parties’ existence:
"Heritage" and "Dashnakcutyun". This fact will make NA’s discussions
become political and ideological and will help to solve various
