EU Rep. Klaar Calls on Artsakh to Negotiate with Azerbaijan

The European Union’s special representatives for the Caucasus, Toivo Klaar, on Wednesday called on Artsakh to hold direct negotiations with Baku.

“There can be no other alternative to direct contacts between Baku and representatives of the Armenian population of Karabakh,” Klaar told the News.am agency.

Klaar called the recent discussions between Azerbaijani and Artsakh representatives the “right step” and welcomed the discussions, the most recent of which was held on March 1 with Azerbaijan insisting on discussing integration of Artsakh within Azerbaijan, a point rejected by Artsakh representatives.

News.am reported that Klaar emphasized that the dialogue must aim to instill and build confidence and not sow further divisions.

“We call on all interested parties to refrain from negative rhetoric and focus on finding a settlement through mutual concessions, which address the legitimate concerns of all sides,” Klaar told News.am.

He also expressed concern over recent ceasefire violations and called for the complete opening of the Lachin Corridor.

Earlier this week, the Artsakh Foreign Ministry criticized Klaar for non-constructive statements he made in Baku to both Azerbaijani officials and during an interview with the APA news agency.

In Baku, Klaar seemed to echo Baku’s insistence on installing checkpoints along the Lachin Corridor, saying that transparency would lend to a more beneficial settlement. Not only have Artsakh and Armenian officials opposed such checkpoints, Russian foreign minister Sergey Lavrov also told Azerbaijani officials that such mechanism go against the provisions of the November 9, 2020 agreement.

The EU envoy also made his own interpretations of the agreement, saying that Azerbaijan’s insistence to carve a pathway through Armenia to Nakhichevan was included in the language of the statement, which it is not.

Authorities seek arrest of deputy Yerevan mayor over misuse of Covid funds

Armenia’s Anti-Corruption Committee has asked a court in Yerevan to allow the arrest of Deputy Yerevan Mayor Gevorg Simonyan and the head of the Department of Drug-Resistant Tuberculosis at the National Center of Pulmonology over misuse of government funds provided to the ministry in 2020 for the fight against Covid-19.

The court is yet to rule on the arrest motions filed by the Anti-Corruption Committee, its spokeswoman Marina Ohanjanyan told Panorama.am on Saturday.

Medline Clinic Director Babken Shaumyan has already been placed under arrest as part of a probe into the case, she said.

Simonyan served as deputy health minister in 2020-2022.

The health officials and the hospital director are accused of embezzling 119 million drams out of more than 26 billion drams in emergency funding allocated by the government following the outbreak of the coronavirus pandemic.

Eight others were also involved in the scam, the Anti-Corruption Committee said.

Arsen Torosyan was Armenia’s health minister at the time.

Artsakh president replaces three ministers

President of the Artsakh Republic Arayik Harutyunyan on Wednesday signed a number of decrees to replace cabinet members.

According to the decrees, Hrant Safaryan was dismissed as Minister of Agriculture and Georgi Hayriyan was named his replacement, the presidential office said.

Armen Mangasaryan was sacked as Minister of Social Development and Migration to be replaced by Vahram Arakelyan.

Aram Sargsyan was dismissed from the position of Minister of Urban Development. The performance of the minister’s duties was temporarily entrusted to Deputy Minister Azat Hambardzumyan.

According to the government decisions approved earlier by Harutyunyan, Georgi Hayriyan was dismissed from the position of the Chairman of the Water Committee of the Artsakh Republic, the duties were temporarily assigned to First Deputy Chairman of the Committee Ararat Khachatryan. Vahram Arakelyan was dismissed as Deputy Minister of Social Development and Migration of the Artsakh Republic.

Schiff Calls on State Department to Condemn Attack

Following an ambush by Azerbaijani forces on an Artsakh police vehicle on Sunday that killed three Artsakh officers, the State Department not only did not condemn Baku for its brazen actions, but continued to insist on Armenia-Azerbaijan dialogue.

Meanwhile, Congressman Adam Schiff said the “deliberate murder” of the Artsakh police officers warrants U.S. sanctions against Baku and urged the State Department and the Biden Administration to condemn the deadly violence.

“The attack by Azerbaijani forces that killed 3 Artsakh police officers is another act of deliberate murder and furthers the need for sanctions against Azerbaijan for their violations of human rights and the right to self-determination for the people of Artsakh,” Schiff said in a statement issued Monday.

“This latest violence comes during the ongoing humanitarian crisis caused by the blockade of the Lachin corridor, leaving 120,000 individuals in dire conditions. The U.S. must condemn Azerbaijan’s assaults on Artsakh and hold the Aliyev regime accountable. I urge the U.S. State Department and the Biden Administration to use all diplomatic channels available to address the increased instability in the region and ensure that the security and sovereignty of Artsakh is respected,” Schiff added.

The State Department reacted to Sunday’s deadly attack by saying that there can be no military solution to the conflict and that the use of force to resolve disputes is never acceptable.

“We’re following reports of a shooting incident on March 5th inside Nagorno-Karabakh which killed five individuals, we understand.  We offer our condolences to the families of those injured and killed.  There can be no military solution to conflict, and the use of force to resolve disputes is never acceptable,” State Department spokesperson Ned Price told a press briefing on Monday. 

“The only way to sustain peace is at the negotiating table and the use of force undermines negotiations.  Senior Advisor for Caucasus Negotiations Lou Bono is in the region to stress the only way forward is through direct dialogue and diplomacy.  And as the Secretary has emphasized, the United States is committed to Armenia-Azerbaijan peace negotiations,” Price added.

Asked whether the ambush will have implications on the negotiation process, Price added: “The implication – the clearest implication for us is the imperative of continued direct dialogue and discussion between the parties’ themselves.  This is imperative on the part of the parties.”

“We have played the role of partner to both countries, facilitating on a trilateral basis engagement between the foreign ministers and at the leader level as well.  We are prepared – whether bilaterally, trilaterally, multilaterally – to continue to be a partner in furtherance of efforts to secure a lasting peace,” added Price.

The State Department spokesperson also added that the U.S. is not competing with Russia for a mediation role in the Nagorno-Karabakh settlement process. In fact, Price said, the U.S. is not a mediator, which calls into question its role as an OSCE Minsk Group Co-chair. Price did not elaborate on this during the press briefing on Monday.

“We are not going to put ourselves against any other offer of mediation, and in fact we’re not a mediator.  We are a partner to the two countries.  I think we have demonstrated both in word and in deed the nature of our relationship with the two countries, our ability to bring the two countries together, our willingness and readiness to help bring about additional progress in relations between Armenia and Azerbaijan,” Price said when asked whether Western mediation is a better option given that Russia’s Foreign Minister Sergey Lavrov recently called on the parties to stick to Moscow’s efforts.

“We are not doing this as a means by which to compete with Moscow.  We are doing this in an effort to bring about the settlement and resolution of a longstanding dispute between these two countries, and unfortunately a dispute that has consistently taken lives, just as it did on March 5th,” Price said, referring to the Azerbaijani ambush of Artsakh police officers.

“Our interest here is in peace and security.  It’s in the interests of the people of Armenia and Azerbaijan as well,” Price added.

EU calls on Azerbaijan to ‘abide by’ UN International Court of Justice order regarding Lachin corridor

The European Union (EU) remains concerned that the continuing disruption to freedom of movement through the Lachin corridor is affecting human rights in Nagorno-Karabakh, including rights to health, education, and food, the EU noted in a statement.

“The EU calls on the Azerbaijani authorities and all responsible to guarantee freedom and security of movement along the corridor, in line with the trilateral statement of 9 November 2020, and to abide by the order of the International Court of Justice of 22 February 2023. The EU urges Azerbaijan and Armenia to continue to engage in dialogue, including at the leaders’ level. We look forward to continuation of President of the European Council Michel facilitated peace process,” the statement adds, in particular.

UN International Court of Justice had partially granted Armenia's claim against Azerbaijan and unanimously denied Azerbaijan's claim against Armenia.

It is planned to sign an agreement regulating the presence of the EU civil mission in Armenia in the near future, ARMENPRESS reports Prime Minister Nikol Pashinyan announced at a joint press conference with German Chancellor Olaf Scholz, addressing the question of the possibility of signing a new agreement on relations between Armenia and the EU after the deployment of the mission.

Pashinyan mentioned that the topic of the EU mission was one of the issues discussed with Scholz. Armenia is very happy and grateful for the decision made.

"Now the presence of the EU observer mission is regulated by mutual official letters. But we also have an agreement that an agreement regulating that presence and mission should be discussed, negotiated and signed. And I also think that we will probably sign a document regulating the presence of the monitoring mission in the near future, after we negotiate and come to a general agreement," said Pashinyan.

Scholz emphasized. "I am very proud of the EU mission in Armenia, it will make a great contribution. We'll develop that mission and see."

On February 20, the European Union launched the EU civilian mission in Armenia within the framework of the Common Security and Defense Policy. It is noted that the purpose of deployment on the Armenian side of the Armenia-Azerbaijan border is to promote stability in Armenia's border regions, build trust and security in conflict-affected regions, and provide an environment that will facilitate settlement efforts between Armenia and Azerbaijan, supported by the EU. In total, the EU mission's all-civilian staff consists of approximately 100 people, including around 50 unarmed observers.

Jaishankar holds bilateral meetings with Foreign Ministers of Sri Lanka, Armenia

New Delhi: External Affairs Minister S Jaishankar on Saturday held bilateral meetings with his counterparts from Sri Lanka and Armenia who were here to attend Raisina Dialogue.

Jaishankar met Foreign Minister of Sri Lanka Ali Sabry and held discussions on investment, trade and development partnerships as well as on facilitating Colombo’s economic recovery.

“Nice to catch up FM @alisabrypc of Sri Lanka. Thank him for his #RaisinaDialogue2023 participation. We took stock of our cooperation that is focused on facilitating Sri Lanka’s economic recovery. Discussions covered investment, trade and development partnerships. Also raised recent issues relating to our fishermen,” Jaishankar tweeted on Saturday.

Jaishankar also reviewed bilateral and multilateral partnerships with Foreign Minister of Armenia Ararat Mirzoyan on the sidelines of the Raisina Dialogue. The EAM on Saturday also tweeted: “Glad to welcome FM @AraratMirzoyan of Armenia. Reviewed our bilateral and multilateral partnership. Discussed broad-basing the agenda of cooperation.”

Earlier, at an event in Delhi, Joly took up the issue of the Russia-Ukraine war and called for the isolation of Moscow.

“The paralysis that is affecting particularly the UN Security Council is linked to the war in Ukraine. The more countries send a clear message to Russia, the more we will be able to isolate Russia politically and diplomatically,” said Joly.

The Raisina Dialogue is the flagship think-tank event organised by the Observer Research Foundation (ORF) in partnership with the Ministry of External Affairs (MEA).
