According to young scientist at the Byurakan Observatory Hasmik Andreasyan, science has good prerequisites for development in Armenia, which is conditioned by professional staff. According to Andreasyan, the existing shortcomings are mainly related to the lack of finance, and that is why young people’s involvement and interest in science is decreasing.

“Byurakan Observatory is very active in organizing international conferences and international schools. Last year, we had the 5th International Byurakan School and a Scientific Conference,” says a young scientist, emphasizing that the participation of the best international experts is a boost for young people in science.

According to the young scientist, the development of science is conditioned by generation change, education and financial support.

Let us forget the 'Lavrov plan'

Of course, there are political forces and politicians in Armenia, who, in one way or another, link their aspirations to Russia's support. Many of them closely cooperate with the political circles in that country, receiving and sending "messages". "Handing over [Azerbaijan's breakaway Nagorno-]Karabakh under Russian mandate" is precisely one of such messages. In my opinion, the proposal is unacceptable, because if you voluntarily cede some part of your sovereignty, the one, who receives that part, feels freer in imposing specific decisions on you. It seems to me that on the contrary, it is necessary to reinforce the sovereignty of the people of Artsakh [Karabakh]. In this regard, the efforts of Prime Minister [Nikol Pashinyan] to have representatives of this country involved in the negotiations are essentially correct.

And on the contrary, it seems to me that the attempts to "bring a victory of the Armenian people from Mr Putin" are senseless. Before April 2018, [when a velvet revolution brought Nikol Pashinyan to power], this was a functional mechanism, but now that Armenian citizens elected themselves their own government (given all of their shortcomings) without pressure from anyone and without foreign interference it is senseless to search abroad for levers of influencing our reality.

Russia is unable to replace the governments in Armenia or Artsakh, but it can put pressure on Armenia by implementing the plan for the settlement of the Nagorno-Karabakh problem it finds preferable (the so-called "Lavrov plan", which, for its part, is a deteriorated version of the Madrid principles). This is the case, where all of us, having forgotten all disagreements, must resist this and help our government, enabling them to resist this too.

I do not know, whether there are any Armenians in the world, who would agree with this plan, which envisages ceding territories in exchange for the unclear promise of holding a referendum. However, even if such people do exist, they are badly mistaken, because this is a direct path to a full-scale war. The implementation of this "plan" will simply enable Azerbaijan to attack us from more advantageous positions.

I am sure that rejecting such a plan for settlement, it is possible to achieve the unity of not only Armenian citizens, but all Armenians and show it to the world. We are not arguing about whether the genocide of Armenians did take place or not and I think that precisely in the same manner, we can refuse to even discuss whether the "Lavrov plan" is acceptable to us or not. The sides and mediators should think about more realistic ideas.

Հայկական «Տարոն-Ավիա» ավիաընկերությունը ամիսներ առաջ դիմել էր ՀՀ Տնտեսական մրցակցության պաշտպանության պետական Հանձնաժողովին՝ դժգոհելով ռուսական օդանավակայանների տարբերակված գնային քաղաքականությունից:


ՀՀ տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովից հայտնում են, որ ըստ բողոքի, չնայած Հայաստանն ու Ռուսաստանը ԵԱՏՄ անդամ երկրներ են, սակայն ՌԴ օդանավակայանները հայկական փոխադրողներին դիտարկում են իբրեւ արտասահմանյան ու սպասարկման և այլ ծառայությունների համար նրանց հանդեպ կիրառում են ավելի բարձր գներ, քան տեղական ավիափոխադրողների: Այս իրավիճակը թույլ չի տալիս, որպեսզի հայկական ավիաընկերությունը իր գնային քաղաքականությամբ մրցակցի ռուսականների հետ:


«Տարոն Ավիան» Հանձնաժողովին տեղեկացրել է, որ խնդրահարույց է նաև աերոնավիգացիոն ծառայություններ տրամադրող ՌԴ Օդային տրանսպորտի դաշնային գործակալության (Ռոսավիացիա) կողմից իրենց հանդեպ կիրառվող գնային քաղաքականությունը: Այստեղ ևս գործում են տարբերակված մոտեցումներ, մասնավորապես, Ռուսաստանի տարածքում ոչ տեղական ընկերություններից աէրոնավիգացիոն ծառայության դիմաց գանձվում է 95,2 դոլար՝ յուրաքանչյուր 100 կմ-ի համար, մինչդեռ տեղական, այսինքն ռուսական ավիաընկերությունները նույն ծառայության համար վճարում եմ մոտ 3 անգամ ավելի էժան՝ 35 դոլար՝ 100 կմ-ի համար:


Ըստ Հանձնաժողովի, ԵԱՏՄ տարածքում, անդամ երկրների ավիաընկերությունների համար օդանավակայաններում ոչ հավասար պայմանների ստեղծումը հակասում է ԵԱՏՄ–ում առողջ մրցակցության սկզբունքներին ու կանոններին: Նման մոտեցման արդյունքում ռուսական ավիաընկերությունները կարողանում են մրցակցային լուրջ առավելություն ստանալ հայկական ավիաընկերությունների հանդեպ:


Ստեղծված իրավիճակը հանգեցնում է նրան, որ կոնկրետ բողոք ներկայացրած տնտեսվարողի՝ «Տարոն Ավիայի» պարագայում թիրախային համարվող ՌԴ տարբեր քաղաքներ ուղղությունները ընկերության համար դառնում են ոչ մրցունակ:


Վերջինս կատարում է հավելյալ ծախսեր, ինչը էականորեն ազդում է ավիատոմսի գնագոյացման վրա: 

Հանձնաժողովը խնդիրը տևական ժամանակ քննարկել է ԵԱՏՄ գործընկերների հետ՝ նրանց ևս ներգրավվելով գործում՝ խնդրի արագ և ամբողջական կարգավորմանը հասնելու նպատակով: Կատարված աշխատանքների արդյունքում օրերս սահմանվել է ժամանակացույց՝ առաջիկա 2 տարվա ընթացքում վերհանել ՌԴ բոլոր օդանավակայաններում առկա տարբերակված սակագները և վերանայել դրանք: Այսինքն, ընդունվել է բոլոր անդամ երկրների տարածքում սակագների համահարթեցման միասնական որոշում: Նշենք նաև, որ արդեն իսկ գործնական քայլեր են իրականացվում և ՌԴ տարածքում գործող երկու օդանավակայաններ վերանայել են իրենց սակագնային քաղաքականությունը և հայկական ավիաընկերությունների համար տարբերակված մոտեցումներ առկա չեն:


ՏՄՊՊՀ-ն հավելում է, որ մեր երկրում թե հայկական և թե արտասահմանյան ընկերությունների համար սպասարկման և աերոնավիգացիոն ծառայությունների գների նման տարբերակում առկա չէ, ինչը նշանակում է, որ այդ առումով բոլոր երկրների ավիափոխադրողները ունեն հավասար մրցակցելու հնարավորություն:

YEREVAN, MARCH 19, ARMENPRESS. The Armenian government is making structural and content changes in the military industry sector, Prime Minister Nikol Pashinyan said at a news conference.

“I am sure we will have significant achievements in this sector. Today, we have important new products that will soon, I hope, be placed on serial production tracks, we have projects that are in final stages of discussion, we have projects that are under discussion, we have projects that are still ideas. I believe that Armenia must truly be a technologically advanced country, and we are headed this way,” Pashinyan said.

As an example, he repeated a statement made earlier by him when he said they shouldn’t focus on having a tank, but the objective that will be solved by having it.

“And we must understand what is this technology that will enable us solving this issue,” the PM said.

“There was a time when in order to transfer information from one place to another people needed paper, a pen, an envelope, a post stamp, a mailman, a horse or a car for reaching the information quickly to its destination. If we were to continue focusing on the paper, the pen and the post stamp, there wouldn’t be any e-mail. And today, the same is done without paper, without a pen or stamp, even without a mailman or transportation, it is done more quickly and efficiently. Therefore, the mechanism of our thinking must undergo the kind of change that this itself will be placed at the foundation of development of our military-industry complex,” he said.

“Some parts of the interview of “What, Where, When?” program expert Rovshan Askerov related to Armenia is merely surprising, since it’s over 2 years the Russian citizens visit Armenia with internal passports, which has significantly facilitated their entry to our country, making Armenia one of the traditionally most demanded directions for Russian tourists.

Moreover, the geography of those visiting Armenia covers all the countries of the world with no exclusions, with no ethnic discrimination. It should be noted that ethnic Azerbaijanis, as well as the citizens of Azerbaijan enter Armenia without any obstacles, while the entry to Azerbaijan of people with Armenian surnames but holding citizenship of other countries, including Russia, is banned.

Educator Alice Petrossian to Headline ANCA–Central California Fresno Flag Raising Ceremony

FRESNO—The San Joaquin Valley community will once again gather on the steps of Fresno City Hall to raise the flags of the United States and Armenia in commemoration of the victims and survivors of the Armenian Genocide. The event will take place on Wednesday, April 24 from 10 a.m. to noon in front of City Hall.

The keynote speaker for this year’s program is Alice Petrossian, current chairperson of the Education Committee of the Armenian National Committee of America–Western Region (ANCA–WR) and former president of the Los Angeles County Commission for Women. She has also served as Chief Academic Officer of the Pasadena Unified School District and occupied various administrative positions for the Glendale Unified School District.

Also participating will be Fresno Mayor Lee Brand and Fowler City Councilmember Karnig Kazarian, who will serve as master of ceremonies.

The invocation will be given by the local clergy, including: Fr. Dajad Ashekian of Holy Trinity Armenian Apostolic Church, Fr. Yessai Bedros of St. Paul Armenian Church, Fr. Yeghia Hairabedian of St. Gregory Armenian Apostolic Church, Rev. Greg Haroutunian of First Armenian Presbyterian Church, and Nerses Balabanian of Pilgrim Armenian Congregational Church.

This year’s musical program will feature Hygo Ohannessian and Asdghig Ajamian, who will sing the national anthems of United States and Republic of Armenia, and students of the Charlie Keyan Armenian Community School performing traditional and contemporary selections. Members of the Sassoon Chapter of the Homenetmen Scouts and the local JROTC will serve as the color guard, accompanied by the Association Of The United States Army “Sounds Of Freedom” Military Concert Band.

Throughout her 44 year career, Petrossian has been an educational leader and advocate for all students. As an immigrant who at the time of her arrival did not speak a word of English, she is most passionate when working for and with disenfranchised, minority and limited English speaking students. Her awards include, among many others, the prestigious Ellis Island Medal of Honor and multiple Woman of the Year proclamations by Assemblyman James Rogan (1998), Assemblyman Paul Krekorian (2008), and Senator Carol Liu (2013). Petrossian remains connected to Armenia through her yearly volunteer work and lectures at American University of Armenia.

The ANCA – Central California has organized the commemoration since 2004 when the flag of Armenia was first raised over Fresno City Hall in memory of 1.5 million martyrs of the Armenian Genocide.

The ANCA-WR is a grassroots public affairs organization devoted to advancing issues of concern to the Armenian American community. For nearly a century, the ANCA-WR has served to educate, motivate and activate the Armenian American community in the Western United States on a wide range of issues.

Armenia has always voiced about its committment to settle Nagorno Karabakh conflict exclusively peacefuly under the auspices of OSCE Minsk Group Co-chairs, where the security and status of Artsakh are priorities, ARMENPRESS reports spokesperson of the Foreign Ministry of Armenia Anna Naghdalyan said in a comment regarding Nagorno Karabakh peace process.

'In the recent period the announcments made by different Azerbaijani state officials over Nagorno Karabakh conflict settlement have significantly toughened. The use of force or the threat to use, military settlement, maximalist and un-constructive announcements are maximally emphasized, which is condemnable. And this is reflected also in the recent statement of the Co-chairs.

We hear from Baku phrases like 'The factor of force has always been and remains on our agenda', 'military factor plays a key role for the conflict settlement', 'Right comes from power' and so on. Moreover, in the light of the announcement about the planned meeting of the leaders of the countries Azerbaijan launches offensive exercises, that have not been notified and are against the international obligations.

Under the conditions that the Prime Minister of Armenia announces at the European Parliament about the necessity to bring the culture of dialogue, tolerance and mutual concessions to our region, we hear threats from Baku threats that they can prepare their public not to peace, but other methods of solving the conflict.

Such rhetoric, as well as maximalist and non-constructive announcements do not foster the creation of appropriate atmosphere for negotiations. Armenia has announced numerous times that it does not succumb to such approaches, as well as to the forceful negotiations under rifles.

Armenia has always voiced about it commitment and support for the exclusively peaceful conflict settlement under the format of the OSCE Minsk Group Co-chairs, where our priorities are the security and status of Artsakh. An excellent example of our commitment for peaceful settlement is that following the velvet revolution in Armenia the peace process did not stop, but obtained a new dynamic.

The establishment of atmosphere of peace, the mechanisms for reducing risks and preventing border incidents and the implementation of confidence-building measures, recorded in Dushanbe, as well as during the Vienna and St. Petersburg summits earlier, remain pivotal', reads the statement.

Chess: Armenian women’s team loses to Russia at FIDE World Team Championship

The Armenian national women’s lost to Russia in the second round of the FIDE World Team Championship underway in Astana, Kazakhstan. The tournament has brought together the strongest national teams of 14 countries.

As the National Olympic Committee reported, Elina Danielyan, Anna Sargsyan and Siranush Ghukasyan suffered defeats, while Lilit Mkrtchyan drew.

In Round 3 the Armenia team will face India. To note, 20 teams are participating in the tournament – 10 men’s and 10 women’s teams from China, Azerbaijan, Iran, USA, Egypt, Russia, Poland, England, India, Ukraine, Georgia, Hungary, Armenia and Kazakhstan.

Canadian MP Bob Saroya delivered a strong statement, remembering the victims of the Sumgait Pogroms that fell victim for the self-determination and independence of the brave people of Artsakh, the Armenian National Committee of Canada reported.

He described the pogroms as “an act of systematic massacre and hate crime against Armenians”.

“These massacres set a precedent for xenophobia, hatred and discrimination toward Armenians in Azerbaijan that unfortunately continues to this day and impedes the Artsakh peace process,” he said.

WASHINGTON–Rep. Adam Schiff, Vice-Chair of the Congressional Armenian Caucus, on Wednesday submitted a statement to the Congressional Record honoring the victims of the Sumgait Pogroms 31 years ago.

The full statement is below:

“Madame Speaker, I rise to commemorate the 31st anniversary of the pogrom against the Armenian residents of the town of Sumgait, Azerbaijan. On February 27 1988, and for three days following, Azerbaijani mobs assaulted and killed Armenians. The violence left hundreds of Armenian civilians dead and injured, women and girls were raped, and some victims were burned alive. Thousands were forced to flee their homes, leaving behind their belonging.

“The pogroms came as a direct result of years of vicious, racist anti-Armenian propaganda by Azerbaijani authorities, dehumanizing the Armenian residents of Azerbaijan and laying the groundwork for mass violence. Azerbaijani authorities made little effort to punish those responsible, instead attempting to cover up the atrocities in Sumgait to this day and denying the government role in instigating the killings. Indeed, even today, racist propaganda against Armenia and Armenians is prevalent in Azerbaijan.

“The hateful and dangerous Azerbaijani attacks on Armenians is also seen in a horrific crime which occurred 15 years ago last week. At a NATO sponsored training in Budapest, an Azerbaijani Army officers named Ramil Safarov snuck into the room of an Armenian lieutenant, Gurgen Margaryan, and hacked him to death with an axe as he slept.

“For this brutal and despicable crime, Safarov was sentenced to life imprisonment in Hungary. Yet after a determined campaign by Azerbaijan’s government, he was extradited to Baku in 2012 where he was greeted not as a criminal but as hero, provided back pay, and promoted in rank. There is no more dramatic illustration of Azerbaijan’s continued posture of hatred and aggression towards their Armenian neighbor than their celebration of a cold-blooded murderer.

“The assault on ethnic Armenian civilians in Sumgait helped touch off what would become a direct conflict between Armenia and Azerbaijan which took thousands of lives and dislocated millions more. The anniversary of Sumgait is a reminder of the consequences when aggression and hatred grow unchecked.

“Madame Speaker, in two months we will mark the 104th Anniversary of the Armenian Genocide, an event the Turkish government, Azerbaijan’s closest ally, goes to great lengths to deny. We must not let such crimes against humanity go unrecognized, whether they occurred yesterday or 30 years ago or 100 years ago. Today, let us pause to remember the victims of the atrocities of the Sumgait pogroms. Mr. Speaker, it is our moral obligation to condemn crimes of hatred and to remember the victims, in hope that history will not be repeated.”
