Turkish press: Azerbaijan supports steps for Türkiye, Armenia normalization: Foreign minister

Azerbaijan welcomes the talks between Türkiye and Armenia for the normalization of their ties, the country's foreign minister has said.

Jeyhun Bayramov's remarks came in an exclusive interview with Anadolu Agency in the Turkish capital Ankara, which he visited to attend the 30th Anniversary Reception of Diplomatic Relations with Friendly and Brotherly Countries.

"Azerbaijan has expressed at the highest level that it supports the normalization of Türkiye-Armenia relations," Bayramov reiterated.

"We evaluate the appointment of special representatives by Türkiye and Armenia, and three meetings they have held so far quite positively," he said.

Ankara and Yerevan last December appointed special representatives, Serdar Kilic and Ruben Rubinyan, for talks on normalizing the ties, with the first meeting held in Moscow on Jan. 14. The second and third meetings were held in Vienna on Feb. 24 and May 3, respectively.

Also, a historic bilateral meeting took place between the foreign ministers of Türkiye and Armenia on the sidelines of the Antalya Diplomacy Forum on March 12.


As part of the efforts, Ankara and Yerevan have also resumed commercial flights as of Feb. 2 after a two-year hiatus.

The two countries have been divided on a range of issues, including Armenia's occupation of Nagorno-Karabakh and the 1915 events between the Ottoman Empire and Armenians, and the border between the two neighboring countries has been closed since 1993.

Azerbaijan favors "establishing normal neighborly relations with Armenia," Bayramov said. "If Armenia takes appropriate steps, respects international law, and understands regional realities correctly, it will be possible to achieve good results."

Azerbaijan's ties with Türkiye, Armenia

Azerbaijan's top diplomat stressed the importance of the Southern Gas Corridor project amid the energy crisis in Europe in the wake of Russia’ war on Ukraine.

"With the cooperation and potential of Azerbaijan and Türkiye, there are opportunities to transfer additional natural gas to the European market," he said.

On the bilateral relations between Baku and Ankara, Bayramov said they are at an "unprecedented level of closeness."

"The Shusha Declaration has raised the ties to the level of alliance and set new targets in many areas," he added.

On relations with Armenia, Bayramov recalled that Armenia occupied 20% of Azerbaijan's lands in the First Karabakh War, citing it as a reason why the normalization of ties between the two countries were not on the table during that period.

Azerbaijan ended the occupation of Armenia following the Second Karabakh War in 2020, he said, adding that Azerbaijan put aside what happed in the past and called on Armenia to take the necessary steps for the normalization of relations and a peace agreement.

Although there was no response from Yerevan to Baku's call for about a year, Azerbaijan submitted the basic principles of a possible peace agreement between the two countries to the Yerevan administration at the beginning of this year, Bayramov said.

He also said Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan has met two times over the past two months with the initiative of European Council President Charles Michel, with the subjects of a possible peace agreement discussed.

The issues, such as the launch of transportation between the two countries and the start of the boundary determination commissions, were also discussed in Brussels, according to Bayramov.

"It is more necessary for Armenia than anyone else to lay the base for its development by normalizing relations with neighboring countries, Azerbaijan and Türkiye," he stressed.

YEREVAN, JUNE 8, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan received today President of the Council of Europe’s Venice Commission Claire Bazy Malaurie, the PM’s Office said.

During the meeting the Prime Minister praised the fact that the government of Armenia is actively cooperating with the Council of Europe and the Venice Commission aimed at constantly improving the quality of legislative field necessary for the strengthening of democracy, protection of human rights and development of independent judiciary. Pashinyan assessed the partnership with PACE effective, the recent resolution of which records the normal and positive course of democratic reforms in Armenia, as well as the fact that the page of falsifying elections has been closed. In the context of the cooperation between the government of Armenia and the European structures, the PM recalled also the consistent work with the ECHR in the direction of the return of Armenian prisoners of war, hostages and other persons who are still held in Azerbaijan after the 44-day war.

The President of the Venice Commission thanked for the appreciation and reaffirmed the readiness to support Armenia’s democracy agenda so that the legal regulations in the country will be as firm as possible.

The sides exchanged views on the agenda of the bilateral partnership. PM Pashinyan said the reform of the judiciary – as an important institutional reform, remains one of the priorities of the government, and in this context the constant efforts for forming trust towards the justice quality, the judiciary, as well as for ensuring social guarantees for judges are important. Claire Bazy Malaurie said she shares the view of the Armenian PM, adding that the Venice Commission will support the Armenian government, the Constitutional Court in this process with all its tools.

Issues relating to the cooperation between the Commission on constitutional reforms and the Venice Commission were discussed at the meeting.

Both sides emphasized the importance of civil society engagement into the reforms process.

Nikol Pashinyan said that the government is determined in implementing the agenda of reforms and highlights on this path the support of the Council of Europe and the European structures.

Berlin crash driver had history of paranoid schizophrenia, authorities say

Mayor says incident where teacher died and 14 children were injured was probably deliberate

A 29-year-old man who killed a teacher and injured 14 children after driving his car into a crowd in Berlin on Wednesday had a history of suffering from paranoid schizophrenia and was probably intending to kill or injure, German authorities say.

“There are no clues pointing to a terrorist motivation behind this deed, and we can also rule out that it was an accident”, said the spokesperson for the Berlin public prosecutor’s office, Sebastian Büchner. “It was probably a deliberate act.”

The Berlin prosecutor said the German-Armenian man’s history of mental health problems meant he was “likely” not legally responsible for his actions and would instead be placed in psychiatric care.

A teacher died and 14 children on a school trip were injured when the German-Armenian driver steered his silver Renault Clio on to the pavement of a busy shopping mile at about 10.30am local time (0930 BST) on Wednesday. After driving back to the main road he crashed into the shopfront window of a cosmetics store.

He fled into a sports store, where shoppers restrained him until police arrived. One witness told Der Spiegel magazine the man had been in a confused state: “He repeatedly asked for help.”

The crash occurred on Tauentzienstrasse in Berlin’s Charlottenburg district, adjacent to Breitscheidplatz square, where a rejected Tunisian asylum seeker with Islamist links drove a hijacked truck into a crowded Christmas market on 19 December 2016, killing 12 people and injuring dozens of others.

Berlin’s mayor, Franziska Giffey, told the broadcaster RBB on Thursday that the previous day’s incident had “ripped open deep injuries and trauma”.

Police investigators were trying, with the help of a language mediator, “to find out more from the partially confused statements he is making”, she said, adding that information was pointing to the incident having been deliberate.

In a statement on Tuesday night, the German capital’s interior senator, Iris Spranger, said latest information about the driver had made the incident look like “a rampage by a really seriously psychologically impaired person” .

Spranger rejected initial reports that a written statement had been found in the driver’s car that could have pointed to a politically or religiously motivated act.

While police found a poster in the car that criticised Turkey for its role in the Armenian genocide during the first world war, it was unclear whether it belonged to the driver or his sister, the registered owner of the vehicle.

The Prime Minister and the President presented awards to a group of devotees of the Public Television on the occasion of the 65th anniversary of the Public Television.

In particular, Nikol Pashinyan awarded the Commemorative Medal of the Prime Minister of the Republic of Armenia to Nara Shlepchyan, the first host of the Armenian Television, People's Artist of the Armenian SSR, member of the Board of the Public Television and Radio Company of Armenia, and Elmira Arsenyan, the Producer Director of the TV company. The latter's award was given to her colleague Artavazd Yeghoyan, as Mrs. Arsenyan is abroad.

Alvard Lazaryan, Senior Digital Archivist of the Digital Archive of the Public Television, Arsen Nazaryan, Head of the Editing Department, Smbat Sargsyan, Editor of the Production Process Support Department of the News Service, and Anichka Hunanyan, Head of the Television Fund Rehabilitation Laboratory received Letter of Gratitude from the Prime Minister.

After the awarding ceremony, Prime Minister Nikol Pashinyan congratulated everyone on the 65th anniversary of the Public TV. "In general, I think that age itself suggests that, at least, many of those present have been accompanied by Public Television throughout their lives. This is why we have a special attitude and special feelings towards the Public Television, because at every stage of our lives we remember ourselves in the role of a viewer of the Public Television.

Today, I'm very pleased to have the opportunity to pay our respects to the staff of Public Television who have played the most important role over the years. And I must hope that the Public Television will continue to appear with prominent, significant figures in the field of television, in the field of journalism, in the field of public discussions in the Republic of Armenia. These figures should also be shaped in the Public Television; they must become important mouthpieces for talking to our society, for dialogue. And this is the role of Public Television in general.”

In conclusion, the Prime Minister also congratulated the Armenian national football team on its victory in Yerevan and expressed hope that the solemn ceremony dedicated to the 65th anniversary of the Public Television will be stronger marked by the successful game of the Armenian national team.

Afterwards, the Prime Minister and his wife watched the Scotland-Armenia match of the group stage of the UEFA Nations League from the big screen in the backyard of the TV company, which was broadcast on the Public TV.

Government to provide assistance to families building house in border settlements

YEREVAN, JUNE 9, ARMENPRESS. The government approved today the 2022-2024 state support program for providing housing access to families in border settlements.

“This is a project of boosting the process of improving the housing conditions of families in border settlements. By easing the credit burden, we give the families with the opportunity to settle in a private house built by them in their preferred border rural settlement. This project is one of the important components for the proportionate development of rural communities”, Minister of Labor and Social Affairs Narek Mkrtchyan said at the Cabinet meeting today.

He said that the state assistance for this project is provided to a beneficiary who received a mortgage loan by banks or credit companies. The state assistance is directed to repaying the monthly principal amount and interest rates of the mortgage loan. “The state support provided to the beneficiary for servicing the mortgage loan in ten years will comprise around 20 million 600 thousand drams”, the minister said.

The minister said that the program beneficiaries are spouses registered in the population registrar of Armenia, at least one of whom must be a citizen of Armenia. There is no age limitation and a requirement for having a child. Newly-created families are the main target of this project.

Armenia continues to believe that the Russian peacekeeping mission is able to restore the status quo established in Nagorno Karabakh by the 2020 trilateral statement, the situation as of March 23, 2022, which has been violated by the incursion of the Azerbaijani armed forces into Parukh village in Askeran, Foreign Minister Ararat Mirzoyan said at a joint press conference with his Russian counterpart Sergei Lavrov in Yerevan on June 9.

FM Mirzoyan said that Russia played a vital role in the stop of the aggression unleashed against Artsakh.

“The deployment of peacekeeping forces in Nagorno Karabakh as a factor to prevent provocations and ensure the security of the people of Artsakh is aimed at creating conditions for restoring the normal life and ensuring stability and security in our region”, the Armenian FM said.

YEREVAN, JUNE 11, ARMENPRESS.  The Armenian Diocese of Germany strongly condemns the run over of pedestrians by a 29-year-old man in Berlin on the morning of June 9, killing one and injuring several citizens, including school-age children, ARMENPRESS reports the Armenian Diocese of Germany said in a statement.

"According to media reports, the author of this inhuman, hateful act, most likely, but not yet completely confirmed, is an Armenian citizen of Germany, named Gor H.. Again, according to media reports, the perpetrator had mental problems, most likely acting in a state of mental disorder. We hope that the police and other relevant bodies will find out all the details of this unfortunate incident," orer.eu quoted the Diocese as saying.

The Armenian Diocese of Germany informed that according to their data, the person who committed the act is someone unknown to the community. "We do not know anyone who knows him at this time. However, whatever the motives of the act, whoever committed it, the Armenian Diocese of Germany strongly condemns this inhuman act and expresses its solidarity with all the victims. We reject any act of this nature, regardless of the nationality or national-religious affiliation of the perpetrator.

We pray for the peace of soul of the victim of the crime, as well as for the speedy recovery and health of all the wounded," the Diocese said in its statement.

Film: Armenian Genocide documentary to premiere in Sydney on 23 June

Sydney’s Armenian-Australian community will have a unique opportunity to preview “The American Good Samaritans”, a compelling Armenian Genocide documentary retelling the story of extraordinary American missionaries who saved thousands of Armenians, Assyrians and Greeks during the 1915 Genocide.

The screening is being co-hosted by the Armenian National Committee of Australia (ANC-AU) and the Armenian Missionary Association of Australia (AMAA) on Thursday 23 June 2022, 7pm at St. Andrew’s Uniting Church, the ANC-AU reported.

Produced by Manvel Saribekyan in the United States of America, Lebanon, Greece and Iran, the film is his second documentary, the first of which was called “The Map of Salvation” and honoured the stories of European Missionaries who saved thousands of Armenian lives.

"The American Good Samaritans" features the late Swedish-American Associate Professor of Holocaust history and Genocide studies Dr. Paul Levine and other independent researchers from around the world who have studied the Armenian Genocide perpetrated by the Ottoman Empire, and the documentary also provides details of the aid provided by Americans.

While working on his first feature film “The Map of Salvation” in 2015, producer Saribekyan understood that the geography of good samaritans was vast. Therefore, while his second film focuses on aid provided by American missionaries, Saribekyan’s third film is centred around humanitarian aid provided by Australians and New Zealanders to survivors of the 1915 Genocide.

Saribekyan’s third film titled the “Golden Chain of Mercy” will be told by British/New Zealand award-winning journalist and historian James Robins, who authored “When We Dead Awaken: Australia, New Zealand and the Armenian Genocide” and was honoured as the ANC-AU’s 2021 Ben Bagdikian Media Award recipient.

“In conjunction with our good friends at the Armenian Missionary Association of Australia, we look forward to providing the Armenian-Australian community with the opportunity to witness this extremely moving and well-researched production,” said ANC-AU Political Affairs Director Michael Kolokossian.

Speaker of Parliament of Armenia Alen Simonyan received today the delegation led by Chair of the Mazhilis (lower house) of the Parliament of Kazakhstan Erlan Qoşanov who arrived in Armenia on the sidelines of the session of the Council of the CSTO Parliamentary Assembly, the Parliament’s press service said.

Welcoming the counterpart, Alen Simonyan thanked him for being in Armenia at decisive days for Kazakhstan.

“Yesterday your country held a referendum on constitutional amendments, and departing for Yerevan after that important event is appreciated”, the Armenian Speaker of Parliament said.

Touching upon the regional security issues, Simonyan said Armenia is committed to the peace and stability agenda. He said that the settlement of the Nagorno Karabakh conflict remains vital for Armenia, adding that it’s not a territorial dispute as presented by the leadership of Baku, but a matter of rights of the local Armenian population. Alen Simonyan asked his Kazakh colleague to contribute to solving the humanitarian issues relating to Nagorno Karabakh.

The sides positively assessed the level of the Armenian-Kazakh multilateral relations based on traditional friendship and mutual understanding. They highlighted the special role of the legislative bodies of Armenia and Kazakhstan, given that the Armenian-Kazakh political relations continue developing at rapid rates. Both sides emphasized the mutual cooperation in international field and the active participation in international organizations.

In turn the Kazakh Mazhilis Speaker said he has conducted his military service in Armenia in the Soviet years, adding that he returned to familiar places, everything here is familiar to him and he will never forget Mount Ararat. He presented the referendum on constitutional amendments, stating that it was a step ahead on the path to democracy. He thanked for the observer mission sent by Armenia for the referendum. Erlan Qoşanov praised the fact that this is his first inter-state visit to Armenia after being elected.

Erlan Qoşanov said that the participation of Armenia and Kazakhstan to the Eurasian integration process opens new opportunities for commercial cooperation, stating that today’s figures do not reflect the real opportunities, especially when there are prospective acceptable projects both in Armenia and Kazakhstan which could be implemented based on mutual benefit.

Erlan Qoşanov invited Alen Simonyan to pay an official visit to Kazakhstan.

At the end of the meeting the Kazakh delegates toured the Armenian Parliament’s buildings.

Georgian Parliament Speaker, Armenian President discuss cooperation

Cooperation in various fields between Georgia and Armenia was discussed on Tuesday between Shalva Papuashvili, the Georgian Parliament Speaker, and  Vahagn Khachaturyan, the Armenian President, as part of the latter’s visit to the country. 

Papuashvili called the first visit of Khachaturyan “symbolic,” adding it “once again” emphasised the importance of the relations between the two states, along with an increase in the dynamics of high-level visits between the sides.

The officials also reviewed the current developments in the South Caucasus region and the steps taken to achieve regional peace and stability, expressing readiness for further development of relations.

The Armenian President on Monday also met with his Georgian counterpart Salome Zourabichvili in the framework of the visit.
