Azerbaijani press: Karabakh Armenians reportedly panic over possible Yerevan-Baku peace accord

By Vafa Ismayilova

Local Armenians are going to move to Armenia, Russia, and Europe from the Russian peacekeepers' responsibility zone in Azerbaijan's Karabakh region, a certain doctor from Khankandi, Marat Yeganyan, has said on his Facebook page.

Baku-based news website Day.az reported that rumors circulate among the Armenians in Karabakh that in the fall re-elected Prime Minister Nikol Pashinyan will be forced to sign a peace treaty with Baku under which Armenia will recognize Azerbaijan's territorial integrity. Panic is reported to reign in Khankandi over this issue.

The separatist leader, war criminal Arayik Harutyunyan, who settled in the Russian peacekeepers' responsibility zone in Karabakh, is still trying to portray himself as "president".

However, the facts are obvious. The remnants of the Armenian separatists are on the path of self-destruction, which, in principle, corresponds to the trilateral agreement signed by the Azerbaijani, Russian and Armenian leaders on November 10.

Arutyunyan himself cannot be envied at all. Numerous rallies have been held in Khankandi for several days that demanded his "resignation".

In addition to their desperate plight caused by the 30-year occupation of Azerbaijani lands, the Armenians accuse Arutyunyan of the fact that he had arrived at Pashinyan's headquarters in Yerevan in advance and congratulated him on his victory in the elections.

Of course, the Armenians of Karabakh want to improve their life after the Second Karabakh War. However, this is absolutely impossible without Azerbaijan's participation.

The criminal regime of Arutyunyan and others like him, who have plundered the Azerbaijani lands for many years, will in no way be able to improve the lives of their fellow tribesmen, at least because of their endless greed, Day.az said.

The Armenians of Karabakh need to come to terms with the fact that the conflict is in the past and they can live well only within Azerbaijan, as was the case in the past. This is not a matter of one day or one week, but it will be resolved. Only the opening of communications and Armenia's recognition of Azerbaijan's territorial integrity will lead them to a better and normal life, the report added.

Considering that Azerbaijan is a multicultural, multinational, and multi-confessional state where dozens of peoples peacefully coexist, the integration of the Karabakh Armenians into Azerbaijan is a matter of time. T

The most important thing is that they accept the jurisdiction of Azerbaijan, and all the remaining issues regarding the economy and infrastructure will be resolved in stages.

"Azerbaijani flags will certainly fly in Khankandi. This is a future that cannot be prevented," Day.az said.

The Azerbaijani city of Khankandi belongs to the jurisdiction of the Karabakh Regional Justice Department,  Azerbaijan's Justice Ministry reported earlier.

The jurisdiction of the Karabakh Regional Justice Department includes the city of Khankandi, Shusha, Zangilan, Khojavand, Khojali, Gubadli, Lachin, Aghdam, Jabrayil, Fuzuli, and Kalbajar districts.

About 2,000 Russian peacekeepers have been deployed in the Nagorno-Karabakh region under the Moscow-brokered cease-fire deal that brought an end to six weeks of fighting between Armenia and Azerbaijan.

The signed agreement obliged Armenia to withdraw its troops from the Azerbaijani lands that it has occupied since the early 1990s. The deal stipulated the return of Azerbaijan’s Kalbajar, Aghdam and Lachin regions. Before the signing of the peace deal, Azerbaijan liberated 300 villages, settlements, city centres, and historic Shusha city that had been under Armenian occupation for about 30 years.

Socialist Youth Recognize Artsakh

ARF Member Sarineh Abrahamian Becomes Vice-President of the Organization

VIENNA—The biennial International Union of Socialist Youth (IUSY) World Congress took place on June 18 and 19 in a hybrid format that included a digital component for the first time.

Delegations from around 60 organizations including the Armenian Youth Federation participated in the World Congress.

During the meeting, the governing body of the IUSY presents a report of their past activities, works to formalize a plan for the upcoming two years, and a new leadership is elected.

For the first time through the efforts of the delegation from the Armenian Youth Federation, a resolution recognizing the independence of the Artsakh Republic was passed with 82 delegates voting in support, 18 abstentions and 0 against.

The AYF delegation was represented by Meline Matossian of the ARF Youth Nor Serount of France and Sarineh Abrahamian of the ARF Bureau Youth Office.

The World Congress concluded with the election of a new governing body, in which AYF delegate and ARF member Sarineh Abrahamian was elected Vice-President of the IUSY. To date, about 145 socialist democratic and workers’ organizations from more than 100 countries are members of the IUSY. The AYF is a full member of the IUSY.

Below is the complete text of the Artsakh recognition resolution

On September 27, 2020 Azerbaijan started a large-scale and unprovoked attack against Artsakh (Nagorno-Karabakh) and Armenia. Azerbaijan waged a war during a global pandemic, against the call of the United Nation’s Secretary General for a global ceasefire.

These attacks are in direct violation of the ceasefire signed by Armenia, Artsakh, Azerbaijan in 1994.

With the support of Turkey, the war continued to escalate with indiscriminate bombings of civilian areas, attacking schools, hospitals, and churches. Turkey has publicly declared its support and continued providing military assistance to Azerbaijan. Alarming for regional stability, Turkey had also facilitated the participation and provision of Syrian mercenaries, along with its own Special Forces, to join the war against Artsakh.

This has resulted into thousands of casualties, including many civilians. More than half of the population of Artsakh had been displaced and made their way to Armenia to seek refuge. Armenian prisoners of war have been brutally tortured and murdered.

On November 9, 2020 a trilateral agreement was signed between Armenia, Azerbaijan and Russia completely ignoring the rights of the Artsakh people, but also the OSCE Minsk Group as the legitimate body that is entitled to resolve the conflict.

Taking into consideration,
that this agreement does not safeguard the rights of the people of Artsakh;

does not grant a legal status to the Republic of Artsakh;

does not offer a sustainable solution to the conflict;

that the reports of the European Commission against Racism and Intolerance of the Council of Europe (ECRI) and of the UN Committee for the Elimination of Racial Discrimination (CERD) attest to the impossibility of the Armenian populations to live freely in Azerbaijan;

that the security and freedom of the Armenian populations of Nagorno-Karabakh are not guaranteed by the Republic of Azerbaijan;

that the unprecedented aggression of Azerbaijan and Turkey is a consistent threat to the right of self-determination of the Armenian people of Artsakh;

that Azerbaijan keeps displaying extreme Armenophobic behavior by creating a park where the suffering of Armenians is displayed to the youth.

IUSY strongly condemns Azerbaijan and Turkey’s aggression and unprovoked attacks in Artsakh and Armenia and the committed war crimes against civilians, soldiers and POW’s.
IUSY strongly condemns Turkey’s involvement in Artsakh.

IUSY strongly condemns the use of Syrian mercenaries by Turkey.

IUSY calls for the international recognition of the independent Republic of Artsakh.

As an internationally recognized progressive entity which values human rights and stands against all kind of crimes against humanity, we deem it important that IUSY displays these values by taking concrete steps.

That is why we call on IUSY to,
address a letter to the OSCE Minsk group as the only legitimate and legal body to reestablish the peaceful negotiations to the Artsakh conflict.

address a letter to the UN to urge Azerbaijan to release the Armenian POW’s and hostages according the cease fire agreement.

address a letter to the UNESCO to urge them to take necessary steps to preserve the Armenian cultural heritage that is now under Azerbaijani occupation.

YEREVAN, JUNE 24, ARMENPRESS. The Armenian government has extended the ban on imports of Turkish-made products by another 6 months.

The respective decision was adopted today at the Cabinet meeting.

“According to the Treaty of the Eurasian Economic Union, EAEU member states in trade with the third countries can unilaterally apply non-tariff regulation measures in accordance with the Appendix 7th of the Treaty. Accordingly, the temporary measure is valid for a maximum of 6 months after the date of its establishment.

The ban of imports of products of Turkish origin halts the financial flows from Armenian sources into Turkey’s state treasury, at the same time preventing the infiltration of potential dangers through the import of final goods from a hostile country,” the decision said.

News.am, Armenia

There is virtually no one in Goris town to meet acting Prime Minister Nikol Pashinyan. Goris Deputy Mayor Menua Hovsepyan told about this to Armenian News-NEWS.am.

As reported earlier, Pashinyan is conducting an election campaign in Syunik Province Tuesday.

"The situation in Goris is normal; we are always fighting. I am least interested in Pashinyan coming. There is virtually no one to meet him here; I see it myself now. If there will be, know that they are people who have been brought. I have already recorded how many people there were as of 12:30pm; the rest they will bring now by buses," Hovsepyan said.

But the deputy mayor did not want to talk about protest demonstrations against Pashinyan. "We already know how many people there are; administrative resources are being used. They will mainly bring [teachers and kids] from schools," he added.

Armenia 2nd President: I’m certain about opportunities for retrieval of Karabakh’s Hadrut

News.am, Armenia

I’m very certain about the opportunities for retrieval of Hadrut, and I’m almost certain about the retrieval of Shushi. This is what second President of Armenia, candidate of “Armenia” bloc for Prime Minister Robert Kocharyan said during today’s campaign meeting in the city of Dilijan of Tavush Province.

Kocharyan clarified that it is possible to solve the issue by law and within the boundaries of the former Nagorno-Karabakh Autonomous Oblast and that there are relevant arguments, adding that this might take two years.

“To lead serious negotiations, it is necessary to restore the negotiations and normalize relations with allies. After that, you will see that it is possible to solve the mentioned issues. I don’t see anyone who could have solved this problem better than me. As for the problems of Armenians displaced from Artsakh in the short run, programs are being carried out to provide them with shelters. I am personally leading negotiations with large Armenian businessmen of Russia. The plan is to enlarge villages of Artsakh by building another 150 houses in, say, Akhtashen village. The funds will be taken from the millions of dollars that were donated to Hayastan All-Armenian Fund,” Kocharyan noted.

Armenian ombudsman: Accusations and use of swear words prevail in election campaign

Panorama, Armenia

Human Rights Defender (Ombudsman) of Armenia Arman Tatoyan on Friday deplored the statements of the political forces during the campaign for the June 20 snap parliamentary elections.

“Instead of substantive issues, mutual accusations of various political forces and figures, including officials, use of foul language coupled with violent rhetoric prevail in the election campaign,” the ombudsman wrote on Facebook.

“At the same time, it so happened that even the public has already got used to it, and when one side insults or accuses the other, the public begins to look forward to the response of the other side.

“It seems that the stronger is the one who voices more accusations, swears or insults with a louder voice using new words. Then, supporters of the political forces or public figures use the same words to trade insults and swear words.

“However, the election campaign is not intended to provide people with public scenes of mutual accusations, insults and swearing.

“As a result of all this, the public discourse is almost entirely filled with topics of struggle for power.

“During the election period, issues of concern to people in real life, which have been raised by the annual and special reports of the human rights defender for years, should become the subject of discussions,” Tatoyan said.
