YEREVAN, OCTOBER 23, ARMENPRESS. Genocide Watch organization assessing genocide risks ranked Azerbaijan at stage 9 for Extermination and stage 10 for Denial. ARMENPRESS reports Genocide Watch referred to the war unleashed by Azerbaijan against Artsakh starting from September 27, presented below.

‘’In September 2020, Azerbaijani troops crossed the "Line of Contact" dividing Karabakh. Turkey intervened on the side of Azerbaijan. Armenia supports Artsakh. Azerbaijan uses laser guided drones supplied by Turkey and Israel to target Armenian troops, villages and civilians. Azerbaijani military offensives against civilians are war crimes under the Geneva Conventions.

The establishment of the Azerbaijan Democratic Republic in 1918 began with the systematic extermination of the Armenian populations living in Azerbaijan and the provinces of Nakhichevan and Nagorno-Karabakh. Often viewed as an extension of the 1915 deportation and genocide of Ottoman Armenians, Azerbaijani forces in Baku slaughtered at least 15,000 Armenian civilians in the 'September Days.' Azerbaijanis also slaughtered 1,000 Armenians in 1919-1920 in the Karabakh cities of Shusha and Khaibalikend. These historic genocidal massacres contribute to Armenian distrust of Azerbaijan today.

Soviet rule brought the massacres against Armenians to an end, but the dispute over Nagorno-Karabakh during the dismantling of the Soviet Union reignited violence against the Armenian minority in Azerbaijan. From 1988 to 1990, Azerbaijani mobs robbed, beat, raped, and murdered ethnic Armenians in the towns of Sumgait, Baku, and Kirovabad. This campaign of terror caused the forced expulsion of nearly all Armenians living in Azerbaijan.

In 1988, a parliament was formed in Nagorno-Karabagh and in a referendum, the region’s Armenian citizens voted for independence, declaring the Republic of Artsakh. Azerbaijanis boycotted the referendum. A 6-year civil war followed. Armenian forces defeated Azerbaijani forces and many Azerbaijanis fled from Nagorno-Karabakh. During the war, Azerbaijani forces shelled Stepanakert, killing over 100 Armenian civilians, and Azerbaijani forces destroyed Armenian villages, killed civilians, and mutilated corpses. In one significant massacre in the village of Marga, Azerbaijani forces murdered over 100 Armenian civilians in April 1992.

The Azerbaijani government under Ilham Aliyev denies any violence against Armenians and is also a denier of the 1915 Armenian Genocide committed by the Ottoman Empire.

Today, Azerbaijan denies displaced Armenians the right to return and forbids a person of Armenian heritage from entering its territory. The Azerbaijani government promotes hate speech and encourages violence against Armenians. Ramil Safarov, an Azerbaijani soldier murdered Armenian soldier Gurgen Margaryan with an ax in 2004. Upon Safarov's return home, the Azerbaijani government acquitted Safarov of murder and awarded him honors for his service to Azerbaijan. In 2016, Azerbaijani troops decapitated the Yazidi-Armenian soldier Kyaram Sloyan and posted photos of his severed head on the social media site VKontakte.

The U.N., Russia, and Red Cross have called for a ceasefire, but it has been disregarded by both sides.

Due to its denial of past genocide against Armenians, its official use of hate speech, and the current targeting of civilians in Artsakh,

Genocide Watch considers Azerbaijan to be at Stage 9: Extermination and Stage 10: Denial.

Genocide Watch recommends:

  1. The U.N. Security Council should demand that Azerbaijan stop all offensive maneuvers against the Republic of Artsakh and order a Chapter 7 “ceasefire” in the current conflict.
  2. The Security Council should request the “good offices” of the U.N. Secretary-General and the Minsk Group to resolve the conflict between Azerbaijan and Armenia.
  3. The Security Council should impose an embargo on the sale of arms to Azerbaijan.
  4. A U.N. Peacekeeping Force should be created and positioned along the Line of Contact to deter attacks by Azerbaijan against Armenians in Artsakh.
  5. World leaders should condemn hate speech and genocide denial by the Aliyev regime’’.

CivilNet: 119 Syrian Mercenaries Have Died in Karabakh

On October 13, the Syrian Observatory for Human Rights discussed the issue of Syrians who are fighting alongside Azerbaijani forces in the Nagorno-Karabakh war.

The discussion focused on the number of Syrian mercenaries who are fleeing the fighting Karabakh and returning to Syria. Meanwhile, Turkish authorities are still attempting to find new groups to be sent to Azerbaijan. According to the Syrian Observatory for Human Rights, at least 119 mercenaries have been killed in the current Karabakh war. The deaths have made sending mercenaries to Azerbaijan more difficult for Turkey as fighters refuse to travel to Azerbaijan. According to another source, the number of mercenaries in Azerbaijan has now reached 1,400, which includes the 250 sent to Azerbaijan by Turkey last week.

Rybar Telegram Channel also notes that a group of Syrian mercenaries refused to leave Syria and fight in Azerbaijan because the fighting has intensified. 

Kurdish Response

The People's Democratic Party of Turkey, the country’s pro-Kurdish political group, has raised their voice in protest against the transfer of Syrian mercenaries to Azerbaijan. On October 13, Sarbel Kemal Bey, a party, requested that the Turkish Ministry of Foreign Affairs confirm that militant groups were flown to Azerbaijan with the help of Turkey. According to Kemal Bey, there are rumors that the militants moved from Afrin, Syria to Azerbaijan for a contract of three months for $1,800 a month.

Erdoğan Response

Turkish President Recep Tayyip Erdoğan denied Turkey’s involvement in the transfer of the mercenaries to Azerbaijan during a parliamentary session on October 14. He noted that the armed militant groups already have problems in the areas where they operate and that they, therefore, have no incentive to move to the South Caucasus.

Erdoğan claimed that Turkey's military support for Azerbaijan made up for the support that Armenia received from Russia and France. He also criticized the activities of the main negotiating body, the Organization for Security and Cooperation in Europe (OSCE) Minsk Group, as well as its co-chairs France, Russia, and the US. Erdoğan yet again mentioned that Turkey must have a seat at the table in the new round of negotiations between Armenia and Azerbaijan.

Turkey’s Far-Right Response

On October 13, Devlet Bahçeli, the president of the Turkish far-right Nationalist Movement Party, accused Armenia of committing terrorism and also criticized Russia's policy towards the conflict. According to him, the entire territory of Karabakh should be returned to Azerbaijan. He also stated that if the Armenian side is to win the current war, difficult times will lie ahead for Azerbaijanis.

Reeling from the heavy shelling of their city, residents of the disputed Nagorno-Karabakh region's capital Stepanakert emerged after dawn Saturday to take stock of the damage.

Some cleaned up glass from shattered windows, some cleared debris from collapsed parts of their homes and some packed up to leave.

The city of 50,000 came under heavy artillery and rocket fire on Friday for the first time since the decades-old conflict between Armenia and Azerbaijan over Karabakh erupted into fierce new clashes on Sunday.

Stepanakert, home to Karabakh's ethnic Armenian separatist government, is a few dozen kilometres from the frontline but within firing range of Azerbaijani forces.

Azerbaijan has also accused Armenian forces of shelling its settlements in the fighting, which has so far left more than 240 dead, including more than 30 civilians on both sides.

In one part of Stepanakert, a row of three-storey apartment buildings had been hit, the windows blown out and parts of the roofs ruined.

While some residents cleaned up, others were carrying belongings as they prepared to leave. A pool of blood lay between two damaged cars.

"I left my home and five or 10 minutes later, boom! An explosion. Thankfully there was no one in the house," Nelson Adamyan, a 65-year-old electrician, told AFP outside his damaged building.

"This is a great sorrow for our community, for our people. But we will stand for our freedom, we will always be free."

– Drones buzzing overhead –

Artak Beglaryan, the region's rights ombudsman, said at least one person died in Friday's strikes and 11 people were wounded.

Another Nagorno-Karabakh official, Grigory Martyrosyan, told journalists that "public buildings, houses and infrastructure were damaged" in the attacks but that there were no plans yet for city to be evacuated.

One of the worst-hit buildings was the headquarters of the emergency situations ministry, which is in charge of rescue and firefighting services, officials said.

"Azerbaijan continues to target civilian infrastructure," Beglaryan said.

Armen Muradyan, a former Armenian health minister who is working as a voluntary doctor in Nagorno-Karabakh, said civilians were being treated for shrapnel wounds. The region was low on resources, he said, and needed more medical supplies and doctors.

Drones have been flying over the city for days, with a characteristic buzzing sound that can be heard every night.

Public lighting has been turned off and residents are careful to draw the curtains tight to avoid letting light escape from their homes.

Bombing alerts sound several times a day, sending residents rushing to shelters.

But while some residents have left their city, not everyone in Stepanakert was in a state of panic over the clashes.

"There is shelling, bombings… we are used to it," said Arkady, a 66-year-old resident.

"There will be casualties, war is war," he said. "We're not afraid, we have our pride."
