Bill requiring officials to disclose spending passes parliament at first reading

YEREVAN, SEPTEMBER 18, ARMENPRESS. The government-backed bill on introducing spending disclosure of public officials in addition to the currently active asset disclosure passed parliament 101 to 17 at first reading.

Opposition Bright Armenia (LHK) lawmaker Taron Simonyan said they endorse the purpose of the bill but they will vote it down at first reading due to a number of “problems” during the debates. He said they are hopeful that the issues will be resolved until second reading.

Public officials spending more than 2,000,000 drams at once or if the aggregate sum of the same type of spending totals 3,000,000 drams for expenses listed by law will have to disclose it in the report.

Moreover, officials will have to disclose property which they are factually controlling but aren’t officially controlling.

The circle of officials who have to disclose assets and spending is also proposed to be expanded and will cover city councilors of towns with a population of 15000 or more.

Warsaw Stock Exchange Intends to Take Over the Armenia Securities Exchange

YEREVAN, SEPTEMBER 18, ARMENPRESS. The Warsaw Stock Exchange (GPW) has signed a term sheet with the Central Bank of Armenia (CBA) on negotiations concerning the acquisition of 65% of the Armenia Securities Exchange (AMX) from CBA. 

GPW’s potential acquisition of AMX requires among others a due diligence and necessary corporate approvals, the Armenian Central Bank said in a statement.

The preliminary estimated valuation of 100% of AMX is approx. PLN 6 million (USD 1.6 million) On , the Warsaw Stock Exchange (GPW) Management Board and the Central Bank of Armenia (CBA) signed a term sheet concerning negotiations to purchase 65% majority interest in the Armenia Securities Exchange (AMX) by GPW. The agreement is not binding. The final terms of the acquisition will depend among others on results of due diligence and necessary corporate approvals. “The relations established between GPW and the Central Bank of Armenia spell good news for both parties of the agreement. Many sectors of Armenia’s economy are looking for quality investments so the country has a huge growth potential. Investments are a driver of economic growth, especially in the emerging markets. In my opinion, GPW’s acquisition of AMX would put the Armenian capital market on fast track to growth while the Warsaw Stock Exchange could make satisfying returns on the investment. It is relevant, as well, that Poland is promoting emerging markets. This is a good direction,” said Jacek Sasin, Poland’s Deputy Prime Minister and Minister of State Assets.

The term sheet signed by GPW and CBA defines the framework conditions of further negotiations aiming at a potential investment agreement. In the next step, GPW will carry out a due diligence, draft a five-year development plan for the Armenia Securities Exchange in partnership with CBA and AMX, and define the final terms of the investment agreement, which may be different from the framework conditions. “GPW is a stable and steadily growing company at the heart of Poland’s capital market and the leader of the CEE stock exchange industry. I am certain that the extensive experience and competences gained by the Warsaw Stock Exchange in the last 30 years will ensure a close and fruitful relationship with Armenia’s financial market,” said Dominik Kaczmarski, Head of Analysis and Reporting Department at Poland’s Ministry of State Assets, President of the Warsaw Stock Exchange Supervisory Board.

As a part of its analyses preceding the execution of the term sheet, GPW has defined a list of more than a dozen potential strategic projects geared at long-term development of the Armenia Securities Exchange. The key areas of development include the implementation of innovative solutions based on state-of-the-art technology, the organisation of trade in commodities, support for dual listing of GPW and AMX issuers, and the provision of a modern trading platform. “We can see many areas where we could advance the development of Armenia’s capital market. The primary areas include digitisation and process automation, which are now the key pillars of stock exchanges in developed economies. Potential acquisition of AMX would help us expand our services and step up the implementation of the strategy #GPW2022. On the other hand, it would open the GPW Group’s know-how to the Armenia Securities Exchange,” pointed out Marek Dietl, President of the GPW Management Board. The AMX Group’s consolidated revenue stood at PLN 6.4 million (USD 1.71 million), EBITDA at PLN 2.0 million (USD 0.53 million), and net profit at PLN 1.3 million (USD 0.35 million) in 2019. The AMX Group’s total assets stood at PLN 6.5 million (USD 1.73 million) as at 31 December 2019. The preliminary non-binding estimated valuation of 100% of AMX equity is equal to the company’s book value as at 30 June 2020, i.e., approx. PLN 6 million (USD 1.6 million).

The potential purchase price of interest in AMX to be paid by GPW will be confirmed after the completion of the due diligence. “We are glad to have reached an agreement on the base framework of our future cooperation with WSE. This mutually beneficial deal is of a long-term strategic importance to both sides and we are also glad to state that we see WSE as the partner sharing our vision for future development of capital markets. WSE leadership in this venture provides an opportunity for bringing their experience and know-how and transform AMX into a robust, innovative and convenient platform, serving as gateway for investors to new markets. This will also lead to fulfilling our joint aspirations for regional expansion” – said Martin Galstyan, the Governor of the Central Bank of Armenia. The core business of the AMX Group is to organise trade in financial instruments and to operate a clearing house and a settlement institution for transactions in financial instruments in Armenia. The company has its seat in the Armenian capital city Yerevan. The Central Bank of Armenia holds 90.1% of AMX. The remaining 9.9% are AMX’s treasury shares. After the deal, CBA will hold 25% of AMX and the remaining 10% will be acquired by a third party to be named by GPW.

Armenian President meets with Dassault Systèmes executives

YEREVAN, SEPTEMBER 17, ARMENPRESS. President of Armenia Armen Sarkissian met with the leadership of the French Dassault Systèmes company, the Presidential Office told Armenpress.

Issues relating to the implementation of special educational projects developed by Dassault Systèmes in the IT sector were discussed during the meeting.

The meeting touched upon the cooperation development and prospects with Armenia in the science-technology and education sectors. In particular, the meeting sides discussed the concrete cooperation directions within the frames of the Armenian presidential initiative ATOM (Advanced Tomorrow), especially considering artificial intelligence, data management, math modelling as prospective fields.

Dassault Systèmes is a subsidiary of the Dassault Group created in 1981. It develops and markets PLM software and services that support industrial processes by providing a 3D vision of the entire lifecycle of products from conception to maintenance.

Former head of Control Chamber of Armenia invited to NSS

YEREVAN, SEPTEMBER 14, ARMENPRESS. Former MP of the Prosperous Armenia party, former head of the Control Chamber of Armenia Ishkhan Zakaryan has been invited to the National Security Service aimed at checking the legality of acquiring lands in the territory of Garni, the NSS told Armenpress.

Other citizens relating to the case have also been invited to the NSS.

“In order to check the legality of acquisition of that lands, Ishkhan Zakaryan and other persons relating to the case have been invited to the NSS. We cannot provide any other details. Additional information will be provided if necessary”, the NSS said.

According to some media reports, inviting Ishkhan Zakaryan to the NSS is connected with the park founded by the Zakaryan family in the territory of Garni.

President Sarkissian holds phone talk with National Hero of Armenia, Doctor Hrayr Hovaguimian

YEREVAN, SEPTEMBER 3, ARMENPRESS. President of Armenia Armen Sarkissian had a telephone conversation with Doctor Hrayr Hovaguimian who was recently bestowed with the National Hero titled according to the presidential decree, the Presidential Office told Armenpress.

President Sarkissian considered symbolic the fact that Hrayr Hovaguimian is the first doctor to receive the National Hero title and congratulated the renowned doctor on this occasion, wishing good health and new achievements.

Armen Sarkissian highly valued Hrayr Hovaguimian’s services to the Homeland and the Armenian people, as well as his dedicated humanitarian activity as a cardiologist which saved numerous lives.

In his turn Hrayr Hovaguimian said today his main goal is to transfer knowledge and experience to the young generation.

President Sarkissian expressed hope that he will soon meet with the Doctor in Yerevan in order to hand over the highest award.

On August 27 President Armen Sarkissian signed a decree on bestowing doctor Hagop (Hrayr) Hovaguimian with the National Hero highest title.

Doctor Hagop Hovaguimian received the Order of Motherland for saving numerous human lives, for his exclusive services in the healthcare sector, creating an innovative medical center conducting complex heart surgeries, preparing new specialists, etc.

The Armenian President signed the respective decree based on the Prime Minister’s petition.

The Order of Motherland is awarded for exceptional services of nationwide importance rendered to the Republic of Armenia in the spheres of the defense of the state and strengthening of law and order, as well as for creation of significant national values. Person awarded with the Order of Motherland is considered a National Hero of Armenia.

Hagop (Hrayr) Hovaguimian is the first doctor National Hero.

Turkish press: Azerbaijan downs Armenian UAV near border

Serzh Sargsyan started the press conference with a tribute to memory of April war heroes

Armenia’s third President Serzh Sargsyan started his first press conference aft resignation on Wednesday on the topic of April war 2016. Before the start, Sargsyan called on the participants to pay tribute to memory of the fallen serviceman in the April War of 2016.
 
“First, let me recall Adam Sahakyan and Gevorg Vardanyan as todays marks their birthday anniversary. Glory to them and our gratitude to their parents and relatives, to all those who remember them and pay tribute to their memory,” Sargsyan said.
 
The former president next thanked all reporters present at the press conference for the active work in the struggle against the pandemic and the doctors who risk their lives in the fight against the disease.
 
Addressing the reporters, Sargsyan said: “Every day you meet dozens of people, interview and prepare reportages being so close to the disease. I want to thank you all,” said Sargsyan.
 
To note, in April 2020 Sargsyan was questioned at the parliamentary ad-hoc Commission investigating the April Four-Day War promised to answer all questions of the reporters once the situation with the pandemic allows and the state of emergency regime is loosened in the country.

New documentary explores Gaza in photos of Armenian photographer Kegham Djeghalian

A new Deutsche Welle documentary retraces the work of Armenian photographer Kegham Djeghalian, who captured life in Gaza, between Israel and Egypt, from the 1940s to the 1970s.
 
At his home in Gaza City, Marwan Tarazi keeps a little treasure wrapped in plastic bags and stored in boxes: photos and negatives from the 1940s to the 1970s. They portray a part of life in the Gaza Strip during that period and are part of the legacy of Armenian photographer Kegham Djeghalian, who opened one of the first photo studios in Gaza City in the 1940s, Deutsche Welle reports.
 
The black-and-white photos show a little-known side of Gaza. Some photos show the train station along the Gaza-Egypt railroad which has been long destroyed. Others are artistically lit studio portraits from the pre-selfie era, when a visit to a photographer was something special.
 
Kegham’s lens also captured political events: The Palestinian refugee crisis after the creation of the State of Israel in 1948 and the Egyptian rule in Gaza until 1967.
 
Kegham Djeghalian’s mother had to flee with him as a toddler when the Armenian Genocide took place after 1915. First, they were displaced to Syria. Later, when his mother died, he was sent as a teenager to stay with relatives in Jerusalem, which was under the British Mandate at that time.
 
Then in the early 1940s, Kegham Djeghalian went to Gaza and started to work as photographer.
 
“I don’t know why my father went to Gaza at that time,” DW quotes his daughter Anahid Boutin as saying. Born in Gaza, she lives in France today.
 
“Maybe my father thought this is the best place to find work,” she adds, as many Armenians went to the Middle East looking for work at the time.
 
Several prominent Armenian photographers became known for documenting events in Jerusalem and other places during the early part of 20th century.
 
 
 
 
 
 
 
 
 
 

Artsakh President receives Armenia Chief of General Staff

YEREVAN, AUGUST 11, ARMENPRESS. President of Artsakh Arayik Harutyunyan received on August 11 Lt. General Onik Gasparyan, the Chief of General Staff of the Armenian Armed Forces.

Minister of Defense of Artsakh Jalal Harutyunyan participated in the meeting.

The meeting discussed issues concerning army building and the Artsakh-Armenia partnership in the defense sector, President Harutyunyan’s Office said in a news release.
