Legislative Armenian Caucus Introduces Armenian Genocide Resolution

SACRAMENTO—Assemblymember Laura Friedman (D-Glendale) last month introduced Assembly Joint Resolution 37 to designate April 24th as California’s Day of commemoration of the 103rd Anniversary of the Armenian Genocide. Friedman was joined by her fellow members of the Legislative Armenian Caucus, Assemblymember Adrin Nazarian (D-Van Nuys) and Senators Scott Wilk (R-Santa Clarita) and Anthony Portantino (D-La Cañada Flintridge).

Friedman will present AJR 37 on the Assembly Floor during the week of April 23 for a vote.

“In Glendale, and across California, April 24th is a somber day on which we pause to reflect on the horrendous atrocities committed against the Armenian people and renew our vows to fight against hatred and intolerance across the globe,” said Friedman. “With this resolution, California honors the millions of Armenian men, women, and children who perished, and calls upon our leaders to condemn every effort to deny the historical truth of the Armenian Genocide.”

The resolution also recognizes the Near East Relief organization, which became the first United States Congress-sanctioned philanthropic effort to rescue Armenians, Assyrians, Greeks, and other Christian minorities, from annihilation at the hands of the Ottoman Turkish Empire.

AJR 37, seeks to commend and encourage those who educate their communities about human rights and genocide, convey the experience of the Armenian people, shed light upon all crimes against humanity, condemn efforts to deny or ignore the historical fact of the Armenian Genocide, and work towards peace, equality, and tolerance.

Book: Kayseri’s Armenians Speak: Hrant Dink Foundation publishes new book

The fifth book of the “Sounds of Silence” series has been published with the support of Consulate General of Sweden and Consulate General of Netherlands. Kayseri’s Armenians Speak, is a product of the oral history project carried out since 2011 by Hrant Dink Foundation. The Sounds of Silence – V: Kayseri’s Armenians Speak, which compiles 10 out of the 28 interviews.

The book contains, in addition to the oral history interviews conducted, the introduction by the historian Dr. Mehmet Polatel and the afterword by the editor Dr. İclal Ayşe Küçükkırca, whom are members of the Hrant Dink Foundation’s History Program.

Kayseri’s Armenians Speak is taking us to a visit through the memoirs of the Armenian society. This book is giving clues about the “self” and “other” perception the Armenian society carries, by giving examples on the deportation and genocide memories transmitted through generations, as the other books of the series.

Kayseri was one of the rare cities in which Armenians continued to live during the Republican period, with 1,978 Armenians registered there according to the 1927 census. This total dropped to 1,600 in 1932, to 800 in 1960 and to zero today. After the migration of Armenians living in various areas of Anatolia to Istanbul, predominantly in the 1950s, a significant number of Armenians from Kayseri gathered in the Samatya district in particular.

The older the photograph, the more intriguing the story behind it is, as a rule.

Unfortunately, not every story can be uncovered even by a thorough investigation.

That is the case for the heroes of this edition of In One Shot.

This photograph is kept in the Armenian State Institute of Physical Culture, but no one can tell the story.

We know that the picture was made in 1928, when Armenia was settling into the Soviet Union and local wrestling lovers tried to liven up the country’s sport life.

The photograph depicts one of the Greco-Roman wrestling groups, which were active in Yerevan at that time. Since the modern version of Greco-Roman wrestling was born in France, it is called “French” sometimes. In 1928, the wrestling teams in Yerevan used that name for the sport.

YEREVAN, APRIL 2, ARMENPRESS. Tigran Balayan, spokesperson of the Armenian ministry of foreign affairs, commented on the April 2 statement of the Azerbaijani foreign ministry on the NK conflict.

In response to a question from ARMENPRESS, spokesperson Balayan said: “The statement clearly seeks to divert attention from the Azerbaijani aggression against Nagorno Karabakh, which was unleashed on this day two years ago, which was accompanied by gross violations of international humanitarian rights – the killing of a child near a school, DAESH-style beheadings, mutilation of corpses, torture and murder of elderly people in their own homes. Azerbaijan is responsible not only for committing these deplorable crimes but also for the massacres of Armenians in Sumgait, Baku, Kirovabad, Maraga and other places. Baku is attempting to evade these through its usual lies and fraud.

It is clear that the existing situation in the Nagorno Karabakh conflict zone is the consequence of the policy of aggression and ethnic cleansing which for 30 years Azerbaijan is carrying out against the people of Artsakh in an attempt to oppress through the threat of force and use of force the indissoluble right to self-determination and to live freely of the Artsakh people, which is enshrined in international rights.

Baku continues to refuse the proposals of the Minsk Group Co-Chairs for the settlement of the Karabakh conflict, by also refusing to implement the actions of strengthening trust – the agreements which were reached in the Vienna, St. Petersburg and Geneva summits, by continuously violating the commitments which were assumed by itself under the 1994-1995 Nagorno Karabakh, Azerbaijan and Armenia trilateral ceasefire and end of hostilities termless agreement. A bright example of this was the new aggression which was unleashed by Azerbaijan against Artsakh on this day two years ago.

PanARMENIAN.Net – Armenian midfielder Henrikh Mkhitaryan's new Arsenal teammates have learned quickly how to play alongside the midfielder.

Learning how to spell his name, though, is a bit more tricky, ESPN FC says.

Rob Holding and Ainsley Maitland-Niles both failed miserably at that task when put to the test by the Gunners captain Per Mertesacker in a video to help launch a new "Word Match" game in the Junior Gunners app.

Despite Mertesacker's best attempts to help out, neither Holding nor Maitland-Niles could figure out just where to play the H in the Armenian's name.

They could spell the name of fellow January signing Konstantinos Mavropanos, however, although they came up short on several other different names of club legends and Arsenal Women players.

The Armenia international swapped Manchester United for Arsenal in January as part of a deal which saw Alexis Sanchez move in the opposite direction.

The 29-year-old has already provided six assists and scored in consecutive games, including his maiden Arsenal goal in the 2-0 over AC Milan in the Europa League.

YEREVAN, JANUARY 23, ARMENPRESS. The Union of Cinematographers of Armenia has condemned the banning of Yeva – an Armenian-Iranian joint film from screening in Istanbul, Turkey.

In a statement, the Union mentioned that Turkish authorities banned the movie at the 13th Filmmor Women’s International Film Festival due to the demands of another country – Azerbaijan – concerning the filming of the movie in part in Artsakh.

“We are sorry that the Turkish authorities – by becoming the direct bearer of Azerbaijan’s continuous policy with no prospects – are inadmissibly politicizing cultural contacts, grossly interfering in international film festivals and are applying restriction measures in the film market concerning censorship and freedom of arts”, the statement said.

“Azerbaijan is continuing to pursue a policy – to obstruct any occurrence which has any relations with Artsakh, by not realizing that this policy is doomed and doesn’t have a future, while Artsakh is free in realizing its policy, including cultural”, the statements further said.

9-year-old Daniel Dallakyan among top five at Spanish Karting Championship



YEREVAN, MARCH 13, ARMENPRESS. Ethnic Armenian Daniel Dallakyan is included in the top five at the Karting championship which was held in Spain on March 9-11.

His father Eduard Dallakyan told Armenpress that Daniel was the youngest among the 25 participants.

“Children up to 12 years old were taking part in the Spanish karting championship. Daniel was the youngest, he turned 9 several days ago. A tense fight was going on, some problems emerged, but Daniel overcame them and captured the 5th place, thus being included in the top five”, Eduard Dallakyan said.

Other championships are also expected in the future. The karting championship will be held in Valencia this month, and in May the 2nd Spanish championship will take place.

Eduard Dallakyan said they are looking for sponsors for participating in other championships by the end of the year.

Daniel’s family moved to Spain in 1996. He was born and grew up in Spain.

New Armenian President Elected

Armenia - President Serzh Sarkisian (R) meets with former Prime

The Armenian parliament voted on Friday to elect Armen Sarkissian, a
former prime minister who has long resided in Britain, Armenia's new
and largely ceremonial president.

Sarkissian was nominated for the post by the outgoing President Serzh
Sarkisian (no relation) and the ruling Republican Party of Armenia
(HHK) in January. He was also endorsed by the HHK's junior coalition
partner, the Armenian Revolutionary Federation (Dashnaktsutyun), and
businessman Gagik Tsarukian's alliance, which is officially in
opposition to the government.

The opposition Yelk alliance, the fourth political group represented
in the National Assembly, has rejected Sarkissian's candidacy. Yelk,
which holds 9 seats in the 105-member parliament, has also questioned
his eligibility to serve as head of state.

Sarkissian was elected in secret ballot by 90 votes to 10. He gave a
short speech in the parliament moments after the announcement of the
vote results.

"I want to thank those who voted for me and those who voted against
me," he said. "I will invest my long experience and knowledge and my
entire energy in properly performing the duties of Armenia's president
and properly serving the Republic of Armenia, its citizens and our
people."

"And I certainly expect your and our citizens' support for and
participation in our future important victories," added the
president-elect.

Only seven Yelk deputies cast ballots on Friday, suggesting that three
other lawmakers affiliated with the HHK, Dashnaktsutyun or the
Tsarukian Bloc secretly broke ranks to vote against Serzh Sarkisian's
preferred successor. It was not clear who they are.

Yelk's parliamentary leader, Nikol Pashinian was quick to pounce on
that fact. He declared with sarcasm that there are "hidden Yelk
members" in the ruling party's ranks.

Armen Sarkissian will be sworn in on April 9 immediately after Serzh
Sarkisian completes his second and final term in office.

The outgoing president is widely expected to become prime minister
later in April. With Armenia switching to a parliamentary system of
government, he would remain the country's most powerful man in that
case.

Under sweeping constitutional changes controversially enacted by Serzh
Sarkisian, the new president of the republic will have largely
ceremonial powers. In particular, he will appoint members of the
government, Armenian ambassadors abroad and the Armenian army's top
brass. But all of those officials will have to be nominated by the
prime minister first.

Sarkissian, 64, has repeatedly stated in recent weeks that despite the
lack of executive powers he intends to play a major role in Armenia's
political and economic life. He has pledged, among other things, to
strive to heal what he sees as serious divisions existing within the
Armenian society.

A physicist and mathematician by education, Sarkissian worked at the
Cambridge University when he was appointed as newly independent
Armenia's first ambassador to the United Kingdom in 1991. He served as
prime minister for four months in 1996-1997 before being again named
ambassador in London.

His second ambassadorial stint was cut short in 1999 by then President
Robert Kocharian. Sarkissian stayed in Britain and made a fortune
there in the following decade, working as an advisor and middleman for
Western corporations doing business in the former Soviet Union. He was
appointed as Armenian ambassador to Britain for a third time in 2013.



Georgian PM Visits Armenia

Georgian Prime Minister Giorgi Kvirikashvili met with Armenia's
leaders on Friday during an official visit to Yerevan which focused on
economic issues, including energy and transport.

"We discussed both our bilateral relations and regional issues,"
Armenian Prime Minister Karen Karapetian said after talks with
Kvirikashvili.

"We spoke about possible areas of our cooperation," Karapetian told a
joint news briefing. "That includes the Meghri free economic zone [on
the Armenian-Iranian border.] We spoke in detail and will continue to
talk later today and agreed how we will be moving forward in the
energy and transport sectors."

"We can conclude we have emerged from the negotiations in a fairly
good mood," he added.

Kvirikashvili also mentioned the two areas of Georgian-Armenian
economic cooperation but, like Karapetian, did not give any
details. "We should utilize our economic potential and I think that
our meeting today will contribute to that," he said in his opening
remarks at the talks.

The Georgian premier met with President Serzh Sarkisian later in the
day.

An Armenian government statement on Karapetian's talks with
Kvirikashvili said the two men stressed the importance of "developing
energy cooperation in bilateral and multilateral formats." Armenia is
currently building new electricity transmission lines that will
connect it to Georgia and Iran. They are due to be completed next
year.

Kvirikashvili most probably also discussed in Yerevan the possible
opening of new transport corridors between Georgia and Russia that
would facilitate cargo shipments to and from Armenia. Most of
Russian-Armenian trade is currently carried out through the sole
Russian-Georgian border crossing at Upper Lars. Traffic along that
mountainous road is frequently blocked by blizzards in winter months.

The two other roads connecting Georgia and Russia pass through the
breakaway Georgian regions of South Ossetia and Abkhazia. They were
closed even before the 2008 Russian-Georgian war. In 2011, Moscow and
Tbilisi agreed to hire a Swiss company to operate special customs
checkpoints to be set up on the administrative boundaries of South
Ossetia and Abkhazia.

Despite their lingering political disagreements, the two sides seem to
have slowly but steadily made progress towards the implementation of
that agreement. The Georgian government signed a relevant contract
with a Swiss company on December 19. A senior Russian diplomat said in
January that Moscow will likely follow suit "in the coming months."

Armenian leaders have repeatedly expressed hope that the 2011
Russian-Georgian deal will be implemented.



Russia's Putin Congratulates Armenian President-Elect

Russian President Vladimir Putin promptly congratulated Armen
Sarkissian on being elected Armenia's new president on Friday.

In a congratulatory message reported by the Kremlin, Putin expressed
confidence that Sarkissian will contribute to a "further development"
of Russian-Armenian relations and "deepening of Eurasian integration
to the benefit of the brotherly peoples of the two countries."

Sarkissian has avoided detailed public statements on foreign policy
issues since being nominated for president by the outgoing President
Serzh Sarkisian in January. But he did stress the economic importance
of Armenia's membership in the Russian-led Eurasian Economic Union
(EEU) when he addressed the parliament on Thursday.

"Armenia joined the EEU, which is an important and significant fact
for the simple reason that a republic of three million people cannot
be of much interest to a large investor," said the 64-year-old former
scholar. Tariff-free access to the markets in Russia and other EEU
member states makes Armenia far more attractive to investors, he
added.

Sarkissian, who has lived in Britain for nearly three decades, at the
same time praised Armenia's Comprehensive and Enhanced Partnership
Agreement (CEPA) with the European Union signed in November.

Since the early 2000s the Armenian president-elect has advised major
Western corporations on doing business in Russia, Kazakhstan and other
ex-Soviet states.

Under Armenia's recently amended constitution, Sarkissian will have
largely ceremonial powers. He will be able, among other things, to
sign international treaties recommended by the Armenian government.



Government Criticized For Not Funding More IT Labs In Armenian Schools

An Armenian information technology (IT) association criticized the
government on Friday for not financing more engineering labs in public
schools, saying that they are essential for continued rapid growth
Armenia's IT sector.

The Union of Information Technology Enterprises (UITE) began
organizing extracurricular robotics and computer programming courses
for schoolchildren in 2008. More than 5,000 students currently study
at the UITE's Armath labs functioning in 225 schools across the
country. They are equipped with computers, robot parts and 3D printers
provided by IT firms and other private donors.

Most labs have been opened since 2014. IT instructors running 160 of
them are paid by the government. The UITE pays the wages of their
colleagues working in the other schools.

"These 65 labs are a major financial burden: around 60 million drams
($125,000) a year," the UITE chairman, Karen Vartanian, told RFE/RL's
Armenian service (Azatutyun.am). "If we keep doing that on our own we
will go bankrupt." He said in that in an effort to earn some revenue
and keep the funding them, UITE has teamed up with an Indian tech
company to open Armath labs in schools in India.

Vartanian lambasted the Armenian government for not increasing its
funding for the Armath program which he said currently totals 120
million drams ($250,000) annually. He insisted that the labs are
helping to alleviate a shortage of skilled personnel widely seen as
the main challenge facing the Armenian tech industry.

IT is the fastest growing sector of Armenia's economy, having expanded
by over 20 percent annually in the past decade. Local subsidiaries of
several U.S. tech giants are a key component of the sector employing
about 15,000 mostly young engineers.

Industry executives and analysts say the sector would have grown even
faster had the quality of education at IT departments of Armenian
universities been adequate.

According to the UITE, many of the students taking IT courses in the
Armath labs will be skilled enough to work for tech firms right after
finishing school. The union had originally hoped to open such labs in
all 1,400 or so Armenian schools by 2018.

Thousands of other Armenian schoolchildren are enrolled in Yerevan's
Tumo Center for Creative Technologies, mainly studying computer
programming, robotics and animation. The state-of-the-art center was
founded by U.S.-Armenian philanthropist Sam Simonian in 2011 and has
since opened several branches in other parts of the country.

"Haykakan Zhamanak" sees a "very serious legal problem" with Armen
Sarkissian's eligibility to serve as Armenia's president. The paper
says he has failed to prove that he has not been a citizen of Britain
or any other foreign state for the past six years. It says he could
have easily dispelled all doubts by producing an official British
document confirming his claims that he gave up British citizenship in
2011.

"Ever since the coup d' tat of 1998 Armenia's presidents have been
elected with blatant violations of the constitution," writes
"Zhoghovurd." "Robert Kocharian lacked 10-year citizenship required by
the constitution as he had not permanently lived in Armenia [that
long.] The same happened in the case of Serzh Sarkisian. Under Article
78 of the constitution state all officials except the president of the
republic must be relieved of their duties when they are registered as
presidential election candidates. But contrary to this requirement,
then Prime Minister Serzh Sarkisian continued his tenure at that time
[in 2007-2008.] And now there is a problem with Armen Sarkissian."

"Chorrord Ishkhanutyun" mocks statements by senior members of the
ruling Republican Party (HHK) that Serzh Sarkisian will have to become
prime minister even against his will if the HHK leadership wants him
to. "It looks like a national front will be formed to liberate Serzh
Sarkisian from his own party's tight grp," the paper says with
sarcasm. "The party elite is forcing the poor guy to do various bad
things against his will. If we regard the party as something like a
family, we must conclude that Serzh Sarkisian is subjected to domestic
violence."

"Hraparak" says that nothing will change in Armenian politics in the
near future. "In the coming years we will be seeing the same figures
whose positions will have slightly different names but will retain the
same functions," the paper predicts grimly. "Our influence on the
formation of the country's governments has been reduced to a minimum,"
it claims.

attended by 56.000 visitors



YEREVAN, FEBRUARY 26, ARMENPRESS. A record number of people attended
the exhibition dedicated to the 200th anniversary of Ivan (Hovhannes)
Aivazovsky which was held in the National Gallery of Armenia from
September 14 to February 15.

The exhibition, titled “Hovhannes Aivazovsky: Creation”, was attended
by 56.000 visitors.

52 paintings, 26 graphical, one decorative-applied and 20 documentary
works were displayed at the exhibition. “Chaos: Creation of the World”
was also displayed.

Arman Tsaturyan, director of the National Gallery of Armenia, gave an
interview to ARMENPRESS talking about the exhibition.

-Mr. Tsaturyan, many people say that the Creation exhibition was
exclusive. In your opinion, what was the reason of its exclusivity?

-Have you heard about any exhibition in Armenia which had 56.000
visitors? This speaks about the exhibition being as unprecedented. We
managed to do what for half a century any of the museums in our
country didn’t. I don’t know whether it will be possible to repeat or
exceed our record, but we definitely showed that it is possible to
hold a good, beautiful and profitable exhibition with minimal
investments. The exhibition is already over, but believe me, if it
continued, the flow of people would not stop. For me and the people
who participated in holding this exhibition, it’s a great excitement:
success is that promotes people and leads to both professional and
financial satisfaction.

By this exhibition we showed that the cultural field has changed. It’s
good from the one hand, and bad from the other, since always much is
expected from the winner.

-Who among the visitors were prevailing?

-Everything on us is differentiated. For already three years the
Gallery sells tickets online, and we know how many students,
pensioners and school children visited us. Last time we have checked
the data two months ago. The number of school children reaches 18.000.
I am confident their number will increase within the course of time.

-A large number of art-lovers visited the Gallery to see the “Chaos:
Creation of the World” renowned painting from the collection of the
Mekhitarist Congregation in Venice. How do you characterize this
mysterious work of art?

-As people live a mysterious life, their works do the same. The
concept of the exhibition was as follows: “Chaos: Creation of the
World” and “Noah goes down from Ararat”. The second birth of the world
began from Ararat. The exhibition was such as well. I would state that
the “Chaos: Creation of the World” is a virtuous work. Aivazovsky is
an author of more than 6000 paintings, but not all of them are
masterpieces. Our exhibition displayed wonderful works, and the
“Chaos: Creation of the World” was one of them, a masterpiece that
enriched the exhibition.

-Once you said that the success of the exhibition was also linked with
the use of latest PR technologies. Will you talk about this in more
detail?

-It is very important that all components of the exhibition are at a
high level, starting from visualization that are ensured by respective
devices, up to the color scheme of walls. While organizing an
exhibition everything is important, such as the hall light, shadow and
sound. When you reach the good level of all of these, it’s already
success. Of course, the exhibition’s advertisement was also well
thought and was implemented correctly. The video clip of the
exhibition received two awards by the Adobe company.

In the future we plan to organize the exhibition of paintings by Pablo
Picasso. For this purpose we are holding talks with our foreign
partners so that the best paintings in their collection will be
displayed at our Gallery.

I want to inform that the art-lovers can online acquire the copies of
the best paintings presented in the Gallery’s collection which are on
high-quality. In the near future we also plan to open a café named
after French-Armenian famous painter Carzou in the Gallery’s foyer
which will be a favorite place for all art-lovers.

«Մենք խորապես շահագրգռված ենք Լիբանանի հետ մեր հարաբերությունները խորացնելու բոլոր ոլորտներում:ցԵս մեծ ջերմությամբ եմ հիշում իմ այցը Լիբանան դեռևս 2012 թվականին, որը լավ խթան հանդիսացավ մեր հարաբերությունների զարգացման գործում: Վստահ եմ, որ Ձեր այցը նոր էջ է բացելու մեր հարաբերություններում: Մեր միջպետական հարաբերություններն ընդամենը 25 տարվա պատմություն ունեն, բայց մեր ժողովուրդների բարեկամությունը դարեր է հաշվվում: Իհարկե, մեր երկու ժողովուրդների բարեկամության ամրապնդման գործում շատ մեծ դերակատարություն ունի հայ համայնքը: Մենք խորապես շնորհակալ ենք Լիբանանի ժողովրդին և իշխանություններին մեր հայրենակիցների նկատմամբ ցուցաբերված հոգատար վերաբերմունքի համար: Նրանք ժամանակի ընթացքում դարձան Լիբանանի լիարժեք քաղաքացիներ՝ պահելով իրենց ազգային ինքնությունը: Եվ, իհարկե, մենք շնորհակալ ենք Լիբանանի իշխանություններին, այդ թվում՝ խորհրդարանին, Հայոց ցեղասպանության փաստը ճանաչելու համար: Սա շատ կարևոր ներդրում է»,- ասել է ՀՀ նախագահը:


Նախագահ Միշել Աունը նշել է, որ Լիբանանի հայ համայնքի ներկայացուցիչներ կան իր պատվիրակության կազմում` զբոսաշրջության նախարարը, նաև Դաշնակցություն կուսակցության ղեկավարը: Նա նշել է, որ հայ համայնքը մեծ ներդրում է ունեցել Լիբանանի զարգացման, ծաղկման գործում: Նրանք բավականին լուրջ են աշխատում իրենց գործունեության բոլոր բնագավառներում, պատասխանատու օղակներում:


«Մենք ինքներս շատ ենք հենվում նրանց վրա բոլոր բնագավառներում: Մենք լայն հասարակություն ենք, և հայ համայնքը կարողացել է իր մշակույթն ու ինքնությունը պահպանել Լիբանանում: Իհարկե, շատ կարևորում ենք և հպարտ ենք այդ բազմակարծությամբ ու մշակութային բազմազանությամբ, որովհետև մենք կարողանում ենք դրանցից բավական օգտվել և զարգացնել Լիբանանը»,- ասել է նա:


Լիբանանի նախագահը նշել է, իր այցը միտված է ավելի ամրապնդելու Հայաստանի և Լիբանանի միջև հարաբերությունները:


«Հույս ունենք, որ Հայաստանի և Լիբանանի միջև այդ հարաբերությունները շատ ավելի կընդլայնվեն և կխորանան: Բազմաթիվ բնագավառներ կան, որոնց ուղղությամբ կարող ենք աշխատել, և դա կլինի ի բարօրություն մեր երկու երկրների»,- հավելել է Միշել Աունը:
