“Azerbaijan seeks not settlement in the Karabakh conflict, but revenge” – Prime Minister of Armenia

Addressing the UN General Assembly, Pashinyan also spoke of Turkey as a threat to Armenian national security and of Russia as a strategic partner.

The Prime Minister of Armenia gave a speech at the 74th session of the UN General Assembly in New York. The key theme of his 30-minute speech was his position on the Karabakh conflict. He spoke in detail about democratic reforms in Armenia and domestic political problems that, in his opinion, were created by the previous government. He named Turkey as a “threat to Armenian security and the Armenian people,” and Russia as Azerbaijan’s main strategic partner.

Here are some details of the main points of the speech.

Armenian Prime Minister Nikol Pashinyan called for Azerbaijani president Ilham Aliyev to create the necessary conditions for progress in the peaceful settlement of the Karabakh conflict.

“Any decision must be acceptable for the Armenian people, as well as the people of Nagorno-Karabakh and Azerbaijan. We must work together to bring this plan into reality,” said Pashinyan.

The Armenian Prime Minister believes that the Azerbaijani government does not want to find a compromise on Karabakh. He says that with their actions and statements, they prove that they seek not to resolve the conflict, but rather revenge for the “unsuccessful acts of aggression against the Karabakh people in 1990 and 2016″:

“The Azerbaijani government have no intention of resolving the conflict. Instead, they want to defeat the people of Nagorno-Karabakh…  The supreme power of Azerbaijan has remained steadfast in its position, striving for a solution to the Karabakh issue that would benefit only the people of Azerbaijan. To this end, anti-Armenian sentiments are being on the rise, enormous resources are being spent on weapons, and Armenia-phobia has become the official political stance.

They want to return Nagorno-Karabakh to the same status it had in Soviet times. But their efforts are in vain, because in Soviet times, the people of the Nagorno-Karabakh autonomous region exercised their right to self-determination and declared their independence, leaving left the USSR. The Azerbaijani people did the same. And Baku holding this position is equal to the idea of rebuilding the Soviet Union”.

According to Pashinyan, Baku is representing the Karabakh conflict as a territorial dispute between Armenia and Azerbaijan.

We do not agree with this viewpoint, this conflict is not about territory. It is about people, about men and women, about their right to live in their homeland, to live like their ancestors lived in years past. Unfortunately, the Azerbaijani government doesn’t want to actually speak with these people, because they’re only interested in the territory, not the people living there. More precisely, they’re interested in the territory without the people living there.”

Before he rose to power, Pashinyan advocated for Armenia’s withdrawal from the European Economic Union, headed by Russia. But by the spring of 2018, when the Velvet Revolution broke out under his leadership, his position on the issue changed drastically.  At the same time, however, like previous administrations, he speaks of the need for cooperation with both Russia and the West:

“Russia is our main strategic partner and ally, Georgia and Iran are our strategic neighbors. We have already formed strategic ties and a partnership with the US, as well as the EU and member countries. And for us, it is a huge challenge to navigate the interwoven conflicts and disagreements between our partners, since we are constantly at risk of being misunderstood by some or all of them,” notes Pashinyan.

The Prime Minister says that the tension that exists between Armenia’s neighbors and strategic partners puts the country in a rather uncomfortable position:

Our situation is complicated by the fact that some of our friends, and possibly all of them, may misunderstand our position.”

And in this context, the head of state commented on relations with Turkey. He believes that Turkey “remains a serious threat to Armenian security and the Armenian people.”

Domestic issues

In his speech, the Prime Minister touched on the topic of democratic reforms within the country, which are being hindered by the political elite:

We have an unshakable determination to promote democracy and reform in our country. It is based on the solid support of our people, and we have a responsibility to them to implement reforms, ensure justice, improve economic and social conditions and develop our nation…

And they [the previous administration] are trying to avoid justice by using their financial resources and challenging our democratic achievements and the democratically elected government of Armenia, which was not involved in the redistribution of property and wealth. ”

The new government has expressed its concerns about rumors and false information spread by the media under the influence of the previous administration. And Pashinyan once again touched on this topic in his speech, having previously stated that his administration does not interfere in the media and does not attempt to control it:

Nonetheless, some media agencies who are still obedient to members of the previous administration think up false rumors and sow distrust among the people about the situation in the country and the true intent behind the Velvet Revolution. Despite this challenge, we are ardently determined to stimulate and protect the freedom of media agencies.”

Armenia’s religions leader comments on PM’s statement to ‘bring clergymen to their knees’

Catholicos of All Armenians Karekin II says the church is waiting for the return of Armenian Prime Minister Nikol Pashinyan from New York for clarifications over his statement on ‘bringing clergymen to their knees.”

Speaking to reporters on Thursday, he reminded the Armenian church has already expressed its view on the matter.

Asked whether he plans to meet with the PM, the Armenian church leader said: “We meet regularly to discuss issues relating to the church and homeland. We will most probably touch upon this issue as well.”

At a news conference in Los Angeles on 22 September, Pashinyan, referring to the state-church relations, noted if some clergymen think that ‘this government is week and let’s destroy it, they will be brought to their knees.”

He is scheduled to hold a number of meetings with the Armenian community and business circle, as well as a number of bilateral meetings with foreign partners in the sidelines of the UN General Assembly session.

“Hayastani Hanrapetutyun” newspaper talked with member of “My step” parliamentary faction Sos Avetisyan about the agenda of the PM’s visit to the USA.  According to him, among the priorities of the authorities of Armenia is carrying out the economic revolution and in that context meeting with the U.S.-Armenian community is quite reasonable. “For years different corrupt deals were made in Armenia as a result of which an atmosphere of distrust has been established towards Armenia. Meeting with those people personally and explaining them that from now on everything is normal in Armenia will be a very right step, particularly during this transitional period”, he said.

WASHINGTON—The U.S. Senate and House of Representatives have returned from the August recess and are set to begin consideration of two key Armenian National Committee of America-backed pro-Armenia and Artsakh measures dealing with expanded U.S. assistance to the region and efforts to ensure Artsakh security.

First, the Senate Appropriations Committee will be voting on the Fiscal Year 2020 foreign aid bill, a far-ranging multi-billion measure that touches on a number of ANCA policy priorities. Prior to the August recess, the U.S. House had adopted two ANCA-backed amendments that we are encouraging Senators to include in their version of the foreign aid bill. The first, the Speier Amendment, allocates an additional $40 million in democracy development assistance, while the second, the Cox Amendment, appropriated continued funding for de-mining and other humanitarian programs in Artsakh.

Meanwhile, key leaders of the U.S. House and Senate Armed Services Committees will be meeting to serve on a “conference committee” responsible with reconciling the House and Senate versions of a major defense authorization bill – known as the National Defense Authorization Act (NDAA). During negotiations, legislators are encouraged to ensure that two vital pro-Artsakh amendments – the Sherman and Chu Amendments – are included in the final version of this legislation that is sent to the White House for the President’s signature.

The Sherman Amendment — offered by Representatives Brad Sherman (D-CA) with the support of Congressional Armenian Caucus Co-Chairs Jackie Speier (D-CA) and Frank Pallone (D-NJ) and Vice-Chair Adam Schiff (D-CA) — prohibits funds from being used to transfer defense articles or services to Azerbaijan unless the President certifies to Congress that the articles or services do not threaten civil aviation. This amendment was necessitated by the public assertion, reported by Radio Free Europe in March of 2011, by Arif Mamadov, the Director of Azerbaijan’s Civil Aviation Administration, that the Azerbaijani government had warned the International Civil Aviation Organization (ICAO) that “the law on aviation envisages the physical destruction of airplanes landing in that territory,” specifically referencing flights to Nagorno Karabakh. As a result of this threat – which has never been withdrawn – the civilian airport in Stepanakert, Nagorno Karabakh has been closed ever since. The U.S. House adopted the amendment on July 11, 2019, by a vote of 234 to 195.

The Chu Amendment — offered by Representative Judy Chu (D-CA) with the support of Representatives Pallone and Schiff — supports measures to continue the cease-fire in Artsakh, including the non-deployment of snipers, heavy arms, and new weaponry, the deployment of gunfire locator systems, and an increase in OSCE observers along the line-of-contact. The three specific proposals advanced as part of the Chu Amendment are consistent with the Royce-Engel peace proposal, first put forward in October of 2015 by the bipartisan leadership of the House Foreign Affairs Committee in a letter to the Department of State signed by 85 U.S. Representatives. They enjoy broad-based Congressional support and are endorsed, in principle by the State Department, the OSCE Minsk Group, Armenia and Nagorno Karabakh, but – not yet – by Azerbaijan. The U.S. House adopted the measure “en bloc” with other amendments by voice vote on July 11, 2019.

ANCA advocates across the U.S. have been contacting their legislators through the organization’s March to Justice action portal to encourage legislators to ensure expanded U.S. assistance to Artsakh and Armenia and defend the key pro-Artsakh amendments to the NDAA.

The respective decision has been signed by Prime Minister Nikol Pashinyan.

Minister Grigoryan will also attend the High-Level Political Forum on Sustainable Development on the sidelines of the 74th session of the UN General Assembly in New York.

Sports: Farce as France play Andorra’s anthem instead of Albania’s – then apologise to Armenia

THE EURO 2020 qualifier between France and Albania kicked off five minutes late this evening because the hosts played the wrong anthem for the visiting team.

When the Albanians lined up at the Stade de France, they were clearly bewildered at the tune they heard — the national anthem of Andorra.

The Albanians refused to play until their correct anthem had been heard.

There were some whistles from the capacity crowd as the stadium announcer explained that they would play the right tune — although he mistakenly apologised to Armenia before correcting himself.

As it blasted out of the stadium speakers, with the volume, it seemed, turned higher, the visiting players sung along lustily and celebrated and hugged at the end.

Petition against Istanbul Convention reaches Echmiadzin

The initiative group “Kamq” which is running a petition campaign named “No to Istanbul Convention” arrived on Monday in Echmiadzin, Armenia’s Armavir region. “Our campaign continues in Echmiadzin, at central square near Komitas Vardapet statue. Join us through signing the petition,” the Group posted on Facebook, calling on the citizens to leave signatures in support of their cause.

To note, the Istanbul Convention which is subject to ratification by Armenia protects women against all forms of violence against them and obliges states to prevent, prosecute and eliminate violence against women and domestic violence. However, the document has triggered a debate among the public and expert circles in Armenia over what they say some of controversial concepts in that do not serve the purpose of preventing violence, but rather jeopardize the national identity.
