Where has it all gone wrong for Henrikh Mkhitaryan in the Premier League?

Just two years ago, he was voted the best player in the Bundesliga yet the Arsenal midfielder is in danger of sinking without a trace in England, writes Alex Hess
 
 
Arsenal’s decade-long slide to the periphery of the elite was encapsulated neatly on Sunday as they were swept aside by the reigning champions, and two formerly pivotal playmakers were rendered peripheral figures.
 
Henrikh Mkhitaryan and Mesut Ozil made their names as string-pulling central No.10s but neither could escape the game’s fringes against Manchester City. As they ambled around in tandem, the two resembled a pair of creative geniuses stricken by writer’s block, endlessly mooching about in the kitchen rather than knuckling down at the typewriter.
 
The importance of endeavour is often overstated in English football but here City’s attackers, all frenzied energy and edgy hunger for the ball, bent the game to their will while Arsenal’s looked on listlessly.
 
But while Ozil and Mkhitaryan put in similar performances, they are two very different cases. After all, Ozil has never been one for heavy exertion, and most fans have long since gotten used to the fact that his Cheech-and-Chong levels of unhurriedness represent the flip-side of a nonchalant and potentially match-winning artistry.
 
An explosive presence
 
Mkhitaryan, however, made his mark at the top level as part of Jurgen Klopp’s ferocious Borussia Dortmund side, whose relentless running and bloodthirsty pressing ushered in a whole new tactical era. He then went on to improve even further as an explosive deep-lying attacker under the more versatile Thomas Tuchel.
 
It’s fair to say that there’s been little explosiveness on show of late. While it may be tempting to explain this away as a function of late Wenger-era Arsenal, casting him as yet another victim of the contagious stasis at the club’s core, the truth is that Mkhitaryan’s alarming regression precedes his arrival in London. In fact, his move to the capital in January 2018 was supposed to provide him with some much-needed rejuvenation after a season-and-a-half of shackled-up stagnation under Jose Mourinho.
 
The Armenian was largely handed a free pass for a desperately underwhelming 18 months at Manchester United. His coach’s conservatism was generally presented as the reason behind the sharp nosedive taken by a player who notched the frankly absurd tally of 55 combined goals and assists during his final season at Dortmund.

Certainly there is truth to the idea that Mourinho’s management elicited next to no decent football from Mkhitaryan: a two-month exodus early on appeared to splinter the forward’s confidence, and after that his United career was a middling affair. The 29-year-old's remarkably productive run in the 2016/17 Europa League campaign proved an exception to the forgettable norm.
 
Upon his departure, Mkhitaryan himself cited differences in “footballing philosophy” between himself and Mourinho, and the hope was that Wenger’s less tentative tactics might release the handbrake on an attacking midfielder capable of full-throttle brilliance.
 
Yet Mkhitaryan succeeded only in replicating his Old Trafford form for a new audience. In both cases, the very occasional glimpse of genius – a scorpion-kick goal here, a three-assist display against Everton there – has punctuated protracted spells of mind-numbing mundanity.

Mkhitaryan has lived in six countries, speaks seven languages and comes from a family steeped in football. His father was a striker who played for his country, his mother has worked for the Armenian FA and his sister is a UEFA translator. He is a keen chess player, he studied economics at the St Petersburg Institute and at his best, his game is defined by an instinctive intelligence; the ability to create space under severe pressure. He is clearly no fool and will not need telling that the need for improvement is critical after failing to impress under both Mourinho and Wenger.
 
An argument – and a pretty generous one – could be made that Mkhitaryan has struggled in two dysfunctional teams, under two ailing managers. The rejoinder would be that the common denominator is not the club or the coach, but the player.
 
Now or never
 
The early signs are that Unai Emery will look to implement a more frenetic playing style, one far more akin to what Mkhitaryan flourished under at Dortmund. But any teething problems had better be resolved quickly, because Mkhitaryan is not someone who can afford another season of drift.
 
If his heroics at Dortmund weren’t enough proof that he is a player for the here and now, then his age – he turns 30 in January – certainly is. Time is not on his side, even if at times on Sunday he played with all the urgency of a honeymooner uncorking a beachfront bottle of chardonnay.
 
 
In mitigation, Manchester City are likely to be the toughest opponents Mkhitaryan faces this season, and he was hardly helped by the painful limitations of certain team-mates. But equally, the Armenian is a senior player of elite-level pedigree, voted by his peers just two years ago as the Bundesliga’s best player. It is not unreasonable to expect him to affect the biggest games.
 
Or indeed any game. Since arriving in England in 2016, there have been 16 goals altogether, a meagre seven in the league. And this from a supposed specialist in obvious output. Unlike Ozil, whose influence can be belied by the stats, Mkhitaryan forged his reputation with cold hard numbers: 44 goals in three seasons for Shakhtar, 41 in three years at Dortmund.
 
If the frustration of Ozil is a propensity to decorate rather than dominate, Mkhitaryan’s is that he currently does neither. A man who once wowed the crowd with moments of magic is in danger of becoming renowned only for his disappearing acts.

Aliyev said.

President Aliyev made the remarks in Baku Aug. 1 at a ceremony to give
out apartments and cars to the people disabled in the Karabakh war,
Great Patriotic War, the Chernobyl disabled, and families of martyrs.

"If the Armenian leadership continues to drag out negotiations, we
will continue to pursue our policy of isolation and, by using all
means, will further shake Armenia," the president said.

President Aliyev stressed that Azerbaijan also played a significant
role in the collapse of the criminal junta regime in Armenia.

Pashinyan: Armenia will not change foreign policy guidelines

Naira Badalyan. Armenia once again confirms that foreign policy is not expected to change. The Prime Minister of Armenia Nikol Pashinyan at a press conference stated this on July 20, touching on the talks about what a number of Russian experts called the visit of the Armenian government delegation to Brussels during the July NATO summit a provocation.

According to Pashinyan, the government delegation paid a working visit to the Kingdom of Belgium on July 11-13 to attend the NATO summit itself, and at the meeting of the mission in Afghanistan "Resolute Support" in the format of the heads of state and government of the non-member countries of NATO Alliance, which was held as part of the summit of the North Atlantic alliance.

As the prime minister reminded, Armenia earlier repeatedly participated at the level of the head of state in the person of Serzh Sargsyan in the mission's work. Thus, this visit, as Nikol Pashinyan pointed out, does not mean a change in foreign policy. Only, Armenia does not refuse to fulfill the international obligations taken by the republic before the "velvet revolution," Pashinyan said.

During his visit to Brussels Nikol Pashinyan met with heads of EU structures. The Prime Minister also met with NATO Secretary General Jens Stoltenberg.

The NATO mission, called Resolute Support, began operating in Afghanistan on January 1, 2015, after the military stage of the US operation and its alliance allies has been completed. Armenia has been participating in the international security forces in Afghanistan since 2010. Currently, Armenian peacekeepers (131 servicemen), are carrying out the defense of the checkpoint of the Mike-Spann military base and the adjacent territory. All costs for the training and technical support of the contingent of Armenia's peacekeeping forces in Afghanistan were assumed by Germany.

Envoy Cautious About Greater U.S. Investment In Armenia

It is still too early to expect a major increase in U.S. investments in Armenia 
despite the new Armenian government’s efforts to improve the domestic business 
environment, U.S. Ambassador Richard Mills said on Wednesday.

Mills said that potential American investors are closely monitoring, among 
other things, the government’s treatment of a U.S.-based mining company which 
had won exclusive rights to develop a massive gold deposit in southeastern 
Armenia.

The company, Lydian International, is facing an uncertain future following the 
recent dramatic change of the country’s leadership. According to official 
Armenian statistics, Lydian was the main source of $246 million in foreign 
direct investment attracted by Armenia last year.

“The government’s actions to tackle the issue of corruption and ensure a level 
playing field are very welcome in the United States by the U.S. investment 
community,” Mills told RFE/RL’s Armenian service (Azatutyun.am). “But I think 
it’s still a little too early for new major investments to be announced or to 
begin here in Armenia.”

“We’re getting lots of expressions of interest from the business community in 
the United States about the opportunities here,” he said. “But these potential 
investors are waiting to see whether now the government will follow up with 
some concrete actions. They also want to see how the investigations that have 
been launched into credible allegations of corruption are carried out. Are they 
done in a fair manner, according to the rule of law and due process?”

“And they want to see how the government is treating U.S. foreign firms and 
even Armenian firms that are already operating here,” Mills went on. “Are they 
being treated fairly when there are investigations into their taxes? Is that 
being done in a fair manner?

“They are looking at the issues around Lydian, how the government is handling 
those very sensitive and controversial issues. Will Lydian be treated fairly as 
that process unfolds?”

All roads leading to the Amulsar gold deposit developed by Lydian have been 
blocked since June 23 by a group of residents of nearby communities protesting 
against gold mining operations which were due to start before the end of this 
year.

The blockage is continuing despite repeated appeals from Prime Minister Nikol 
Pashinian. He said late last month that Lydian must be allowed to resume its 
operations pending the findings of an ad hoc government task force that will 
start inspecting the company soon. The working group is expected to submit its 
recommendations to the government later this month.

The mining site located about 160 kilometers southeast of Yerevan remained 
blocked even after Pashinian visited it on July 6. The premier complained last 
week that Lydian executives did not display a “constructive” stance when he 
held a meeting with them and the protest leaders during the trip. He did not 
elaborate.

The company, which is registered in the British Channel Islands but 
headquartered in Colorado, maintains that it had obtained its mining licenses 
in accordance with Armenia’s laws and government regulations. It has dismissed 
concerns about the environmental impact of gold mining at Amulsar, saying that 
it will use modern and safe technology.

Lydian, which claims to have already invested more than $300 million in 
Amulsar, has condemned the disruption of its operations as illegal. It has not 
ruled out the possibility of international legal action against the Armenian 
state.

Mills expressed hope last week that the environmental audit of Lydian will be 
conducted objectively and “in strict accordance with the law.” He said the U.S. 
government also hopes that the authorities will carry out similar inspections 
of other mining companies operating in Armenia.

The envoy made clear on Wednesday that he believes Pashinian’s government is 
committed to “creating a good investment climate here.” “So looking ahead, I’m 
confident,” he said.

Mills also reiterated that Washington is now considering increasing U.S. 
government assistance to Armenia. “We are looking at what is possible, 
including changes in levels of our funding through the USAID and other U.S. 
government agencies,” he said.


Sudden Russian Drill In Armenian Village ‘Investigated’

The Russian military base in Armenia on Wednesday pledged to investigate an 
unexpected exercise which was conducted by its soldiers in an Armenian village 
and caused panic among local residents.

Amateur video posted on social media showed chaotic scenes in the village of 
Panik on Tuesday, with local resident terrified by deafening gunfire and 
explosions. Some of them angrily confronted the troops training very close to 
village houses, demanding explanations.

The Russian soldiers stopped the exercise but were able to leave the area only 
after Armenian police and security officials alerted by the village mayor, 
Vartan Makeyan, arrived in Panik. It emerged afterwards that they did not fire 
live rounds.

Makeyan said that the Russian military had not notified him by about the drill 
beforehand. He also complained that was held within the administrative 
boundaries of the local community.

Panik is located very close to one of the two shooting grounds used by the 
Russian base headquartered in the nearby city of Gyumri, the capital of 
Armenia’s northwestern Shirak province.

The deputy commander of the base, Alexey Polyukhovich, said that it has 
launched an internal inquiry into the incident. “The exercise was part of 
efforts to increase the combat readiness of the military base, including for 
achieving combat tasks set for the base,” he told reporters. “As for what went 
wrong, we will inform you about the results [of the inquiry.]”

Polyukhovich met with the governor of Shirak, Karen Sarukhanian, earlier in the 
day. “He said that it was a force-majeure situation, that some order was not 
issued, that something was not organized, for which he apologized,” Sarukhanian 
said after the meeting. “An internal inquiry is underway and the guilty will 
definitely be held accountable.”

In Yerevan, Defense Minister Davit Tonoyan discussed the incident with the 
commander of the base, Colonel Vladimir Yelkanov, as well as Russia’s charge 
d’affaires and military attaché in Armenia. Tonoyan’s spokesman, Artsrun 
Hovannisian, quoted Yelkanov as saying that the exercise had been planned and 
agreed with the Armenian authorities beforehand but that the Russian side “did 
not take into account the local population’s possible concerns” and wants to 
apologize for what happened.

According to Hovannisian, Tonoyan urged the Russians to work more closely with 
Armenia’s Defense Ministry and local government bodies when planning such 
drills. They should also “pay greater attention to strengthening 
good-neighborly relations with the civilian population,” he was reported to say.

Also, a spokesman for Prime Minister Nikol Pashinian told RFE/RL’s Armenian 
service (Azatutyun.am) that he has been briefed on the incident and ensuing 
developments.

The Russian base numbers up to 5,000 troops mainly deployed along Armenia’s 
closed border with Turkey. It has hundreds of tanks, armored vehicles, and 
artillery systems as well as over a dozen MiG-29 fighter jets. Moscow has 
bolstered the base with helicopter gunships and other military hardware since a 
2010 Russian-Armenian agreement extended its basing rights in Armenia to 2044.

Armenian leaders have long said that Armenia hosts Russian troops on its 
territory primarily because of a perceived security threat from Turkey. From 
Yerevan’s perspective, the Russian military presence precludes Turkey’s direct 
military intervention on Azerbaijan’s side in the Nagorno-Karabakh conflict.




Ex-Governors Trade Accusations

Two former governors of Armenia’s southern Ararat province have accused each 
other of serious criminal offenses, triggering an investigation by 
law-enforcement authorities.

The Investigative Committee reported on Wednesday that Alik Sargsian, who ran 
the region from 2000-2008, claimed last week to have been for years blackmailed 
by another, unnamed ex-governor. According to the committee, Sargsian said the 
latter threatened to disseminate compromising information about him unless he 
pays $60,000.

In a statement, the law-enforcement body said that the ex-governor alleged for 
his part that in 2008 he paid Sargsian to help a young man work for the 
Armenian police. He claimed that Sargsian, who was the chief of the national 
police service at the time, accepted the bribe but did not hire the man, said 
the statement.

The committee added that it has opened a criminal case under corresponding 
articles of the Armenian Criminal Code. It said the case has been transferred 
to another law-enforcement body, the Special Investigative Service (SIS), 
because it involves two former high-ranking officials. Neither man has been 
charged yet.

Sargsian is currently a member of the Armenian parliament affiliated with the 
former ruling Republican Party of Armenia (HHK). It is not yet clear which of 
his predecessors claims to have bribed him a decade ago.

Sargsian had succeeded as Ararat governor Hovik Abrahamian, who served as 
Armenia’s prime minister from 2014-2016.




Deal Signed To Build Armenia’s First Large Solar Plant

A Spanish renewable energy company was formally contracted on Wednesday to 
build Armenia’s first large solar power plant at an estimated cost of $50 
million.

The 55-megawatt plant will be built in Mets Masrik, a village close to the 
eastern coast of Lake Sevan. The landmark project will be mostly financed from 
a World Bank grant allocated to the Armenian government in 2015.

An international tender for the project attracted bids from two dozen energy 
companies from around the world. A consortium of two Spanish companies, 
Fotowatio Renewable Ventures (FRV) and FSL Solar, was declared the winner of 
the government-administered tender in March.

The Armenian Energy Ministry said they promised the lowest cost of electricity 
to be generated at the facility. It will be cheaper than power supplied by 
scores of small hydroelectric plants scattered around the mountainous country, 
the ministry said.

An agreement on building and operating the Mets Masrik plant was signed in 
Yerevan by Energy Minister Artur Grigorian and Nicolas Fasquelle, FRV’s 
managing director for the Middle East and Africa. Grigorian’s press office said 
Fasquelle expressed confidence about successful implementation of the project.

“The plant will have an approximate area of 100 hectares – the size of 150 
soccer fields combined,” FRV said in a July 2 statement. “It will generate 
enough energy to power around 21,400 households.”

The statement said that the plant called Masrik-1 is likely to be built by the 
end of 2020. FRV will hire 300 people for the plant’s construction, it added.

“Armenia’s growing drive to boost renewable energies constitutes a decisive 
factor when it comes to committing to the country, since it presents numerous 
opportunities to carry out clean energy projects,” Fasquelle was quoted as 
saying.

Armenia’s former government, brought down by mass protests in May, pledged to 
significantly increase the share of hydropower and other renewables in domestic 
electricity production. Speaking in January, then Energy Minister Ashot 
Manukian said the government objective is to ensure that renewable sources meet 
at least half of Armenia’s energy needs within the next few years. One of 
Manukian’s deputies, Hayk Harutiunian, said in early April that solar energy 
should account for at least 20 percent of Armenian electricity output by 2030.

It is not yet clear whether the new government stands by those ambitious 
targets. Prime Minister Nikol Pashinian discussed the Mets Masrik and other 
renewable energy projects at a meeting with senior government officials held on 
Tuesday.

According to the National Statistical Service (NSS), hydroelectric plants 
accounted for about 30 percent of electricity generated in the country last 
year. By comparison, thermal power plants using natural gas had a 37 percent 
share in the total. Virtually all of the remaining 33.7 percent of energy was 
generated by the Metsamor nuclear power station.

“Zhamanak” says one good thing about Prime Minister Nikol Pashinian’s criticism 
of the European Union is that he stressed the need for the EU to “speak 
frankly” about its relations with Armenia. The paper is confident that 
Pashinian’s comments will not damage those relations. “The health of the 
EU-Armenia relationship requires us to start from bitter truths,” it says.

“Haykakan Zhamanak” also comments on the controversy and, in particular, EU 
Ambassador Piotr Switalski’s statements to the effect that the new authorities 
in Yerevan must come up with “very concrete ideas” before demanding greater 
financial assistance from the EU. “In Switalski’s words, the EU message is that 
there is no change in [Armenian] policy towards the EU and that raises the 
legitimate question of why the EU would change its policy towards Armenia,” 
writes the paper linked to Pashinian. “The ambassador’s approach seems to 
contain certain calls for a change of Armenian foreign policy vectors which may 
be justified from the European standpoint but is unacceptable to Armenia for 
now.” It argues that Armenia’s foreign policy orientation is closely connected 
with its security needs which cannot be met by the EU.

“Zhoghovurd” reports that working groups formed by Pashinian and the Armenian 
parliament have still not reached consensus on major amendments to the 
Electoral Code which are due to be enacted before the holding of fresh 
parliamentary elections. For the paper, the key issue is how the next Armenian 
parliament will be elected. “All other debates [between the two working groups] 
are by and large meaningless because experience has showed that a good 
Electoral Code is not a precondition for holding good elections in Armenia,” it 
says.

Rostelecom in Armenia and Ayb School sum up results of joint project

YEREVAN, July 17. /ARKA/. A set of new technologies, the way they are used and their possibilities were showcased as part of a project called ‘Hello from the Future,’ initiated by the students of the Ayb School in Yerevan and implemented in concert with GNC-Alfa telecommunications company (trading as Rostelecom in Armenia).
Rostelecom in Armenia said in a news release that the final event took place in a park, located near the downtown Republic Square, and was open to all. 

The purpose of the event was to show the children and adults how artificial intelligence can be used in art through exhibitions, video materials and other informative materials. 

The site was divided into several pavilions, each presenting an aspect of the use of artificial intelligence. 

In particular, one of the pavilions showed the process of using artificial intelligence for creating real pictures by the students. 

The other pavilion showed souvenirs created by the robots, designed by the schoolchildren. Another pavilion hosted a quiz, conducted live on the event’s Facebook page.
Those who were interested to take part in the contest, were asked to send a photograph of the landscape opening from their window in advance. Five photos at the choice of the organizers were processed by using artificial intelligence. 

Winners were awarded prizes. The importance of the project is that the technological future of the people and future technologies are the most discussed and promising topics of the time. According to some opinions, the development of technologies and the reduction of the human factor threaten the existence of certain specialties.
On the other hand, history shows that scientific and technological progress contribute to the development of mankind and the more effective use of life resources, freeing up more time for creativity. 

At the opening of the event, the crowd was welcomed by Vasily Rusakov, the new commercial director of Rostelecom in Armenia and Silvia Yakubian-Nadjaryan, the deputy head of the Ayb School. 

"Rostelecom underscores all the projects that inform the society and introduce the latest technologies, enabling to see them in practice. It is gratifying that the Ayb School in Armenia not only teach these technologies, but also give children the opportunity to use this knowledge, to understand the mechanism of work and to share their personal experiences with peers and society, "said Rusakov. 

"Artificial intelligence has entered our life. It is our future, and we cannot ignore the fact that it is necessary to find new ways to identify the greatest benefits and new uses. Ayb's students study programming and robot designing from the elementary classes. When in high school, they can implement large-scale projects, the results of one we see today, as part of the "Hello from the Future" project. I am happy and proud that our students and their mentors were able to implement the project. In addition, I would like to thank Rostelecom for helping the children, for supporting them and sponsoring this project. Without you, without our patrons and supporters, this project would have been impossible,” Yakubian-Nadzharyan said. 

The project started in May, when together with Rostelecom, a joint roundtable was organized at the Ayb School, along with an exhibition of images processed by using artificial intelligence. 

As one of the leaders of IT sector, Rostelecom joined the project "Hello from the Future", initiated by the Ayb School, emphasizing the importance of implementing similar activities to inform the public about global technology developments and the introduction of technological thinking especially among young people. 

Simultaneously with the exhibition, the head of the Tehnosharzh club of the Ayb school Vazgen Hakobjanyan, who is a lecturer at the American University of Armenia, and also the co-founder of the data research department Artur Khalatyan, the founder and director of HiLearn, a lecturer at the AUA Arsen Mamikonyan, another lecturer at the AUA, director of the Datamotus company Habet Madoyan presented their visions of the prospects for technology development and discussed the role of mankind in this process, the participation opportunities, as well as the emergence of new specialties in the future. 

Rostelecom’s Armenian subsidiary GNC-ALFA began promotion and sale of broadband Internet, IP-TV and a new generation of IP-telephony in Armenia under the brand of Rostelecom from 2012 December. 

The company’s fiber-optic network covers 80% of the territory of Armenia, extending to more about 3000 km. 

The network is connected to the main regional backbones and major traffic exchange sites, as well as international channels via Georgia and Iran. -0—-

Azerbaijani Press: Conflict between Armenia’s population, Church heating up

The situation around the Armenian Apostolic Church (AAC) and Catholicos of All Armenians Karekin II is heating up.

Protests against the Catholicos began immediately after the “velvet revolution” in the country, and since the government does not intervene in the issue, the protesters are becoming more and more active. They demand the resignation of the head of the AAC, which is mired in corruption, criminal and debauchery.

A few days ago, there was a new scandal – activists of the movement “New Armenia – New Catholicos” blocked the car of Karekin II and did not let him go to the place of pilgrimage.

“Catholicos of All Armenians Karekin II made a pilgrimage to Gndevank, where activists of the movement blocked the way to the Patriarch. They blocked the road with cars and stones and shouted threats and insults at His Holiness,” priest Vahram Melikyan, Director of the Information Services Department of Etchmiadzin (mother church of the AAC), informed, adding that “the movement’s behavior oversteps the mark.”

Ultimately, Karekin II failed to make a pilgrimage. He was taken out by the police and returned to Etchmiadzin.

This incident forced to react somehow the Prime Minister Nikol Pashinyan, who had not previously commented on the conflict.

“The situation around the AAC creates a certain unpleasant atmosphere. I instructed the police to investigate the incident, to carefully assess it,” Pashinyan said, calling the conflict the Church’s internal problem. This means that the Armenian authorities are not going to interfere in the Church affairs.

“At some point, the government will take specific decisions, but it is not the right situation yet,” the Armenian prime minister added.

Thus, it seems that Pashinyan is not against the change of the head of the AAC and is literally ready to contribute to this by his non-interference. However, the possible resignation of Karekin II is unlikely to change something radically in the Armenian Church, since a complete change of its structure is necessary in order to achieve positive results.
