the pogroms of the Armenian population in Sumgait are in vain. This
February 23 in Yerevan at a joint press conference with Madagascar
Minister of Foreign Affairs Henri Rabari-Ndzak, Armenian Foreign
Minister Edward Nalbandian said, referring to the statements of the
Ministry of Foreign Affairs and the Prosecutor General of Azerbaijan
regarding pogroms in Sumgait.

"In today's reality, a strange tandem - the General Prosecutor's
Office and the Ministry of Foreign Affairs - reminds me a little of
the times of Vyshinsky, who in Stalin's times was a prominent
prosecutor, then became Foreign Minister." The same style has been
observed since the beginning of the Sumgait pogroms. , what remains to
be done is to blame the victim for committing the crime, I think,
obviously, with whom they are taking the example, "Nalbandian said,
and in this context added that the non-recognition of this kind of
crime th, their denial and accusation of victims in crimes - create
that fertile ground for new crimes that took place after the pogroms
in Sumgait - Kirovabad, Baku, Maraga.

According to him, the international community witnessed such actions
quite recently, during the Azeri aggression in 2016 year, at that time
brutal crimes were committed that violated international humanitarian
law, and carried out, including in the handwriting, to the militants

said.

«Էրմենիհաբեր»-ի փոխանցմամբ, Փայլանը Սոյլուին հասցեագրած իր հարցադրման մեջ մանրամասնորեն նկարագրել է պատրիարքարանում ստեղծված իրավիճակը, շեշտելով, որ այն դեպքում, երբ հայ համայնքը ցանկանում է նոր պատրիարք ընտրել, պետության միջամտությունն այս ընտրությանը ոչ այլ ինչ է քան հայ համայնքի իրավունքների ոտնահարում:


«Պետությունն արդյո՞ք ինչ հիմնավորմամբ է մասնակցում հայ համայնքի պատրիարքի ընտրությանը: Ներկայիս պատրիարքը՝ Մեսրոպ Մութաֆյանը, իր այս հիվանդությամբ, բժշկության օգնությամբ կարող է երկար տարիներ ողջ մնալ: Այդ դեպքում, երբ հայտարարում եք, որ մինչեւ պատրիարքը չմահանա ընտրություն չի լինի, նկատի ունեք, որ պատրիարքարանը երկար տարիներ կառավարվելու է ձեր նշանակած կառավարչի կողմի՞ց:


Բացի այդ, ապրիլի 16-ին անցկացված հանրաքվեից հետո նախագահ Էրդողանը պահանջեց, որ սեղմ ժամկետներում պատրիարքի ընտրության հարցը կազմակերպվի: Դրանից հետո արդյո՞ք ինչ փոխվեց եւ ի՞նչու նա փորձեց խոչընդոտել ընտրական գործընթացին:


Նախագահ Էրդողանը Հունաստան կատարած այցի ժամանակ քննադատեց, որ Արեւմտյան Թրակիայում մուֆթիի ընտրությունները չեն անցկացվում: Այդ դեպքում ի՞նչպես կգնահատեք Թուրքիայում երկար տարիներ հայ պատրիարքի ընտրության խոչընդոտումը, եկեղեցական ավանդույթները արհամարհելով, պետության կողմից մեկին որպես կառավարիչ նշանակելը եւ այդ որոշումները հայ համայնքին պարտադրելը»,- ասվում է հայ պատգամավորի հարցադրման մեջ:


Փետրվարի 5-ին Ստամբուլի նահանգապետարանը պատրիարքարան նամակ էր ուղարկել, որով անվավեր էր համարվում պատրիարքի տեղապահ Գարեգին արքեպիսկոպոս Բեքչյանի ընտրությունը եւ այդ ընթացքում նրա ընդունած որոշումները, իսկ պատրիարքության ղեկավար էր ճանաչվում Արամ Աթեշյանին: Նամակում ընդգծվում է, որ պատրիարքի ընտրություններ չեն կարող անցկացվել, քանի դեռ ողջ է Մեսրոպ Մութաֆյան պատրիարքը:

LOS ANGELES—Friends, supporters, and leaders of the Armenian National Committee of America gathered Tuesday to honor Congressional Armenian Caucus Republican Co-Chair David Valadao’s (R-CA) exemplary legislative leadership in advancing the health and safety of the citizens of the Artsakh Republic (Nagorno Karabakh).

The gathering – chaired by Adour and Arsho Aghjayan – featured remarks by Dr. Alina Dorian regarding the life-transforming work of the Baroness Cox Rehabilitation Center in Stepanakert, Artsakh’s capital. Dr. Dorian serves as the Principal of the Rose and Alex Pilibos Armenian School and is Assistant Professor at the UCLA Department of Community Health Sciences. She is an internationally respected public health expert who authored Artsakh’s first National Health Plan in the mid-1990s and has extensive experience in the Republic.

Dr. Dorian shared insights about the invaluable work of the Lady Cox Rehabilitation Center, first established in 2000 through a partnership of local health officials and then-Speaker of United Kingdom’s House of Lords, Baroness Caroline Cox (a trained nurse).

“It’s not just a Center,” said Dr. Dorian. “A center connotes walls and a building – a box. The Lady Cox Rehabilitation program thinks outside of the box – actually it’s created an environment where there is no box – serving the people in their homes and villages throughout Artsakh.”

The Baroness Cox Rehabilitation Center provides high-quality, specialized medical care each year to approximately 1,000 local and regional patients, and has treated over 15,000 to date. Among those receiving treatment – both at the Center and in their homes – are patients with spinal cord injuries, elderly stroke victims, and infants and children born with disabilities, such as cerebral palsy and spina bifida. The Lady Cox Center sends trained rehabilitation nurses to communities across Artsakh, serving those who do not have access to the Stepanakert location. The Center strives to dispel cultural stigmas, many rooted in the Soviet-era, associated with disabilities, and works – via speech, occupational and other therapies – to ensure that its patients are given the opportunity to live happy and fulfilling lives.

Hailing from California’s 21st Congressional District, which includes a large portion of the San Joaquin Valley, including towns around the City of Fresno, Congressman Valadao has consistently earned an “A” rating on the ANCA’s Congressional Report Card for his active representation of the Central Valley’s growing Armenian American community.

Congressman Valadao is a member of the influential House Appropriations Committee, where he successfully worked with the ANCA to ensure that U.S. aid continues to be used to de-mine the Republic of Artsakh – which was littered by lethal mines and unexploded Azerbaijani ordnance. Thanks to Congressman Valadao, last year the U.S. House of Representatives adopted a Federal Fiscal Year 2018 State-Foreign Operations Appropriations bill that fully supports continued U.S. support for demining work in Artsakh.

Thanks to the efforts of the ANCA and the leadership of Senator Patrick Leahy (D-VT), former Senator Mark Kirk (R-IL), Congressional Armenian Caucus Co-Chair Frank Pallone (D-NJ) and former Republican Co-Chair Joe Knollenberg (R-MI) – the U.S. has provided millions in funding to The HALO Trust, which has successfully demined approximately 97% of Artsakh. Over the last 16 years, the HALO Trust has destroyed over 8,733 anti-personnel mines, 2,584 anti-tank landmines, 180,858 small arms ammunition, 12,423 cluster bombs and 48,572 other explosive items. Amy Currin, who serves as HALO Trust’s Head of Development, provided an outstanding presentation to the Congressman and to those in attendance on the life-saving de-mining efforts of HALO’s front-line employees in Artsakh.

The ANCA’s efforts to secure direct U.S. assistance to Artsakh date back to May 1, 1997, when Congressman Brad Sherman (D-CA) offered an amendment, as a member of the House Foreign Affairs Committee, to the Foreign Policy Reform Act, to authorize direct U.S. funding for Artsakh. While the Sherman amendment failed, it set the stage for the ANCA’s work later that same year with then-senior appropriator Congressman Knollenberg , who successfully worked to ensure that the House Appropriations Committee approved a Foreign Aid bill (Public Law 105-118) that ultimately led to the allocation of $12 million in Federal Fiscal Year 1998 aid for Artsakh.

Congressman Valadao, who was born and raised in the small town of Hanford, California, was elected to the California State Assembly in 2010. Shortly thereafter, he sought and won the race to represent the constituents of California’s 21st Congressional District in the U.S. House of Representatives. Congressman Valadao’s family emigrated to the United States in 1969 from the Azores Islands in Portugal. Like his father, the Congressman runs a dairy farm in addition to managing over 1,000 acres of farmland in Kings and western Tulare County, on which Valadao and his family grow alfalfa, corn, and wheat as dairy feedstock.

YEREVAN, FEBRUARY 19, ARMENPRESS. Konstantin Kosachev, Chairman of the
Committee on Foreign Affairs of the Federation Council of Russia, says
the Armenian President Serzh Sargsyan’s speech at Munich Security
Conference on February 16-18 was one of the most important speeches of
the conference relating to security issues which was distinguished by
its constructivism and balance.

“The discussion, which was attended by the Armenian President, the
Moldovan Prime Minister, Commissioner for European Neighbourhood
Policy & Enlargement Negotiations Johannes Hahn and me, was one of the
examples that the agenda of the Munich conference becomes more
comprehensive and starts presenting different views, and such tendency
can just be welcomed. I have expressed my sincere gratitude to Serzh
Sargsyan for his perfect speech as he had his constructive
contribution to the discussion, made a balanced and responsible
analysis on what is happening now in Armenia and on regional relations
in general, as well as in a more global context where Armenia
undoubtedly plays its unique role. Without exaggeration his speech was
focused and was under the attention”, he told Armenpress.

Konstantin Kosachev said the conference participants were focused on
Armenia’s multivector policy, in other words, the experience by which
Armenia combines its participation in the EAEU and EU integration
processes.

“This is really perhaps the only and unique case”, he said, recalling
Ukraine’s experience. “The same didn’t happen in case of Armenia, and
this agreement was made in accordance with Armenia’s interests with
its whole cooperation range taking into account also its obligations
in the EAEU. This is the example on how it is possible to act by
finding a solution to hard and perhaps quite delicate matters by
normal and constructive way. In 2012-2013, before the Ukrainian
crisis, we proposed the EU and Ukraine to organize a similar
discussion to avoid some contradictions: that time the EU gave us
tough response stating that it is not a subject of discussion, it is
the internal problem of that relations, but we all know what this
resulted in”, the Russian official said, stating that it only can be
welcomed that Armenia runs a right policy on the way of cooperation
with different integration structures.

Armenian President Serzh Sargsyan delivered speech at the Munich
Security Conference touching upon Armenia’s foreign policy, as well as
a number of regional issues.

Beirut for several years. He began his teaching career in 1965 as a
teaching fellow in pediatrics at Harvard University for one year,
followed by serving as an instructor of pediatrics at the American
University of Beirut from 1968 to 1970. He began teaching at McGill
University as a professor of pediatrics and genetics in 1988.

Dr. Der Kaloustian has been an invited speaker for dozens of seminars,
symposiums, and other events, including at Beaumont Hospital in
Michigan, Erasmus University in Rotterdam, The Netherlands, and the
University of Pittsburgh in Pennsylvania, and was a keynote speaker at
the University of Guadalajara's First International Symposium on
Genodermatosis. Additionally, he has been affiliated with a great
number of professional organizations, including the Canadian College
of Medical Geneticists, The American Society of Human Genetics, and
the American College of Medical Genetics and Genomics. He has been
active on the international scientific advisory committee of The
Cyprus Institute of Neurology and Genetics since 2008.

Throughout Dr. Der Kaloustian's career, he has been honored with a
Medal of the Armenian Catholicosate of Cilicia, a Gold Medal Award
from the American University of Beirut Alumni Association, and a Medal
from the Hamazkayin Armenian Educational and Cultural Association. He
has also authored and co-authored several books, including "Genetic
Diseases of the Skin" in 1979, "The Kidney in Genetic Disease" in
1986, "Congenital Anomalies of the Ear, Nose and Throat" in 1991, as
well as more than 160 articles in peer-reviewed journals, chapters to
15 books, and numerous papers and reports for international
organizations. He has also been a reviewer for several professional
journals, was an editorial board member for "The American Journal of
Medical Genetics" and "The Lebanese Science Bulletin," and was a board
member for "The Birth Defects Encyclopedia."

Born in Antioch, Turkey in 1937, Dr. Der Kaloustian later studied at
the Hamazkayin Armenia College and the International College in
Beirut, Lebanon, before earning a bachelor's degree and MD at the
American University of Beirut in 1959 and 1963, respectively. Becoming
an assistant resident in pediatrics at the university, he then
traveled to the United States to complete a residency in pediatrics at
Boston Children's Hospital, followed by a fellowship in human genetics
in the department of pediatrics and a master's degree at The John
Hopkins University. By 1974, Dr. Der Kaloustian had completed a second
short fellowship in the Department of Cell Biology and Genetics at
Erasmus University before completing another fellowship in the
Department of Pediatrics in the Genetics unit at The Johns Hopkins
Hospital in 1982. Making his way to Canada in 1986, he and his wife
Lena Sethian have remained there ever since. They have two daughters.
Notably, Dr. Der Kaloustian has been cited in over 30 editions of
Who's Who, including Who's Who in Medicine and Healthcare, Who's Who
in America and Who's Who in the World.

In recognition of outstanding contributions to his profession and the

Istanbul Patriarchate Approves Ateshian’s Tenure

ISTANBUL—The latest in the saga of the election of a new leader for the Istanbul Armenian Patriarchate came Friday when the Patriarchate’s religious council decided to go along with the ruling of the Istanbul Governor and reinstate Archbishop Aram Ateshian as the Vicar-General.

The move followed a decision by Turkey’s Interior Ministry delineating the process by which a Patriarch can be elected, as well as a letter by the Istanbul Governor’s office, which rejected the election of Archbishop Karekin Bekdjian as Locum Tenens of the Patriarchate and said there was no need for an election of a new patriarch since Archbishop Mesrob Mutafyan, the current Patriarch, is still alive, despite being incapacitated for almost 10 years due to dementia.

The Patriarchal Religious Council, presided over by its chairman, Bishop Sahak Mashalian, met Friday and reinstated Ateshian to his post, which he was forced to vacate after last spring’s election of the Locum Tenens. Archbishop Bekdjian did not attend the meeting

The Religious Council decided, according to reports published in Zhamank Daily, the Patriarchate must adhere to the decisions made by the Interior Ministry and return to the status before the October 26, 2016 meeting, which decided on the process to elect a new Patriarch.

The intervention by the state has angered many in the Istanbul Armenian community who believe that their abilities to elect a leader of the church has been severely curtailed.

One such community member is Besse Kabak who chose to voice her protest against the situation and Ateshian during Sunday Mass at a church in Istanbul being presided over by Ateshian.

Kabak, an Armenian scholar, stood up and began reciting “Der Voghormya—Lord Have Mercy” with a bible in her hand. This act was in direct protest to Ateshian’s non-constructive role in the patriarchal election process.

Local police took Kabak into custody, dragging her from the church. She was released an hour later after the conclusion of Sunday Mass.

YEREVAN, FEBRUARY 8, ARMENPRESS. Armenia’s skier Michael Michaelyan
will be the country’s flag bearer at the 2018 Winter Olympics Parade
of Nations at the opening ceremony in Pyeongchang.

Armenia is the only country in the world to have three athletes from
the same family to become flag bearers. Michaelyan’s mother and
brother were flag bearers of Armenia in the past.

Gagik Bolshikyan, head of Armenia’s delegation to the Winter Olympics
in South Korea, told ARMENPRESS that skiers Katya Galstyan, Ashot
Karapetyan, coaches Arthur Michaelyan and Seyran Harutyunyan, and
Armenian Federation of Skiing boss Gagik Sargsyan will participate in
the parade also.

The opening ceremony of the 23rd Winter Olympics will take place
February 9, 15:00 Yerevan time.

It is an unprecedented event that three members of the same family are
flag-bearers at the Olympic Games.

Michaelyan’s mother was a flag bearer for Armenia at the 1998 18th
Winter Olympics, while his brother carried the flag at the 2014 Sochi
Olympics.

    I agree with Robert M. Morgenthau's assessment on the need to
    recognize this dark chapter in our world's history.

    As a grandson of survivors of the Armenian genocide, I agree with
    Robert M. Morgenthau's assessment on the need to recognize this dark
    chapter in our world's history ("Will Trump Tell the Truth About the
    Armenian Genocide?," op-ed, Jan. 26). And while his argument that
    President Trump has a unique opportunity to undo what his predecessors
    failed to do, Armenian-Americans are not holding their breaths. Every
    election brings new campaign promises from candidates looking for
    money and votes while promising to recognize the Armenian genocide,
    but who then succumb to Turkish pressure. What politicians fail to
    understand is that this is a human-rights, not a political,
    issue. Political expediency should play no role in this
    debate. Mr. Morgenthau's grandfather understood that better than
    anyone.

    If President Trump wants to be on the right side of history, he'd be
    wise to follow in another New Yorker's footsteps.

Henrikh Mkhitaryan to wear No 77 in the Gunners squad for Europa League

Armenia’s Henrikh Mkhitaryan, the Arsenal midfielder will wear the No 77 shirt in the Europa League, the Gunners announced.

Mkhitaryan can’t wear his No 7 shirt because the digit was already used by Alexis Sanchez in the ongoing season.

Rules of the League ban Mkhitaryan from wearing the same digit shirt in the ongoing season.

Sasun Mikayelyan: It will become a police country

Sasun Mikayelyan, a member of the Yelk (Way Out) faction, asked Vardan Yeghiazaryan, Deputy Chief of Police of Armenia, during the discussion of the amendments to the law on “Police of the Republic of Armenia” at the National Assembly today. “By placing cameras, are we protecting human rights or are we restricting the freedom of speech?”

Vardan Yeghiazaryan assured that the deputy’s concerns were unnecessary. “These video surveillance cameras will only help the police, detect crimes, ensure public order, and assist our citizens when they need to use these materials.”

“Stealing a book is nothing. as they say, a book thief is not a thief, but, in any case, there are restrictions on human freedom. It will become a police country, and people will not be able to speak freely,” said Sasun Mikayelyan.

In response, Vardan Yeghiazaryan announced that the cameras had nothing to do with freedom of thought and freedom of speech.
