THE CLUB OF YOUNG DIPLOMATS WILL HOST HIS EXCELLENCY AMBASSADOR H.
CUNY OF FRANCE

YEREVAN: On Thursday October 19, 3pm the Club of Young Diplomats at
Yerevan State University will host outgoing Ambassador of France to
Armenia H.E. Henry Cuny at the Balian Hall in YSU. The Club of Young
Diplomats has always enjoyed the friendly relationships with the
French Embassy and Ambassador H. Cuny. His Excellency has visited the
University on a number of occasions. One of the occasions was the
presentation of His Excellency’s "Le Bonheur Sur Tous Les Tons"
(Happiness of Any Kind) published in Armenia, a unique publication
that alters Ambassador Cuny’s original thoughts on HAPPYNESS. Copies
of the book will be distributed to interested students with author’s
signature at the end of the event. Yet this meeting will be special
since it is a kind of a farewell to students, a segment of the
Armenian society His Excellency favored the most.

An analogous event was organized to farewell H.E. Ambassador Paolo
Andrea Trabalza of Italy in 2004. Thus the Club develops a tradition
of holding special farewell events for outgoing Ambassador’s who have
significantly contributed to strengthening of the relations of their
respective states with Armenia and have integrated into the cultural
life of Yerevan.

Ambassador Cuny completes his mission in Armenia in 10 days and the
Club of Young Diplomats wanted to invite his Excellency over for an
informal interactive meeting with the student body of our Alma Mater,
a kind of a farewell to a special friend and a skilled diplomat. "His
Excellency expressed willingness to meet up with the student body
long before, yet we wanted to host the Ambassador later this month to
ask him sum up on his mission, his President’s visit to Armenia and
the "ARMENIE MONAMIE" the year of Armenia in France program to share
his views and valuable thoughts, feelings about Armenia, Armenian
people and culture as well as on his unique perception of life and
happiness", says Erik Grigoryan, the head of the student club.

"To be hold on the aftermath of President Chirac’s trip to Armenia
and on the eve of the official start of the Armenian Year In France
Program, the meeting will bear the flavor of the traditional
friendship of Armenian and French people and the partnership of the
two states", Mr. Grigoryan added.

derail Turkey’s admission as a member of the EU by the end of the
year. The Financial Times newspaper warned that the ensuing risks
would be huge. "In Turkey, it could halt the country’s cultural march
westward, which began 80 years ago under the rule of Kemal Ataturk,
and instead empower Islamist and nationalist political forces." The
Financial Times published a commentary by Vicent Bonland and Kerin Hope
on the Cyprus problem and Turkey’s EU negotiation process. Reserving
a page for the issue, the newspaper reported that the Cyprus problem
could be set as a precondition for Turkey to take further steps towards
integration. "While a row between the Turkish and French last week
over recognition of the Armenian Genocide has put another formidable
obstacle in the way of Turkey joining the EU, Cyprus poses a much more
immediate difficulty. It is possible that, by the end of this year,
the problem will derail the admission of Turkey as an EU member,"
the newspaper wrote.

The Financial Times also wrote that many EU diplomats now admit that
it was a mistake to accept Greek Cypriot membership into the EU, as
Turkey accuses the Union of reneging on promises to end the isolation
of Turkish Cyprus. According to diplomats, the Turkish government,
which will hold a general election next year, is stuck between refusing
to make further compromises on Cyprus and keeping its EU negotiations
on track.

French firms that have Turkish partners employ about 45 thousand
Turks. Observers note that boycotting these firms, which manufacture
their products here, will inevitably damage the Turkish economy.

The economic boycott started in retaliation for the law passed in
France criminalizing denial of an Armenian genocide during World War I.

While French products are being boycotted directly, confusion surrounds
the Turkish partners of French firms and Turkish firms mistaken for
French because of their names.

The fact that some firms, such as LC Waikiki, a Turkish firm, and Avon,
an American one, are on the boycott list is causing uneasiness about
possible unfair conduct of some firms who might attempt to damage
the reputation of their competitors.

The call to not purchase ‘Made in France’ products, mostly cosmetic
ones, still affects Turkish-partnered firms, which would cripple a
certain section of the economy employing 45 thousand Turkish citizens.

Saban Erdikler, the chairman of International Investors Association
(YASED), which aspires to make Turkey a more attractive country for
direct foreign investments, says that, "the inability to establish a
balance in the boycott would amount to shooting ourselves in the leg."

The members of the association are all professional managers of
international firms operating in Turkey. The fact that the Turkish
partners of French firms will suffer damage keeps forcing boycott
organizers in Turkey to step back. With Total in top position on the
list, the Consumers Union of Turkey deleted CarrefourSA from second
place considering its contribution to many branches of business and
employment in Turkey.

After the passage of the bill in the French Parliament, the inclusion
by some internet sites of many companies on the boycott list regardless
of their origin a sparked a debate about the trustworthiness of
such sources.

A similar debate occurred when relations with Italy were tense owing
to Turkey’s extradition demand for Abdullah Ocalan, head of the PKK.

A major furniture company, Bellona, because of its Italian-sounding
name was obliged to publicly announce that it was a Turkish firm.

When the crisis over the offensive cartoons broke out, some German
and Italian products were also put on the boycott list.

Bulent Deniz, president of the Consumers Union, complained that the
authors of such lists are unknown and went on to caution that: "The
e-mails spreading in cyber-space are open to any kind of abuse. Some
names on the list might have been put there because there is little or
no information about them, or because certain ill-intentioned people
want to vilify their competitors."

He advised that such lists not be taken seriously and emphasized that
they do not prepare such lists themselves due to their unpredictability
and the difficultly in controlling them.

On the other hand, Turkey must tread carefully with Turkish-partnered
firms like CarrefourSA, the first one that comes to mind.

Saban Erdikler, chairman of International Investors Association,
noted that, "these firms should be viewed as companies using Turkish
raw materials and serving Turkey."

After calling for a boycott against the oil company Total, the
Consumers Union took CarrefourSA off the list for such reasons.

Their decision to exclude firms depends on the investments made by
a firm with their Turkish partners. Bulent Deniz remarked that:
"Our priority this week was CarrefourSA, however we changed our
minds because it feeds many branches of business and contributes to
employment greatly. The committee we’ve formed is carrying on its
work on finding new names that will attract people’s attention like
Total did."

Legal advisor of United Brands Union (BMD) Vehbi Kahveci noted that
it was nonsense to punish those manufacturing their products here
and who pay taxes.

"The owners of the boycotted stores are Turks and they employ many
workers," Kahveci said, adding that: "because of competition among
brands, many are trying to abuse the situation; however the conscious
consumer will not allow this. There is a total sum of $10 billion in
trade volume between the two countries. There are 524 firms operating
in Turkey with French capital."

"This Amounts to Shooting Ourselves in the leg"

France is third on the list of the largest foreign investors . As of
2005, their international investments equaled $115 billion. On the
contrary, foreign investment in France is about $63 billion dollars.

Saban Erdikler stresses that France’s share in the $12.4 billion
dollars of foreign capital that came to Turkey in the first eight
months of this year is $330 million. Turkey ranks among the first
five countries to which France exports.

The crisis so far has not caused any trouble in the movement
of capital, he said, but added: "it should not be overlooked that
dragging a boycott, a judicial topic by nature, into the economic
sphere will naturally harm Turkey. Also, it is not right to see the
firms founded here with French capital as completely French.

Ultimately, they are firms founded in Turkey, using a Turkish labor
force and Turkish raw materials that serve Turkey."

Erdikler also emphasized that Turkey should defend its cause through
the international courts available.

Co-chair Nikolay Ryzhkov will meet with RA President Robert Kocharian
and Prime Minister Andranik Margaryan. October 18 Catholicos of All
Armenians Garegin II will receive the Russian delegation.

October 19 the delegation will depart for Moscow.

A DELEGATION FROM THE US COUNCIL OF CHURCHES VISITS
HIS HOLINESS ARAM I

A high-ranking delegation from the US Council of Churches visited His
Holiness Aram I in the Antelias headquarters of the Catholicosate of Cilicia
on October 11. The delegation was accompanied by the General Secretary of
the Middle East Council of Churches (MECC), Dr. Georges Saleh. Other MECC
officials, including Ms. Seta Khedeshian, head of the "Life and Service"
department was also present. On the Catholicosate’s side, Bishop Nareg
Alemezian, Ecumenical Officer, attended the meeting.

During the meeting His Holiness gave a brief overview of the role of
churches in the coexistence of religions, nations, and people.

Speaking about recent regional and international developments and political
upheavals, The Catholicos stressed on the unique circumstances of the Middle
East, expressing his views on the centuries’ long experience of coexistence
between Christians and Muslims in the region. In this context, he also
talked about the necessity to provide impetus to the peace process in the
Middle East.

On the war in Lebanon, the resulting destruction particularly in the South
of the country and decisions of the UN Security Council regarding the
conflict, the Catholicos praised the humanitarian efforts of both local and
regional churches specially in the regions mostly affected by the conflict.

The members of the delegation, exceeding 15 in their number and many of them
personally acquainted with His Holiness, posed a series of questions about
the current situation in Lebanon.

His Holiness Catholicos Aram I of the Great House of Cilicia of the
Armenian Apostolic Church released a welcoming letter to the President
Jacque Shirak.

In his letter His Holiness Catholicos Aram I warmly welcomes the
French President’s attitude in connection with the recognition of
the Armenian Genocide.

"France is faithful to human values, law and principles of
justice. With this very example, France will be a good guide for all
the countries that still neglect the Armenian Genocide. Europe is
neither a merely geographical territory, nor a political unity.

Europe is a cultural and moral community based on human rights. That’s
why I would like to know, "What is the place of Turkey in Europe?" says
the letter.

"Mr. President your attitude towards the Armenian Genocide and its
recognition is characteristic of France, the country’s principles
and its unique role in protection of human rights."

Arkady Gukasyan, the president of the unrecognised Nagorno-Karabakh
Republic, confirmed in Stepanakert on Wednesday "he has no intention
to seek re-election for a third term." He stated this in connection
with the publication of all sorts of suppositions that he intends to
run for presidency of Nagorno-Karabakh again and that the Constitution
of Nagorno-Karabakh Republic was being adopted for the purpose.

"As a politician and a citizen" Gukasyan sees "no aim more important
than to achieve international recognition of the Nagorno-Karabakh
Republic and building rule-of-law state," Gukasyan said, The existence
of a constitution is one of the most important prerequisites
for building a rule-of-law state, and all political forces in
Nagorno-Karabakh agree on this. He asserts "ill-wishers now exert
themselves to the utmost so that Nagorno-Karabakh should go on without
a constitution."

The president is sure that, adopting the Constitution,
"Nagorno-Karabakh will once again display to the world a high level
of democracy and will take the chance for a civilized change of
power." "This is something far from always achieved even by recognized
states in the post-Soviet space," the Karabakh leader said. In this
connection he sees the mains task as ensuring that the presidential
elections in Nagorno-Karabakh next year be fair.

Gukasyan expressed the hope that this statement of his "will put
a stop to all sorts of fabrications that may mar the international
image of the Nagorno-Karabakh Republic and mislead the public opinion
about adopting the Constitution of the Nagorno-Karabakh Republic."

Shavarsh Kocharyan, MP, Leader of the National- Democratic party
of Armenia, called the native opposition for unification before
parliamentary elections, Wednesday.

Speaking at a press conference, he said that the authorities will
try to hold the elections on their own scenario to achieve their
reelection. In this situation, the opposition must come out with
a united front at the elections. A single program and not a single
proportional ticket is in question. The opposition must take advantage
of this chance, otherwise it can be replaced by criminals who are
bored with serving the authorities, Shavarsh Kocharyan said.

He added that the National Democratic Party will come out as
an alternative to the authorities alone if the opposition does
not support its call. However, there is something indisputable:
Armenia has entered the phase of reforms and we should achieve a
final transition from dictatorship to democracy, he said.

(b. 1963) quarreled with members of the RA Full Contact Karate
Federation Gevorg Sargsyan and Vardan Vardanyan on entering the
calculating station of "ArmRusGasArd" guarded by them.

Levon Barseghyan (b. 1962), a citizen of Echmiadzin, Khachik
Hayrapetyan (b. 1984) cashier of "Zvartnots" gas-filling station,
and Derenik Nersisyan (b. 1984) were arrested in connection with the
hooliganism. Òhe police found "Makarov" gun and 15 cartridges after
the search of Nersisyan’s house.

The investigation is under way.
