In an August 30 interview with Novie Izvestiya newspaper Karel
de Gucht, OSCE Chairman-in-Office of the and Foreign Minister of
Belgium, stated that the OSCE has to take a number of measures to
settle "frozen conflicts" in the territory of the CIS. "I have met the
leaders of conflicting sides, proposed all possible services but it’s
impossible to settle those conflicts only by the OSCE’s efforts. Our
success largely depends on aspiration and will of the sides," he said.

Karel de Gucht also underscored that though a window of opportunity
was opened for the regulation of Nagorno Karabakh conflict, essential
success was not marked during the meetings of Armenian and Azerbaijani
presidents in Paris and Bucharest. "There are serious obstacles, and
to overcome them both presidents need wisdom and courage. Belgium’s
chairmanship together with the Minsk Group co-chairs will do everything
advancement of the regulation process," the OSCE Chairman-in-Office
said.

youth pop ensemble, enjoying sympathy of the Argentinian Armenian
community, performed its first gala concert in the hall of the Buenos
Aires "Armenia" cultural association. According to the information
submitted to Noyan Tapan by the RA Foreign Ministry’s Press and
Information Department, the ensemble dedicated its first staged
concert to the 15th anniversary of the independence of Armenia. At
the end of the concert held on August 27, under the patronage of the
RA Embassy to Argentina, Ambassador Vladimir Karmirshalian wished in
his welcome speech new successes to the Argentinian Armenian youth
pop ensemble. "Hai Stars" plans to perform concerts not only for
the Argentinian spectators but also to go on tours to neighboring
countries. The ensemble envisages to pay a visit to Armenia soon.

It does not matter much for the United Communist Party what changes
will be made to the Electoral Code, and which system of election will
be preferred, proportional or majority, or what their correlation
will be. The leader of the United Communist Party, who showed up at
the Pastark Club August 31, said the problem is the political will
rather than the quality of the Electoral Code.

Nevertheless, the leader of the United Communist Party said he is
for 100 percent proportional system of election because the failure
of the political system does not allow pursuing ideological struggle
under the majority system.

In a letter sent to the President of the Republic of Lebanon, Gen. Emile
Lahoud His Holiness Aram I questions the potential participation of Turkey
in the peacekeeping forces in South Lebanon. "How will a country, the
distant and recent past of which is full of massacres and bloody pages,
participate in a peacekeeping mission? How will a country, that occupies
part of Cyprus, contribute to a peace process? How will a country, that has
a military alliance with Israel, dedicate itself to the mission of securing
Lebanon’s borders? Finally, how will a country that ignores the human rights
of its own people become part of a mission indebted to defend international
conventions and laws?" writes His Holiness Aram I.

"Now that a new and hopeful page is being opened in the history of Lebanon,
with the latter exerting every effort to restore its territorial integrity
and sovereignty and re-establish its unique place and role in the
international community, we demand and expect that such issues are
considered with a correct viewpoint and through a wider perspective with the
full commitment of pursuing Lebanon’s supreme interests," adds His Holiness.

His Holiness stresses that "based on these facts, the presence of Turkey in
the United Nations peacekeeping forces will never be beneficial to Lebanon.
The Armenian community of Lebanon with all its spiritual and communal
structures, political and civil organizations, strongly believes in this.
Also, such is the belief of all the communities of the Armenian Diaspora
that are under the jurisdiction of the Catholicosate of Cilicia."

Bishop Kegham Khatcherian, Primate of the Diocese of Lebanon, visited the
presidential palace in Baabda on Monday 28 August, personally delivering the
Pontiff’s letter to President Gen. Emile Lahoud. The Bishop asked that the
President pass the letter on to the government.

His Holiness Aram I had also expressed his concern about this issue during a
meeting with the representative of Prime Minister Fouad Seniora recently.

bodies are scheduled for September in four rural communities of the
marzes of Geghrakunik, Kotayk, Syunik . As Tsovinar Khachatrian, the
RA Central Electoral Commission Press Secretary informed the Noyan
Tapan correspondent, councillor’s elections will be held on September
3 in the village of Sevaberd, the marz of Kotayk, on September 10,
community head’s elections will be held in Kotayk of the same marz
and councillor’s elections in the village of Chapni, the marz of
Syunik, community head’s elections will be held on September 17 in the
community of Nerkin Getashen of the marz of Gegharkunik. Nomination
of candidates for the head of the Ajapniak community of Yerevan will
start from September 29. Artsrun Khachatrian, the acting district head,
a member of the "Nig-Aparan" compatriotic union, and Arman Sahakian,
the Chairman of the Ajapniak regional organization of the Republican
Party of Armenia, the son of NA "RPA" faction head Galust Sahakian,
expressed intention beforehand to be nominated for elections. For
that purpose, Arman Sahakian was, according to his application,
discharged the post of the Deputy Mayor of Yerevan in early August.

A.Khachatrian and A.Sahakian also competed in the elections taken
place in the same community three years ago.

This new book of poems by a very prolific writer, a child of Armenian
immigrants who came to America after the Genocide, takes us back to an
Armenian-American child-hood spent in Racine and in Fresno. These
poems are made of moments, impressions out of the past and some doubts
about identity.

The name of the first section, `These are a few of my favorite
things,’ is about the neighbor Ruby or the girlfriend, Barbara Smith,
Douglas Park, the pond, and his mother.

There are three absorbing poems about William Saroyan and two of his
relatives, for the author knew the family and considered the great
writer his mentor. That fame, being so prized, brings much attention
even after death and brings the readers snatches of fascination. Later
on in the book there is another poem called `Three’ about a visit to
Bill Saroyan’s home. The author’s look at the Armenian past as
history including the sight of some Turks doesn’t communicate a heavy
sense of tragedy.

In the section titled `Beginnings’ there is a charming poem about
bridges that take us `across our town and the interstices of the
heart.’ Indeed, the bridges across hearts are precious and sometimes
difficult-. There is a lovely reminiscence about asking at
Bachaklian’s for magart (the starter for yogurt) and by mistake asking
for sarma (stuffed grape leaves). And add more scenes about fishing, the
fish fry, the yellow bricks of the abandoned factory, trains, the city,
the town, and Sammy Bar ice cream and you can relive this life through
nostalgia.

A poem tided `Thompsondale’ begins, `We will never leave the
picnic at Thompsondale, our mothers very beautiful in their summer
dresses, our fathers with straw hats and colored suspenders.’ The
details turn the clock back and keep it there. There is also a nice poem
about e. e. cummings, the famous American poet which the author wrote
out of admiration for his very original work.

In `Places’ the author writes a poem about being in Yugoslavia,
asking `had the mysterious East always been in our blood and bone?’
This writing about a foreign location is unusual in Kherdian’s work,
but it is telling. Writing about places and his reaction to them seems
to be his forte, though the places are usually in the United States,
places he inhabited or grew up in.

The style of these poems is direct and narrative in telling the reader
about experiences that have shaped his mind as he was growing up and
thus his future. Readers will find his down-to-earth approach
accessible.

This is a book that will appeal to readers of any age and even those who
don’t usually read poetry.

Works on restoring fiber cable at one of international sections of the
Tbilisi-Poti-Novorossiysk fiber-optical network (access to Russia, some
CIS countries, Europe and so on) belonging to the Fortnet Company is
planned to be completed by tomorrow’s morning, a REGNUM correspondent
is told at Fortnet.

According to the company, there have been no serious problems
concerning data transmitting to digital channels users in this
direction, as they all were switched to alternative channels. They
be switched back tomorrow.

The Tbilisi-Poti-Novorossiysk cable was damaged two weeks ago at
its underwater section in Poti port. According to Fortnet, most of
all the accident caused damage to Armenia, Azerbaijan and Georgia,
which have their traffic through this cable. However, it was a bit
easier for Azerbaijan, as it has an alternative traffic, the company
informs. At present moment, an investigation is being carried out to
find reasons of the accident. One of major versions says the cable
was destroyed by a vessel passing by.

The fiber channel belonging to fortnet covers a number of cities and
district centers in Georgia, particularly, Tbilisi, Gori, Khashuri,
Zestafoni, Kutaisi, Samtredia, Khobi, Senaki, Poti, Zugdidi, Bolnisi,
Dmanisi. It also has branches in three international directions:
Tbilisi-Poti-Novorossiysk, Tbilisi-Armenia and Tbilisi-Azerbaijan
(the branch is continued further towards Iran).

The leader of the Communist Party Ruben Tovmasyan thinks that under
the present government of Armenia the song of the strongmen ("Vot
Takaya Dolya Vorovskaya") could be national anthem of Armenia, and
everyone would sing it except for the Communists.

With regard to the Commission on the Anthem of Armenia, Mr. Tovmasyan
said, "Look at them, Aram Khachaturyan’s work is in the fourth
place. I wonder who is in the first place." On learning from the news
reporters that Tigran Mansuryan’s work is in the first place, he added,
"Mansuryan and Amirkhanyan should have been more modest."

The Communists think that all this fuss about changing the anthem is
a disgrace for people, and the national anthem should not have been
discussed at all. Ruben Tovmasyan says they conducted a survey among
1014 people and only 30 people said they are against the anthem of
Soviet Armenia by Aram Khachaturyan.

In case the old anthem is changed, the Communists accept the music by
Aram Khachaturyan with new lyrics, although he says, "Sarmen’s lyrics
have prospect." If it is not chosen either, let Mikhael Nalbandyan’s
anthem remain. His poem "Freedom" would be enough to recognize him
as Mikhael Nalbandyan.

Speaker Tigran Torosyan, the deputy leader of the Republican Party,
says the opinion that over the past two or three months a criminal
contingent entered the Republican Party is absurd. "If someone
is a criminal, they must specify the names whom they mean and
their actions. Abstract statements made in the air are groundless,"
stated Tigran Torosyan August 23. According to him, the claims of the
relatives and friends of Vazgen Sargsyan that Arakel Movsisyan, the
brother of Mushegh Movsisyan, said to have been involved in the events
of October 27 should not have become a Republican are not correct.

Recently accusations were made against Tigran Torosyan. The people
of Garni informed Radio Liberty that Tigran Torosyan is building a
water power plant on the Azat River. In answer to this accusation,
Tigran Torosyan said, "I am not building a water power plant, I do
not have land, although I think building a water power plant legally
is a good idea."

The Republican Party has over 500 heads of communities and does
not necessarily need to win all the local elections, stated Galust
Sahakyan, member of the Council of the Republican Party August
19 at the Azdak Club, commenting on the election in the village of
Nalbandyan, Armavir region. In the election, which took place several
days ago, the candidate backed by the Republican Party was defeated
by the candidate supported by Bargavach Hayastan Party.

"I think that we the Republican Party did not use all its potential
in Nalbandyan, personally I did not visit there because these are
common elections, there will be both defeats and victories," says
Galust Sahakyan. He thinks that many tried to turn the election into
a greater political problem and draw conclusions.

"As for the Bargavach – Republican relations, myths and lyrics
succeeded alternately. The problem is that over these months Bargavach
Hayastan has become considerably strong, set its path and will run in
the election duly. This is my logic," says the chair of the Republican
faction. He did not give a direct and clear answer to a news reporter
whether the Republican Party and Bargavach Hayastan do not have an
arragement to divide the parliament seats equally.

"As for arrangements. In fact, it would be too good if there was an
arrangement with the Bargavach Hayastan Party along with the other
political forces. It would allow a more normal and logical stance
in the election," says Galust Sahakyan. Returning to the election
in the village of Nalbandyan, Galust Sahakyan made another effort to
relieve the impression about the defeat of the Republican Party.

"I do not think that there was a race between political parties
there. Yes, in our logic it was an election full of alarms and
troubles, in accordance with our analyses. It is usual for our reality
that the security agencies always back one of the candidates.

And if the elections are not politicized, the candidate wins which is
backed by the logic of force and the local strongmen, who can back
one candidate or the other one way or another," says the member of
the Council of the Republican Party.

Not only does he think that it is time to prevent the participation of
law enforcers but he also thinks that it is too late. However, Galust
Sahakyan, who thinks so, disagrees that the underlying precondition
for neutralizing the factor of force is to remove the Republican
defense minister from the army to bar the army from being involved
in the election. It appears that Galust Sahakyan does not consider
Serge Sargsyan a representative of a security agency, he thinks he is
"one of the political and public figures of the time".
