/PanARMENIAN.Net/ The European Union plays an active role in resolution
of regional conflicts, Sweden’s Ambassador to South Caucasus Hans
Gunnar Aden said.

"The EU has a special representative in the South Caucasus whose
task is to help the countries settle conflicts," he told a briefing
in Yerevan.

The Swedish diplomat did not rule out that the EU will intensify its
role in such processes.

At that, he noted that the recently signed Lisbon Treaty stipulates
for merging the posts of High Representative for Common Foreign and
Security Policy and European Commissioner for External Relations
into the post of EU High Representative for Foreign Affairs and
Security Policy.

ArmInfo. The total of 49 cases of H1N1 and 31,467 thsd cases of season
flu and ARVI have been registered in Armenia as of 9 December, Armenian
Health Minister Harutyun Kushkyan said in the National Assembly today.

He also added that Tamiflu was distributed among the polyclinics of
Armenia to fight and at present another 20 thsd dozes of the medicine
have been ordered. Kushkyan said there is no reason to worry and
the number of sick people will reduce at the end of the season of
the colds.

To note, vaccination for ‘swine flu’ in Armenia is scheduled at the
end of January 2010. As of 7 December 2009 35 cases of H1N1 were
disclosed in Armenia.

ArmInfo. The postal-baggage car of Tbilisi-Yerevan train was detached
in the course of technical examination at Ayrum frontier locomotive
changing point early in the morning on December 10 2009.

The press-service of the South Caucasus Railway CJSC told ArmInfo the
reason was over-freighting of the car that threatened the safety of the
train. The given fact aroused protest by passengers who blocked the
railway and did not allow the train to depart. This made the railway
officers call for representatives of the territorial law-enforcement:
State Security Committee, Prosecutor’s Office. The incident paralyzed
the activity of the locomotive changing point and the passenger train
was late to the destination point for 5 hours. A commission comprising
representatives of the leadership and various technical services of
the railway has been set up to investigate the fact.

South Caucasian Railway CJSC is the subsidiary (100%) of the Russian
Railways CJSC. The contract of concession of the Armenian Railroad
CJSC for 30 years with a 10-year renewable period was signed in
Yerevan on February 13 2008.

sent in his resignation on Wednesday, according to Anatolian Agency.

Sensoy’s request came a day after the meeting between Turkish Prime

A retired American Foreign Service officer, U.S. Ambassador Arma Jane
Karaer, has revealed a series of shocking revelations about the State
Department’s behind-the-scenes efforts on behalf of Turkey during the
1980s to kill Congressional initiatives commemorating the Armenian
Genocide, according to now public documents circulated today by the
Armenian National Committee of America (ANCA).

The revelations are part of an oral history interview with Karaer,
a foreign service officer who served, among other postings during her
long diplomatic career, as a commercial officer in Ankara and as the
State Department’s senior Turkish Desk Officer.

"We’re circulating Ambassador Karaer’s interview – a truly stunning
example of undisguised cynicism in the face of genocide and denial – as
a public service," said Aram Hamparian, Executive Director of the ANCA.

"As painful as her callous remarks are to read, they do – in their
candor – provide powerful insights into the depths to which U.S.

officials have sunk in enforcing Turkey’s genocide denial dictates.

Sadly, it would seem, the pervasive attitude of expediency over
morality characterized by her words remains, even today, much more
the rule rather than the exception among the senior ranks of our
nation’s Foreign Service."

Entrancing Armenian works
Sunday’s concert was a rare chance to hear this rich ethnic music.

Where does this music come from? Why is it so hypnotic? Who are these
people around me?

Such questions no doubt arose in the minds of seasoned Philadelphia
Chamber Music Society patrons during Sunday’s concert, "Hayren," which
broke with convention not in the name of innovation but to claim an
elemental sense of identity – Armenian, specifically – with a musical
richness that could entrance ears of any ethnicity.

The concert was headed by classical violist Kim Kashkashian, who has
been exploring her Armenian roots in recent years and breaking with
typical formats. Sunday, she arrived with a battery of percussion
played by Robyn Schulkowsky and a pianist/vocalist who happened to be
celebrated composer Tigran Mansurian.

Heralded by acclaimed ECM discs (the latest is Neharót), the concert
packed Settlement Music School in a program repeated that night at New
York’s Le Poisson Rouge. The local Armenian community was in evidence:
Mansurian, 70, is to Armenia what Aaron Copland is to America. The
other composer was the idolized Vartabed Komitas (1869-1935), who gave
Armenia a voice.

Komitas’ collection of folk songs and Mansurian’s Three Taghs were
reverse negatives of each other – Komitas harmonically dense and
feverish, weighted more toward accompaniment than the voice, Mansurian
reflecting a Slavonic church-music influence with teeming though fluid
vocal lines and spare accompaniment. They share a periphery full of
tangy Middle Eastern microtones that, to Western ears, make the music
go mildly haywire. One moment you’re lulled; the next, you’re
wide-eyed and arrested.

More sophisticated Mansurian works such as Lied, Gebilde und
Wandschirm had an expanded, almost Debussian harmonic palette, only
spikier. The percussion enveloped the ears with gongs played with soft
sticks and xylophones with bows creating sound shapes similar to those
heard in George Crumb’s recent folk-song settings.

A take-what-you-can-get attitude, however, was needed: Such programs
aren’t often heard in these parts. However, Mansurian’s singing was
puzzling. Is his thin, semi-audible voice somehow appropriate to this
music? He captures the bent notes and microtonal flourishes
authentically. But recordings made by Komitas – easily found on the
Internet – bristle with emotional aches and pains, fused with a
soaring pride in who and what he was. Yet, as unflattering as the
comparison is, I wouldn’t have found Komitas’ remarkable voice were it
not for Mansurian.

Obama reiterates support for Turkey-Armenia peace process

In a letter to Armenian-American organizations, U.S. President Barack
Obama has reiterated his backing for the ongoing normalization process
between Turkey and Armenia, a major Armenian-American group said this
weekend.

`I believe this historic process has important benefits for the future
of both countries,’ Obama said in the letter sent to the Diocese of
the Armenian Church of America, the Armenian General Benevolent Union
and the Armenian Assembly of America, or AAA, according to a statement
by the Armenian National Committee of America.

`We continue to support Armenia and Turkey as they move ahead to
fulfill the promise of normalization,’ Obama said in the letter.

Despite the ongoing reconciliation process, Armenian-Americans are
continuing to urge both the Obama administration and the U.S. Congress
to formally recognize the World War I-era killings of Armenians in the
Ottoman Empire as genocide.

During last year’s election campaign, Obama pledged to categorize the
killings as genocide if elected president. After assuming the office
in January, however, he began supporting the reconciliation process.

At the time, Obama said he would not make any move jeopardizing that
process ` angering Armenian-American groups, who accused him of
breaking his promise.

Ahead of ErdoÄ?an visit

In his latest letter to Armenian groups, Obama said: `Regarding the
past, I deeply appreciate your views on what is one of the great
atrocities of the 20th century. As I said in my Remembrance Day
message, my view of that history has not changed. My interest remains
the achievement of a full, frank and just acknowledgement of the
facts.’

Obama made similar remarks when he visited Turkey in early April. The
U.S. president’s letter came shortly before his planned meeting with
Turkish Prime Minister Recep Tayyip ErdoÄ?an at the White House on
Monday.

In the latest major development related to the reconciliation process,
the Turkish and Armenian foreign ministers signed protocols Oct. 10
under which Ankara and Yerevan pledged to establish normal diplomatic
relations and reopen their land border.

The deal, if ratified by the two countries’ parliaments, would
effectively end decades of hostile relations. The protocols, however,
have not yet been ratified by either country.

Turkey and Armenia presently have no official diplomatic relations,
while Turkey has kept its land border with Armenia closed since 1993
in protest of the Armenian invasion and occupation of Azerbaijani
territory in an early 1990s war.

Obstacles to normalization process

Ankara has been urging Armenia to withdraw from occupied Azerbaijani
lands so that the normalization process can proceed. However, Obama
said the reconciliation process should proceed without preconditions.

`Normalization between Armenia and Turkey should move forward without
preconditions and within a reasonable timeframe,’ he said.

The fate of the reconciliation process will be one of the top items on
the agenda at Monday’s meeting between ErdoÄ?an and Obama, officials
from both sides said.

Armenian-American groups are now accusing Turkey of dragging its feet
over the implementation of the normalization process.

`Prime Minister ErdoÄ?an ` having succeeded in using the
Ankara-inspired protocols [with Armenia] to enlist the cooperation of
yet another U.S. administration into its campaign to block recognition
of the Armenian genocide ` is now coming to Washington to cement his
gains and further press his advantage,’ the Armenian National
Committee of America said in its weekend statement.
