The Minister of Defence of Azerbaijan Safar Abiev has lately come
up with another ridiculous announcement. Interpreting the Armenian
President’s visit to the frontier region and to Nagorno Kharabakh
Republic, the Minister of Defence of Azerbaijan S. Abiev has announced
that Serzh Sargsyan has no right to visit the NKR and that it is
possible for that visit to be the last one. Asked to comment on the
statement, the Defense Minister of Armenia, Seyran Ohanyan, said:

"We understand Abiev’s strivings to see the desired as a reality. I
advise him to interpret his country’s president’s visits. As for the
Armenian President’s visit to Nagorno Karabakh, he may visit there
any time. That’s the way it was, and that’s how it will be.

Concerning the latest manoeuvres of the NKR Defence Army, Abiev has
said that they "know everything and that the enemy cannot become
active." At the same time he has added, that the Azerbaijani armed
forces are capable of freeing the so called "occupied land."

"It is not the first time that the Azerbaijani military and political
leaders come up with such unserious announcements. The manoeuvres
held in the NKR have always been painfully accepted by them. Today the
Defence Army is efficient and is well experienced. It has the modern
armament and is ready to resist any assault. As for the announcements
regarding the high fighting trim of the Azerbaijani army, I would not
like to interpret them. I can only say that the efficiency of an army
is not measured by idle announcements. I am sure that the Azerbaijani
Minister of Defency is well aware of this," Seyran Ohanyan said.

ArmInfo. German Weeks in Armenia 2009 have given house-party for
Yerevan residents.

As press-service of German Embassy in Armenia reported, a house-party
will take place at one of the Yerevan clubs, in which Gabor Bensh,
a DJ from Berlin and his Yerevan counterpart Edgar Extreme will
take part. Berlin, Berlin Airports and Armavia have organized the
house-party, which is free.

German Weeks in Armenia 2009 has launched its fall program. On October
12, Dominik Wagner Quartett and Caroline Bechtle gave concert in
Avant Guard Folk Club, Yerevan. After introducing their own program,
young German musicians took part in a jam sation with famous Armenian
jazzmen Vahagn Hayrapetyan and David Minasyan.Concerts of classical
music have taken place in Yerevan, Kapan, Vanadzor and Gyumri. So far,
40 events have been organized within the frameworks of program.

Today Armenian Apostolic Church marks the commemoration day of St. John
the Chrysostom.

Pontiff St. John the Chrysostom is one of the most prominent and
gracious Fathers of the Universal Church. He was born in Antioch, in
347 AD. He has studied in the Theological School of Antioch and has
advanced his skills in rhetoric art in the School of Libanios. Since
the young age he has led an ascetic life. In 381 AD he has been
ordained as deacon by Meletios of Antioch and in 386 he has been
ordained as priest by Flavianos. Thanks to his brilliant and eloquent
speeches and sermons he has deserved the title "Chrysostom".

In 398 AD he is elected the Patriarch of Constantinople against his
will and zealously initiates renovation and reconstruction works of
the capital city, which was far from the Christian mode of life and
lived immoral life full of conflicts and disputes. Amorality and
religious indifference were dominant among the people, the court
and the clergy. St. John the Chrysostom condemns and criticizes all
forms and manifestations of amorality and for criticism he raises the
Queen Eudoxia’s anger. The Patriarch Theophilos of Alexandria also,
who wished to become the Patriarch of Constantinople, also stands
against St. John the Chrysostom. Basing on groundless slander and
calumny by the ecclesiastical council held in 403 AD., an order
is issued to exile the saint. However, during the night of exile
such terrible earthquake and fires happen that the Queen calls the
Patriarch back to his residence. St. John the Chrysostom continues to
criticize the wrong and immoral mode of life of the court. Ignoring
the people’s sympathy towards the Patriarch and the protection of the
Western Church, the King Arkadios and the Queen Eudoxia again issue
an order to exile the saint. The saint is exiled to Pontos and is
martyred in the town Komana. His last words are: "Glory to You, God,
glory to You, glory to You to for everything." The saint’s remains
are buried in the Church of St. Apostles, of Constantinople, in 438 AD.

St. John the Chrysostom is the author of many interpretations,
speeches, odes, epistles and letters, which have positively influenced
on the history of the Christian mind. His works have been translated
into Armenian still during his life.

/PanARMENIAN.Net/ It’s time to re-evaluate the country’s first
technical resource, Energy and Natural Resources Minister Armen
Movsisyan told a PanARMENIAN.Net reporter commenting on the decision
of constructing a new Nuclear Power Plant in Armenia. The exact date
of terminating operation of the old bloc and launching the new one
is not yet specified, he noted.

As regards location of new energy bloc, it will be situated in the
same square as the old construction.

New nuclear power plant will fully comply with international security
and environmental standards and be economically more cost-effective,
Minister said.

In an October 27 session, National Assembly adopted draft law "On
Construction New Nuclear Power Plant in Armenia". The bill passed
in the third reading envisages construction of nuclear power plant
with 1.2 thousand Mwt power. The plant whose construction will cost $
4-5 billion will be handed over for operation for the term of 60 years.

Armenian Nuclear Power Plant (ANPP) is situated in Metsamor (about
30 km. south-west of Yerevan). Launched in 1976, it currently has
one operating bloc with 407.5 Mwt power(2nd bloc). According to
specialists’ estimations, ANPP can operate till 2016.

"As early as a few months ago, Israel was Turkey’s strategic partner.

That formal status is maintained, however bilateral relations continue
changing for the worse. Tension with Netanyahu government escalated to
a critical point after the ‘serenade’ to Iranian regime. May Turkish
Premier have given preference to pendulum policy? It normalizes
relations with Armenia but then shows the green light to Azeris who
haven’t settled Karabakh issue with Armenia. Erdogan offers to act
as mediator between Pakistan and Iran after Tehran being accused of
plotting terrorism against Pakistani Republican Guard. And now it is
whitewashing Tehran. Perhaps Turkey hopes that such policy contributes
to U.S. President’s success?" Ferrari asks.

festival 5 concerts with the well-known Austrian and Armenian
performers will be held in the Yerevan Chamber Music Hall from
October27 to November 1.

"Two years ago I attended a concert of the famous Austrian musician
Anna Maria Pammer. Her performance inspired me so much, that I decided
to organize a joint Armenian-Austrian Music Festival," Jean Sarkisian,
composer and musician and the director of the festival, said.

"The Armenian-Austrian festival will play an important role in the
development of the Armenian and Austrian music, the festival ill
present the two capitals, the two peoples in the same musical world,"
Anna Maria Pammer, Austrian singer and one of artistic directors of
the festival, said.

"In Austria, there is a significant interest towards the program,
and I am sure that the festival will acquire a continuing nature,"
the German pianist Gottlieb Vallish, who is the other artistic director
of the festival said.

Tigran Mansuryan, whose romances will be performed by the Austrian
soprano Anna-Maria Palmer at the final concert of the festival, said:
"Vienna is a paradise in the world of music. One can be recognized
in the music world, but if Vienna has not recognized you, it’s bad,
and vice versa …".

Works of exceptionally Armenian and Austrian composers, classical
and contemporary will be presented to the audience: Rainer
Bischof, Sebastian Temessla, Baldwin Sulzer, Tigran Mansouryan and
Jean Sarkisian performed by singers Anna Maria Pammer, and Gayane
Geghamyan, pianist Gottlieb Vallish and Anna Mandalyan, clarinetist
Suren Khorozyan, as well as the Viennese quartet.

Armenian-Austrian Music Festival will be held under the patronage of
the Mayor of Vienna Michael Michael Haupl.

Baku – APA. Armenia has lowest birth rate among the CIS countries.

Chief of the demography department of the Ministry of Labor and Social
Affairs of Armenia Vanic Babajanyan said birth rate dropped 50 percent
in 2008 as against indications of 1986, APA reports quoting Armenia
Today. 41185 babies were born in 2008 in Armenia while it was 81200
in 1986. Babajanyan said marriages were reduced in recent years,
but death rate increased, which caused by emergency situations –
earthquake, war, blockade and population leaving the country.

According to the travel statistics, more people arrived in Armenia
than leavers in 2004-2005, but in 2008, 23 000 more people left the
country than arrivals.

The ministry official said demographic processes were under the
control of president and government and the country’s national strategy
includes marriage campaign as well.

Counterattack is the order of the day

The calls to bolster Israel’s public-relations efforts concerning the
Goldstone report are not enough. Indeed, the report is just part of
the emerging trend toward isolating Israel as the world’s leper, even
though the "war crimes" of which it is accused do not even come close
to those committed by its loudest critics. This proves once again that
interests are what dictate the international agenda, and if interests
are the name of the game, we need a planned counterattack, one that
will exact a price from the aggressors and compel them to consider
whether such actions coincide with their interests. From this
standpoint, the calls to cancel trips by Israeli vacationers to Turkey
are a step in the right direction, though this is not enough.

Since Israel is a small country, it’s clear that most of these
measures cannot be carried out by Israel alone. Rather, we need a
broad coalition of forces in the West who share our concern about the
tendency to capitulate to the aims of the global jihad, or Iran.

One step we can take by ourselves: We should make it clear that Israel
would be happy to establish a commission of inquiry into Operation
Cast Lead. But since it is inconceivable that Israel would be tried
for actions from which other countries are granted immunity, the
commission would be formed on the day the Americans and British
establish their own inquiries into possible war crimes in Afghanistan.
The same goes for the Russians in Chechnya, the Turks against the
Kurds, and elsewhere.

Other measures can be taken, like encouraging international
recognition of the Turks’ massacre of the Armenians as an act of
genocide; conditioning Turkey’s entry into the European Union on
Ankara’s positions toward the West, including Israel; advocating a
change in international law on war so it reflects the problems of
combating terrorists who use civilians as "human shields"; and
encouraging Western nations to level sanctions against Iran without
waiting for the rest of the international community.

This is by no means an ideal situation, but it is preferable to the
futile waiting game before gaining the consent of the other global
players, particularly Russia and China. In fact, such efforts would
also make clear whether the West is even interested in sanctions, or
whether its representatives are using the Sino-Russian refusal as an
excuse to continue to maintain trade ties between Western companies
and Iran.

There is also the possibility of adopting the proposal by U.S. Senator
John McCain to establish a new international body comprised solely of
democratic states. McCain’s proposed organization would replace the
United Nations, which would in effect mean that those democratic
states would resign from the UN. But perhaps this is too drastic a
step, at least for the time being. Nonetheless, it is important that
the world’s democracies develop a joint policy to contend with the
automatic majority enjoyed by nondemocratic states in UN institutions.
Perhaps the very threat of a mass departure of democratic states from
the UN – countries that account for the bulk of the world body’s
resources and moral standing – could help moderate the positions of
the other countries.

Some of these measures are certainly contrary to the spirit of the
current U.S. administration. They may even arouse Washington’s anger.
This alone is a reason why Israel must drift into the background and
not take the lead in such a process. Nonetheless, historical
circumstances prove that those who show they are not in anyone’s
pocket are the ones who gain a diplomatic advantage, so everyone has
an interest in courting them. If the Obama administration grasps that
Israel and its Jewish and non-Jewish supporters are not in its pocket,
maybe he, too, will be more sensitive to Israel’s needs when pursuing
his policy.
