U.S. ASSISTANT SECRETARY DR. PHILIP GORDON TO ARRIVE IN ARMENIA JUNE 9

Dr. Philip Gordon, Assistant Secretary for European and Eurasian
Affairs, will travel to the South Caucasus next week, visiting
Armenia on June 9. The purpose of the visit is to discuss regional
and bilateral issues. During his visit, Dr. Gordon will meet with
government officials, civil society representatives, and other local
figures. Following his trip to Armenia, Dr.

Gordon will visit Georgia and Azerbaijan.

This is Dr. Gordon’s first visit to the South Caucasus as Assistant
Secretary. He assumed office on May 15, 2009, replacing Daniel
Fried. Before joining the State Department, Dr. Gordon was a Senior
Fellow from 2000-2009 at the Brookings Institution, in Washington, DC,
where he focused on European and U.S. foreign policy issues. Prior to
joining Brookings, Dr. Gordon served as Director for European Affairs
at the National Security Council in the Clinton Administration.

The following information was released by the office of the President
of Russia:

PRESIDENT OF RUSSIA DMITRY MEDVEDEV: Mr President, I would like to
warmly welcome you to St Petersburg. I am very happy that you have
come here to discuss the problems we are facing and the development
of our bilateral relations. I hope that tomorrow we will also have
the opportunity to participate in the [St Petersburg International
Economic] Forum and discuss current issues of international politics
and international economy.

Life is hard right now, and in order for us to overcome our
difficulties, we need to meet often, which is what we have been
doing. We have had many meetings recently, and I feel this is good for
the development of Russian-Armenian cooperation and the development
of our personal relations. It helps us to find targeted solutions to
specific problems. I hope that today’s meeting will also help us to
move forward on a number of issues.

As usual, we have a wide-ranging agenda. We will talk about the
economic matters, our joint projects, humanitarian cooperation, and
regional issues; we will discuss all the most important and sensitive
topics. Overall, though, we have a special partner relationship,
which we will continue to develop in the future.

PRESIDENT OF ARMENIA SERZH SARGSYAN: Thank you, Mr President. Thank
you for your invitation to the St Petersburg International Economic
Forum. This Forum is particularly important in the current setting
of the global financial and economic crisis.

I would like to thank you for granting Armenia a loan of 500 million
dollars, which will help us in overcoming the negative effects of
the crisis.

Following our last meeting, we worked with our Russian colleagues on
implementing the agreements that we made. We worked diligently on
resolving the Nagorno-Karabakh problems, maintaining contacts with
the OSCE Minsk Group Co-Chairs. We are dedicated in our search for
ways to allow the people of Nagorno-Karabakh to live safely in their
native land and be in charge of their own destinies.

In a few days, a session of the CSTO [Collective Security Treaty
Organisation] will be held in Moscow where we will take further steps
to set up a collective force, including a rapid reaction force. You
know how much we value our CSTO alliance, and we are determined
to improve our cooperation within this organisation at political,
military, and military technical levels. This is something we are
focused on.

My spouse and I fondly recall Ms Medvedeva’s visit [to Yerevan on May
5, 2009]. I am very happy that our spouses succeeded in assisting the
new staging in Armenia of the ballet [Spartacus] by Aram Khachaturian,
the staging which is the work of the great Russian choreographer
Yury Grigorovich. I think this marks a further step in expanding our
humanitarian cooperation. We are determined to move forward in this
area, too.

Thank you for your invitation. I am happy to discuss our wide-ranging
agenda with you.

License Of Armenian Nuclear Power Plant Extended Until Summer Of 201

LICENSE OF ARMENIAN NUCLEAR POWER PLANT EXTENDED UNTIL SUMMER OF 2014

At its sitting on Wednesday the Public Services Regulatory Commission
(PSRC) of Armenia extended the license for energy production issued to
"Armenian Nuclear Power Plant" CJSC until June 14 2014.

According to PSRC reporter, head of legal issues and licensing Hamayak
Amiraghyan, the decision was made based PSRC decision from January
30 2002 "on order of issuing license for activities in energy sector
of Armenia".

ANPP is situated in the town of Metsamor (20-30km south from Yerevan)
and was brought to operation in 1976. Currently, only the second unit
is operating with a designed capacity of 407.5 MW. The power plant
produces about 40-50% of Armenia’s energy.

The plant has been operated by Inter RAO UES CJSC, owned by Rosatom
Russian state corporation since 2003 to 2013. According to the
assessment of some experts the ANPP can be operated until 2016.

David Barsamian, founder of Alternative Radio

Amidst the current global crisis facing major media organizations,
with newspaper and magazine offices closing within the larger global
financial storm, alternative media projects on the radio and online
are alive and flourishing, with increasing numbers of people turning
to such outlets for their news on the world.

The National Campus and Community Radio Conference (NCRC), taking
place here June 7-13, focuses on the current state of independent
media, especially community/campus radio, and brings community radio
delegates from across the country into an open discussion.

Dating back to the 1980s, Alternative Radio, founded by
Armenian-American journalist and author David Barsamian, has been
a shining example of an independent media initiative that wields
international scope while maintaining fierce independence and strong
ties to social movements. Barsamian is the keynote speaker at the
NCRC, offering a historical perspective on the current state of
independent media.

"Radio is uniquely positioned to deliver intellectual content,
particularly because a listener is not distracted by the image,
as in TV or the Internet," says Barsamian. "I think that for ideas
and serious talk, radio is the singular medium that can offer a real
ability for listeners to really delve into the profound issues of
our time."

The NCRC is the largest gathering of community and campus radio
workers in the country. In recent years, it has seen the development
of Groundwire, the first national grassroots news program broadcasting
on community radio across Canada.

"Viewers of television and readers of print media have been
disappearing in droves in recent years, and their advertising dollars
with them," outlines Barsamian. "People are turning to alternative
media in increasing numbers – particularly among young people there is
a real disgust towards corporate media, and many of the most popular
new media projects are created by young people who are inventing new
media languages."

Heritage Party representative to the Central Election Commission
Zoya Tadevosyan refused to sign the final protocol on the election
preliminary results.

Mrs. Tadevosyan looked in all polling stations yesterday.

"How could I sign the protocol after such large-scale election
fraud?" says the representative of the opposition Heritage
Party. "Signing the document would mean concluding a bargain with
the authorities. I would blame myself," noted Mrs. Tadevosyan.

Remind that according to the CEC three parties have passed the election
threshold. The Republican Party is leading with 190,171 votes, followed
by Prosperous Armenia Party (91,141 votes) and the Armenian National
Congress (69,871).

Note that the minimum vote count for parties was seven percent and
for alliances – 9 percent.

I wonder what does Armenia have to do with Karabakh?

This is not its territory, it is not under Armenia’s jurisdiction.
This is a part of Azerbaijan, which decides about this issue by
itself. This issue appeared because Armenia occupied a part of
Azerbaijani lands, said deputy of Milli Majlis Aydin Mirzazde,
commenting on a statement by the Deputy Minister of Foreign Affairs of
Armenia Shavarsh Kocharian.

According to him, Armenia did not deny the fact of occupation.

"It has repeatedly stated that the Armenian armed forces are in the
territory of Azerbaijan. At the moment, negotiations are held and
Azerbaijan uses all possible means to agree on liberation of the
occupied lands. The issue is around that, and Azerbaijan is trying to
attain the return of about a million of refugees to their lands

Our country has a right to attain the resolution of the conflict on
the basis of the UN charter. On the other hand, Armenia, Azerbaijan
continues to condemn Armenia of occupation and nonconstructive
solution of this issue. In this respect, our country will continue to
defend its principled stance on the restoration of territorial
integrity", said Aydin Mirzazade.

IT WAS a trip of a lifetime and a country I simply adored.

I travelled there as a World Vision ambassador and obviously saw a lot
of poverty. There were lots of crumbling old Soviet-style buildings
with minimal heating.

But at the same time, the capital Yerevan had snippets of wealth. Next
to the crumbling old house would be a mansion with gold statues and
guards at the gate.

Looking down over Yerevan is the snow-capped Mount Ararat. It’s the
same image on the bottles of the locally made cognac.

My favourite part of the trip was heading north into the countryside
towards Stepanavan. Lush green paddocks, mountains, cold and
misty. Little towns with horse-drawn carts and men standing on street
corners smoking and watching the world go by.

I drank thick, thick black Armenian coffee and had an impromptu lunch
at a farmhouse. The owner brought sheets of dried lavash bread out of
the cupboard under her house and sprinkled it back to life with a
little water. She served us homemade goat’s cheese and picked fresh
herbs from her garden. I ate syrup-covered nuts sold on the side of
the road by a lovely old woman.

The food is amazing, like nothing I’ve ever tasted or smelt here at
home. The markets are stacked with dried fruit, nuts and spices in
every colour of the rainbow.

European Union Special Representative for the South Caucasus,
Ambassador Peter Semneby said today that "the EU strongly supports a
stable South Caucasus region with open borders, taking advantage of
all opportunities for prosperity".

"The launch of the Eastern Partnership in Prague three weeks ago
makes it abundantly clear that the EU’s commitment to the region has
been raised to a new level of ambition," Semneby said, addressing the
OSCE Permanent Council in Vienna. The conflicts continue to present
a fundamental obstacle for the stabilization, political reform and
economic development of the South Caucasus and regional co-operation
is crucial.

On Nagorno-Karabakh, Semneby said that the EU continues to fully
support the OSCE Minsk Group efforts. "The EU stands ready to offer
support and any assistance necessary, in particular through stepping
up our own efforts in promoting confidence-building measures and
people-to-people contacts," Semneby added.
