No link between settlement of relations with Turkey and Karabakh
conflict – Armenian official

YEREVAN May 6

There is no link between measures to sort out relations between
Armenia and Turkey and the settlement of the Nagorno-Karabakh
conflict, Armenian presidential press secretary Samvel Farmanyan told
the local Mediamax news agency.

"We have repeatedly stated that the problem of Karabakh conflict
settlement efforts has not been addressed as part of the
Armenian-Turkish negotiating process at any level," Farmanyan said on
Wednesday.

The president’s press secretary also ruled out a possible trilateral
meeting of the presidents of Armenia, Azerbaijan and Turkey in Prague.

"A trilateral meeting of the presidents of Armenia, Azerbaijan and
Turkey has not been arranged. Naturally, it will not take place.

Moreover, such a possibility is ruled out," he said, referring to
certain foreign media reports.

NKR: Meeting In Gyumri Pedagogical Institute

MEETING IN GYUMRI PEDAGOGICAL INSTITUTE

NKR Government Information and
Public Relations Department
May 06, 2009

The solution to begin the official start of cooperation programme
between the NKR and the RA regions from Shiraki province was not
casual; it was by the NKR Prime Minister A.Haroutyunyan’s proposal,
reasoning from the results of already built up relations and
collaboration between Artsakh, in particular, its Askeran region and
the RA Shiraki province. In November 2008, the delegation of Gyumri
Pedagogical Institute was just on a visit in Karabakh for the first
time, and only two months ago Gyumri received the NKR delegation of
educational sphere.

Yesterday, during the meeting the Rector of Gyumri Pedagogical
Institute V.Grigoryan announced that there is already an agreement
connected with the programme of students’ exchange and soon students
from Gyumri will have a chance to continue their studies for some
time in the NKR. On his behalf the NKR Prime Minister proposed the
leadership of the pedagogical institute to send all eager senior
students in Artsakh during the summer.

Speaking on his first visit to Gyumri, the Prime Minister
A.Haroutyunyan had first of all expressed gratitude to the RA
Government for giving an opportunity to such cooperation between the
two republics.

"In case we want to know our country and to have it as a developing
one, then organization of such meetings is of great importance. Once,
Shoushi and Gyumri were historical, cultural and educational great
centers. Both these cities have all prerequisites to be such great
centers in future too. We shall move different government structures
and services in Shoushi, in order to make it the second capital of
Artsakh. I think that Gyumri needs to have such opportunities as
well. In a very short period of time I had made certain that Gyumri
really has a potential of becoming the second capital, for which great
programmes and investments are not needed, but only implementation
of proper state policy. These mutual visits may, certainly, give no
economic results but getting familiarized with each other we shall
create all those prerequisites, which will allow having a country
with developing and prospering life," the Prime Minister noted.

At the end of the meeting V.Grigoryan, the Rector of the Gyumri State
Pedagogical Institute after M. Nalbandyan, conferred A. Haroutyunyan
with the title of honorary professor and awarded with golden medal.

In the evening, a joint concert of ensembles from Karabakh and Shiraki
province took place in the state dramatic theatre after V.Adjemyan.

Sarkozy Stand On Turkey’s EU Bid Unchangeable

SARKOZY STAND ON TURKEY’S EU BID UNCHANGEABLE

PanARMENIAN.Net
06.05.2009 14:22 GMT+04:00

/PanARMENIAN.Net/ French President Nicolas Sarkozy said Tuesday
the EU should quickly start talks with Turkey on creating a common
economic and security forum as an alternative to Turkey’s membership
in the bloc.

The 27-member bloc "must cease to dilute itself in endless enlargement"
and open talks with Turkey "as of now" toward a common economic and
security forum, Sarkozy was quoted by AP as saying a month ahead of
June 7 EU elections.

He also said this "great ambition" should be proposed for Russia,
too, because Moscow must be considered Europe’s partner not adversary.

Sarkozy is a vocal opponent of Turkey’s entry into the bloc but did
not block talks during his term at the helm of the European Union
presidency in the second half of 2008, Hurriyet Daily News reported.

Alexander Manasyan: Armenia Diplomacy Has Not Sustained A Defeat

ALEXANDER MANASYAN: ARMENIA DIPLOMACY HAS NOT SUSTAINED A DEFEAT

The analysis and comments on the "road map" still belong to the genre
of predictions. Political scientist Alexander Mansayan told a press
conference today that the Ministry of Foreign Affairs constantly urges
to follow and trust only the official sources, while the official
source itself stubbornly keeps silent.

The political scientist today commented on the current stage of the
process targeted at the improvement of the Armenian-Turkish relations,
noting that he doesn’t share the view that in the current stage the
Armenian diplomacy is losing. "At last, this resembles a chess game,
where the knight can always be returned to its initial position,"
the political scientist said.

According to Alexander Manasyan, Armenia, Turkey and the international
community are the three participants of the game.

The political scientist considers that Turkey’s future behavior depends
on whether there will be serious forces in the country to dare to
carry responsibility for the historic mistakes. In this regard,
the predictions are more than uncertain. As for the international
community, Alexander Manasyan specially emphasizes the expectations
of the European family.

"Europe is seriously concerned that it could accept someone, whose
fangs are still bloody," he said.

According t o the political scientist, one of the important
achievements is that the Armenian-Turkish relations have been finally
distinguished from he Armenian-Azerbaijani relations. "Our neighbors
understood that they should speak separately to Yerevan," he said.

CHAIRMAN OF LAWYERS’ CHAMBER: I HAVE GOT AN IMPRESSION THAT COURTS ARE DEALING ONLY WITH CALCULATION OF CONCLUSIONS TO INDICT

I have got an impression that courts are dealing only with calculation
of conclusions to indict. The court system of our country has started
working accusation-biased, Chairman of Armenian Lawyers’ Chamber Ruben
Sahakyan said at today’s press-conference. He thinks that voluntary
activity of the prosecutor’s office, imposing pressure upon the
courts, is one of the reasons of the impunity atmosphere created in
the country.

‘Our judges cannot make just verdicts as they are always suppressed by
prosecutors..I think we should demand resignation of the prosecutor
general, as he is the culprit of all this’, – Sahakyan said. He also
added that for their part judges cannot adopt decisions independently
as are afraid of the prosecutors to disclose their ‘sins’. ‘Once the
prosecutor general required concrete facts from the ombudsman. There is
only one serious concrete fact – distrust of the people in the court
system’ – Sahakyan said and added is not pleased with the quality of
work of the lawyers either.
