YEREVAN (RFE/RL)–Armenian authorities will not invite the Organization
for Security and Cooperation in Europe to monitor next month’s mayoral
elections in Yerevan, officials said on Wednesday.

The Central Election Commission (CEC) confirmed that such invitations
have only been sent to the heads of foreign diplomatic missions in
Armenia as well as the Council of Europe’s Congress of Local and
Regional Administrations.

The OSCE and its Warsaw-based Office of Democratic Institutions
and Human Rights (ODIHR) have been the main international body to
monitor just about every presidential and parliamentary election held
in Armenia since independence. The findings of hundreds of observers
deployed by the OSCE/ODIHR have greatly influenced the international
and domestic legitimacy of those elections.

"In general, the ODIHR carries out monitoring missions during national
elections," Tatev Ohanian, a spokesman for the CEC, said, explaining
its decision not to invite OSCE observes for the May 31 elections of
Yerevan’s new municipal assembly. "That is true for not only Armenia
but also other countries."

"Local elections are usually monitored by the Council of Europe’s
Congress of Local and Regional Administrations," Ohanian told RFE/RL.

The OSCE monitored local polls held in Albania and Moldova in 2007.

"No invitation has been sent to the OSCE as a whole or the ODIHR,"
said Sergey Kapinos, head of the OSCE office in Yerevan. "That is
why we will confine ourselves to the kind of monitoring which we
carried out during recent local elections in Armenia. Namely, with
the personnel of the OSCE office in Yerevan."

The forthcoming polls in Yerevan will be different from those
elections in that they will involve at least one third of the country’s
electorate. The main opposition Armenian National Congress (HAK) has
pledged to turn them into a "second round" of last year’s disputed
presidential election that triggered massive anti-government protests
in the capital. The HAK on Wednesday declined to comment on the
authorities’ decision not to invite OSCE observers this time around.

Kapinos said that the proper conduct of the municipal elections
is "very important" for the OSCE and the broader international
community. "I sincerely hope that the elections will take place
in accordance with the letter of the law, that there will be no
violations and that all election contenders will be guided by legal
norms," he told RFE/RL.

BRUSSELS–A letter signed by more than 340 European organizations is
urging US President Barack Obama to stand firm against Turkish pressure
and honor his campaign pledge to recognize the Armenian Genocide,
reported the European Armenian Federation for Justice and Democracy.

The letter, sent to the White House while the President was in London
for the G20 summit Friday, stresses that a failure to recognize the
Armenian genocide "would be interpreted by genocide-perpetrating
governments as a full license to continue their bloody acts." It
highlights Turkey’s growing support for the Sudanese government as a
contemporary example of how the genocide in Darfur continues because
states like Turkey have gone unpunished for committing the same crime.

"Recognizing the Armenian Genocide means moving toward a durable
peace; it means more stability, more justice and more democracy in
the region," said Hilda Tchoboian, the chairperson of the European
Armenian Federation. "These are European values. The European Armenian
Federation shares these values with President Obama and we hope these
values can once again become the bulwark of US policy."

A proper recognition of the Armenian Genocide by the United States,
the petition says, "will unleash the momentum of true change and
democratization inside Turkey" and "provide unprecedented momentum
to the process of dialogue between Turkey and Armenia."

A principled stand by the United States would "definitely require of
Turkey a fundamental commitment to a just peace," the letter adds.

The letter states that European Armenians along with other European
mainstream democratic forces would never accept Turkey’s membership
in the EU as long as "the Turkish state denies the Armenian Genocide,
promotes racism and pursues a policy of discrimination towards its
minorities."

Obama’s visit is a recognition of the secular but predominantly Muslim
country’s growing clout.

U.S. President Barack Obama sought on Monday to rebuild ties with
Turkey, a Muslim country with growing clout whose help Washington
needs to solve confrontations from Iran to Afghanistan.

Obama’s two-day visit is a nod to Turkey’s regional reach, economic
power, diplomatic contacts and status as a secular democracy seeking
European Union membership that has accommodated political Islam.

It is the last leg of his debut trip on the world stage as
president. It is also his first to a predominantly Muslim country as
president, a visit closely watched in the Islamic world.

"I look forward to strengthening relations between the U.S. and Turkey
and support Ataturk’s vision of Turkey as a modern and prosperous
democracy," Obama wrote in the guestbook at the tomb of the revered
founder of modern Turkey.

The U.S.-Turkish relationship suffered in 2003 when Ankara opposed
the invasion of Iraq and refused to let U.S. troops deploy on its
territory. Turkey has also criticised Washington for allowing Kurdish
separatists to be based in northern Iraq from where they stage attacks
into Turkish territory.

Obama held talks with President Abdullah Gul after the tomb visit. The
White House said at the top of his agenda was to discuss regional
challenges, like the threat from terrorism, the war in Afghanistan,
relations with Iran, and a goal of lasting peace between Israel and
its neighbours.

Turkey is a major transit route for U.S. troops and equipment destined
for Iraq as well as Afghanistan. As the United States reduces its
troops there, Incirlik air force base could play a key role and Obama
will discuss this.

"Given Turkish activity and credibility in the wider region stretching
from Afghanistan to the Middle East, passing over energy transit
routes, Obama wants to give new blood to a real strategic partnership
with Turkey," said Cengiz Candar, a leading Turkish commentator and
Middle East expert.

REGIONAL PLAYER

In Prague on Sunday, Obama urged the European Union to accept Turkey
as a full member, in remarks rejected outright by France and met
coolly by Germany.

And Turkey said it dropped objections to Anders Fogh Rasmussen becoming
the next head of NATO after Obama guaranteed one of the Dane’s deputies
would be a Turk.

Obama may risk any new goodwill if the issue arises of the massacres
of Armenians in the Ottoman Empire in 1915.

In his election campaign, Obama pledged to call the killings of the
Armenians genocide and a resolution to so designate them was introduced
in the U.S. House of Representatives last month.

Turkey accepts that many Christian Armenians were killed by Ottoman
Turks during World War One but denies that up to 1.5 million died as
a result of systematic genocide.

Turkey will not be the venue for Obama’s promised major speech in
a Muslim capital but his stop will still be a way to emphasise his
message of goodwill to Muslims.

"Turkey is thrilled to have President Obama here but some Arab
countries must be nervous because Turkey is a particular model for a
Muslim country. For regimes further to the East, this sends a signal
that they could face challenges," said James Kidner, director of
the London-based Coexist Foundation, which aims to foster dialogue
between Christians, Jews and Muslims.

"It signals a new approach by the U.S. This is an opportunity for
the U.S. to engage much more seriously with the Muslim world," he said.

Obama will the parliament in Ankara and during a visit to Istanbul
he will meet with students at an Islamic museum and tour the historic
sites.

The President ‘not interested’ in tilting Armenia-Turkey negotiations
in one way or another ANKARA, Turkey (A.W.)-On Monday, April 6,
President Barack Obama met with his Turkish counterpart Abdullah Gul
at the Cankaya Palace in Ankara.

Following the meeting, and after making a statement to the press,
Obama called on Christi Parsons from the Chicago Trubune’s Washington
Bureau to ask a question. Parson’s said, "As a U.S. Senator, you
stood with the Armenian American community in calling for Turkey’s
acknowledgement of the Armenian Genocide. And you also supported the
passage of the Armenian Genocide Resolution. You said as President,
you would recognizer the Genocide. My question to you is: Have you
change your view? And did you ask President Gul to recognize the
Genocide by name?"

"My views are on the record and I have not changed views," Obama
answered. "What I have been very encouraged by is news that under
President Gul’s leadership, we are seeing a series of negotiations,
a process in place between Armenia and Turkey to resolve a whole host
of long-standing issues, including this one," he added.

Talking about his role in this process, he said, "I want to be
as encouraging as possible around those negotiations, which are
moving forward and could bear fruit very quickly, very soon. And
as a consequence, what I want to do not is not focus on my views,
but focus on the views of the Turkish and the Armenian people, if
they can move forward and deal with a difficult and tragic history,
then I think the entire world should encourage them. So what I told
the President was I want to be as constructive as possible in moving
these issues forward quickly. And my sense is that they are moving
quickly. I don’t want to as the President of the United States to
preempt any possible arrangements or announcements that might be
made in the near future. I just want to say that we are going to be
a partner in working through these issue in such a way that the most
important parties the Turks and the Armenians are finally coming to
terms in the most constructive way."

Parsons followed up by asking, "So if I understand you correctly,
your view hasn’t changed, but you’ll put in advance the issue of
whether to use that word in the future?" Obama answered, "What I’d
like to do is encourage President Gul to move forward with what have
been some very fruitful negotiations. I’m not interested in the United
States in any way tilting these negotiations in one way or another,
while they [Armenia and Turkey] are having useful discussions."

"In his remarks today in Ankara, President Obama missed a valuable
opportunity to honor his public pledge to recognize the Armenian
Genocide," said ANCA executive director Aram Hamparian on April 6. "The
President’s willingness to raise his commitment to recognizing the
Armenian Genocide, even indirectly, in his remarks before the Turkish
Parliament represents a step in the right direction, but far short of
the clear promise he made as a candidate that he would, as President,
fully and unequivocally recognize this crime against humanity. We
expect that the President will, during Genocide Prevention Month
this April, stand by his word, signaling to the world that America’s
commitment to the cause of genocide prevention will never again be
held hostage to pressures from a foreign government," he added.

changed budget, including the amount of credit, is in the Parliament of
the Russian Federation, told Armenia’s minister of finance Tigran
Davtian at the press-conference on April 2.I think, after the budget is
approved and have a legal effect the agreement will be signed. The
agreement is currently pre-signed, stressed T.Davtian. According to
him, the agreement most probably will be signed in late April or early
March, and the credit will be provided in June.

Nagorno-Karabakh is the territory of Azerbaijan and there must be no
doubts about that, said Kjell Engebretsen, chairman of the Norwegian
Atlantic Committee, while meeting Ziyafat Asgarov, first vice speaker
of the Azerbaijan Parliament.

The conflict must be solved on the basis of territorial integrity of
the countries. Delaying the resolution of the conflict is an
impediment to the region`s progress, said Engebretsen.

Asgarov said his country is closely cooperating with international
organizations, including NATO and its Parliamentary
Assembly. Azerbaijan joined NATO`s Programs of Partnership for Peace
in 1994 and Individual Partnership in 1996.

This was what boosted the Azerbaijan-NATO cooperation. But occupation
of one fifth of Azerbaijan`s territory by Armenia and the expulsion of
more than one million people from their homes put serious obstacles to
progress of the country, Asgarov noted.

He said: What complicates the situation the most is Armenia`s ignoring
resolutions of the United Nations and the Council of Europe demanding
its withdrawal from the occupied territories of Azerbaijan. It is
important that the international community impose serious sanctions
against the aggressor and make stronger efforts towards restoring
peace in the region.

The Norwegian Atlantic Committee was established in 1955 after an
initiative by the then chairman of the Committee of Foreign Affairs of
the Norwegian Parliament, Finn Mo. The Committee is politically
independent and is working on informing about and increasing the
understanding of Norwegian foreign, defense and security policy, with
special emphasis on the North-Atlantic cooperation.

Washington, – Rep. Mark Kirk (R.-Ill.), co-chair of the congressional
Armenian caucus, says that he remains hopeful about the progress of
the Armenian Genocide resolution and was misquoted by the Turkish
media about it.

"My hope is that we get this resolution to [a vote on] on the floor and
that we adopt it," Mr. Kirk told the Armenian Reporter on April 2. But,
he added, "I don’t know when Speaker [Nancy] Pelosi is going to put
this resolution on the floor. We are all waiting for the Speaker to
tell us."

"My hope is that [Speaker Pelosi] puts the resolution on the floor,"
he said. "President [Barack] Obama said that he is for this resolution
and campaign promises should matter."

Together with Reps. Adam Schiff (D.-Calif.), George Radanovich
(R.-Calif.) and Frank Pallone, Jr. (D.-N.J.), Mr. Kirk is an original
co-sponsor of House Resolution 252 affirming the U.S. record on the
Armenian Genocide, which is currently co-sponsored by 85 additional
members of the House of Representatives.

On April 2, the English version of Hurriyet daily published a
translated excerpt of an interview with Rep. Kirk published the same
day in the daily Aksam in Turkish.

The excerpt quoted Rep. Kirk as saying, "Speaker of the House of
Representatives, Nancy Pelosi will not dare pass the bill. She will
not place Obama in a difficult position. The bill will not pass,
don’t worry."

When asked about this line, Mr. Kirk said that it was "quite an
addition to what I said."

While confirming that he spoke with Aksam newspaper correspondent
Nagehan Alci, Mr. Kirk said the quote was inaccurate.

"When my words were translated from English to Turkish and then
back to English, I did not recognize them anymore," Mr. Kirk
said. "The interview made it sound like I was not a supporter of
the resolution. Not only I am supporter, but I am a lead Republican
supporter."

The Armenian Reporter’s request for Ms. Alci to comment made shortly
before press time has not yet been answered.

groundlessly; it symbolizes both threat and power at the same time

The ongoing system changes should inevitably bring to the revaluation
of definite ingrained perceptions. This regards, for example, to
such a foundational notion as globalization, which started to be used
extensively in the end of the last century and is supposed to be one
of the main terms, which characterize the realities of world order.

In the context of political comments the term "chaos" is used
incomparably rarely in the mass media (more often one can meet
"controlled chaos" expression). However, in expert literature it is
considered to be the axial, because just notion "chaos", allows us,
as far as possible, to understand and explain complex phenomena
and processes.

The aspiration to give contemporary interpretation to the
aforementioned notions, in our opinion, is feasible and actual,
because it can promote to the adequate perception of present changes
and to predict, as far as possible, the later developments.

Imperial globalization

As is generally known, globalization has no strict scientific
definition, but this term, as a rule, is understood to be the growth
of the interrelation between the countries due to the integration
processes in economic and other spheres. It is supposed that, as a
result of globalization and taking into consideration the possibilities
provided by contemporary communicative and information technologies,
the common informational field will be formed, and this, in its turn,
will bring to the uniform world perception. There is also an opinion
that the main aim of the globalization is to reduce the chaos and
boost the growth of the level of the order.

Let us mention that the humanity have met local manifestations of
globalization since the formation of the first empires. It is known
that they are particularly the place where different ethnos, cultures
and even civilizations are mixed. As a result of imperial policy at
some extent integrated society, common, as far as possible, judicial
and economic fields are formed. The USSR, recollections of which are
still green in the mind, can be regarded as a classical example of
such a reality. It is obvious that the primary political objective of
"control centre" of any empire is to establish common game rules and
social and economic uniformity, as it is the main precondition for
the stability and viability of state system.

The community of the informational field in the empire depends on the
level of the development of the means of communication in the given
period and, of course, the civilizational potential of the society
formed in the result of integration of the imperial nation or various
nations. The so called temporal and informational permanency of the
empire is conditioned by that factor. For example, the notions and the
achievements in the cultural, political, judicial and other spheres
in the period of Hellenism and the Roman Empire are still used and
the same cannot be said about Hunnish or Ottoman Empires.

Globalization in unipolar world and imperial usage of "chaos"

The globalization in our age is, to a great degree, an expression of
"imperial" way of ruling. In unipolar system (now former unipolar
system) the main "regulator" and "supervisor" was the USA. Possessing
vast resources that world power dominated in all spheres, and the
globalization, in accordance with the views of the representatives of
American elite, was a necessary mean to world regulation and security
ensuring. At the same time, globalization in the American age differs
from the functions of the empires of the past by its high efficiency,
which is conditioned by the certain revolutionary changes in the
informational sphere.

It is remarkable that, according to the conceptual elaborations
of American "think tanks", the countries, which are out of the
globalizing field, are regarded as "unaccomplished" and on that
territories "chaotic processes" dominate. Such a situation constitutes
a threat to the national security of the United States that is why
the involvement of the "unaccomplished" states into the international
community is considered to be a primary objective.

At the same time, "chaotic" situations have a significant potential,
which usage and directing can be profitable from the military and
political and economic points of view for the global actor. That
means that "chaotic" regions and societies have their special place
and value in geopolitical processes.

It is characteristic that such approaches had also dominated in the
past. For example, the Greeks, the Romans and the Chinese percept
the peoples (tribes) who live out of the borders of the "globalized"
empire as "barbarians" and considered them to be very dangerous for
their state. At the same time, the empire often used those "barbarians"
on the assumption of its interests. It is significant that sometimes,
as a result of geopolitical developments, "barbarians" obtained
the status of the inheritors and the successors of the imperial
civilization as it happened after the fall of the Roman (Western)
Empire. The developments in the Byzantine Empire went in the other way;
the Seljuk-Turks who conquered the territory of the Empire from the
civilizational point of view could not inherit rich Byzantine culture
(today the main inheritors of the Byzantine Empire are considered to
be the Greeks, the Armenians and Slavonic nations). In the context of
all the aforementioned China can be regarded as an example of a stable
and permanent empire. Its people, if we take into consideration the
logic of historical developments, in general, possesses its territories
and is a permanent bearer of its own culture.

Peculiarities of globalization in multi-polar world

The situation within the multi-polar system, which is formed
today, changes, because the USA loses the monopoly of the
"regulator-supervisor" of the globalization. At the same time,
geopolitical actors, whose perceptions of the integrated global
space are different, have appeared. It means that new material and
non-material resource centres have been formed, whose globalizing
expansion pursues different aims and thus, it has different direction.

It is characteristic that today not only major powers but also the
international community, whose representatives very often join within
the format of non-governmental organizations (NGO), can be the actors
of the process of the globalization. Those organizations, using the
informational technologies (IT), are able to implement big projects;
thereby, they obtain the status of global actors. It is known that the
considerable part of those NGOs is directed by the big geopolitical
actors; but the impression is that in multi-polar system most of them
will start to work independently.

Let us also mention that in multi-polar world the countries,
which could not act independently in the "overorganized" unipolar
world. It is clear that the developed IT sphere afford them such
an opportunity. The influence of such countries on globalization
processes will be directly dependant on the civilizational and
intellectual resources they possess.

Multi-vector globalization and chaos

In the context of the aforementioned we should underline the fact
that if, for example, in economic and technological spheres the
direction of the actors of globalization may coincide, then the
vectors of civilizational and ideological expansion must have been
different. It means that the contemporary globalization may not to
"regulate" global community but it can promote to the lack of any
regulation and the emerging of chaotic developments. It is also known
that the periodicity of the events in the informational age grows and
the speed of the events also constantly rises. All these circumstances
should also promote to chaotic developments, because the community
and traditional governing bodies do not succeed to react adequately
in time on that events. It means that the current globalization also
contains the mechanisms of the emerging of "permanent chaos". This
factor, in our opinion, lies at the root of the current system crisis.

NKR Human Rights Defender Gives Country "Passing" Grade

The NKR Human Rights Defender has presented his yearly report for 2008
and gives an overall passing grade to the country. The report states
that from May 20 to December 30, the Human Rights Office received a
total of 196 petitions from 267 individuals.

A majority of the petitions, 60%, were from Stepanakert, 15% from
Martuni, 7% from Martakert and 6% from Hadrut. There were practically
no petitions received from Shushi residents or from Kashatagh and
Shahoumyan. The Human Rights Defender (HDR) argues that such drastic
differences can be accounted for by distances needed to be traveled
from such regions to get to the HDR office and the low level of legal
awareness among many.

Fifty of the petitions received deal with the police authorities,
37 with regional administrations, 25 with the Stepanakert mayor’s
office and 22 with the courts. The remaining petitions refer to
various government ministries and departments and different businesses.

As a result of the activities of the HDR, seventeen cases of human
rights violations were reported.

In the general assessment of the HDR, there were no reported cases
of violations within the NKR of a systematic or societal nature.

YEREVAN, April 1. /ARKA/. The World Bank (WB) has provided $50mln
to Armenia under a program of access to finance for small-to-medium
businesses (SMB).

Vice-Chairman of the Central Bank of Armenia (CBA) Vache Gabrielyan
reported that formerly Armenia was mainly receiving financial
assistance from the WB International Development Association (IDA).

"However, consistent economic growth and development have deprived
Armenia the right to IDA funds as the country is among higher-income
countries now," Gabrielyan said. He pointed out that , under the
agreement, Armenia will receive the first credit on the WB-set terms –
the repayment period is 26 and a half years, the grace period being
five years.

Gabrielyan said that the CBA will borrow the funds and distribute
them among the Armenian commercial banks: Conversebank, VTB Bank
(Armenia), ACBA-Credit Agricole Bank, HSBC Bank Armenia, ProcCredit
Bank, Ardshininvestbank, Armeconombank and Araratbank.

The CBA Vice-Chairman pointed out that the interest rates on credit
will depend on the risk of specific programs. He said that the banks
themselves will assess the risks and set individual credit margins. He
also said that the CBA will issue credits to the commercial banks
at an annual interest rate of 8-9 per cent, and the banks’ annual
interest rates will be 15% and over.

"Th e SMB program is a component of the Armenian Government’s
anti-crisis program. The credit was received in a record space of
time – five months," Gabrielyan said.

According to him, the program of access to finance for SMB is a
step to higher-level cooperation with the WB. He pointed out that
the program is also a significant step in the implementation of the
Armenian Government’s anti-crisis measures.

Gevorg Tumanyan, Executive Director of the Program Management Unit,
German-Armenian Fund (GAF), said that the programs implemented by
the WB and the KfW Bank (Germany) aimed to support SMB have much in
common. However, they are different in some aspects.

Specifically, under the KfW programs the commercial banks received
funds as advance payment, whereas the WB will apply the refinancing
principle.

"The banks involved in the program will issue credits to SMBs after
which the information on the credit will be verified as meeting the
WB requirements. Only after that will the credits be refinanced,"
Tumanyan said.

He also pointed out that companies with a restricted number of
employees were regarded as small-to-medium businesses under the KfW
programs, whereas the enterprises having an annual turnover within
500mln AMD are considered such under the WB programs.

One more difference is credits are issued only in AMD terms under the
KfW programs, whereas the WB programs do not rule o ut foreign-exchange
