/PanARMENIAN.Net/ On February 24, the first session of the Organizing
Committee on preparation for the 6th juvenile Delphi games. Armen
Gevorkyan, RA Vice Prime Minister, RA Minister of Territorial
Administration, and Chairman of the Organizing Committee, headed
the session.

The games program and organizational documents submitted by Hasmik
Poghosyan, RA Minister of Culture and Deputy Chairman of the Organizing
Committee, were approved during the session.

According to the decision adopted by Heads of CIS
countries-participants, this year, the games to be held in Armenia
from June 26 to July 2.

The aim of the games is to support the creation of a single cultural
area for the CIS countries.

Hasmik Poghosyan emphasized that Armenia has been participating in
the Delphi games since the first juvenile Russian Delphi games in the
city of Saratov, and now the country intends to organize them at the
highest level. A suggestion to dedicate the 6th Delphi games to the
65th anniversary of the victory in World War II was raised. Therefore,
the package of documents was forwarded to the CIS countries.

During the session, the activities to be performed by the Governmental
authorities were clarified; the game emblem with further improvements
was approved. The organizing committee will be holding sessions once
a month.

The newly appointed Ambassador of Algeria to Armenia, Smail Shergui
(seat in Moscow), presented the copies of his credentials to Armenian
Foreign Minister Edward Nalbandian.

Congratulating the Ambassador on assuming office, Minister Nalbandian
attached importance to the development of relations with Algeria,
which holds a leading position in the Arab World and Maghreb.

Ambassador Shergui assured he would do his best to promote the
development of bilateral relations.

The interlocutors attached importance to the formation of a necessary
legal field, establishment of economic cooperation and cultural
exchange between the two countries.

Minister Nalbandian and Ambassador Shergui touched upon the cooperation
between Armenia and Algeria within international organizations and
exchanged views on a number of regional and international issues of
reciprocal interest.

Armenia wants to ratify the Turkey-Armenia Protocols in a form
different from the version that Turkey signed in Zurich, Azerbaijani
political expert Fikrat Sadigov said.

"Armenia faces deep internal political and economic crisis. So,
there is no doubt that it is interested in ratifying the protocols
and opening border with Turkey. Thus, Yerevan wants to find a way
out of impasse," the expert said.

"As for the protocols, it should be noted that they have undergone
significant changes after Armenian Constitutional Court adopted
them with reservations. Thus, Yerevan smoothed discontent of the
Armenian diaspora and some parties about the Protocols. On the other
hand, Armenia is not going to abandon its claims for international
recognition of "Armenian Genocide" although the Zurich agreements
clearly state historians of both countries as well as other
international experts will deal with interpretation of this issue."

"Indeed, Armenia has neglected all the principles and spirit of the
protocols, and plans to ratify the version of these accords which
Turkey has not signed. This reveals essence of Armenia’s policies. I
believe that the Armenian parliament’s ratifying the protocols in this
form will not have legal consequences for Turkey since Armenia itself
disavowed the agreements signed by President and Foreign Minister
with the same reservations," the political expert added.

As to possible impact of ratification of the Turkey-Armenia protocols
by the Armenian Parliament, Sadigov said "discussions over the Zurich
protocols in the Armenian parliament in advance of the "Armenian
genocide" debates in the U.S. Congress are not accidental."

"Circumstances for Armenia have developed fairly well in this respect.

Unfortunately, fact of ratification of the Zurich protocols is more
important for the Western countries than in what form they will be
adopted. Therefore, Turkey must move from rhetoric to making it clear
for the foreign partners that the document which they want Armenia
to endorse, in fact, is not the one signed in Zurich."

"By ratifying the Zurich protocols with reservations Armenia wants to
show its good intentions and its "peaceful" policies. This reflects
all the deceit inherent in Armenia’s diplomacy. But I think that
this policy will not bring dividends, since these accords must
also be approved by Turkey so that they will take force. Thus,
the Armenian-Turkish protocols will remain mere scraps of paper,"
the expert noted.

Yerevan Mayor Gagik Beglarian has reportedly ordered law-enforcement
personnel to prevent homosexuals and transvestites from gathering
in parks near his office, Russian and Armenian media outlets are
reporting.

Beglarian allegedly issued the order in mid-February. The mayor’s
office, however, has declined to comment, the Interfax news agency
reported on February 19, citing Armenian media sources.

Authorities in Armenia, as well as its South Caucasus neighbors
of Azerbaijan and Georgia, have shown little tolerance for sexual
minorities; the Yerevan mayor has long been on a campaign to curtail
male prostitution, the Graparak newspaper reported.

One conservative group, the National Neoconservative Movement,
has called for public support for the campaign "to root out the
horrible phenomenon, [which is] artificially cultivated in Armenia,"
the Kavkazsky Uzel news website reported on February 21.

On February 22, the NA Speaker Mr. Hovik Abrahamyan held the next open
lesson. This time the senior high school students of Yerevan Nor Nork
community visited the National Assembly. Welcoming the school students
Mr. Abrahamyan said: "Your presence more activates the deputies’ work.

I would like this kind of open lessons to become a tradition in the
parliament, irrespective of the fact who will be the NA Speaker in
future and who will be the deputies."

Afterwards the NA Speaker Mr. Hovik Abrahamyan presented the students
the structure, activity of RA legislative body, the powers reserved
by Constitution and the election procedure. Mr. Abrahamyan said
that everything was done to make the parliament transparent and
accessible for the people. Soon the 12 standing committees of the
National Assembly will regularly visit the provinces and communities
of the republic, meet with the local residents, get familiarized with
all problems, after which all the issues and concerns sounded after it
will be submitted to the NA Speaker. The Speaker of the Parliament also
touched upon the Armenian-Turkish protocols, once again documenting
that there were no speculating preconditions, and the thing was to
establish only diplomatic relations and open the borders.

Answering to the question of one of the students regarding the issue
of the Armenian Army, the NA Speaker Mr. Hovik Abrahamyan said that
our army was the most well-armed and strongest in the region, and
everything should be done that it remain like that.

The high school students, who visited the parliament, were concerned
with the problem of the lack of the educational programmes in the
Armenian TV air.

The Speaker of Parliament promised to propose the Minister of Education
to work out interesting educational programmes as a result of relevant
agreements. Mr. Abrahamyan joined the concern of one of the school
students that the monuments historical-cultural and architectural
value being out of the borders of Armenia are sometimes desecrated
and sold. He called on to consolidate, struggle with the whole nation
and condemn that fact.

The scope of the issues concerning the children was wide. The NA
Speaker gave comprehensive answers to them. The teachers thanked
the Speaker of the Parliament that he being so busy with work, found
time to meet with the school students and talk to them, advise them,
urge them to study well. In the teachers’ opinion, such meetings
are more than necessary for the youth standing on the threshold of
the big life: and from today state way of thinking is formed. The NA
Speaker in his turn thanked the teachers, noting that even in the most
difficult conditions they have remained faithful to their vocation:
they have educated and brought up generations.

At the end of the meeting the school students and the teachers
accompanying them, as a memory of their meeting, were photographed
with the NA Speaker Mr. Hovik Abrahamyan.

Washington Not Concerned Over Arrests Of Senior Officers In Turkey

senior former generals in Turkey in a suspected coup plot, a spokesman
with the US State Department Philip Crowley said in Washington.

"These processes in Turkish politics and society are not new, and I
do not think that we are particularly concerned over this. any action
taken should be in accord with Turkish law and should be transparent,
" the Turkish newspaper Today’s Zaman wrote.

Dozens of senior officers, including a former Deputy Chief of General
Staff, retired Army General Ergin Saygun have been arrested on charges
of plotting a coup in Turkey. A Former Air Force commander, retired
Army General Fyrtyna Ibrahim, a former Navy commander, Admiral retired
Omek Ozgen, a retired general Engin Alan are among the detainees.

According to the source, 10 colonels, four admirals, 17 generals
(some of them are retired) were arrested. 50 arrests were held in
Istanbul, Ankara and Izmir.

Over the past 50 years there were four military coups in Turkey:
on May 27, 1960, on March 12, 1971, on September 12, 1980 and on
February 28, 1997.

New Armenian Lexical Dictionary Published
Etymological Dictionary of the Armenian Inherited Lexicon Released by
Brill Academic Publishers

ANN ARBOR, MICH., Feb. 17, 2010- Linguist and Manoogian-Simone
Foundation Post-Doctoral Fellow Hrach Martirosyan recently published
his comprehensive work Etymological Dictionary of the Armenian
Inherited Lexicon through Brill Academic Publishers. Mr. Martirosyan
who holds a PhD in Comparative Linguistics from Leiden University in
the Netherlands has published numerous papers on Armenian etymology
and dialectology and is a leading scholar in the field of Armenian
linguistics.
Martirosyan’s Etymological Dictionary of the Armenian
Inherited Lexicon integrates recent advancements in the critical study
of Indo-European linguistics. His work is also notable because it
focuses on the many dialects of Armenian while previous studies have
primarily focused on Classical Armenian. The Etymological Dictionary
of the Armenian Inherited Lexicon utilizes the lexical, phonetic, and
morphological material of Armenian dialects to further add to and
complicate understandings of Indo-European linguistics. It makes a

Prime Minister Erdogan spoke to artists about the government’s
democratic initiative at a gathering at Dolmabahce Palace in Ä°stanbul
on Saturday.

Prime Minister Recep Tayyip Erdogan has asked artists to support the
government’s democratic initiative, which aims to improve standards
of democracy, freedoms and respect for human rights in Turkey.

The request has been well received, with Erdogan hosting the
country’s leading artists on Saturday for a breakfast at the Prime
Ministry’s working office and urging them to help spread the idea and
feeling behind the widely acclaimed initiative to the most distant
corners and every citizen through their work. "Your songs have the
power to transcend deaf walls. You are the heartfelt voice of this
country. I ask you to help this movement of change with your artistic
sensitivity." he said at the meeting, where 62 important names from
the Turkish world of art were present.

Among them were İbrahim Tatlıses, Bulent Ersoy, Seda Sayan, Sertap
Erener, Fatih Kısaparmak, Erol Evgin, Ferdi Tayfur, Nukhet Duru,

Following the establishment of the republic, the state policy was
one of ignoring and denying differences. This policy persisted long
thereafter. But Turkey in recent years has come to a point at which a
more pluralistic approach has been adopted by the government towards
the people. As a reflection of this change at the administrative level,
the democratic initiative was given momentum by the ruling Justice
and Development Party (AK Party) last year to elevate democratic
standards and extend freedoms as well as to better comply with the
contemporary understanding of human rights in the country.

In order not to allow it to fall victim to political bickering, Erdogan
and his government embarked on an effort to broaden the appeal of the
project and to make it supra political. Interior Minister BeÅ~_ir
Atalay previously had talks with leading academics and journalists
while trying to determine concrete steps to be taken as part of the
project. The prime minister’s meeting with artists was the most recent
of such moves.

Erdogan addressed the audience during the event and asked them to
put their hearts into the initiative, which he believes will bring
a much brighter future for Turkey. "I believe neither flying bullets
nor political orations can suppress and draw limits to your tunes. You
are the ones who will understand a mother’s scream the best. You are
the ones to feel from the heart the pain of a youngster who gets shot
and falls to the ground, no matter where he is. You have cemented
our brotherhood through your songs and you will again be the ones who
will ensure that this country will have brighter days," he stressed.

Participating artists echoed similar feelings after Erdogan’s address
and offered their support for the initiative’s success.

Bingöl said he did not vote for the AK Party but backs the
government’s project. "My world view may not be the same as yours,
but I support you in this matter. Please do not lose anything from
your courage," he said. Composer and lyricist Ozdemir Erdogan told
the audience that his mother is of Armenian origin and that his father
is from the Black Sea region, a multiethnic family composition which
he said is very common in Turkey. "Differences coexisted here in
this country peacefully for ages," he commented. Commending current
developments, leading pop music singer Ozer stressed that she was,
as an Alevi, very happy to see Turkey going in that direction, too.

Justice and equality were common aspirations at the meeting. While most
participants drew attention to the fact that Turkey suffered enough
because of domestic quarrels, they all called on everyone to unite in
order to not allow another drop of blood to be spilled in the country.

Duru, Evgin and Soyman said the meeting was very positive and that
they were satisfied with what Prime Minister Erdogan had said. Having
sat next to Kurdish singer Rojin, Ozen said he wanted the country’s
ability to hold differences together to continue. Rojin also left the
meeting pleased. "Let’s sing our songs in every language altogether,"
was her wish. Gencebay, Arar and Peker joined those who said pain
would come to an end as the country becomes more united around common
desires while there is a political will to translate this desire into
concrete action.

The meeting, which became a venue for a sincere exchange of views and
feelings, ended with pledges on both sides to take a more courageous
and united stand against bloodshed.

Russia ready to deploy air defense missile systems S400 in CIS

RUSSIA IS READY TO DEPLOY AIR DEFENSE MISSILE SYSTEMS S-400 IN CIS COUNTRIES

However, Lieutenant General Vadim Volkovitsky, chief of the staff of
the Russian Air Force, says that this requires a political decision.
He pointed out, "According to resolution of the political leaders
these systems may be deployed everywhere." He added that S-400 would
be used in the framework of the united collective security system.

In April of 2009, it was reported that it was planned to include into
the united regional air defense system of Belarus and Russia air
defense missile systems S-400 that would be based on the territory of
the republic. The agreement on establishment of the united regional
air defense system was signed in February of 2009 in presence of both
presidents. In February of 2009, the agreement on establishment of a
united regional air defense system was signed with Armenia.

Formation of regional air defense zones of the CIS has been going on
since 2007. For example, it is planned to organize the East European
zone that will be covered by the air defense forces of Russia and
Belarus, as well as the Caucasian and the Central Asian air defense
zones.

At present, Russia actively cooperates in the field of air defense
with Kazakhstan, Uzbekistan and Tajikistan. In the future it plans to
sign agreements on creation of united regional air defense systems
with majority of the CIS countries.
