`Javakhk faces a large number of problems: social-economic,
educational, cultural, that’s why I attach importance to the
development of Armenian-Georgian dialogue, as well as further warmth
of the diplomatic relations,’ the co-chair of `Unity of Armenians of
Georgia’ NGO, National Assembly deputy Tachat Vardapetyan told
reporters in Yerevan Saturday.

According to him, Javakhk should be the cornerstone of
Armenian-Georgian amity. "Our state bodies should cooperate with the
Georgian representatives in the spheres where we have problems in
Javakhk, we should also promote Armenian-Georgian parliamentary
diplomacy,’ he said.

According to him, Javakhk and Armenians of Georgia need warmer and
more serious attitude from Georgia.

`Javakhk issues should be solved through dialogue. Tough disposition
does not always help, though, I don’t support unilateral concessions
either. When speaking about brotherly relations, this should be based
on mutual respect,’ he highlighted.

Vardapetyan signified investments to be made by the Armenian
businessmen in Javakhk.

S’exprimant le mercredi 12 mai lors de la reunion annuelle du Comite
des ministres des 48 pays membres du Conseil de l’Europe, le ministre
armenien des affaires etrangères Edouard Nalbandian a reproche a
l’Azerbaïdjan, de creer des obstacles inutiles dans le processus de
paix au Haut-Karabagh. Le chef de la diplomatie armenienne a souligne
les echecs et les obstacles rencontres lors des negociations de paix,
en en attribuant la responsabilite aux responsables azeris. "Depuis un
an, l’Azerbaïdjan s’obstine dans son rejet du plan de paix, jusqu’a
ce qu’il annonce recemment qu’il en acceptait les propositions, sous
certaines reserves", a declare M.Nalbandian, qui a egalement reproche
a l’Azerbaïdjan de recourir systematiquement a la menace d’un recours
a la force pour regler le conflit. L’Azerbaïdjan avait fait l’objet de
critiques au debut de l’annee en raison de la rhetorique de guerre de
ses dirigeants, lors d’une reunion ministerielle de l’OSCE a Athènes,
a l’issue de laquelle avait ete diffusee une declaration critiquant
Bakou pour ses menaces repetees de recours a la force pour resoudre
le conflit. "La declaration met l’accent sur le non-recours a la
force ou a la menace de l’usage de la force, au droit des peuples a
l’autodetermination et a l’integrite territoriale en tant que principes
fondamentaux du règlement du conflit", a rappele M.Nalbandian en
ajoutant que ces points constituent les principes fondamentaux du
plan de paix propose par le Groupe de Minsk de l’OSCE en 2007 a

Nalbandian a cite la politique d’obstruction menee par l’Azerbaïdjan
dans le processus de normalisation engage par la Turquie et l’Armenie,

exigences des Azeris. Evoquant l’attitude de la Turquie après la
signature des protocoles d’accord armeno-turcs a Zurich le 10 octobre
2009, M. Nalbandian a fait remarquer que "la Turquie est revenue
au langage des conditions prealables tel qu’il etait utilise avant
la mise en ~uvre du processus et a de ce fait freine le processus
de ratification des protocoles au Parlement turc." Revenant sur ses
engagements relatifs a un dialogue sans condition avec l’Armenie, la
Turquie avait en effet conditionne la ratification de ces protocoles
a un règlement du conflit du Karabagh conforme aux interets de
l’Azerbaïdjan, alors que les protocoles signes par les ministres des
affaires etrangères turc et armenien ne renfermaient aucune mention du
Karabagh. "C’est pourquoi le president armenien a decide de suspendre
le processus de ratification en Armenie jusqu’a ce qu’Ankara se montre
de nouveau pret a poursuivre le processus sans conditions prealables.

Une decision qui a ete d’ailleurs saluee par la communaute
internationale", a conclu M. Nalbandian. Au meme moment, Mevlut
Cavusoglu, le president turc de l’Assemblee parlementaire du Conseil
de l’Europe (APCE), se trouvait a Erevan où il defrayait la chronique
par son refus de se rendre au memorial du genocide a Tzitzernagapert.

Le president de l’APCE etait toutefois recu par le president armenien
Serge Sarkissian et rencontrait les responsables de differents groupes
parlementaires, mais aussi du principal mouvement d’opposition non
represente au Parlement, le Congrès national armenien (HAK), alliance
de formations d’opposition dirigee par Levon Ter Petrossian. En
revanche, la FRA Dachnaktsoutioun, qui s’etait retiree il y a un an
de la coalition gouvernementale en signe de protestation contre le
processus de rapprochement entre l’Armenie et la Turquie, a refuse de
rencontrer le president de l’APCE et avait appele a une manifestation
a Erevan pour denoncer son refus de s’incliner devant les victimes du
genocide de 1915, comme le font la plupart des responsables etrangers
en visite a Erevan.

"The military organizations will have no problems with ammunitions

Azerbaijan Yaver Jamalov gives an interview to APA

– How do you evaluate SOFEX 2010 and participation of the Azerbaijan’s
defense industry at the exhibition?

– SOFEX was very successful for us. More than 350 companies from
34 countries participated at the conference. We exhibited 55 types
of defense industry goods, which interested both participants and
visitors. A number of protocols of intentions were signed during the
exhibition. Three of them were signed with the U.S companies, which
ordered 82-mm mortar launchers, PKM machineguns, 7.62×54 mm cartridges,
as well as 2.5 million of 7.62×39 mm cartridges and ammunitions for
82 mm mortar launchers and 4000 VOG-25.

Representatives of those companies will visit Azerbaijan soon to test
the ammunitions and then we are expected to sign relevant agreements.

Another U.S company needs in 500 000 12.7×108 mm, 250 000 14.5×110
mm cartridges and VOG-25. They will send their representatives to
Azerbaijan to see production and we are looking forward for intensive
cooperation with those companies. The third U.S company, we signed a
protocol of intentions, is planning to purchase 60 millions 9×19 mm
cartridges during 5 years. We have already installed a runner line
and we are producing cartridges in accordance with NATO standards.

Turkey’s Machine and Chemistry Industry Company (MKE) ordered 10 000
RPQ-7V grenade launchers, 120 mm mortar launcher ammunitions, 7.62×39
mm cartridges, 40 millions capsules. We have signed a protocol of
intensions with MKE and it will send its representatives to Azerbaijan
in near future. Our experts will also visit the MKE enterprises. We
are looking forward to sign an agreement with MKE about the joint
production of several types of small arms.

– MKE manager said they were interested in joint production of 14.5
and 12.7 mm sniper rifles projected by the Azerbaijani engineers. What
do you think about that?

– MKE has great interest to both rifles. They want to be involved in
production of 12.7 mm rifles. We are reviewing this issue.

– What can you say about the agreement signed with NP Aerospace Jordan
of the King Abdullah Design and Development Bureau (KADDB)?

– Jordan and Azerbaijan have high-level relations. Both countries
are working together in many fields. The trade turnover between the
countries increased 38.5% in the past three months in comparison
with the same period of last year. We have signed an agreement on
production of armored jackets and helmets. We are negotiating several
projects more.

– Do the defense industry goods of Azerbaijan reach U.S market?

– Azerbaijan’s defense goods have not reached the U.S market so far.

Those companies purchase these ammunitions to use it in Iraq because
purchase and shipping of those ammunitions in Azerbaijan is more
useful.

– What’s new about the purchase and sale of 300 millions cartridges
between Azerbaijan and Turkey?

– We signed an agreement with Turkey and now we are expecting for
starting of funding the project. The opposite side should pay 30%
in the beginning.

– How do you evaluate the capability of the defense industry of
Azerbaijan today? What is share of the defense industry in the total
industrial production over the past four years?

– President Ilham Aliyev gives great attention to the development of
defense industry. The head of state participates at the inauguration
of all defense industry enterprises and takes interest in the quality
and assortment of all products. The head of state urged us to bring
new technologies to Azerbaijan and to make production in accordance
with the modern international standards. Such products are being
produced. As regards the production volume, I can say that compared
with 2009 the production will be 2.7 times more.

-When is Azerbaijan’s defense industry going to fully meet the needs of
the country’s Armed Forces, minimize the military technical dependence?

-In a short time we will implement all the projects that are
economically effective. But there are projects the implementation
of which is difficult and not necessary in Azerbaijan. For example,
the production of tank. Construction of the plant producing tanks
and creation of such equipment require great funds. Azerbaijan’s
requirement is too little. It is expedient to buy the tanks, planes
and helicopters from the developed countries. Such projects can be
considered after the projects related to the necessary weapons,
munitions, artillery weapons, pilotless aircrafts are fully
implemented. Despite this, the facilities of the Ministry of Defense
Industry are producing spare parts for tanks, helicopters and planes.

The spare parts produced for planes and helicopters are even sold to
the companies of Russia.

-The competition of armament has been recently observed in the Caspian
region. There are reports that some littoral states have ordered a
lot of warships, sea transport means. Does the Ministry of Defense
Industry have projects concerning the production of sea navigation
devices, ships, unmanned ships etc.

-The Ministry of Defense Industry is implementing projects in
Azerbaijan basing on the orders of Defense Ministry, State Border
Service, Interior Troops. If there are orders from these bodies,
of course, we are ready to implement such projects by involving the
famous companies of the world. We have not received such orders yet.

-Are there new projects in the defense industry of Azerbaijan and
Turkey? Yesterday Turkish Defense Minister told APA that Azerbaijan
can participate in the projects related to ATAK helicopter, Altay
national tank, if it wishes.

-There are such projects. I have said that we plan to establish a
facility for producing three small arms including 12.7mm sniper rifle
with MKE. Yesterday we discussed with Turkish Defense Minister Vecdi
Gonul the prospects of the cooperation. We will also participate in
a number of projects of Turkey in future.

-Foreign servicemen were interested more in 14,5mm Istiglal sniper
rifle exhibited in Azerbaijan’s stand. We would like you to give
information about this sniper rifle. When do you plan to start series
production of the new model of Istiglal?

-Istiglal is a half-automatic sniper rifle. It is distinguished
from most of the sniper rifles with this feature. The charger takes
five cartridges, cartridges automatically pass into the barrel. The
effective range of the rifle is 2200m. There is no other sniper rifle
with such an effective range. 12.7mm caliber version of Istiglal has
been produced, it is being tested. Work continues on the creation of
23mm caliber sniper rifle.

-What can you say about Azerbaijani-produced automatic rifle? When
do you plan to start series production of the rifle that "looks like
and does not look like" Kalashnikov?

-This weapon has been created on the basis of AK-74M rifle. But
it differs from Kalashnikov by a number of features. For example,
additional details must be put into AK in order to set the night
vision device, target and lighting system. This has been taken into
consideration in our rifles. The butt of the rifle has also been
changed. Talks are being held with Russia to start series production
of the weapon. Turkey’s MKE company says that there is a great need
for these rifles abroad. We plan to export this weapon after meeting
the internal needs.

-According to the contract signed in the Collective Security Treaty
Organization, if the war starts again, the member states can sell
munitions and military equipment to Armenia on preferential terms.

Will Azerbaijan’s military industrial complex be able to meet the
needs of the Armed Forces in case of war?

-Ministry of Defense Industry is capable of providing the Defense
Ministry and other military structures with the munitions and weapons.

If military operations start, there will be no problem in the issues
of provision.

today Jacques Diouf, Director-general of the Food and Agriculture
Organization of the United Nations (FAO). An official from the press
and PR office of RA Government told Armenpress that Tigran Sargsyan
welcomed the guest and said he appreciates the efficient cooperation
between the Republic of Armenia and FAO. He also mentioned that
Armenia is interested in deepening the cooperation. Speaking on the
forthcoming joint projects, the two sides stated they consider the
deepening of cooperation in the direction of developing infrastructures
for irrigation and reserving, producing agricultural means (seeds,
pest killers), as well as creating market management system to be
quite prospective. RA Prime Minister Tigran Sargsyan emphasized
the importance of FAO experts’ participation in public discussions
on conception of agricultural development. In this context, the FAO
Director-general represented the international practice. The speakers
also stressed the importance of implementing complex projects for
the development of villages, which will have a good influence of
decentralization of agriculture. Issues on the works for the 27th
conference of FAO Sub regional Offices for Central and Eastern Europe
and for Central Asia were touched upon as well.

Director-general of FAO Jacques Diouf expressed his gratitude for
organizing the conference, held in Yerevan May 13-14, properly.

Armenian Foreign Minister Edward Nalbandian is worried by Azeri
officials’ remarks suggesting that the two countries could resume
armed hostilities over Nagorno-Karabakh.

"Azerbaijan is continuing to distort not only the reasons and
consequences of the conflict, but also the essence of the negotiations,
and it is also taking any opportunity to threaten to use force," the
Armenian Foreign Ministry press service quoted Nalbandian as saying
at the 120th session of the Council of Europe Committee of Ministers
in Strasbourg.

A statement on the Nagorno-Karabakh conflict the OSCE Ministerial
Council adopted in December last year rejects the use of force or a
threat of such and acknowledges people’s right to self-determination
and territorial integrity,.

"The same principles are contained in the Madrid document, which
the OSCE Minsk Group co-chairs presented in 2007. Baku rejected the
existence of this document for a year until they suggested that they
accept it. However, if we try to clarify the situation, Azerbaijan’s
position includes too many exceptions, and they interpret their
provisions too loosely," he said.

"Judging by the record of the past years, it is obvious that all
of Azerbaijan’s efforts aimed at resolving the problem at other
international forums and so influencing the negotiations within the
framework of the Minsk Group are destructive," Nalbandian said.

Despite Azerbaijan’s obstructions on the path of settling the
conflict, Armenia will continue its efforts to resolve the problem
of Nagorno-Karabakh through negotiations, he said.

Turkish Foreign Minister Ahmet Davutoglu said Thursday the visa
exemption agreement between Turkey and Russia that was signed on
Wednesday was a "revolutionary step".

Speaking on Haberturk TV channel, Davutoglu said that Russian tourists
may come to Turkey without visa this summer.

Turkish businesspeople, intellectuals and tourists will be able to
travel to Russia without a need for visa, Davutoglu said.

Four high level visits took place between Turkey and Russia in a
year. Our relations were not competition but rather cooperation and
economic integration, Davutoglu said.

In the past five years, the nature of Turkey-Russia relations went
through a change. This change would make serious contributions to
stability from the Balkans to China, Davutoglu said.

The model of "High Level Strategic Cooperation Council" was one
developed by Turkey. In the event economic union is established with
countries in such councils, the Turkish economy would benefit from
such an entity, Davutoglu said.

Touching on energy agreements made with Russia, Davutoglu said that
such agreements defeated the thesis that Turkey and Russia were in
competition with each other in the field of energy.

We are establishing a model with Russia that shows how we are
progressing into cooperation and (economic) integration rather than
competition, Davutoglu said.

"Psychological change"

In regard to Turkish Prime Minister Recep Tayyip Erdogan’s visit
to Greece on Friday, Davutoglu said that the Turkish government was
working to create an atmosphere of psychological change.

We are trying to change the perception that the two countries are in
competition with each other, Davutoglu said.

Our goal in bilateral relations with Greece is not merely to minimize
tensions. We have to maximize the number of areas in which cooperation
may take place so that no notion of tension remains in minds,
Davutoglu said.

We do want to reach economic integration with Greece. We plan
to develop relations in areas ranging from economy to tourism,
Davutoglu said.

In reference to Turkey’s relations with Armenia, Davutoglu stressed
that no one would benefit if the protocols signed between Turkey and
Armenia get suspended.

Turning back from the protocols is neither to the interest of Turkey
nor Armenia, Davutoglu said.

Just as in the Balkans, Turkey will help realize "psychological
revolution" in the Caucasus. We will turn the Caucasus into a region
of peace and security, Davutoglu also said.

The Turkish President of the Parliamentary Assembly of the Council
of Europe, Mevlut Cavusoglu, arrived in Yerevan Wednesday amid
controversy.

Cavusoglu’s refusal to visit an Armenian memorial site of the events of
1915, forced Armenian authorities to change the nature of his trip from
an "official" visit to that of a "working" one and sparked a boycott
of meetings by the Armenian Revolutionary Federation, Dashnaktsutyun.

The Dashnaktsutyun said it will refuse to meet with CavuÅ~_oglu, a
Turkish citizen, during his visit to Yerevan, Radio Free Europe/Radio
Liberty’s Armenian Service reported.

CavuÅ~_oglu met Wednesday with President Serge Sarkisian, who expressed
hope that the PACE delegation visit would shape a more objective view
of Armenia and the challenges in the region. "This visit will provide
an opportunity to discuss issues on our agenda, and I’m confident
that it will contribute to the deepening of cooperation between
the Republic of Armenia and the Council of Europe," said Sarkisian,
the U.S.-based newspaper Azbarez reported on its website.

courageuse contribution au sein des forces sovietiques, et celle
sur les forces azeries, il y a 18 ans, qui a permis la liberation
de Chouchi. La celebration du 65e anniversaire de la Victoire, qui
a donne lieu a d’importantes defiles militaires a Erevan, coïncide
en effet avec celle de la liberation de Chouchi, devenu un camp
retranche des forces azeries, comme l’a rappele le president armenien,
qui faisait alors partie du commandement des forces armeniennes au
Karabagh. " Le destin a voulu que l’histoire armenienne se glorifie
d’une autre victoire, le 9 mai aussi, mais en 1992. La liberation de
Chouchi, qui fait gloire et honneur aux soldats armeniens. Elle a ete
notre reponse a ceux qui ont perpetre des nettoyages ethniques, des
massacres et autres crimes de guerre " declare notamment le president

A Turkish gendarme has been appointed as an Advisor to Azerbaijan’s
Defense Minister Safar Abiyev, Sabah paper reported.

The appointment comes as an implementation of the dealing between
Turkey and Azerbaijan on training courses for officers.

The appointed Turkish officer is Colonel Unal Odemish, who becomes
responsible for forming and training the gendarmerie forces of
Azerbaijan within the six months term. The gendarmes in Turkey serve
as police officers in the rural regions of the country and rebuff
attacks by Kurdish rebels, according to Turkish media.

It’s worth mentioning that the Turkish advisors trained Azerbaijani
soldiers and prepared the military operations against Armenia since the
Karabakh war. A Military Advisor to President Elchibey of Azerbaijan
was Turkish General Yashar Demirbulak, who later became a member of the
Security Council of Azerbaijan. Nearly 150 Turkish officers, including
10 retired Generals, served in Azerbaijan along with Yashar Demirbulak.
