"It was on Friday that the Secretary met with Foreign Minister
Mammadyarov of Azerbaijan. She underscored the United States continued
strong support for the Nagorno-Karabakh process. Also in the meeting
was our new Minsk Group co-chair – that is to say, representative to
those talks Ambassador Robert Bradtke, a highly experienced diplomat
whose designation in this job underscores how keen we are to see
progress on that front. The Secretary also raised the important
questions of human rights and democracy in Azerbaijan, including the
case of the bloggers who were recently beaten up and arrested. And
she underscored our interest in that case and our interest in seeing
an open and fair process.

This morning, she met with Armenian Foreign Minister Nalbandian and
she stressed our very strong support for the continued Turkey-Armenia
normalization process. She made clear that, for the United States, that
is a process that should move forward without preconditions and within
a reasonable timeframe. She also raised the issue of democratization
in Armenia. She welcomed the government’s recent release of political
prisoners and underscored that that’s an important issue to the United
States and it would facilitate our full partnership, something that
she stressed – that we cooperate and value our partnership with
Armenia on a range of issues, and wanted to see that move forward.

Meeting with the Turkish Foreign Minister Davutoglu just now; the
Secretary and the foreign minister discussed a very wide range of
issues. The U.S.-Turkish partnership is characterized by its depth
and its breadth, and so the ministers, I think, reflecting that,
talked about Turkey-Armenia, and again, she stressed our support for
that process."

In answer to reporters’ questions Philip Gordon also said, "There
are things still to be finalized as to the details of a signature and
submission to parliament. We are encouraged that the process is moving
forward, and I’m just simply saying that we’re leaving – this is a
Swiss-mediated process between Turkey and Armenia, and it’s for them
to announce details on signings and so on. this is a difficult process
that faces some political opposition in both places, and it’s hard
for both governments. If it wasn’t hard, they would have normalized
relations a long time ago. And so when we say reasonable timeframe,
we mean just that: that it’s not just the process that we want to
see – we welcome the process; but we also want to see a conclusion
to the process, and that’s what we’re underscoring when we say that."

In answer to a reporter’s question what means no precondition, if the
Armenians don’t stipulate that the Turks recognize the genocide, Mr
Gordon said, "Well, I mean, no preconditions means no preconditions on
either side. There are lots of things that one could try to link this
process to, and what we are saying is that the process is inherently
valuable, that we think that Turkey-Armenian normalization is a good
thing, and it shouldn’t wait for other things to get done or be linked
to other things; it should go ahead."

EU supports Turkish- Armenian reconciliation, EU Special Representative
for the South Caucasus Peter Semneby stated in the course of his visit
to Baku. According to him, Europe’s position assumes no borders in
the region, Azerbaijani Trend News agency reports. "Therefore we are
ready to back Turkey-Armenia rapprochement," Semneby underlined.

As to whether the restoration of Armenian-Turkish relations and
Nagorno-Karabakh conflict settlement are linked, Semneby said that EU
does not want to speculate on the connection of these two processes. He
expressed hope that Nagorno-Karabakh peace process will be finalized
following Armenian and Azerbaijani Presidents’ meetings.

The first vice speaker of the Azerbaijani Parliament urges Turkish
journalists to respect Azerbaijan’s territorial integrity and
sovereignty.

"We are concerned about the Turkish journalists’ visit to
Nagorno-Karabakh through crossing the territory of other country,"
First Vice-Speaker of the Azerbaijani Parliament Ziyafat Asgarov
told reporters.

Asgarov said the Azerbaijan-Turkey relations cannot be equated with
maintained with other states.

According to Trend News, the Azerbaijani Foreign Ministry sent a
note of protest against journalists’ visit to Nagorno-Karabakh to
the Turkish Embassy in Baku on Sept. 25.

Turkey, Armenia to sign deal for ties

ANKARA, Turkey — The Turkish premier says Turkey and Armenia will
sign a deal to establish diplomatic ties on Oct. 10.

The two had said last month they would conclude discussions to
normalize relations by mid-October, though a major dispute remains
over the World War I-era massacre of up to 1.5 million Armenians under
the Ottoman Empire. Turkey insists it wasn’t a genocide and that the
death toll is inflated.

Turkish Prime Minister Recep Tayyip Erdogan said Sunday that the deal
would be signed by the countries’ foreign ministers, but it must be
approved by the countries’ parliaments before taking effect.

The deal also foresees the reopening of the Turkish-Armenian border.

The Turkish and Armenian soccer teams will meet in an Oct. 14 World
Cup qualifier.

DELEGATION HEADED BY T. SARGSIAN TAKES PART IN THE WORKS OF
ARMENIAN-RUSSIAN INTER-GOVERNMENTAL COMMISSION FOR THE ECONOMIC
COOPERATION ISSUES

YEREVAN, SEPTEMBER 25, ARMENPRESS: Delegation headed by Armenian Prime
Minister Tigran Sargsian is in the Yaroslavl province of Russian
Federation where the Armenian-Russian inter-governmental commission
for economic cooperation issues started its works.
Public relations department of Armenian Government told Armenpress
that before the session the face-to-face talk of Armenian Prime
Minister Tigran Sargsian and Russian Transport Minister Igor Levitin
took place. Afterwards the co-chairs took part in the opening of 11th
plenary session of the Armenian-Russian inter-governmental commission.
The session was opened by the Russian Transport Minister Igor
Levitin who welcomed the participants of the session. He considered it
characteristic that the session of the inter-governmental commission
takes place in Yaroslavl as an international forum was held recently
in the same town where issues connected with overcoming the world
financial-economic crisis and international economic relations were
discussed. According to Russian Transport Minister the stability of
the global economy carries serious challenges.
In his speech addressed to the participants of the session the
Armenian Prime Minister, co-chairperson of the inter-governmental
commission Tigran Sargsian first expressed gratitude to the Russian
side for warm reception of the Armenian delegation and invitation to
take part in the events of the 1000th anniversary of Russian Yaroslavl
province.
Referring to bilateral economic cooperation the Prima Minister
noted: `Processes the Armenian economy undergoes are very similar to
those of the Russian economy. It is not accidental. Our economic
systems are interconnected and integrated. There are more than 1000
companies with Russian capital operating in Armenia. The energy system
and transport communication are integrated in the Russian economy.’

during the first semester the crisis caused a rather strong blow to
the economy, but today with cautious optimism we can notice tendencies
of economic growth. It means that the anti-crisis plan of the Armenian
Government gives results and expressed gratitude to the Russian
Government and Vladimir Putin for support which was directed towards
the anti-crisis events.
Passing to the agenda issues the participants of the session
discussed and made decisions on the process of implementation of the
protocol of the 20 October 2008 10th session of Armenian-Russian
inter-governmental commission for economic cooperation between the two
states, bilateral trade-economic relations, present condition and
prospects of development of the legal-agreement base, activity of the
enterprises transferred by Armenia to the Russian Federation instead
of the state debt, fuel-energy system, cooperation in transport,
culture and educational sphere.
The participants of the session positively assessed the works
conducted towards development of cooperation in energy, transport,
culture, education and other spheres.
The place and time of the 12th session of the commission will be
clarified through the diplomatic sources.
At the end of the session Igor Levitin conveyed the Armenian Prime
Minister the warm greetings of his Russian counterpart Vladimir Putin.
Armenian Prime Minister Tigran Sargsian and Russian Transport Minister
Igor Levitin signed the Protocol of the 11th session of
Armenian-Russian inter-governmental commission after which the press
conference of the co-chairs of the commission took place.
The governmental delegation headed by Armenian Prime Minister

PRINCETON, N.J. – Turkey’s prime minister is set to speak at Princeton
University at a time when his country is taking steps toward closer
ties to longtime enemies.

Prime Minister Recep Tayyip Erdogan (RAY’-sep TAH’-yip ERHD’-gahn)
is scheduled to talk about Turkey’s global priorities Wednesday.

His country last month announced what officials call a "long process"
of normalizing relations with Armenia. The step comes 90 years
after the massacre of up to 1.5 million Armenians in the last days
of the Ottoman Empire. There is still disagreement over whether it
was genocide.

Earlier this month, the nation approved teaching the Kurdish language
at a Turkish university. That’s a sign of a let-up in the 25-year
conflict with autonomy-seeking rebels. (AP)

ArmInfo. At his time Azerbaijani President Mutalibov confessed that
the peaceful citizens of Khojaly were exterminated by Azeri people,
Alexander Manasyan, a political expert, professor at the Yerevan
State University, said at a press-conference, Tuesday. According to
him, when the population of Khojaly decided to leave the populated
area via the corridor provided by Karabakh during military actions,
this population was attacked by the "compatriots".

"These dead bodies were lying in the territory which was not under
control of the Nagorno-Karabakh Defence Army. There are numerous
surveys showing the maimed, crippled bodies of the killed people. This
logically shows that Azeri people themselves were scoffing at the
bodies",- Manasyan said.

He added that Czech journalist Mazalova was among the foreign
journalists shooting this sight. Later she met with President
Mutalibov. In his interview given to Mazalova, Mutalibov confessed
that the extermination and scoff at the bodies of killed peaceful
citizens of Khojaly were not the doing of Karabakh self-defence
forces",- Professor Manasyan stressed.

According to him, this crime was committed by the National Front
supporters who were striving for Mutalibov’s resignation and were
supported by Turkish forces.

and shows under the subtitle `Milky Way’ of the European heritage days
of this year, the press service of the RA Culture Ministry informs.

The RA Culture Ministry touching importance to the ideology of the
European Heritage days encourages and systemizes holding of those days
in Armenia.

In the frameworks of this event tomorrow will be organized a visit
from Yerevan to Sisian, `Zorats stones historical and cultural
preserve’. Here the singing and dancing ensemble `Karin’ will give a
concert. After this the inhabitants of the region and the guests from
Yerevan will be present at the traditional events of `The opening of
the exhibition of our jubilees’ and `Fest of Bread’ presented in the
Sisian history museum after Adonts.

This year by the N853 decision of June 26 in 2009 by the RA
Government, the settlement Zorats Stones of Sunik region which is
known to the people as `Qarahunch’ has got a status of historical and
cultural preserve.

On 19 September President of the Nagorno Karabagh Republic Bako
Sahakyan sent an address to the participants of the First Pan-Armenian
Conference of Lawyers. The address said:

`Respected participants of the conference,

I welcome and heartily congratulate all of you on the commencement of
the first Pan-Armenian conference of lawyers. This very event
organized by the Ministry of Diaspora of the Republic of Armenia will
play its role in the evolution of the Armenian legal thought.

The legal sphere is one of the key components of the development and
strengthening the independent Armenian statehood. It touches upon both
domestic and foreign political issues.

Within this context a vast field for carrying out research and
investigations of different legal aspects of the Artsakh is open to
the scientific potential of the entire Armenian nation. This will
allow us to further strengthen our arguments and approaches in the
Azerbaijani-Karabakh conflict settlement process.

The development and strengthening of the independent Armenian
statehood is directly related to continuous cementing and enrooting of
civic society and democratic values. In this process your role, the
role of lawyers is of great importance too. Activities in this field
demand high professionalism, adherence to principle, honesty and, of
course, hard work.

Close cooperation within the entire Armenian nation, between the
Republic of Armenia, Artsakh and the Diaspora is of special
importance. The existence of the powerful Armenian Diaspora provides
an opportunity to address more effectively the problems we face by
studying and applying the experience of other states.

>From this perspective the Pan-Armenian conference of lawyers
organized at a high representative level with the participation of
state bodies, scientific and political circles of different strata of
the Armenian people gain a unique importance.

I am confident the conference will fulfill issues put on its agenda
successfully and will contribute to the enlargement and deepening of
practical ties in legal sphere.
