DELEGATION OF ARMENIA’S POLICE VISITED KARABAKH

YEREVAN, 01.12.08. DE FACTO. The delegation of Armenia’s Police
headed by Major-General of Police Alik Sargsian, the Department Head,
visited Karabakh.

The Nagorno-Karabakh PM Ara Harutyunian received the Armenian
delegation.

In the course of the visit the Head of the Karabakh government
highlighted the importance of strengthening cooperation between
various departments of the two Armenian states.

"Mutual visits and contacts between various structures of Armenia
and NKR have been recently activated, and due to the relations we
are trying to create business atmosphere we are deeply in need of",
the NKR PM noted.

In his turn, the Head of RA Police attached importance to cooperation
between Policies of Armenia and Nagorno-Karabakh.

"Our visit is of acquaintance nature, and all amendments being
implemented in Armenia also take place in Artsakh. We will go on
strengthening our cooperation, we should follow one path and always
be together", Sargsian noted.

A number of members of Karabakh Police were awarded with medals
and certificates of honor of Armenia’s Police, Robert Shaferian,
the Head of the NKR Police, was awarded a medal for strengthening
cooperation, NKR Road Police received two cars. The members of the
Armenian delegation also received souvenirs.

Nagorno-Karabakh Defense Minister, Lt.-General Movses Hakobian awarded
the H ead of the RA Police Alik Sargsian with the memorable medal of
the NKR Armed Forces.

In his turn, the Head of Armenia’s Police awarded the Karabakh Defense
Minister with a medal for cooperation with the RA Police and presented
UAZ car to the NKR Defense Army.

The delegation of Armenia’s Police also visited Nagorno-Karabakh and
Azeri Armed Forces’ contact line.

INDIA-ARMENIA U21 MATCH

The India – Armenia match between U21 chess teams will be held from
November 30 to December 2, 2008, in New Delhi, India. The match will
be played on four boards, and the teams will encounter three times.
The match will be held according to the World Chess Olympiad
regulations: the winning team will get 2 points, the losing team zero
point and in case of a draw 1 point each. The winner will be
determined according to the results of three matches.

Here are the compositions of Armenian team:

Armenia: GM Andriasian Zaven, GM Grigoryan Avetik, GM Melkumyan Hrant,
FM Ter-Sahakyan Samvel.

The FIDE Congress in Dresden awarded Grandmaster titles to two
Armenian chess players, Hrant Melkumyan and 15 year-old Samvel
Ter-Sahakyan.

ERGENEKON IS A TINY PIECE OF THE DEEPER STATE, SAYS MIHRI BELLI

One of the most important former leaders of the Turkish left, Mihri
Belli, has expressed the opinion that the Ergenekon organization,
some of whose members currently face trial on charges of plotting
to overthrow the government, is just a drop in the ocean of the
"deeper state" or "counter guerrilla," vaguely defined as rogue
elements inside the state hierarchy pushing and pursuing their own,
often nationalistic, agenda.

"Ergenekon is only a small piece of the counter guerilla," says Belli
in an interview Today’s Zaman, adding that confronting Turkey’s
two coups — namely the Sept. 12, 1980 coup and the March 12,
1971 intervention — is the only way for the country to establish
democracy. Belli also stated that in order for the "deep state" to
be exposed completely, the unresolved murders of Kurdish businessmen
and other individuals in the Southeast and attacks including the
assassination of Turkish-Armenian journalist Hrant Dink in 2007 had
to be investigated until their murkiest details are illuminated.

"Ergenekon must merely be a part of the counter guerilla that they
discarded. The main body is still active. The Ergenekon trial, it seems
to me, is slightly teasing those in Turkey who are pro-democracy. The
real organization is still being protected. But if this trial is
expanded, and if those police officers or army officers involved
in the Hrant Dink murder, and if those individuals who organized
provocative demonstrations ahead of the Sept. 12 and March 12
military interventions are brought before court, the real network
could be exposed. It is the responsibility of every democrat in this
country to make sure these people are found and brought before a
court." Belli said,

Belli also said that the National Forces Associations (Kuvayi Milliye
Dernekleri), whose leaders and senior members have all been detained
as part of the Ergenekon investigation, are organized in the same
structure as units that were part of Operation Gladio — a post-World
War II NATO operation structured as "stay-behind" paramilitary
organizations, with the official aim of countering a possible Soviet
invasion through sabotage and clandestine operations. In fact, many
analysts believe such networks of groups in Turkey today, sometimes
referred to as the "deep state," are remnants of the Turkish leg
of Gladio.

He said, however, that the trial process associated Ergenekon too
closely with the Workers’ Party (Ä°P), whose leader, Dogu Perincek,
is currently in jail as an Ergenekon suspect. "Attributing all this
to Dogu’s little party is pushing the imagination a bit too far. It
is possible that certain centers in the military and the deep state
used the Ä°P. It looks like there is another game at play, since
the admiral who kept those journals was not arrested," Belli said,
referring to a retired navy commander whose alleged journals from 2004
kept meticulously detailed descriptions of a coup plot against the
Justice and Development Party (AK Party) government. No legal action
against or investigation into the retired admiral has materialized.

A retrospective look

Belli also stated that he and his friends had fought in the past
to unify the Turkish left. In response to a question on why he and
Perincek, an old comrade of his, went their separate ways, Belli said,
"Perincek parted ways with us because we weren’t close enough to
the military."

TIGRAN DAVTIAN: LOW DEFICIT WILL PROVIDE SERIOUS OPPORTUNITY TO HAVE ENOUGH RESERVES FOR REDUCING IMPACT OF POSSIBLE ECONOMIC CRISIS

YEREVAN, NOVEMBER 27, NOYAN TAPAN. As a result of discussion of the
2009 draft state budget, the government has received 534 proposals from
the National Assembly deputies, factions and standing committees. 177
or 33.2% of these proposals were accepted fully or partially. As
a result, the government has managed to include the proposals in
the total amount of funds, making internal distributions, accepting
considerably the proposals of deputies, and keeping the overall indices
of the state budget. The expenditures of the 2009 final draft state
budget make 945.4 bln drams, revenues – 905.4 bln drams and the
deficit – 40 bln drams, the RA minister of finance Tigran Davtian
said at the November 27 special session of the National Assembly.

According to him, all the main macroeconomic indices were also
maintained in the final version of the draft. The only change was made
in the settlement index of the exchange rate of the Armenian dram:
the average Armenian dram/US dollar index was fixed at the index of
303.69 as of November 3 instead of the preliminary version of 302.44,
and the Armenian dram/euro index was fixed at 389.83 instead of the
preliminary version of 442.89.

T. Davtian said that the majority of 534 proposals submitted
by deputies were related to envisaging additional sums for
expenditures with various aims as well as to redistribution of
some expenditures. The amount of additional financing by proposals
envisaging an increase was assessed at 27.3 bln drams, including
financing in social-cultural and educational sectors – 16 bln drams,
in economic branches – 5.6 bln drams, and in the sphere of state
assistance to communities – about 1.5 bln drams. Proposals of a total
of 5.8 bln drams were accepted, including proposals of 4.1 bln drams
in social-cultural and scientific sectors, 0.11 mln drams in economic
branches, 770 mln drams for maintenance of the state machinery,
and 760 mln drams for state assistance to communities. The proposals
related to other sectors amounted to 40 mln drams.

On its own initiative the govenment proposes increasing the tax
revenues of the year by 1.5 bln drams and reducing the revenues from
official grants by 1.4 bln drams – due to the decline in the exchange
rate of the euro.

In the words of the finance minister, the low deficit "will provide
quite a serious opportunity to have enough reserves for reducing the
impact of the possible economic crisis". It was announced that some
chnages were also made in the message of the 2009 draft state budget
in connection with the global economic developments.

HIS HOLINESS ARAM I AND HIS HOLINESS POPE BENEDICT XVI
MEET PUBLICLY FOR THE SECOND TIME IN THE CONTEXT OF HIS FORMER VISIT TO THE
VATICAN

During a public meeting in the presence of thousands of pilgrims coming from
different parts of the world, His Holiness Pope Benedict XVI welcomed His
Holiness Catholicos Aram I. He said: "This morning I greet with great joy
His Holiness Aram I, Catholicos of Cilicia of the Armenians, together with
the distinguished delegation accompanying him, and the Armenian pilgrims
from various countries. This fraternal visit is a significant occasion for
strengthening the bonds of unity already existing between us, as we journey
towards that full communion which is both the goal set before all Christ’s
followers and a gift to be implored daily from the Lord". He then recalled
the important role of Aram I in the ecumenical movement saying "I wish to
express my particular gratitude for your constant personal involvement in
the field of ecumenism, especially in the International Joint Commission for
Theological Dialogue between the Catholic Church and the Oriental Orthodox
Churches, and in the World Council of Churches".

Responding to the welcoming address of the Pope Benedict XVI, Catholicos
Aram I said that the world of today urges all the churches to work together,
in spite of our differences. Then he said: "our two Churches have apostolic
origin. Apostolicity is not a mere mark of the Church, a sheer
ecclesiological legacy that should be preserved intact. Apostolic origin
must be transformed into apostolic vocation". Emphasizing the crucial
importance of re-evangelism, Catholicos Aram I said: "marginalization of
Christian values, distortion of Christian identity, and increasing invasion
of secularistic and materialistic values into our family and community life,
urge the churches to engage in re-evangelism". His Holiness welcoming the
zeal and commitment of Pope Benedict XVI called the churches to unite their
efforts in spiritual transformation of societies.

At the end of greetings, the spiritual leaders exchanged kiss of peace in
front of the thousand pilgrims, who have came to Vatican from different
parts of the world.

NAGORNO KARABAKH CONFLICT REGULATION, ARTSAKH SOCIAL-ECONOMIC ISSUES, DIASPORA-MOTHERLAND RELATIONS DISCUSSED

STEPANAKERT, NOVEMBER 24, ARMENPRESS: President of Nagorno Karabakh
Bako Sahakyan met in New York, November 22, Congressman, co-chair of
the Congress Armenian Caucus Frank Pallone.

Central information department of the office of Karabakh president
told Armenpress that during the meeting a wide range of issues
related to the settlement of the Azerbaijani-Karabakh conflict,
recent developments in the South Caucasian region, Artsakh-USA ties,
and social-economic situation in the republic were discussed.

Bako Sahakyan highly underscored the activities of Congressman
Pallone in supporting and objective elucidating the Armenian issue
and the Nagorno Karabakh problem. Frank Pallone in his turn expressed
readiness to continue with the same patience his activities to further
develop and strengthen relations between Artsakh and the United States
of America.

November 22 President Bako Sahakyan met also with representatives of
Eastern USA Central Committee of the Armenian Revolutionary Federation
Party Hovsep Avagyan and Karo Ketsemanyan.

A wide range of issues related to social-economic situation in the
republic, the current stage and prospects of the Nagorno Karabakh
conflict settlement, further development of Artsakh-Diaspora ties
were discussed during the meeting.

The President noted the importance of giving a new impetus to the
relations with the Diaspora, particularly making the involvement of
Spyurk in the life of the Motherland more active.

According to Bako Sahakyan, for effective implementation of this it
is necessary carry out activities in a systemized manner, establish
permanent and stable relations between all the three parts of the
Armenian nation. The president underlined that realization of national
projects requires further cementing the Artsakh-Armenia-Diaspora
trinity.

On the same day President Sahakyan visited Armenian National Center of
the Saint Gregory the Illuminator church of the Eastern USA Diocese
of the Armenian Apostolic Church and met representatives of local
Armenian community.

Bako Sahakyan introduced to the participants current social-economic
situation in the republic, the current stage and prospects of the
Nagorno Karabakh conflict settlement process and answered questions
raised by the participants of the meeting.

November 23 in the framework of "Hayastan" All-Armenian fund’s
forthcoming telethon NKR President Bako Sahakyan met in Los Angeles
minister of Diaspora of the Republic of Armenia Hranoush Hakobyan.

Issues related to Diaspora-Motherland relations were discussed
during the meeting. The key role of Artsakh in further cementing
these relations was mutually underlined.

On the same day the President met members of the governing body of
the Western USA Hnchakyan Social-Democratic Party at the head of
chairman Hambig Safaryan.

A wide range of issues related to Artsakh-Diaspora relations, Nagorno
Karabakh problem and social-economic situation in the NKR were
discussed during the meeting. Bako Sahakyan underlined that it was
necessary further strengthen ties between the Diaspora and Artsakh, do
everything to form an atmosphere of constructive cooperation between
different political forces. It was mutually noted that Artsakh and
its future represent one of the most important components of cohesion
and unity.

November 23 President Sahakyan had a tete-a-tete meeting with
American -Armenian philanthropist Vahe Karapetyan. Issues related
to the realization of different projects in Artsakh were discussed
during the meeting.

RA FOREIGN MINISTER DIDN’T SAY ARMENIA AGREES TO FORM COMMISSION OF HISTORIANS

reports that RA FM Edward Nalbandian allegedly announced Armenia’s
consent to form a commission of historians to study the fact of the
Armenian Genocide.

"Minister Nalbandian emphasized that Armenia’s position on the Genocide
issue is unchangeable," head of the RA MFA media relations division
Tigran Balayan told a PanARMENIAN.Net reporter. "The audio of the
news conference Minister Nalbandian gave in Istanbul will be posted
on the Ministry’s website soon," he added.

Today, some Turkish media circulated reports that Armenia "changed
its stand on the Armenian Genocide issue and agreed to form a joint
commission of historians to study the 1915 events."

MONOPOLIES AND UNEQUAL COMPETITION ARE MAIN OBSTACLES TO DEVELOPMENT OF LIBERALIZED ECONOMY IN ARMENIA, PARTICIPANTS IN DISCUSSION ORGANIZED BY NPC SAY

YEREVAN, NOVEMBER 24, NOYAN TAPAN. The absence of a liberalized
economy and the existence of a monopolized economy in Armenia bear
evidence of the fact that, for example, the prices of imported goods
in the country do not decline at the same rate as in international
market. The owners of monopolies are either those in power or people
sponsored by those in power.

The member of the Armenian National Congress (ANC) Vahagn Khachatrian
expressed this opinion at the November 21 dicsussion "The Preconditions
and Obstacles to the Establishment and Development of a Liberalized
Economy in Armenia" orgaized by the National Press Club (NPC).

He substantiated his opinion by a report of the World Bank, by which
monopolies have become an obstacle to development of the Armenian
economy.

V. Khachatrian considered monopolies as a cause of a decline in
economic competitiveness, which is expressed in the fact that by the
respective international reportes Armenia had yielded its positions
to Azerbaijan and Georgia. It was mentioned that in order to develop
the economy, a political decision about separation of politics from
business should be taken in Armenia.

According to the member of the National Assembly "ARF" faction Ara
Nranian, "today we we have a syndrome that can be called "lieral
Bolshevism", which resembles the practice of forcible building of
communism by Bolsheviks.

Besides, the liberal ideology is not perceived correctly in Armenia,
there are liberal dogmata instead." He said that in European countries
the state intervenes in economic processes in case of necessity,
whereas in Armenia it avoids doing so. A. Nranian characterized the
"superliberalization" of the country by the circumstance that Armenia
is going to introduce a cumulative pension system, while the countries
considered as really liberal have rejected its use, and attempts to
introduce such a system in Argentina and Chile have failed.

The former deputy of the National Assembly, Ph.D. Tatul Manaserian
expressed his support for the social-market economy. He said that a
draft state budget called "social" should not be presented at the RA
National Assembly when the pensions envisaged by this draft are not
based on the values of the living subsistence basket, then by the
consumer basket values.

Presenting the unequal conditions of economic competition in Armenia,
the member of "Heritage" party Movses Aristakesian said that the
office of the Republican Party of Armenia transfers the same amount of
cimpulsory social payments to the state budget as the enterprises of
the deputies – members of that party. He informed those present that
Multi Gas making part the group of companies owned by the chairman of
"Prosperous Armenia" party Gagik Tsarukian pays the same amount of
taxes as the Yerevan subway operating by state subsidies and less
than the Goris boarding school of children with weak eyesight.

In the opinion of the head of "Political Economy" Center Andranik
Tevanian, the state should intervene in economic processes in
countries with successful market institutions. He said that in case
of Armenia, the liberalization of the economy cannot be viewed by
the ratio of state budget to GDP, which characterizes the degree
of distribution of resources by the state, because the state
government system of the country is corrupted, and it should not
be given the opportunity to distribute more sums. According to him,
the shift to a liberalized economy in Armenia should be done by the
following scenario: the getting of real power by the right forces –
formation of a competitive economy – development of the labor market
– development of an efficient system of trade unions – the coming of
social-democratic forces to power – a constant rotation of these and
right forces in the power system.

ARMENIAN DIASPORA PUTS PRESSURE ON FRENCH SENATE

Members of Armenian associations based in France held a demonstration
in front of the French Senate building on Saturday, asking for the
approval of a bill that makes the denial of the Armenian genocide
a crime.

The French National Assembly, the lower house of the French Parliament,
adopted a bill in October 2006 that made it a crime to deny that
Ottoman Turks committed genocide against Armenians living in Anatolia
during World War I, despite Ankara’s protests and a warning that this
would "poison" the deeply rooted relations between the two countries.

The genocide bill has been waiting to be debated by the Senate,
the upper house of the French Parliament.

Representatives of Armenian associations have suggested that the bill
should be brought onto the agenda of the Senate.

Last week, a report drawn up by a committee of academics concluded
that the French legislative mechanism should not make decisions
concerning historical issues and also the content of history textbooks.

The bill seeks up to three years in jail for those who dispute claims
that Armenians were subject to genocide during World War I. It has
angered Turkey, which categorically refutes genocide charges and says
the killings came when Armenians revolted against the Ottoman Empire
in collaboration with an invading Russian army.

The report said if the parliament needed to make decisions particularly
on historical issues, then these decisions should only be binding
for the parliament itself, and not the state in general.

Historic Ani Ruins get a new face-lift

ISTANBUL – Ministry of Culture and Tourism has begun the renovations
of the Ani Ruins. It has plans to showcase the area to the world more
efficiently. The Tigran Honents church and The Ebul Menucehr Mosque
will have a face lift

The Ministry of Culture and Tourism has started renovation work on
the Ani Ruins in the Eastern Anatolian city of Kars, while trying to
figure out a quick solution for the quarries on the Armenian side of
the border that threaten the historic ruins.

The Tigran Honents church in the area will have drainage dug around
its walls and its surroundings will be cleaned. The original floor of
the entrance will be surfaced.

The Ebul Menucehr Mosque will have its roof cleaned in order to make
the original overlay visible. Maintenance to its minaret has already
been carried out and earth in the ground floor rooms was removed. The
mosque’s floor is also being renovated after the detachment of the
cement laid earlier.

Also, work is in progress for the structural fortification of Seljuk
Palace’s as well as surveying, restitution and renovation of the
churches of Ebulhamrent and Prikitch.

The ministry has new plans to publicize the area to the world more
efficiently. A nearby village, Ocaklı, will be undergirding for
cultural and socio-economic development. Besides that, training
programs will be arranged for the local community with aims of better
preservation of historical buildings.

International symposiums, photography exhibitions, increasing the
number of publicity brochures and billboards, manufacturing souvenirs
and producing written and visual media products are being planned on
for the upcoming years to attract more tourists to the ruins.

Open air museum
The ministry will form a center for research, documentation and
publicity and create a data bank for research. The team from the
Global Heritage Fund is working on some of the monumental buildings’
and the rampart’s three dimensional modeling. The west and northwest
fronts of the cathedral are being reinforced in collaboration with the
Sorbonne University of Paris and the World Monuments Fund has joined
the project.

Quarries in Armenia
Orhan Düzgün, director general of cultural assets, said a board of
project coordination and consultancy was formed for Ani and it has
prepared a report and a plan of action on the subject.

Düzgün said the matter of the Armenian quarries’ negative effects on
historical artifacts is among the short term subjects.

The report said the quarries enlarge day by day, splitting the
topography and also damaging the spectacular natural landscape.

It is demanded by the report that the matter will be carried to
international arenas and the quarries must be stopped.
