YEREVAN, JULY 29, ARMENPRESS. Political consultations between the Ministries of Foreign Affairs of the Republic of Armenia and the Arab Republic of Egypt were held in Yerevan on July 29. The Armenian delegation was headed by Deputy Foreign Minister Mnatsakan Safaryan, the Egyptian side was headed by Ihab Nasr, Assistant Minister of Foreign Affairs of the Arab Republic of Egypt for European Affairs.

As ARMENPRESS was informed from the press service of the MFA Armenia, the parties noted the high level of relations and political dialogue between Armenia and Egypt, based on the historical, cultural and civilizational ties and friendship of the Armenian and Egyptian peoples.

During the consultations, reference was made to the current situation in Armenian-Egyptian bilateral relations in a number of areas and the necessary steps for their further expansion and strengthening. The parties emphasized their willingness to work together towards the further development and deepening of relations between Armenia and Egypt, exchanged thoughts on a number of issues of regional and international agenda of mutual interest.

The sides referred to Armenia's steps aimed at establishing peace and stability in the region. In the context of the humanitarian problems caused by the 44-day war unleashed by Azerbaijan, the Armenian side emphasized the need for the repatriation of Armenian prisoners of war, hostages and other detained persons, as well as the need to preserve the Armenian cultural heritage in the territories that have passed under Azerbaijani control.

Following the consultations, Foreign Minister of Armenia Ararat Mirzoyan received the Egyptian delegation. Minister Mirzoyan attached importance to the political consultations between Armenia and Egypt, as well as contacts and mutual visits at different levels, which contribute to the expansion and deepening of multi-sector bilateral cooperation.

Final public discussion to be held on extending Armenia’s Meghrasar gold mine operations for nearly 7 years

The last fourth public discussion on the environmental impact assessment report on the open-cast mining at Armenia’s Meghrasar gold mine submitted by "At-Metals" LLC will take place in Syunik Province on August 3, EcoLur reported. 

Under the submitted project, the aforesaid company intends to extend the period of the mining permit for 6.76 years.

Under the project, the total area of land for mine operation is 73 hectares. The form of land use during construction and operation is laid down in the terms of the lease for a period of 7.5 years.

In the case of annual productivity of 50 thousand tons, the total amount of emissions will be 215.67 tons/year, out of which 82.15 tons/year will stem from explosions.

The company estimates the economic damage caused to the economy from emissions from the Meghrasar mine at ≈ AMD 34.43 million per year, and the stated amount does not cause any financial obligation. The impact on land resources caused by the economic activity of the enterprise is estimated at AMD 518.587 million per year, and the total economic damage from environmental pollution makes up AMD 554.93 million per year.

YEREVAN, JULY 26, ARMENPRESS. The Zangezur Copper Molybdenum Combine is the top corporate taxpayer in Armenia in January-June of 2022, according to a list of the 1000 largest taxpayers published by the State Revenue Committee.

The 1000 largest taxpayers paid more than 722 billion 325 million drams in taxes in the reporting period, of which more than 109 billion 253 million drams are customs payments.

The top 10 taxpayers are:

1) Zangezur Copper Molybdenum Combine – more than 104 billion drams

2) Gazprom Armenia – more than 33 billion drams

3) Grand Tobacco – more than 20 billion drams

4) International Massis Tabak – more than 10,8 billion drams

5) Teghut – more than 8,9 billion drams

Armenian students win 2 bronze medals at Int’l Geography Olympiad

PanARMENIAN.Net - The Armenian team won 2 bronze medals at the 18th International Geography Olympiad held online and hosted by France from 12th to 18th July, the Ministry of Education, Science, Culture abd Sport reports.

Ruben Sargsyan from the Gyumri Photon school (12th grade) and Hovhannes Stepanyan from the Nor Artagers school of Armavir province (12th grade) were awarded the bronze medals. Mariam Grigoryan (11th grade) and Eduard Avetisyan (12th grade) from Yerevan's Quantum College also represented Armenia.

At the 17th International Geography Olympiad, which was also held online, the Armenian team won 1 bronze medal.

Iran’s security chief to visit Baku, following Armenia trip

Shamkhani will visit the country on Friday at an invitation by his Azerbaijani counterpart Ramil Usubov.

Turkish press: FMs of Azerbaijan, Armenia convene for bilateral talks for 1st time

The Azerbaijani and Armenian foreign ministers held bilateral talks for the first time since the 2020 war between the archrivals over the Karabakh region.

Held in the Georgian capital Tbilisi, the talks are expected to build on an agreement the Caucasus countries' leaders reached under EU mediation in May to "advance discussions" on a peace treaty.

"This is the first meeting between the ministers, and we hope that it will bring in a result," Azerbaijan's President Ilham Aliyev said on Friday.

The atmosphere was tense ahead of the meeting between Armenian Foreign Minister Ararat Mirzoyan and his Azerbaijani counterpart Jeyhun Bayramov as both countries' defence ministries traded accusations of initiating a shootout at their shared border.

Armenia and Azerbaijan fought two wars – in 2020 and in the 1990s – over Azerbaijan's region of Karabakh, which was illegally occupied by Armenia. In December, the two countries appointed special envoys to help normalize relations, a year after Armenia lost to Turkey's ally Azerbaijan.

Six weeks of fighting in autumn 2020 claimed more than 6,500 lives and ended with a Russian-brokered cease-fire agreement.

Under the deal, Armenia ceded swathes of Azerbaijani territory it had illegally occupied for decades, and Russia deployed some 2,000 peacekeepers to oversee the fragile truce.

Following its invasion of Ukraine on Feb. 24, increasingly isolated Moscow may be losing its status as a primary mediator in the conflict.

Turkey and the European Union have since led the Armenia-Azerbaijan normalisation process, which involves peace talks, border delimitation and the reopening of transport links.

Aliyev and Armenian Prime Minister Nikol Pashinyan met in Brussels in April and May and European Council President Charles Michel has said their next meeting is scheduled for July or August.

Relations between the two former Soviet countries have been tense since 1991 when the Armenian military occupied Nagorno-Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions. The ensuing conflict claimed around 30,000 lives and the mass displacement of Azerbaijanis.

New clashes erupted in September 2020, and the 44-day conflict saw Azerbaijan liberate several cities and over 300 settlements and villages that were occupied by Armenia for almost 30 years.

After the Nagorno-Karabakh region was liberated from the illegal Armenian occupation this past November, it entered a period of economic revival thanks to new transportation links.

According to the cease-fire deal, all transportation lines that were closed due to the Karabakh conflict will reopen. This brought the Zangezur corridor to the forefront.

International Freedom House group appeals to Armenian PM to hold in-person press talks

Freedom House Address to the Prime Minister of Armenia

The international human rights organization Freedom House has addressed two topics that are now being actively discussed by Armenian journalistic organizations and in expert circles. On its Twitter, the organization has welcomed the decriminalization of grave insult in Armenia and called on Prime Minister Nikol Pashinyan to take seriously the media demand to restore direct contact with journalists.

Freedom House’s Nations in Transit annual report states that Armenia is not yet a democratic country, despite having “taken steps to strengthen democracy.” The organization described Armenia’s 2021 snap parliamentary elections as free and independent but stressed that the country has retreated in the area of freedom of speech.

Freedom House urges Nikol Pashinyan to take media concerns seriously. The organization believes that it is necessary “to use direct channels of communication, including through open and transparent press conferences, to ensure the healthy functioning of democracy”.

Since the 2020 Karabakh war, the Prime Minister of Armenia has held four press conferences, all four were held online. Initially, the government explained this by the pandemic and the fight against the spread of coronavirus. However, the press conferences continued to be held online even after the infection rate dropped.

This caused concern and even outrage in journalistic circles. Now the Armenian media must send questions to the prime minister’s office in advance, and they do not have the opportunity to respond to his answer. In addition, the questions of some publications may not sound at all, thematically close ones are often grouped into one, and some are edited. For this reason, more than 30 media outlets boycotted the latest press conference of the prime minister and refused to send questions.

They also issued a statement that they considered the format of the press conference “discriminatory, ineffective and contrary to the principles of transparency and accountability, which are the key to freedom of speech and democracy”.

During a press conference, the Prime Minister of Armenia, in response to a media statement, stressed that the online format is “an opportunity, not a coercion, and there will always be a reason for a boycott”.

Decriminalization of grave insult in Armenia has been announced by the country’s Justice Minister. According to Karen Andreasyan, the controversial articles will no longer be used to persecute individuals for insulting public figures

On July 30, 2021, the Armenian parliament decided to include an article on “grave insult” in the new criminal code. Only deputies of the ruling faction took part in the voting.

The article on the criminalization of a grave insult to persons engaged in “public activities” provided for punishment in the form of a fine or imprisonment (1-3 months). By “public activity”, the authors of the law meant journalism, journalism, the performance of official duties, public service, and public or political activity.

Recently, Minister of Justice Karen Andreasyan announced that the article on the criminalization of grave insults would cease to operate from July 1. For those who “abuse freedom of speech, the current norms of civil liability will remain” – compensation of up to 3 million drams ($7,300 at the current exchange rate).

Local experts believe that the reason for this decision was the criticism of human rights activists and international structures, including the Parliamentary Assembly of the Council of Europe.

Freedom House report on Armenia: Armenia is still far from democracy, despite the fact that “it has taken steps to strengthen it”

Freedom House called on the Armenian authorities to decriminalize “grave insult” back in August last year. The organization said in a statement that this article jeopardizes Armenia’s achievements in the field of democracy and law. In February 2022, the structure addressed the Armenian Parliament with the same appeal.

Now, the human rights organization has welcomed the decriminalization of “grave insult” as well as the government’s commitment to broad consultations on media legislation.

According to official statistics, to date, more than 800 criminal cases have been initiated under the article on serious insult. More than 50 cases are in court. In six cases, there are already verdicts that have entered into legal force, and the Ministry of Justice has not yet announced what will happen to the accused.


Jesus Christ statue to raise interest of tourists to Armenia, says PM

YEREVAN, JULY 7, ARMENPRESS. The government of Armenia gave a preliminary approval to the project of head of Multi Group Concern Gagik Tsarukyan to construct a statue of Jesus Christ on the Mountain Hatis, Prime Minister Nikol Pashinyan said at the Cabinet meeting today.

He stated that the statue will raise the interest of tourists to Armenia. Pashinyan also said that the relevant documents have been submitted to the government.

“The respective agencies of the government must discuss and make a decision. Our preliminary assessment of the project is positive because we think that it will greatly raise tourist interest towards Armenia. I hope our respective agencies will discuss the issue within a proper timeframe and the project will move on as planned”, the PM said.  

Gagik Tsarukyan announced tender for the construction of colossal Jesus Christ statue in Armenia in January 2022. Sculptor Armen Samvelyan won the tender.
