Asbarez: ACF Transfers Funds Collected for Lebanese-Armenian Relief to Western Prelacy

The Armenian Cultural Foundation announced Wednesday that it has transferred $200,000 collected to assist the Armenians of Lebanon to the Western Prelacy Executive Council for distribution to needy families.

This summer, the Armenian Revolutionary Federation Western U.S. Central Committee called on the community to help the Armenian community in Lebanon, which is experiencing one of the worst socio-economic crises in its history, compounded by last year’s devastating explosion at the Beirut Port. The ARF Western U.S. chapters and members collected donations, large and small, and partnered with the ACF to ensure that needs of the community in Lebanon are met.

In September, the ACF held a fundraising event at the St. Gregory the Illuminator Armenian Catholic Church courtyard, raising $200,000, all of which has now been transferred to the Western Prelacy to be channeled through the distribution efforts of the Catholicosate of the Great House of Cilicia.

The economic crisis in Lebanon has brought shortages in food, medicine and other basic needs. The ACF’s efforts are geared toward needy Armenian families, whose lives have been upended not only by the economic crisis, but also by scarcity of goods and services.

The ACF’s goal is that through this contribution, and community-wide fundraising effort, some of the hardship facing the most needy of Armenians in Lebanon will be alleviated.

For more than a century, Lebanon has been the cradle of the Armenian Diaspora, and its survival remains a critical imperative for all Armenians. This effort is inline with the organization’s mission and past efforts meet the needs of Armenians, be they in Armenia, Artsakh, Syria or elsewhere.

While the fund-raising efforts are ongoing, the ACF Board of Directors extended its heartfelt gratitude to all community members who heeded its call and participated in this worthwhile cause.

President Sarkissian Says Azerbaijan’s Use of Illegal Arms Caused ‘Environmental Disaster’

In an address to the United Nations Convention on Climate Change in Glasgow, Scotland, President Armen Sarkissian warned that Azerbaijan’s use of illegal weapons during its aggressive attack on Artsakh last year caused an environmental disaster.

“Exactly one year ago during its war against Nagorno-Karabakh Azerbaijan used internationally banned weapons to target not only civilians but also beautiful forests of the large area, causing massive forest fires and creating environmental disasters. We call on international community to step up its efforts to prevent such irresponsible, inhumane behavior,” said President Sarkissian.

“The environmental challenges do not recognize borders and conflict lines, and we should bring all states of the world into comprehensive cooperation,” the president added.

He went on to say that Armenia is committed to becoming a “smart state” and is dedicated to fighting climate change and preserving the environment.

“If we change our mentality and form our ambition and strategy, then we can effectively use the finances and the wealth that the world has created during this phenomenal development and use the technology to handle the problems that we are facing. But not only to resolve the problems but also to create the basis of development to the brighter future years to come,” advised President Sarkissian.

“Armenia is committed to becoming a really Smart State, devoted to our Nature, Planet and Humanity. And I’m optimistic that we can overcome these difficulties and build a brighter future for all of us,” added Sarkissian.

According to the World Bank analysis, Armenia is the fourth most vulnerable country to climate change in the Eastern Europe and Central Asia region. Armenia has registered a 1.3-degree Celsius increase in temperature, and a nine percent decrease in precipitation.

Sarkissian told the conference that Armenia’s long-term objective is to achieve climate neutrality in the second half of this century. “Transition to climate neutrality is at the core of the country’s energy independence, energy security and green growth policies,” said Sarkissian, who highlighted the imperative for creative approaches to tackling climate change.

He told the conference about Armenia’s “Debt-for-Climate Swap” initiative, which he said “presents a new climate finance instrument. And it will help developing countries to adapt more efficiently to climate change finance, provides new economic opportunities.”

On the margins of the conference, Sarkissian met with President Joseph Biden and other world leaders, among them President Emanuel Macron of France and German Chancellor Angela Merkel among others.

Sarkissian arrived in Glascow on Monday and was welcomed by British Prime Minister Boris Johnson and U.N. Secretary-General Antonio Guterres.

Opposition MP: Spending on Armenia top officials’ protection increased by 70% from 2018 to 2022

From 2018 to 2022, expenditure on the protection of high-ranking state officials in Armenia has increased by 70 percent. The secretary of the opposition "Armenia" Faction, Artsvik Minasyan, stated this at Monday’s parliamentary standing committees’ joint debates on Armenia’s draft state budget for 2022—and addressing National Security Service (NSS) deputy director Aram Hakobyan.

According to Minasyan, this spending is particularly on the protection of the prime minister, the National Assembly speaker, and several other top officials.

"Thus, in 2018-2019, the NSS provided protection of eleven objects. 2.5 billion drams were allocated for those purposes. At the same time, in 2020 the number of protected objects was reduced to ten, and in 2022 ten objects will still be subject to protection. At the same time, 3.9 billion drams will be allocated for their protection," Minasyan explained.

According to the deputy director of the NSS, however, these numbers are exaggerated.

"We have not had such increase. Yes, if necessary, additional funds were included; but they are not the main regular expenses, but episodic," Hakobyan assured.

This answer did not satisfy the opposition lawmaker. He made respective calculations during this very meeting and confirmed the veracity of his claims.

Nevertheless, the NSS deputy director did not change his stance in this regard.

Armenian language being taught intensively in Azerbaijan

More and more people in Azerbaijan are expressing a desire to learn the Armenian language after the 44-day war in Artsakh (Nagorno-Karabakh) in 2020.

Students of the Armenian language course are mostly employees of the State Security Service, diplomats, journalists and economists, Sputnik Azerbaijan reports.

Husein Askerov, a lecturer at the Chair of the Caucasus Studies of the Azerbaijani University of Languages, says he does not have “enough time and energy” to enroll everyone who wants to study Armenian.

Sometimes classes have to be held late in the evening, Askerov said, adding they are usually held remotely.

YEREVAN, OCTOBER 28, ARMENPRESS. A regular session of the Anti-Corruption Policy Council took place chaired by Prime Minister Nikol Pashinyan, ARMENPRESS was informed from the Office of the Prime Minister.

The Council first approved the agenda of the session, after which the Deputy Minister of Justice Suren Grigoryan presented the implementation of the Anti-Corruption Strategy and the execution of its action plan for the period of 2019-2022.

It was reported that within the framework of the accomplishment of the anti-corruption institutional system, a legislative package aimed at the establishment of the Anti-Corruption Committee was adopted by the National Assembly during the reporting period. For ensuring the launch of its formation, a competition for the chairman of the committee was held, as a result of which he a chairman of the committee was appointed by the Government decision No. 1479-A of September 16, 2021. At the same time, 30 investigators from the Special Investigation Service have been appointed to autonomous positions in the Anti-Corruption Committee, until the positions are occupied through competitive procedures. Works are underway to define the legal basis for the formation of the Anti-Corruption Committee's operative-investigative department. In parallel, work is being done to create office conditions for the Anti-Corruption Committee.

On April 14, 2021, the National Assembly adopted the Law on Making Amendments to the Constitutional Law "Judicial Code of the Republic of Armenia" and the related laws aimed at establishing a specialized Anti-Corruption Court. At the moment it is planned to ensure the implementation of the legislative acts.

In particular, within one week after the entry into force of the legislative acts, the Supreme Judicial Council will apply to the Government for approval to increase the number of judges: 1) in the Anti-Corruption Court by fifteen judges; 2) in the Criminal Court of Appeal by six judges; 3) in the Civil Court of Appeal by six judges; 4) in the Criminal Chamber of the Court of Cassation by two judges. The Supreme Judicial Council will increase the number of judges within one week after receiving the consent of the government within five days.

The legislative package on the establishment of the Anti-Corruption Court includes the law "On Making Amendments to the Legislation on the Prosecutor's Office, approved by the National Assembly, according to which a separate division of the Prosecutor General’s Office will exercise control over the legality of pre-trial criminal proceedings of corruption-related cases , which will be created as a result of the reorganization of the Corruption Crimes Oversight Department within the Prosecutor General's Office, which has been functioning since 2019. An ethics structure is envisaged for the prosecutors of the mentioned subdivision. In addition, the law provides for structures to verify the ethical standards of candidates of prosecutors, including the for Prosecutor General and his deputies.

The following main works were carried out in the direction of prevention of corruption during the reporting period: as a result of the legislative changes aimed at improving the personal property declaration system, the circle of declarants has been expanded, the requirement to declare the property actually owned by a person and his expenses has been introduced. A requirment is also made for the declaration of property acquired in the name, for the benefit or at the expense of the declarant, but belonging to a third party with the right of ownership, as well as the property from which the declarant actually benefits or manages. The monetary threshold of expensive property subject to declaration has been reduced from 4 million drams to 4 million drams. In order to identify the real beneficiaries of legal entities, a legislative package was adopted, within the framework of which an open and public register was created, a mandatory step-by-step requirement for identifying real beneficiaries for all legal entities operating in Armenia was introduced. 

In order to reveal corruption crimes, a new Criminal Code was adopted, within the framework of which the corruption crimes were reviewed, the institute of criminal responsibility of legal entities was introduced.

Within the framework of the monitoring of the anti-corruption strategy, the Ministry of Justice compiled and published the report on the performance of anti-corruption strategy measures during the first half of 2021, in the framework of which the process of implementation of measures, public participation in those works, the circumstances hindering the implementation of the work were presented.

The Ministry of Justice has developed and submitted for public debates a draft amendment to the Anti-Corruption Strategy, which has also improved the current monitoring regulations.

In particular, a new monitoring procedure and evaluation structures have been established. With the support of international partner organizations, a new electronic monitoring platform is currently being developed, the launch of which will digitize the process of monitoring and evaluation, the process of preparation of reports by the Justice Ministry and the civil society organizations, the process of uploading and presenting information by the implementing bodies.

The next issue on the agenda was related to the issues recorded in the reports on the second compliance of the 4th phase of GRECO, and the fifth pilot phase of the OECD Eastern Europe and Istanbul Anti-Corruption Network in Eastern Europe and Central Asia. A report was presented on "A number of issues in the sidelines of transformations of law enforcement and investigation bodies under the anti-corruption reforms".

An exchange of views took place on the above-mentioned issues. Prime Minister Pashinyan instructed to form a corresponding working group, which will present to the Anti-Corruption Policy Council solutions to the issues raised during the reports in a brief period.

Turkish press: Erdogan, Azerbaijani counterpart to open Fuzuli International Airport Tuesday

An international airport in Fuzuli city of Azerbaijan, which was completed in eight months, will be inaugurated on Tuesday by Turkish President Recep Tayyip Erdogan and his Azerbaijani counterpart Ilham Aliyev.

Fuzuli International Airport is the first airport built by Azerbaijan in the area recently liberated from Armenian occupation. Erdogan will be the first head of state to land at Fuzuli International Airport.

On Jan. 12, Aliyev laid the foundation stone of the airport, which achieved the highest international standards in eight months. The first test flight to the airport was carried out on Aug. 22.

The runway of the airport is 3,000 meters (9,843 feet) long and 60 meters (197 feet) wide. Its terminal can serve 200 passengers per hour. All wide-body aircraft, including large cargo aircraft, will be able to land and take off easily at the airport.

Turkish companies also took part in the construction of the airport, which is equipped with automatic systems and has a control tower in compliance with international civil aviation and transportation standards.

‘Karabakh's gateway to world’

With the decree signed by Azerbaijani Prime Minister Ali Asadov on Oct. 16, it was decided to give Fuzuli Airport the status of "international airport".

The International Air Transport Association (IATA) has included the airport in the list of international airports with the FZL code. Thus, the airport will be Karabakh's gateway to the world.

The airport is expected to contribute to the development of tourism and trade in the region. Travelers going to Shusha, the symbolic city of Karabakh, will also be transported via this airport. The airport is approximately 100 kilometers (62 miles) from Shusha and 300 kilometers (186 miles) from the capital Baku.

During one of his visits to the airport, Aliyev said: "The construction of the airport started this year. At that time, I said that Fuzuli International Airport will open this year. Perhaps no airport in the world has been built at this speed. The runway is ready. Final preparations are being made.”

Erdogan will head to Azerbaijan on Tuesday, his third visit since the liberation of the Karabakh region last November.

The Turkish leader visited Shusha in June, the country’s cultural capital that was occupied by Armenia for 28 years.

Relations between the former Soviet republics of Azerbaijan and Armenia have been tense since 1991 when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

New clashes erupted on Sept. 27, 2020, with the Armenian army launching repeated attacks on civilians and Azerbaijani forces and also violating several humanitarian cease-fire agreements.

During the 44-day conflict, Azerbaijan liberated several cities and some 300 settlements and villages that were occupied by Armenia for nearly three decades.

The fighting ended on Nov. 10, 2020, after the two countries signed an agreement brokered by Russia.

“We are incredibly proud of Eva Gevorgyan who, merely seventeen, was a fantastic finalist of the XVIII Chopin Competition 2021. Her performances won the hearts of millions of expert and amateur followers of the Competition around the world,” Felsner Artists said.

“Her voice will be heard on many of the world's greatest stages for decades to come. Sports: EUBC: Armenian boxer scores beautiful victory over Turkish opponent, 2 more medals

During the EUBC Youth European Boxing Championships in Budva, Armenia’s representative Henrik Sahakyan (51 kg) scored a beautiful victory over a Turkish boxer and secured at least the bronze medal.

During the match with Cinar Mehmetan in the quarter final, Sahakyan was constantly enterprising and deprived his opponent of the opportunity to act freely. All the referees granted the victory of 5-0 to the Armenian boxer.

Erik Israelyan (60 kg) also scored a beautiful victory after leading a difficult and persistent struggle against a Spanish boxer and outscoring the latter, but not by the unanimous decision of the referees.

Armenia already has three participants in the semi-final, that is, at least three bronze medals.

On October 19, Elida Kocharyan (60 kg) made it to the semi-final.
