YEREVAN (UrduPoint News / Sputnik – 30th September, 2022) Secretary of the Armenian Security Council Armen Grigoryan said on Friday that he had held working meetings at the headquarters of the US Central Intelligence Agency (CIA).

Grigoryan added that he visited the CIA as part of his visit to Washington.

Other details are not given.

On Thursday, Grigoryan discussed with US Deputy Assistant Secretary of Defense for Russia, Ukraine and Eurasia Laura Cooper the prospects for developing bilateral relations.

Rep. Speier introduces resolution condemning Azerbaijani war crimes; demanding international investigations and US sanctions

WASHINGTON, DC – Just a week after her participation in a historic Congressional delegation visit to Armenia led by US House Speaker Nancy Pelosi (D-CA), Congressional Armenian Caucus co-chair Jackie Speier (D-CA) has introduced legislation condemning Azerbaijan’s war crimes against Armenia and Artsakh, calling on the US to explore sanctions and petition international tribunals to carry out appropriate investigations, reported the Armenian National Committee of America (ANCA).

Rep. Speier shared her intention to introduce the legislation during Washington, DC meetings last week with Artsakh Foreign Minister David Babayan and Deputy Minister of Culture, Education, Sports and Science Lernik Hovanessian, following the ANCA’s Federal Policy Seminar. In addition to pursuing sanctions for war crimes, the resolution calls for an investigation into Azerbaijan’s ongoing illegal imprisonment of Armenian POWs, condemns the destruction of Armenian churches and historic sites, and reaffirms the territorial integrity of Armenia and Artsakh. Rep. Speier is joined by Congressional Armenian Caucus co-chair Frank Pallone (D-NJ), vice-chair Adam Schiff (D-CA) and fellow Armenian American Congresswoman Anna Eshoo (D-CA) in spearheading the measure.

“We welcome today’s introduction of Congresswoman Speier’s war-crimes resolution – alongside Congressman Schiff’s measure condemning Azerbaijan’s attacks,” said ANCA executive director Aram Hamparian. “Both are powerful, bipartisan expressions of Congressional support for the statutory measures required to enforce Section 907 and cut-off all US military aid to an oil-rich Azerbaijani government that is attacking Armenia and ethnically-cleansing Artsakh.”

“Congresswoman Speier is ending her service in the US Congress in the same spirit she entered this great house of democracy – as a courageous and caring voice for the Armenian people – in her House district, across America, living in our homeland and throughout the world,” said ANCA San Francisco Bay Area chair Matt Senekeremian, who resides in Rep. Speier’s district. “We stand shoulder to shoulder with her in seeking to hold Azerbaijan accountable for its war crimes.”

Rep. Speier’s measure follows the introduction earlier this month of H.Res.1351, spearheaded by Rep. Schiff and Congressional Armenian Caucus leaders, calling for an immediate end to US aid to Azerbaijan, and condemning President Aliyev’s unprovoked attack against Armenia and Artsakh. The measure currently has 44 cosponsors.

The ANCA is expanding its online advocacy portal to urge passage of both H.Res.1351 and Rep. Speier’s resolution. The portal also outlines all Congressional statements condemning Azerbaijan’s recent attacks against Armenia and Artsakh.

Text of Rep. Speier Resolution Condemning Azerbaijani War Crimes

117TH CONGRESS 2D SESSION

RESOLUTION

Condemning atrocities and war crimes committed by the Republic of Azerbaijan.

Whereas the Universal Declaration of Human Rights Pre-amble states that ‘‘Member States have pledged themselves to achieve, in cooperation with the United Nations, the promotion of universal respect for and observance of human rights and fundamental freedoms’’;

Whereas Article 2 of the United Nations Charter directs all Member States to ‘‘refrain . . . from the threat or use of force against the territorial integrity or political independence of any state’’;

Whereas the Republic of Azerbaijan joined the United Nations on March 2, 1992, and thus has a duty to abide by the conditions of the United Nations Charter and pledges reflected in the Universal Declaration of Human Rights;

Whereas the Republic of Azerbaijan ratified the Geneva Conventions in 1993, which establish international legal standards on the treatment of civilians, prisoners of war (POWs), and soldiers who are otherwise rendered incapable of fighting;

Whereas Common Article 3 of the Geneva Conventions prohibits, among other violations, ‘‘mutilation, cruel treatment, and torture . . . [and] outrages upon personal dignity, in particular, humiliating and degrading treatment’’;

Whereas grave breaches of the 1949 Geneva Conventions constitute war crimes under both United States law and the Rome Statute, including willful killing and extrajudicial executions, torture, inhumane treatment, causing great suffering or serious injury to body or health, unlawful deportation or confinement, and hostage-taking;

Whereas, on September 13, 2022, the Republic of Azerbaijan launched an unprovoked and illegal attack against the sovereign territory of the Republic of Armenia;

Whereas this attack followed a large-scale, unprovoked invasion of the Nagorno-Karabakh region by Azerbaijan in October 2020;

Whereas, on September 28, 2020, Azerbaijani forces conducted a targeted attack on an Armenian military ambulance in which assailants shot and killed a military doctor;

Whereas, on October 14, 2020, Azerbaijani rocket artillery struck the Martakert Military Hospital in an ‘‘apparently deliberate’’ attack, according to Human Rights Watch, in which the nearest military target was over 1.5 kilometers away, and the rocket’s satellite guidance capability ensures accuracy within 10 meters;

Whereas, on October 28, 2020, an Azerbaijani artillery rocket struck the maternity ward of the Republican Medical Center, causing extensive damage;

Whereas the targeting of both military and civilian medical facilities and workers is a violation of international humanitarian law;

Whereas, in October 2020, video footage authenticated by nongovernmental organizations including Amnesty International showed Azerbaijani soldiers decapitating 2 civilians on 2 separate occasions while they were bound or pinned to the ground;

Whereas, in October 2020, Azerbaijan’s Armed Forces used white phosphorus munitions, prohibited under the Geneva Conventions, causing severe burns and the deaths of civilians;

Whereas firsthand accounts have confirmed the torture and extrajudicial killing of Armenian POWs and captured civilians held illegally under Azerbaijani detention;

Whereas, since October 2020, Azerbaijan has illegally detained over 100 POWs and captured civilians in violation of the November 9, 2020, tripartite agreement, in which Azerbaijan committed to repatriating all POWs and captured civilians;

Whereas, as of September 20, 2022, Azerbaijani forces have captured at least 20 additional servicemen and 3 civilian POWs;

Whereas Article 15 of the first Geneva Convention of 1949 directs parties to a conflict to ‘‘take all possible measures to search for and collect the wounded and sick, to protect them against pillage and ill-treatment, to ensure their adequate care, and to search for the dead and prevent their being despoiled’’;

Whereas, on September 16, 2022, Armenia’s Chief of Staff of the Army verified disturbing video footage showing the mutilation and desecration of a female servicemember’s body by Azerbaijani soldiers;

Whereas video footage recorded in September 2022 depicted a captured Armenian soldier receiving treatment for a shoulder wound, whose body was later returned to the Armenian Government, suggesting that he was killed in captivity;

Whereas Azerbaijan has directly targeted Armenian cultural sites as a means of further disenfranchising the Armenian people by eliminating their cultural existence;

Whereas Armenia and Azerbaijan are states parties to the Second Protocol of the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, adopted in 1991, which reads, ‘‘The Parties to a conflict shall ensure the immunity of cultural property under enhanced protection by refraining from making such property the object of attack or from any use of the property or its immediate surroundings in support of military action’’;

Whereas Article 53 of Additional Protocol I to the Geneva Conventions prohibits committing any ‘‘acts of hostility directed against the historic monuments, works of art or places of worship which constitute the cultural or spiritual heritage of peoples’’;

Whereas, on October 8, 2020, Azerbaijan’s forces twice shelled the 19th-century Ghazanchetsots (Holy Saviour) Cathedral in Shushi, a culturally and religiously significant building of the Armenian Apostolic Church, causing extensive damage;

Whereas a report issued by Human Rights Watch on December 16, 2020, found that the attack ‘‘appear[ed] to be a deliberate targeting in violation of the laws of war’’, and its analysis of weapon remnants found at the scene of the strike were ‘‘consistent with a munition capable of being accurately directed at a specific target’’;

Whereas a report issued on May 12, 2021, by the United States Commission on International Religious Freedom recommended placing Azerbaijan on the Department of State’s Special Watch List for engaging in or tolerating severe violations of religious freedom pursuant to the International Religious Freedom Act of 1998 (22 U.S.C. 6401 et seq.), in part due to ‘‘recent violations committed amid renewed conflict over Nagorno-Karabakh and sur-rounding territories’’, and raised serious concerns over the preservation of Armenian places of worship, cemeteries, and other religious and cultural heritage sites in the region;

Whereas, on September 16, 2021, the Republic of Armenia initiated proceedings before the International Court of Justice alleging violations of the International Convention on the Elimination of Racial Discrimination, to which both the Republic of Armenia and the Republic of Azerbaijan are party;

Whereas international humanitarian law requires parties to a conflict to distinguish between civilian and military objects, and violations of the laws of war committed with criminal intent, either intentionally or through reckless action, can constitute war crimes;

Whereas the United States serves as a co-chair of the Organization for Security and Co-operation in Europe Minsk Group, along with France and Russia, and is committed to sustainable, long-term peace in the region; and

Whereas both Azerbaijan and Armenia are North Atlantic Treaty Organization (NATO) Partnership for Peace countries, and have committed to increase stability, diminish threats to peace, and build strengthened security relationships among NATO and nonmember countries in the Euro-Atlantic area: Now, therefore, be it

Resolved, That the House of Representatives—

(1) condemns Azerbaijan’s destabilizing actions, including the commission of war crimes, which have severely undermined the international rule of law;

(2) encourages the United States Government and international community to petition the International Court of Justice, the European Court of Human Rights, or other appropriate international tribunals to take appropriate steps to investigate any and all war crimes committed by the Azerbaijani forces at the direction of President Ilham Aliyev;

(3) calls on Azerbaijan to immediately investigate all grave violations of the Geneva Conventions perpetrated by Azerbaijani service members against Armenian service members and civilians;

(4) condemns the intentional or reckless destruction, vandalization, or desecration of all Armenian cultural and religious heritage sites;

(5) reaffirms the United States strong support for Common Article 3 of the 1949 Geneva Convention, to which the United States is party, as well as the nontreaty-based law and longstanding norms outlined in the Geneva Protocol I and 1899 and 1907 Hague Conventions;

(6) encourages the Biden administration to explore the applicability of sanctions on Azerbaijan in response to its aggression and potential war crimes; and

(7) reaffirms its support of United States democratic partner Armenia’s sovereignty and territorial integrity, as well as that of the Republic of Artsakh, and against Azerbaijan’s military aggression and blatant violations of international laws and norms.

Avetisyan spent 38 days in Artsakh during the 2020 war, which began on September 27 and ceased on November 9. He documented the atrocities and war crimes committed by Azerbaijani forces against the Armenian population of Artsakh, including his family. Avetisyan’s quest is to bring awareness to Artsakh by telling these stories and promote peace through the art of filmmaking.

Gate to Heaven is an international war drama starring Richard Sammel, Tatiana Spivakova, Sos Janibekyan, Leo Pobedonoscevas and Naira Zakarian.

In the midst of our unprecedented times coupled with the brutal war in Artsakh (Nagorno Karabakh), Gate to Heaven, a film from Armenia/Artsakh, received a considerable amount of publicity, especially in Europe, Russia and the US. The riveting war drama takes place in Artsakh during the four-day war in 2016.

The film tells the story of Robert Sternvall, a German journalist haunted by his past who returns to Artsakh after a 22-year absence to cover the resurgence of war. In the course of his reporting, Robert meets Sophia Marti, a young opera singer and daughter of missing photojournalist Edgar Martirosyan, who Robert abandoned to be taken captive during the fall of the village of Talish in Nagorno-Karabakh in 1992. As their romance develops, Robert cannot escape from his guilty conscience and must face the truth of his past actions. Meanwhile, the editor-in-chief of the Berlin Post is preparing a grand exhibition to showcase  Robert’s talent and celebrate his accomplishments. Sophia is eager to attend the prestigious event, not knowing what awaits her.

Gate to Heaven has been selected at numerous international film festivals. In September, the film opened the Be Epic! London International Film Festival, where it won in the category of “Best Cinematography.” 

Gate to Heaven won “Best Production Design” and “Best Sound Mixer” at the third annual Anahit Film Awards held by Armenian National Film Academy. In October 2021, the film won four awards at the Ontario International Film Festival (ONIFF): “Best Sound,” “Best Music,” “Best Script for the International Feature” and “Best International Feature Film.” 

Gate to Heaven film composer Michele Josia of Italy was recognized at the Global Music Awards and was honored as a finalist for “Best Score of the Month” at the Tracks Music Award.

The film’s creative team partnered with MPM Premium International Sales of France in early  spring of 2020 to participate in the virtual screening of Cannes Marché du Film. MPM  Premium has received numerous leads across the globe, including the United States.  Shortly thereafter, Gate to Heaven was selected at Moscow International Film Festival, Non Competition Category. 

The film was removed from the festival shortly after the start of the Artsakh War, for which the creators of the film received contradictory explanations. They received an official letter from the festival director six hours after the start of the Artsakh War, stating that the film will be removed from the festival as a precautionary measure “to avoid clashes between Armenians and Azerbaijanis in Moscow.” Yet the team was also alerted that the screening was canceled “due to the political  pressures received by Azerbaijani government officials.”  

Within a few weeks of the Moscow International Film Festival, the Golden Apricot International Film Festival took place in Yerevan, Armenia. Gate to Heaven was screened during the “Dedication to Artsakh” program, the proceeds of which were donated to Artsakh. 

In December 2020, the Cinema for Peace Foundation in Berlin hosted a virtual screening of Gate to Heaven. Sammel joined producer Kestutis Drazdauskas from Lithuania and executive producer Adrineh Mirzayan from the US on a panel titled “Conference for Peace on Nagorno-Karabakh.” They addressed the response of the international community to the war and the role of civil society organizations, filmmakers, human rights experts and EU politicians in peacebuilding.

All proceeds from each screening will benefit Avetisyan’s next film project Revival.

Revival gained international interest by the selection committee of Berlinale Talents at the Berlin International Film Festival. Avetisyan was selected amongst 3,400 applicants to attend Berlinale Talents 2020. Within the talent program, Avetisyan became the subject of a  documentary by German international broadcaster Deutsche Welle, DW Documentary.

The project was also selected by Roy W. Dean Grant in the “Hot Films in the Making” category. From the Heart Productions hosted the film on their website for a year to help raise funds.

Avetisyan and his team are also in the development phase of the Black List, a feature film inspired by the life of Alexander Lapshin, a popular Russian-Israeli travel blogger who unwittingly found himself on Azerbaijan’s infamous black list.

Iran president talks to Pashinyan amid Armenia-Azerbaijan border clashes

TEHRAN – Iranian President Ayatollah Seyed Ebrahim Raisi had a telephone conversation on Tuesday with the Armenia Prime Minister, Nikol Pashinyan, amid reports of deadly clashes on the Armenia-Azerbaijan borders.

“The prime minister provided details about the provocative and aggressive actions carried out by the armed forces of Azerbaijan in the direction of the sovereign territory of Armenia,” the Public Radio of Armenia said of the call.

The Armenian prime minister’s office also issued a statement about the call. “Ebrahim Raisi noted that a new war in the South Caucasus region is unacceptable and Iran is carefully following the developments. The President of Iran emphasized that all conflicts in the region should be resolved peacefully and Iran's position regarding the territorial integrity of states is clear,” the statement said.

It added, “The President of Iran recalled the words of the Supreme Leader of the Islamic Revolution, Ayatollah Khamenei, according to which Iran's connection with Armenia should not be endangered, and the communication channels should be under the sovereignty of the states. Ebrahim Raisi stressed that his country is ready to support the establishment of peace in the region, adding that the issue of Armenia's security is important for Iran.”

Heavy border clashes broke out on Monday night between Armenia and the Republic of Azerbaijan, with each side accusing the other of starting the fighting.

Following the escalation of tensions, Pashinyan chaired a session of the Security Council with the participation of President of the Republic Vahagn Khachaturyan and the President of the National Assembly Alen Simonyan in addition to the Security Council members.

“Further steps aimed at counteracting the aggressive actions by Azerbaijan against the sovereign territory of Armenia that started at midnight were discussed at the meeting,” the Armenian prime minister said in a separate statement.

The statement added, “A decision was made to officially apply to the Russian Federation for the implementation of the provisions of the Treaty of Friendship, Cooperation and Mutual Assistance, to the Collective Security Treaty Organization and the UN Security Council regarding the aggression against the sovereign territory of the Republic of Armenia.”

On the other hand, the Republic of Azerbaijan accused Armenia of starting a “large-scale” attack against Azerbaijan.

“On , starting at late night, the units of the armed forces of Armenia held large-scale provocations in the directions of Dashkasan, Kalbajar and Lachin of Azerbaijan-Armenia state border,” the Azerbaijani foreign ministry said in a statement.

The statement added, “According to the information provided by the Ministry of Defense of the Republic of Azerbaijan, the sabotage groups of the armed forces of Armenia using the mountainous relief of the area and existing valley gaps carried out planting landmines on the areas between the positions of the units of Azerbaijan’s army and the supply roads in different directions. In addition, the Armenian armed forces fired intensively at the positions of the Azerbaijani Army in Dashkasan, Kalbajar and Lachin regions with different types of weapons, including mortars. As a result, there are casualties among the personnel of our armed forces, damage was inflicted to the military infrastructure.”

Iranian Foreign Ministry spokesman Nasser Kanaani has expressed concern about escalation of border tensions and clashes between the Republic Azerbaijan and Armenia, calling for restraint and resolution of disagreements between the two countries through peaceful means and based on international law.

The Foreign Ministry spokesman once again reiterated that the Islamic Republic considers any change to the borders between the Azerbaijan Republic and the Republic of Armenia as unacceptable.

Kanaani underlined that the Islamic Republic of Iran is closely watching the relevant developments, stressing the need for respect for the territorial integrity of both Azerbaijan and Armenia.

He expressed Iran’s readiness to provide any assistance needed to resolve the disagreements between its two neighbors.

During the 2020 Karabakh war, Iran presented a peace initiative to Yerevan and Baku. And Iranian diplomats traveled to both capitals in a bid to peacefully solve the conflict. Iran’s initiative centered around the need to protect the territorial integrity of the countries of the region. Iran has said that it does not accept any changes in international borders in the South Caucasus region. 

US Open: Injury forces Jack Draper to retire in set 3 against Karen Khachanov

YEREVAN, SEPTEMBER 3, ARMENPRESS. Jack Draper is out of the US Open after retiring at 3-6 6-4 5-6 against Karen Khachanov, Eurosport reports.

The in-form 20-year-old Brit was having a fine run having knocked out Emil Ruusuvuori and No. 6 seed Felix Auger-Aliassime in the opening two rounds.

However, despite taking the second set and going 4-2 up in the third set, a hamstring injury affected him badly. At 6-5 down, Draper decided to retire from the match.

Russian Karen Khachanov will play Pablo Carreno Busta in the fourth round.

Armenian activists demand not to transfer villages in Lachin Corridor to Azerbaijan

Today, a group of activists have held a rally in Yerevan demanding not to transfer three settlements in the Lachin Corridor to Azerbaijan. The transfer of land planned for August 25 can be cancelled if the Armenians manage to achieve “the consolidation of the nation” in this matter, the protesters believe.

The “Caucasian Knot” has reported that on August 20, Azerbaijani firefighters accompanied by Russian peacekeepers arrived in the town of Lachin (Armenian name is Berdzor, – note of the “Caucasian Knot”) after two residents of a village in the Lachin Corridor burned their houses before evacuation.

The territories in the Lachin Corridor will be handed over to Azerbaijan on August 25, the head of the Kashatag District of Nagorno-Karabakh reports. Local residents complain that they are given very little time to find new housing and evacuate.

After the 2020 war, more than 200 people lived in the community of Akhavno (Azerbaijani name is Zabukh, – note of the “Caucasian Knot”) and up to 200 people lived in Berdzor (Azerbaijani name is Lachin, – note of the “Caucasian Knot”). On August 5, residents of those communities were told that they were to leave their houses by August 25, as the Lachin Corridor would be handed over to Azerbaijan. Later, the end date for the evacuation was announced by the authorities as August 20.

The President of Azerbaijan has stated that people “illegally settled” in Lachin and the villages of Zabukh and Sous should leave, and Azerbaijani citizens who left those places in the 1990s will settle there. The President of Azerbaijan has also emphasized that the specific date of the evacuation of the residents of the mentioned communities is not important to him.

Turkey accuses Greece of pursuing Turkish F-16 fighter jets in the Aegean Sea

Greek F-16 fighters pursued two Turkish F-16s during a NATO NEXUS ACE training mission in the Aegean Sea. This was reported by the Turkish TV channel Haber Turk, citing a source in the Turkish Ministry of National Defense.

This is the second such incident in the Aegean. The Turkish side announced them to the central apparatus of the North Atlantic Alliance.

According to the channel, similar incidents took place on August 23 and 24.

In turn, the Greek Ministry of National Defense reported that on August 23, Turkish fighter jets committed 78 violations of Greek airspace, each time Greek military aircraft rose to intercept them.

President Khachaturyan addresses congratulatory message on 32nd anniversary of Declaration of Independence

The message reads:

“Dear compatriots,

Today we mark the day of the adoption of the Declaration of Independence of the Republic of Armenia.

On August 23, 1990, the Armenian Soviet Socialist Republic Supreme Council adopted the Declaration of Independence, “expressing the united will of the people of Armenia”, as stated in the very first line of the Declaration, and made the first step on the path to creating an independent statehood. The Declaration of Independence outlined the landmark goals of our statehood to have a sovereign state, ensure the country’s internal and external security, set democratic freedoms and guarantee the fulfillment of the inalienable rights of the citizens of Armenia to work, create and build their own prosperous future.

This content of the Declaration of Independence is always relevant because it expresses our collective goals and dreams as a statement and a society.

And today, like three decades before, we must be ready to resist and overcome all the trials facing our homeland with joint efforts, having the Declaration of Independence and the idea of Independence as a guideline and belief.

I congratulate all of us on this important symbolic day”.

Artsakh Security Council Secretary visits Berdzor to inspect construction of new route

YEREVAN, AUGUST 10, ARMENPRESS. The Secretary of the Security Council of Artsakh Vitaly Balasanyan visited Berdzor together with representatives of the Russian peacekeeping contingent and the Azerbaijani military, his office confirmed to ARMENPRESS when asked to comment on reports about the trip.

Asked to explain the reason of the visit, Balasanyan’s office said: “The visit of the Secretary of the Security Council to Berdzor was conducted to get acquainted with the course of construction of the new route linking Artsakh with Armenia envisaged under the November 9, 2020 trilateral statement, and the visit took place jointly with the Russian peacekeeping contingent deployed in the Republic of Artsakh, as well as representatives of the Azerbaijani side.”

Balasanyan’s office said he did not visit Aghavno or Nerkin Sus.
