Armenian expert: Baku dictator almost openly joined anti-Russian camp

Azerbaijani President Ilham Aliyev has almost openly joined the anti-Russian camp, according to Armenian expert on Iran Vardan Voskanyan, who heads the Chair of Iranian Studies of the Faculty of Oriental Studies at the Yerevan State University.

His comments came after a phone call between Aliyev and U.S. Secretary of State Antony Blinken, where the latter thanked the Azeri leader for the support provided to Ukraine.

"The ink is still wet on the declaration on Russia-Azerbaijan "alliance", but the Baku dictator, who recently praised Russia in Moscow, has almost openly joined the camp of anti-Russian actions,” he wrote on Telegram.

“The U.S. secretary of state hinted to it in a post on Twitter, noting that he thanked the Baku dictator for his assistance to Ukraine.

“I think it’s obvious what kind of "assistance" it is about, taking into account Russian and Syrian media reports as well.

“Baku's dictatorial regime, under the guise of humanitarian aid, sent Middle Eastern terrorists and mercenaries to Ukraine to fight against Russian troops and volunteers in Donbass,” Voskanyan said.

YEREVAN, 18 MARCH, ARMENPRESS. Moscow and Kyiv are halfway to demilitarizing Ukraine as part of the ongoing negotiation process, ARMENPRESS reports, citing TASS agency, the head of the Russian delegation, assistant to the Russian President Vladimir Medinsky said.

According to Medinsky, the negotiating position of the parties on such issues as the demilitarization of Ukraine can be assessed differently. "As for demilitarization, I would say 50/50. The fact is that I am not authorized to publish the details of the negotiations, I will not do it, neither concrete numbers, nor arguments of the negotiating parties, but in this regard we are somewhere in the middle of the road," he told reporters.

YEREVAN, MARCH 17, ARMENPRESS. The Committee of Ministers of the Council of Europe has decided to suspend relations with Belarus due to the situation in Ukraine, ARMENPRESS reports the Permanent Representation of Iceland to the Council of Europe informed.

"The Committee of Ministers of the Council of Europe has today decided to suspend all relations with Belarus due to the country’s active participation in the Russian aggression against Ukraine," says the statement of the Permanent Representation of Iceland to the Council of Europe.

At the same time, the Committee decided to maintain and strengthen relations with the Belarusian civil society and the opposition outside the country.

Later, the Belarusian Foreign Ministry announced that the decision of the Council of Europe suspends constructive cooperation with the Republic of Belarus in a number of areas, including the issue of the death penalty.

Newspaper: Artsakh’s Khramort village men are brought to combat-readiness

YEREVAN. – Hraparak daily of Armenia writes: By the decision of the administration of the administrative region, the women and children of the border village of Khramort in Artsakh [(Nagorno-Karabakh)] did not return to the village yesterday either, as safety is not ensured [yet].

We learned from Artsakh sources that the men of the village, together with the [Artsakh] Defense Army and Russian peacekeepers, have been brought to combat-readiness, positioned in the area of the village—ready to resist possible provocations by the Azerbaijanis.

Also, group of Artsakh MPs visited Khramort in the afternoon to express support to the people of Khramort. One of them conveyed to us that the mood of the men of Khramort was more combative yesterday than in the previous days. "The presence of women, children was constraining for some actions," he said.

Let us recall that due to the provocations being carried out by the Azerbaijani armed forces in recent days, the women and children of the village have temporarily been transferred from Khramort community of Askeran region to other settlements. As of yesterday, it was not clear when they would return to the village. The thing is that the positional advantage of the Azerbaijanis has put the people of Khramort under the direct fire of the adversary; and being on the hill, the Azerbaijanis are shooting at the village as a target.

Azerbaijan protests European Parliament resolution on destruction of Armenian cultural heritage in occupied territories

After long deliberations in Azerbaijan, the latter has decided to protest the European Parliament resolution on the destruction of Armenian cultural heritage in the Azerbaijani-occupied territories.

The Azerbaijan State Committee for Work with Religious Associations has adopted a statement which was sent to the European Parliament, APA news agency reported.

The statement strongly condemns the "biased" resolution which "openly supports aggressive separatism, including attempting to give legal significance to the Armenianization of Azerbaijani historical, religious, and cultural heritage."

The statement alleges that the aforesaid resolution was prepared "under the influence of Armenian lobby groups, does not reflect the real situation, contains false claims of Armenians amid the Azerbaijani side’s real historical and religious treatment—including of tombstones."

"The State Committee has once again strongly condemned the European Parliament's attempts to disseminate biased information based on Armenian sources, and called for the adoption of objective resolutions in the future," APA added.

To remind, however, that despite these allegations, Azerbaijan obstructs the visits of international organizations—including of UNESCO—to the Azerbaijani-occupied territories, as well as destroys and "Aghvanizes" the monuments of Armenian cultural heritage in those territories.

Issues relating to the Armenia-EU partnership, as well as ensuring regional stability were discussed during the meeting.

The sides also touched upon the Azerbaijani side’s attempts of making provocations and pressures against the civilian population of Artsakh, as well as the facts of creating artificial problems for the restoration of vital infrastructures.

The sides exchanged views about the normalization of the relations between Armenia and Turkey.

Azerbaijan to build road to Nakhichevan

Azerbaijan has agreed with Iran on the construction of a transport corridor to its exclave – Nakhichevan, bypassing Armenia. Railway and motor roads in this corridor will pass only 5 kilometers from the border of Armenia.

An official delegation from Iran headed by the Minister of Roads and Urban Development paid a visit to Azerbaijan. During the visit, a memorandum was signed between the two countries on the construction of a transport corridor between the main part of Azerbaijan and its exclave, the Nakhichevan Autonomous Republic, through the territory of the Islamic Republic.

The transport corridor, which will consist of railways, roads and power lines, will run just 5 kilometers from the southern border of Armenia.

On January 11, 2021, at a meeting of the leaders of Russia, Azerbaijan and Armenia in Moscow, a tripartite statement was adopted, providing for the opening of all communications between Azerbaijan and Armenia.

One of the main points in this project was the Zangezur corridor, which was supposed to connect the main part of Azerbaijan with Nakhichevan, and also serve as a transport line for rail and road communication between Armenia and Russia.

The Zangezur corridor was also considered as one of the ways of direct communication between Turkey and the countries of the region. Iran has also expressed interest in this project.

More than once, Azerbaijani officials, including President Ilham Aliyev, have drawn parallels between the Zangezur and Lachin corridors.

According to the Azerbaijani side, if the Lachin corridor connects Armenia with the part of Karabakh where Russian peacekeepers are temporarily stationed, then the main part of Azerbaijan with Nakhichevan should be connected by the Zangezur corridor with a similar status.


“If there is no Zangezur corridor, then there will be no Lachin corridor”, the Azerbaijani side claims.


The Armenian side does not agree with this approach, and flatly refuses the term “corridor”, preferring to call it “road”. Armenia also insists on its sovereignty over the Zangezur corridor, and puts forward the conditions for customs and border control on this road by Armenia itself.

In recent days, the situation around the part of Karabakh, where the Russian peacekeeping contingent is temporarily stationed, has become tense.

According to the Armenian side, for the fifth day in Khankendi (Armenians call this city Stepanakert – JAMnews) there is no natural gas. According to local sources, there was a rupture in the gas pipeline supplying fuel from Armenia. The rupture site is located in the territory controlled by the Azerbaijani armed forces, and so far it has not been possible to obtain permission to repair the gas pipeline. There are also reports of power outages in Khankendi and adjacent settlements.

At the same time, the ceasefire regime has been violated in this region dozens of times every day in recent days. The parties blame each other for this.

The Armenian side also reports on the calls of the Azerbaijani side to the local population to leave these settlements.

The Azerbaijani media recently published information about the withdrawal of part of the Russian peacekeeping forces from Karabakh.

Azerbaijani experts call the actions of the Azerbaijani Armed Forces in Karabakh “elements of a hybrid war.”

According to the head of the Azerbaijani analytical center Atlas, Elkhan Shahinoglu, the signing of a memorandum with Iran on the creation of new communication routes between the main part of Azerbaijan and Nakhichevan is an “interesting move”.

“This is the message of official Baku to Armenia and Russia that Azerbaijan will use an alternative option due to the delay in the decision on the Zangezur corridor.


This option is also useful for Iran, which will increase its participation in the region and receive additional profit.


The benefit for Azerbaijan is that Armenia again remains out of the game, economic ties with its southern neighbor are strengthening.

But this alternative option has its own issues that raise questions. Today, dialogue and cooperation prevail between Tehran and Baku, and what if there will be tension, as it was quite recently?

If some centers in Iran do not interfere in the internal affairs and decisions of Azerbaijan, then there will be no problems and the use of communications will benefit both sides”, Shahinoglu .

“The memorandum on the creation of new communication lines between Eastern Zangezur and Nakhichevan through the territory of Iran is a new regional economic direction in the post-conflict period”, political observer Agshin Karimov believes.

Now the most urgent question is whether the Zangezur corridor through Armenia losing its relevance? I will say this, it entirely depends on the position of Armenia.

So far, Azerbaijan’s position is such that a parallel structure is being created through the territory of Iran. But this does not exclude the construction of another corridor through Armenia. An extensive system of paths is being created.

But of course, with this project, Azerbaijan receives a new instrument of pressure on Armenia. In the future, the manipulative capabilities of Armenia are not only decreasing, they are disappearing.

The logic of Azerbaijan can be expressed in four points:

  • The new road does not negate the relevance of the Zangezur corridor;
  • If the Zangezur corridor loses relevance, there will be an alternative road;
  • If the road through Iran operates without alternative, the principle of Azerbaijan “Without the Zangezur corridor, there is no Lachin corridor” will come into force;
  • Thus, the Lachin corridor will lose its status, and Armenia will lose its connection with Karabakh.

And what if Armenia agrees to the construction of the Zangezur corridor on Azerbaijan’s terms? In this case, the road through Iran will be connected to this corridor and another transport branch will appear.


In any scenario, Azerbaijan has practically proved that Armenia, in case of disagreement with the new realities, will remain outside of regional projects.


In this regard, it is noteworthy that the new road to Nakhichevan lies only 5 kilometers from the southern border of Armenia.

This project was prepared in cooperation with Turkey, and creates a new economic hub of Azerbaijan-Turkey-Iran cooperation.

Apparently, Russia also agrees with the new economic configuration in the region. The reason for this can be called the Kremlin’s disagreement with the “balancing policy” of Yerevan, and Moscow supports projects that deprive Armenia of room for maneuver. Because Russia has completely different plans for Armenia.

And what forced Iran to increase the level of cooperation with Azerbaijan and move away from Armenia? I think it has to do with security issues. Tehran’s strategists understand that in the boiling world geopolitical situation there are threats to the Islamic Republic as well.

And in such a situation, Tehran prefers to position itself next to Baku and Ankara”, Kerimov .

Karabakh denies Russia withdrawing part of peacekeeping forces

PanARMENIAN.Net - The Security Council of Artsakh (Nagorno-Karabakh) has denied reports coming from Azerbaijan and alleging that the Russian peacekeeping contingent is withdrawing part of its forces from Karabakh and relocating them to Ukraine.

The peacekeeping contingent of the Russian Federation stationed in Artsakh continues to carry out its mission, in accordance with the provisions of the trilateral statement of November 9, 2020, the Security Council said in a statement on Thursday, March 10.

"The aggressive behavior of the Azerbaijani Armed Forces on the Artsakh-Azerbaijani line of contact in recent days has been manifested by shelling of the positions of the Artsakh Defense Army located near various settlements," the statement read.

The use of mortars has already been added to such armed provocations. We emphasize that the target of hostile actions is the civilian population, which is done in order to cause panic,” the message says.

The statement came amid Azerbaijan's ceasefire violations in Nagorno-Karabakh, which left one civilian injured on Thursday. According to Armenian Human Rights Defender Kristinne Grigoryan, Baku has also accumulated tanks near the village of Khramort, after intimidating the residents for weeks on end.

Artsakh NSS checks possibility of Azerbaijani sabotage

The Nagorno-Karabakh National Security Service is investigating the reasons for the suspension of gas supplies from Armenia to Karabakh in the region of Shushi, NSS press service informed NEWS.am.

“On the night of Tuesday at around 1 am, a breakdown in a gas pipeline near Shushi completely cut off the gas supply from Armenia to Karabakh. The Azerbaijani side is hindering the implementation of repair works carried out at the site of the accident by the specialists of Artsakhgaz CJSC. The NSS is also taking measures to clarify the reasons for the interruption of gas supply, including the identification of possible sabotage or harmful activities, as well as criminal acts undertaken by the Azerbaijani Armed Forces.

At the moment, NSS officers are taking measures to arrive at the scene of the incident and investigate it in accordance with the procedure established by criminal procedural legislation. After that, additional information will be provided. Including the real causes of the failure," the press service noted.
