MOSCOW, May 28. /TASS/. Russian peacekeepers have not registered any ceasefire breaches or provocations against Russian military personnel in Nagorno-Karabakh, Spokesman for Russia’s Peacekeeping Contingent in the Region Colonel Dmitry Perepelkin said, on Friday.

Russian army engineer groups continue clearing the terrain and facilities in the region of mines, he said.

"As of today, 1,844 buildings and over 657 km of roads have been surveyed, and 2,121 hectares of territory have been cleared, and 25,613 dangerous explosive devices have been found and eliminated," he specified.

“Russian Defense Minister, Army General Sergei Shoigu held a phone talk with Armenian Defense Minister Vagharshak Harutyunyan on Tuesday evening. During the talk the situation in the region and the areas where Russia’s peacekeeping force in Nagorno Karabakh is accomplishing its mission were discussed. Other issues of bilateral interest were also discussed”, the Russian defense ministry’s statement reads.

Armenia’s opposition party calls for sending Russia’s military contingent to Syunik

YEREVAN, May 23. /TASS/. Armenia should boost its military cooperation with Russia and ask Moscow to deploy its military contingent to the Syunik Province bordering on Azerbaijan, MP Gevorg Gorgisyan told a session of the opposition’s Bright Armenia party on Sunday.

"We should keep deepening [cooperation] in the security field with Russia and also make every effort to create Russia’s military contingent in Syunik to counter Azerbaijani-Turkish aggression," Gorgisyan said.

Bright Armenia led by Edmon Marukyan has the third largest faction in the parliament (18 seats). The party decided to take part in the early parliamentary polls due on June 20 without establishing a bloc with other political forces.

On May 12, the Armenian Defense Ministry reported that Azerbaijan's forces tried to carry out "a certain effort" in one of Syunik’s border regions in order to "adjust the border". As the ministry stated, after the measures taken by the Armenian forces, the Azerbaijani servicemen halted these works. In the evening of the same day, Acting Armenian Prime Minister Nikol Pashinyan held a meeting of the republic's Security Council, during which he slammed these events as an encroachment on Armenia’s territory. According to Pashinyan, the Azerbaijani forces crossed the country’s border, going 3.5 km deep.

Amid a political crisis that broke out in Armenia in November 2020, Prime Minister Nikol Pashinyan and leaders of the parliamentary parties agreed to hold snap elections. Pashinyan will continue fulfilling his duties as acting prime minister, as will his government. The leader of the My Step ruling bloc, Lilit Makunts, said that Pashinyan’s Civil Contract party would take part in the elections independently and would not join any blocs.

Asbarez Mourns Henry ‘Hank’ Khachaturian



Benefactor Henry “Hank” Khachaturian

The management, editorial board and the staff of Asbarez were deeply saddened to hear about the passing of community benefactor and long-time Asbarez supporter Henry Khachaturian—known to many as Hank Torian—who died on May 11 in San Francisco. He was 90.

Funeral services for Khachaturian will be held at noon on Saturday, May 22, at the St. Gregory the Illuminator Armenian Apostolic Church. A private internment service will follow.

With his family hailing from Van, Khachaturian was born in Rostov, Russia in 1931. He came to the United States after living in Tehran and settled in Hillsborough, Calif. There, he and his wife, Rita, raised their family.

Khachaturian was a titan of business and believed in the American dream. He started out as a used car salesman and very quickly advanced in the business by buying the dealership where he was employed. Soon after he acquired several more dealerships and by 1997 was the largest privately held chain of auto dealerships in the San Francisco Bay Area. That same year, Automotive News ranked him as one the top 20 car dealers in the United States. Having established great success by 1999, he sold off a bulk of his holdings and kept a few of his dealerships, continuing to be active up until his death.

Khachaturian was a generous philanthropist. In 1998, he and his wife formed the Khachaturian Foundation in memory of their sons, Gerald and Mark. Every year, Khachaturian hosted the Gerald and Mark Golf Classic to benefit the foundation, which supported charitable causes. Among the organizations that the Khachaturian Foundations supported were the Armenian Cultural Foundation, the ARF Western U.S. Central Committee,  Asbarez, the American University of Armenia, the Western Prelacy and San Francisco’s St. Gregory the Illuminator Church. He was the lead benefactor to the Khachaturian Armenian Community Center.

His Holiness Aram I Catholicos of the Great House of Cilicia bestowed the “Prince of Cilicia” medal to Khachaturian in recognition of his philanthropy and generosity in the Armenian community.

Through his car dealership, Khachaturian sponsored the Armenian Radio Hour in San Francisco, ensuring that the community was informed and entertained through the program.

He is survived by his daughters, Daphne and Natasha; his sons-in-law, Bruce and Ahmed; and four grandchildren, Samantha, Charlie, Henry and Jasmin.

The management, editorial board and staff of Asbarez mourns Khachaturian’s passing and offers its condolences to his family, relatives, friends and the community.

The Armenian Cultural Foundation Board of Directors is saddened to hear about Hank Torian’s passing and offers its condolences to his family, relatives and friends.

Western Prelate Bishop Torkom Donoyan, the Prelacy Religious and Executive Councils, upon hearing the sad news of the passing of Henry “Hank” Khachaturian, express their deepest condolences to his daughters Daphne and Natasha, his grandchildren and extended family.

Henry was awarded the “Prince of Cilicia” medal by His Holiness Aram I, Catholicos of the Great House of Cilicia. He was a long time benefactor of the Prelacy, the St. Gregory Church of San Francisco, the community at large and the main donor of Khatchaturian Armenian Center.

May the Lord grant peace and solace to his family and may his memory remain ever-blessed.

We call on all political parties of Armenia to set aside their differences for a while at this crucial moment for Armenia, gather around a round table and prepare a roadmap to solve the country’s security issues, viewing this as the supreme goal for everyone. This is stated in the statement issued by President of the Union of Armenians of Russia Ara Abrahamyan. The statement also reads as follows:

“During the election campaign, the most important issue of Armenians isn’t in our focus, and that is security.

The security issues facing the country must be primary for all political parties with potential.

Today, more than ever, the Republic of Armenia is in need of consolidation.

Taking into consideration the alarms sounded by international organizations and diplomatic missions about security on the borders of the Republic of Armenia, as well as the lack of exhaustive information from the responsible authorities of Armenia, we call on the authorities of Armenia to fulfill the duty of the state to ensure security of all citizens of Armenia and provide the public with full and comprehensive information about the borders of the Republic of Armenia and security.

CivilNet: EU Increases Humanitarian Aid To Nagorno-Karabakh By €10 Million

The European Union will provide an additional €10 million in humanitarian aid to those affected by the Second Karabakh War, bringing their total aid since the end of the war to over €17 million. 

This latest increase will be used to provide  food, hygiene, medical and other household items to those affected.

Funding will furthermore be used to ensure demining of explosives in populated areas and provide mine risk education to the local population. 

“As pledged at the end of last year, we are today delivering additional assistance to the people most affected by the conflict. Our support will not stop there: the EU continues to work towards a more comprehensive conflict transformation and long-term socio-economic recovery and resilience of the region,” said Olivér Várhelyi, Commissioner for Neighbourhood and Enlargement.

During the war, the EU allocated €900,000 to Nagorno-Karabakh, primarily to support the mission of the International Committee of the Red Cross. 

Following the November 9 ceasefire agreement between Armenia and Azerbaijan, the funding was increased by another €3 million.

Palestine values Turkey’s stance, doesn’t want comparisons to Karabakh, ambassador says

MOSCOW, May 15. /TASS/. Palestine appreciates the support provided by Turkey yet wouldn’t want to compare the current aggravation to the situation in Nagorno-Karabakh, Palestinian Ambassador to Russia Abdel Hafiz Nofal told TASS on Saturday.

"We wouldn’t want to compare the situation to what was happening in Nagorno-Karabakh. We have wonderful relations with Armenia and Azerbaijan as well as good relations with Turkey. We are grateful and highly appreciate Turkey’s position on the Palestinian issue," he said.

"We hold the statements by Turkish President Recep Tayyip Erdogan on Jerusalem, the Palestinian issue and support for Palestine in high esteem. The comparison used by the president Erdogan was just a figure of speech," the diplomat added.

Earlier, the Turkish leader stated that Ankara supports the Palestinians in the same spirit it had earlier supported Azerbaijan in Nagorno-Karabakh.

CivilNet: Tensions Escalate in Syunik as Armenia Tries to Pressure Azerbaijan to Retreat

Armenia’s government has confirmed that Azerbaijani forces have encroached into Armenian territory by about 3.5 kilometers in the southern region of Syunik. As of yet, Azerbaijani forces have not retreated from their positions, negotiations are underway. 

On the early morning of May 12, Azerbaijani Armed Forces crossed the Armenia-Azerbaijan border located on Syunik’s Sev Lake, and moved their positions 3.5 kilometers inside Armenia. Villagers in nearby Verishen reported the Azerbaijani incursion to CivilNet in the morning. In a late-night meeting with the Security Council, Armenian Prime Minister Nikol Pashinyan confirmed the Azerbaijani advance. 

In a government session today, Pashinyan said։ “I want to say that we must take this situation very seriously, because we are dealing with a crisis that may have several scenarios for further development. Our task is that the sovereign territory of Armenia must remain inviolable. And our task is that the Azerbaijani armed forces must withdraw to their starting positions, that is, the positions from which they started advancing, the positions where they were as of May 10.”

Pashinyan held another Security Council meeting on the same day. Few hours later he announced that Armenia has officially appealed to the Collective Security Treaty Organization (CSTO). Armenia is a member of the Eurasian military alliance together with Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan.

Since the end of the Second Karabakh War, Syunik has had new borders drawn with Azerbaijan in its eastern part. Following the fall of the Soviet Union, there was no border between Armenia-Azerbaijan as the territories adjacent to Syunik were controlled by Armenians in Karabakh

Ararat Ordyan, head of the nearby Verishen village, told Civilnet that community leaders have been negotiating with the Azerbaijani side since the takeover of the lake. Those talks are continuing through May 13 with the presence of Russian military personnel. At the moment, no agreement has been reached, local residents tell CivilNet report Gevorg Tosunyan.

Lake Sev, which is the area in question, is 30% in Azerbaijan while the remaining 70% is on the Armenian side of the state border. According to locals, no Armenian forces were stationed at the lake at the time of the incursion and no clashes occurred.

CivilNet tried to go near the lake, but was stopped by Armenian military police on duty. 

“These actions are intolerable because they are an encroachment on the sovereign territory of the Republic of Armenia,” stated acting Prime Minister Nikol Pashinyan.

Stanislav Zas, the CSTO Secretary General, discussed the current situation by phone with Acting Defense Minister of the Republic of Armenia Vagharshak Harutyunyan and Acting Foreign Minister of Armenia Ara Ayvazyan.

“The CSTO is closely monitoring the development of the situation in the border areas of the Syunik region of Armenia. As the situation develops, if necessary, actions will be taken in accordance with the provisions of the Collective Security Treaty and the CSTO Charter,” the statement read.

Russia records another 8,329 new daily coronavirus cases

According to data from the crisis center, the coronavirus growth rate stands at 0.17%.

The number of coronavirus recoveries in Russia rose by 8,255 to 4,488,615 in the past day.

According to data from the crisis center, 92.1% of coronavirus patients have recovered in Russia.

Russia recorded 370 coronavirus deaths in the past 24 hours, down from 376 the day before. The total death toll has reached 112,992.

Asbarez: Rep. Chris Smith Calls for $50 Million in Direct U.S. Humanitarian Aid to Artsakh

Rep. Chris Smith (R-NJ) is calling for $50 million in direct aid to Artsakh to help rebuild following the Turkey/Azerbaijan attacks.

WASHINGTON—Congressman Chris Smith (R-NJ) – the most senior member on the U.S. House Foreign Affairs Committee – has called on House appropriators to allocate at least $50 million for food security, housing, medical aid, infrastructure, and other pressing needs in Artsakh – citing the vast death and destruction caused by Azerbaijan’s Turkey-backed attack last year, reported the Armenian National Committee of America.

In a letter addressed to the leaders of the House Appropriations subcommittee that writes the foreign aid bill, Rep. Smith noted that, “In September 2020, Azeri forces, supported by Turkey, embarked on a devastating war of conquest in the disputed Nagorno-Karabakh region that caused thousands of casualties, rendered thousands more homeless, and destroyed vital infrastructure,” underscoring the need for “not less than $50 million shall be made available for humanitarian assistance in Artsakh to support food security, housing, medical assistance, and vital infrastructure.”

Congressman Smith also forcefully condemned “credible reports that the Republic of Turkey funded mercenaries recruited from the Syrian National Army to fight with the Azeri army that invaded Artsakh,” calling on his Congressional colleagues to appropriate “not less than $500,000 shall be made available to the Secretary of State for a report that the Secretary of State shall submit to the appropriate Congressional Committees, on the role of Turkey in the recent attack on Artsakh.”

In his letter, Rep. Smith called for the strengthening of Section 907 of the FREEDOM Support, a statutory restriction on U.S. aid to Azerbaijan, and for suspending all “U.S. military aid, including under Section 333 Building Partner Capacity Program, to Azerbaijan until its government ceases its attacks against Armenia and Nagorno-Karabakh, and agrees to an equitable resolution of the conflict.”

“Six months after the end of Azerbaijan’s attack – our U.S. government – under both Presidents Trump and Biden – has failed to provide meaningful assistance to meet desperate humanitarian needs in Artsakh,” said ANCA Executive Director Aram Hamparian. “We welcome Congressman Smith’s principled call for $50 million in direct aid to Artsakh and thank all the voices in Congress – House and Senate, Democratic and Republican – who are pressing aggressively for a robust U.S. assistance package for the Armenian population of Artsakh.”

Dear Chairwoman Lee and Ranking Member Rogers:

I am grateful for your leadership of the Appropriations Subcommittee on State, Foreign Operations, and Related Programs, and for your support of the Republic of Armenia and the Republic of Artsakh (Nagorno Karabakh).

As you know, I have long been an advocate for Armenia. Over two decades ago, I chaired the first-ever House hearing on H. Res. 398, the Armenian Genocide Resolution. In 2019, after many years, we passed H. Res 296, a subsequent version of the resolution that I co­sponsored.

As you prepare the Fiscal Year 2022 (FY22) State, Foreign Operations, and Related Programs Appropriations bill, we ask you to include the below provisions, which are vital to our continued support for Artsakh’s humanitarian needs, including reducing the threat of landmines, helping the survivors of physical and cognitive injuries from landmines, cleaning up unexploded ordnance (UXOs) left over from the recent war, and assisting Armenia’s efforts to strengthen democratic institutions, rule of law capacity and other institution building. It will also allow us to learn more about Turkey’s role in funding Syrian mercenaries in the war in Artsakh, while suspending military support for the Republic of Azerbaijan until it begins playing a helpful role implementing the November 2020 ceasefire.

Accordingly, we ask that you include the following priorities in the FY22 State, Foreign Operations, and Related Programs Appropriations bill:

Humanitarian Assistance to Artsakh
In September 2020, Azeri forces, supported by Turkey, embarked on a devastating war of conquest in the disputed Nagorno-Karabakh region that caused thousands of casualties, rendered thousands more homeless, and destroyed vital infrastructure. Though the parties agreed to a ceasefire in November 2020, many inhabitants of Artsakh are badly in need of humanitarian assistance for food, housing, medical assistance, and other needs. To address these critical humanitarian needs, I ask that you include the following language:

Of the funds appropriated by this Act, not less than $50 million shall be made available for humanitarian assistance in Artsakh to support food security, housing, medical assistance, and vital infrastructure.

Nagorno Karabakh: Landmines and Landmine Survivors, and clean up UXOs
We need to continue our commitment to landmine, and now UXO, removals a result of the recent war. In addition, we need to renew our support for the rehabilitation of survivors of landmine injuries in Nagorno Karabakh. Like other House colleagues, I am troubled by the recent announcement that the US will end this much-needed assistance. US assistance has already saved lives and facilitated the return of many former minefields to productive use. Accordingly, I request that you maintain our funding for this vital program at $1.5 million.

In addition, I ask that you include the following language:

We further request that the committee provide robust funding for Nagorno Karabakh-based regional rehabilitation services for survivors of landmine injuries and individuals with physical and cognitive disabilities.

Armenian Democracy and Economic Independence
Armenia needs our support to build its fragile rule of law institutions to consolidate the gains following the 2018 “Velvet Revolution.” Accordingly, I ask that you include the following language:

Of the funds appropriated by this Act, not less than $100 million shall be made available for economic, governance, rule of law, and security assistance to Armenia. An increase in funding specifically to the Department of State’s Office of the Coordinator of U.S. Assistance to Europe and Eurasia and the U.S. Agency for International Development’s Bureau for Europe and Eurasia should also be made available for these purposes.

Role of the Republic of Turkey in Fomenting the Conflict in the Republic of Artsakh
There are credible reports that the Republic of Turkey funded mercenaries recruited from the Syrian National Army to fight with the Azeri army that invaded Artsakh. UN experts expressed alarm at the devastating consequences for the civilian population, with little prospects of accountability. Accordingly, I ask that you include the following language:

Of the funds appropriated by this Act, not less than $500,000 shall be made available to the Secretary of State for a report that the Secretary of State shall submit to the appropriate congressional committees, on the role of Turkey in the recent attack on Artsakh.

Suspend Military Assistance to Azerbaijan
Azerbaijan, along with Turkey, continues to frustrate the prospects for peace in Artsakh, and refuses to repatriate approximately 200 prisoners of war from the conflict. Accordingly, I -similar to other colleagues in the House – ask that you include the following language:
Suspend U.S. military aid, including under Section 333 Building Partner Capacity Program, to Azerbaijan until its government ceases its attacks against Armenia and Nagorno-Karabakh, and agrees to an equitable resolution of the conflict.

Add the following certification requirement to the President’s waiver authority under Section 907 of the FREEDOM Support Act:” No funds appropriated or otherwise made available under this Act may be provided to the Government of Azerbaijan until the President determines, and so reports to the Congress, that the Government of Azerbaijan is taking demonstrable steps to cease all blockades and other offensive uses of force against Armenia and Nagorno-Karabakh.”

Again, thank you for your leadership on the Subcommittee. The provisions highlighted in this letter will help contribute to democratic values in the South Caucasus region and further strengthen the U.S.-Armenia strategic partnership. We appreciate your full and fair consideration of these requests.
