Azerbaijan breaches Artsakh ceasefire 250 times with 1900 shots in one week

STEPANAKERT, MARCH 21, ARMENPRESS. Azerbaijani Armed Forces violated the ceasefire regime more than 250 times in one week (March 15-21) and fired around 1900 shots from various caliber small arms at military positions of Artsakh, the Defense Ministry of Artsakh said in a news release.

The Defense Ministry added that the Artsakh military “maintain full control” in the frontline and “continue confidently fulfilling their combat mission”.  It did not report losses.

Armenia appoints new Ambassador to Brazil

YEREVAN, MARCH 13, ARMENPRESS. President of Armenia Armen Sarkissian signed a decree on relieving Ashot Galoyan from the position of Armenia’s Ambassador to Brazil and Columbia, the Presidential Office told Armenpress.

According to the President’s another decree, Arman Hakobyan was appointed Ambassador to Brazil and Columbia (residence in Brasilia).

The President signed the respective decrees based on the prime minister’s proposal.

Study: Small and medium-sized businesses in Armenia are mainly trade outlets and beauty salons

Most small and medium-sized businesses are in the trade and services sector. This is what Director for Development at Ameria Bank Tigran Jrbashyan declared today as he presented the study entitled “Current State of Small and Medium-Sized Businesses and Prospects for Development”.

According to him, this image makes Armenia stand out from CIS countries and countries of Eastern Europe with which Armenia was compared during the implementation of the study. “When we talk about the policy on small and medium-sized businesses and the strategy on development of small and medium-sized businesses, we need to take into consideration the fact that we are mainly dealing with small trade outlets and beauty salons, not small enterprises,” Jrbashyan stated.

Based on the study, the turnover of small and medium-sized businesses comprises nearly AMD 3.5 trillion and is mainly concentrated in Yerevan. Jrbashyan also cited data from another study according to which Armenia is among the four countries where businessmen “don’t set the goal to change the world”, but have the goal to ensure financial profit.

Chair of the Standing Committee on Economic Affairs of the National Assembly of Armenia Babken Tunyan, who was attending the discussion, said he wasn’t surprised by the situation and stated that most enterprises in Armenia are in the trade sector since businessmen are trying to make a living and it would be illogical to set a goal to change the world. Tunyan said citizens of Armenia have failed to achieve success in their country for many years and said he was certain that approaches will change in the country over time.

However, Jrbashyan didn’t link the results of the study to social issues and drew the attendees’ attention to the fact that Armenia is joined with Italy where there are no such problems.

Playrix enters Armenian game development market

Global game development leader Playrix has acquired a new studio in Yerevan. The branch is called Playrix Armenia.

The company has said that the Armenian team of the local mobile game company Plexonic has become Playrix Armenia, which will join the Playrix Group of companies, and Plexonic’s founder and CEO Gevorg Sargsyan will lead the new studio.

The Armenian team has already started developing a new casual mobile game.

“Being one of the largest mobile game developers in Armenia, we are very excited to open new perspectives for the local game development industry, this time via Playrix’s enormous scale and capacity,"” said Gevorg Sargsyan,

“Together with the talented Plexonic team, we will broaden our recruitment efforts, attract the best talent on the market, and create mobile games of the highest quality that we’re very excited about. Playrix Armenia is already on its way to becoming the largest gaming company in the region,” said Dmitri Bukhman, co-founder of Playrix.

Plexonic was founded in 2008 as the first Armenia-based game development studio and developed more than 60 casual titles since then, such as Panda Jam, Pet Savers and Stretch.

Founded by Igor and Dmitri Bukhman in 2004 in Russia, Dublin-based Playrix is one of the world’s top 5 mobile game publishers. The company has studios in over 10 cities, which employ 1000 people in total. In 2018, Playrix was recognized as one of 10 highest-earning mobile game publishers in the world.

Councilmember Jess Talamantes with ANCA Burbank chapter’s Executive Board members

BURBANK—The Armenian National Committee of America – Burbank chapter’s Executive Board met with Burbank City Councilmember Jess Talamantes on February 28.

Councilmember Talamantes discussed with the Board the ongoing issues that the Burbank City Council is working on such as the development of affordable housing, the ongoing Interstate 5 roadwork, and the upcoming Census 2020.

With the coronavirus issue on everyone’s mind, the ANCA Board provided the Burbank Youth Center facilities as a space for an educational town hall meeting to be held by the city regarding this issue.

Talamantes toured the center and observed the athletic activities while the ANCA Board shared with the Councilmember the variety of after school activities, as well as athletic and scouting programs, available through the Homenetmen Sipan Chapter. The Board also shared its commitment to find ways, with the city’s help, to expand the services the organization provides for the community.

It is worth noting that the City Council will present the Armenian Genocide Recognition Proclamation on April 21.

ANCA-WR Endorsed Christy Smith Wins District Primary Against ‘Young Turk’ Cenk Uygur

GLENDALE—The Armenian National Committee of America – Western Region endorsed Assemblymember Christy Smith has won her primary bid in the state’s 25th Congressional District, which encompasses Lancaster, Santa Clarita, and Palmdale.

Notably, the 25th District is home to thousands of Armenian-Americans, many of whom voiced their support for Smith, especially as she ran against the host and creator of “The Young Turks Show” Cenk Uygur. Armenians have protested and demanded the show change its title as it is named after the architects of the Armenian Genocide and serves to normalize one of the greatest crimes against humanity. Uygur, who raised over $1 million dollars for this race, was soundly defeated by Smith as she garnered close to 29 percent of the vote in a crowded field of over 13 candidates, while he on the other hand was barely able to muster 5.3 percent of the vote.

“As an organization relentlessly advocating for the advancement of the Armenian Cause, we are always vigilant against any manifestation or attempted denial of the Armenian Genocide among many other top priorities,” remarked ANCA-WR Chair Nora Hovsepian, Esq. “The results of the March 3 Primaries in California’s 25th Congressional District demonstrate our community’s commitment and strength — as active participants in the civic process — both in supporting our friend Christy Smith as well as safeguarding against any attempt to trivialize or outright deny the Genocide perpetrated against the Armenian, Greek, and Assyrian nations.”

Armenia’s PM urges people working in state system but not happy with present authorities find another occupation

Armenia’s Prime Minister Nikol Pashinyan stated at the cabinet sitting today that he is worried with the index of entrepreneurship in Armenia.

“Best conditions must be established in Armenia’s business environment,” he said, adding that the first principle of the state management system must be not to impede where it is possible to help.

Pashinyan stressed about the existence of people not happy with the present authorities and still working in the state system waiting for an occasion to split their evil.

“It is necessary to find such people and let them breathe fresh air and find another occupation,” he said.

“We have stated that we are not going to clean the system, I say go and deal with other things, you may even start opposition activity, which is quite beneficial today,” the premier said.


  

Artsakh’s Security and Status are Priority, Says Mnatsakanyan


Armenia’s Foreign Minister Zohrab Mnatsakanyan in Geneva addressing the U.N. Human Rights Council

Armenia remains fully committed to the peaceful resolution of the Nagorno-Karabakh conflict within the internationally mandated format of the OSCE Minsk Group Co-chairmanship and underlines the priority of security and status for Nagorno-Karabakh, said Armenia’s Foreign Minister Zohrab Mnatsakanyan when he addressed the United Nations Human Rights Council in Geneva on Wednesday.

“The people of Nagorno-Karabakh have the right to freely determine their political status without limitations, and freely pursue their economic, social and cultural development by virtue of the right to self-determination. This is at the core of the peaceful resolution,” said Mnatsakanyan in his remarks.

Below is the text of Mnatsakanyan’s statement provided by the Foreign Ministry’s press service.
“Thank you, Madam President,

I am delighted to be back in the Human Rights Council to represent a country that is now a full-fledged member of this august body.

As we celebrate the 75th anniversary of the United Nations we strongly believe that its mission should be reemphasized and strengthened. The three pillars of the United Nations are important and mutually reinforcing. We recognize the centrality of human rights exactly in the context of its powers to release talent and capacity of the human being for the individual and common good in any society, which values freedom and unrestricted civil participation. We also share the concern of Secretary General Antonio Guterres, that human rights are under assault. Reflecting on his wake up call globally, Armenia extends its full support to the Call for Action and the seven target areas as defined by the Secretary General.

Madam President,
Our accession to the HRC accompanied the important progress Armenia has been making since the victory of the non-violent, peaceful Velvet Revolution in April and May 2018. Our reforms are widespread, they are based on staunch support and massive mandate of the Armenian people, and the strong political will of the Government to advance democratic transformation with tangible deliverables to the principal beneficiary of the reforms, the citizen of Armenia. Our reforms embrace every aspect of securing fair and solid institutions to sustain democracy, the rule of law and human rights. Achieving a genuine independent and impartial judiciary is a cornerstone of our present reform agenda. The Constitutional referendum to be held on 5 April is aimed exactly at advancing the reform of the judiciary with the direct participation of the citizenry of Armenia.

Armenia’s progress has been duly reflected in several international rankings and indexes. According to Corruption Perception Index of the Transparency International, in 2019 Armenia has improved its ranking by 28 points. In the World Press Freedom index of the Reporters without borders Armenia made an improvement of 19 notches within just one year. Last year Armenia recorded significant progress on freedom of internet and ranked among the top 10 free countries.

Armenia’s accession to the HRC coincides with the third cycle of the Universal Periodic Review that we have undergone this January. We are grateful and most encouraged by the broad recognition of Armenia’s reform efforts, as reflected in many interventions during the UPR. I would also wish to emphasize the centrality of the national level of responsibility for human rights, as our responsibilities are first of all before our people. Of course, we recognize the UPR as a “jewel of the crown” in the HRC framework and will do our best to further consolidate it.

Armenia’s transformation firmly relies on strong involvement and active political participation of women and youth. This is also an important premise in our international cooperation. Armenia is presently chairing the 64th and 65th Sessions of the United Nations Commission on the Status of Women. We will continue to consistently work towards building international consensus for the empowerment of women.

The Human Rights Council remains a critical platform within the United Nations for the strengthening of international capacities to prevent mass atrocities and genocide, a subject that Armenia has been championing for many years. We intend to table an updated draft resolution on the “Prevention of Genocide” for consideration at this session of the Council. We are looking forward to open, engaging and constructive informal consultations with States and other stakeholders. We are convinced that this Council, its special procedures, as well as the Office of the UN Secretary General’s Special Adviser on the Prevention of Genocide should sustain their leadership in promoting and strengthening the prevention of massive violations of human rights, genocide and mass atrocities.

Madam President,
The people of Nagorno-Karabakh continue to face a threat of force and coercion from Azerbaijan, whose persistent obstruction of human rights, intolerance, hatred, discrimination and outright aggression against the people of Nagorno-Karabakh are the root causes of the conflict. Massacres, ethnic cleansing and forced expulsion of the Armenian minority population from Baku, Sumgait, Kirovabad and other towns and villages of Azerbaijan, the war and aggression against Nagorno-Karabakh in 1990s, glorification of murderers of Armenians represent such consistent aggressive policies of Azerbaijan. They constitute an existential physical security threat to the people of Nagorno-Karabakh. We were reminded about this threat in an attempted renewed aggression against Nagorno-Karabakh in April 2016.

Armenia remains fully committed to the peaceful resolution of the Nagorno-Karabakh conflict within the internationally mandated format of the OSCE Minsk Group Co-chairmanship and underlines the priority of security and status for Nagorno-Karabakh. The people of Nagorno-Karabakh have the right to freely determine their political status without limitations, and freely pursue their economic, social and cultural development by virtue of the right to self-determination. This is at the core of the peaceful resolution. Armenia also underlines the importance of denouncing hatred and intolerance and investing serious effort in promoting human contacts. Equally, the threat of force is firmly ruled out. Armenia and Nagorno-Karabakh are committed to building further on the modest results achieved in 2019.

Promotion and support to full enjoyment of human rights for people residing in conflict areas must represent a collective objective for the international community. Human rights and those who exercise them cannot be defined as a problem. They are the solution. I recall yesterday’s powerful message of the Secretary General, “Every measure to uphold human rights helps ease tensions, deliver sustainable development and sustain peace”. On 31 March the people of Nagorno-Karabakh will cast their votes at presidential and parliamentary elections in fulfilling their legitimate right of organizing their lives in a democratic manner. The commitment of Nagorno-Karabakh and its people who endured war, siege and aggression, who continue to face the threat of war, to sustain a strong democratic society and institutions for the protection of human rights deserve full international support. Human rights and fundamental freedoms should be respected, protected and promoted without distinction of any kind, including “the political, jurisdictional or international status of the country or territory to which a person belongs.

In conclusion, Madame President, Armenia reiterates unwavering commitment and support to the United Nations human rights machinery, as it represents an essential platform for international cooperation. At the same time, the primary responsibility firmly rests with member states. The efficiency of the human rights system is addressed and tested exactly on such grounds.
