Small town official suspected in embezzlement, electoral bribery, fraud

Armenia’s law enforcement agencies say that a local town official and his family are suspected in embezzling state funds and vote-buying.

Mher Movsisyan, the head of Malishka – a small village in the province of Vayots Dzor – is suspected in accepting about 27,000 dollars in cash from Ashot Arsenyan, a candidate in the 2017 elections who was running for parliament. The candidate for MP had given the money to the town official to use it as election bribes, police said. Movsisyan is a member of the Republican Party.

In addition to the electoral fraud, Movsisyan is also suspected in misappropriations. Police say he fraudulently hired his wife as a nurse at a local school to embezzle the salary. She never went to work, police said.

Movsisyan is also suspected in falsifying official documents to embezzle state fund’s under the cover of social assistance.

Police have forwarded the case to the Special Investigative Service.

Armenia PM urges preparedness for any provocation by Azerbaijan

PanARMENIAN.NetAzerbaijan is making threats against Armenia and Artsakh (Nagorno Karabakh) all the time, Armenia must be ready for any provocation by Baku, Prime Minister Nikol Pashinyan said in response to a question posted on Facebook.

“The military-political situation is tense, and Azerbaijan is constantly making threats,” Pashinyan said.

“I have ordered the Armed Forces to always be vigilant and ready for any provocation by Azerbaijan.”

According to him, Baku behaves aggressively in terms of statements, gestures, and the conduct on the border, and Armenia must be ready to defend and retaliate at any moment.

“But there is good too: today the Armenian people in Armenia, Artsakh and the Diaspora are united more than ever, and this consolidation is the most important factor of our strength,” he said.

“And no one should doubt that in the event of provocations by Azerbaijan we will ensure nationwide consolidation and make use of all the means – financial, human, diplomatic and military resources – for the protection of Artsakh and a retaliatory blow.

“Any Armenian in any part of the world should be ready to leave everything and be ready to defend our homeland.”

France Denies Azeri Rumors, Says It Will Not Lift Arms Embargo

YEREVAN—French Ambassador to Armenia Jonathan Lacôte reiterated France’s commitment to not supplying weapons or ammunition to Azerbaijan which can be used to wage war against Artsakh. Lacôte’s statement was in response to Azerbaijani media outlets falsely reporting that France has lifted the arms embargo against Azerbaijan.

“When we found out about the fake rumors in the Azerbaijani press alleging that France has lifted the arms embargo on Azerbaijan, we immediately disseminated a denial,” Lacôte said. “This once again gave us a chance to confirm our stance. France respects its commitments stemming from international provisions to not supply weapons or ammunition which could be used to start war, in this case in Artsakh.”

Lacôte said that the French government supports the Armenian government’s exclusively peaceful stance toward resolving the conflict. He noted that the July 11 meeting between the Armenian and Azerbaijani foreign ministers in Brussels was a positive step in the negotiations process. France agrees with Armenia that the conflict cannot be solved through force.

Commenting on the Velvet Revolution, Lacôte said the French were in complete support of the new Armenian government.

“What happened in Armenia was perceived very positively in France,” Lacôte said. “The news media touched upon the political events with great sympathy. It is very important that the changes were taking place in an extremely peaceful atmosphere. I, too, have conveyed to my government that, during that time, no French citizens were in danger — French observers have recorded the same. It was the people who went out to the streets in Gyumri, Yerevan, Vanadzor and other cities. They were neither party nor political forces. Everything proceeded in accordance to the letter and spirit of the Constitution.”

According to Lacôte, the changes convey new dynamics to bilateral ties with France. He found the new government’s commitment to combating corruption and monopolies to be a very important message for Armenia’s partners, especially business partners.

“The creation of equal market conditions in Armenia is a very good signal for all business operators. In addition, a state of rule of law is being established, which reaffirms the ties between our two states,” he said.

Commenting on the upcoming La Francophonie summit in Yerevan, Lacôte said he expects positive reactions from attendees.

“During the La Francophonie summit in Armenia in the autumn, this country will surprise the participants of the Francophonie states with the achievements recorded in the IT field,” he said. “The Armenian leadership has also proposed to hold an economic forum on the sidelines of the summit. The French authorities welcome this proposal. I think this economic forum will contribute to creating a whole network of investors and businessmen which will adopt the priorities of the IT field.”

According to the ambassador, the economic forum will also be a unique opportunity for Armenian businessmen, as they will be able to closely communicate and become acquainted with the Francophonie states and the opportunities that exist there.

Lacôte informed that a TUMO Center is expected to open in Paris in September. After the summit, Lacôte expects that all Francophonie states will desire having TUMO centers in their own countries.

Reaction of Armenia and the separatist regime created in the occupied Azerbaijani lands to the speeches of the President of Azerbaijan causes laughter, Chairman of the Coordination Council of the Azerbaijani Community of Nagorno-Karabakh Public Association Elchin Ahmadov told Trend June 28.

"They unmask themselves by such a reaction. The speeches of the President of Azerbaijan are based on history, law and justice. The speech of President Ilham Aliyev at the military parade on the occasion of the 100th anniversary of the Armed Forces of Azerbaijan also unveils the aggressive policy of Armenia. The President said Azerbaijan will never accept this occupation. Azerbaijan must restore its territorial integrity and restore it at any cost. Therefore, we attach great importance to the army building and are always ready to liberate the occupied territories of Azerbaijan," Ahmadov said.

The President's speeches have always annoyed Armenia, Ahmadov noted.

"The statements of Armenia, as well as the separatist regime created in our occupied lands, are quite funny. The head of state has repeatedly stressed that the entity called "Nagorno-Karabakh" is a myth. The myth about the presence of the army there is proved by the fact that during the April events, when Azerbaijan gave a decent counter-strike to the enemy, there were no "citizens of Nagorno-Karabakh" among the Armenians killed there. The soldiers who died there were sent from Armenia to Nagorno-Karabakh," Ahmadov said.

According to him, the Armenians currently living in Nagorno-Karabakh are immigrants from Armenia, Syria and other countries.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.

Prime Minister Nikol Pashinyan has hosted a 10-year-old child who had earlier called the Premier asking for a meeting.

“This is the story. About ten days ago I received a call on my phone, I answered, the caller said: Hello, is this the Prime Minister? I said yes. She said, I am 10-year-old Angelika, I want to meet you.

I told her that I will call her back at a convenient time for invitation. Today our meeting took place. Angelika had brought two paintings made by herself, a cross and a prayer book. She had only one request from me, so that our soldiers never stay hungry, so that they always stay healthy and return home healthy. I told her I will do everything for that to happen,” the PM said on Facebook.

Law on administrative fines to apply to all – Armenian justice minister

YEREVAN, June 14. /ARKA/. The pardon for people fined for administrative offices will apply to all, regardless of their citizenship or nationality, Armenian Justice Minister Artak Zeynalyan said Wednesday answering the question MP Shirak Torosyan, head of Javakhk Union, put to him at a Q&A session in the National Assembly.  

Torosyan said it would be just to include also residents of Georgia’s province of Javakhk who had been fined after crossing border on Bavra border checkpoint. 

“The law on amnesty for a number of administrative fines will be sent to the National Assembly soon,” Zeynalyan said. “It is at the stage of public discussions now. It will apply to all administrative offenders.”

YEREVAN, JUNE 11, ARMENPRESS. Belarus has eventually supplied Azerbaijan with the Polonez multiple rocket launchers, according to Azerbaijani media.

Back in 2017, Azerbaijani defense minister Zakir Hasanov visited Belarus where he viewed the production of Polonez in Minsk.

In April, Russian Kommersant newspaper reported that Belarus is planning to implement its first export of the systems, and the newspaper mentioned Azerbaijan as a likely client.

On June 11, Azerbaijani president Ilham Aliyev participated in the opening ceremony of the rocket military base of the country’s defense ministry, and official photos of the event show the Belarusian Polonez systems.

Earlier in February, Russian newspaper Komsomolskaya Pravda reported that Armenia had blocked its fellow CSTO colleague from selling the Polonez systems to Azerbaijan.

“We wanted to sell Polonez to Azerbaijan. But Armenia, our colleague in the CSTO, opposed this. The deal didn’t take place,” Belarusian military analyst Alexander Alesin had said.

Nevertheless, the official photos of the Azerbaijani defense ministry from today’s event clearly show the Polonez systems in Azerbaijan.

Anatoly Karpov critisizes Magnus Carlsen

The 12th World Chess Champion Anatoly Karpov, is deeply concerned about the future of chess. He said this during a regular interview.

“Clearly, FIDE is in deep crisis. It was expected, but no one imagined it would start so soon. Yes, Kirsan Ilyumzhinov, travels quite a lot, but he has to reconsider his attitude towards chess. Music: Istanbul-based Armenian band “Vomank” to perform concerts in Armenia

An alternative Armenian band “Vomank” is set to perform five concerts Armenia – three in Yerevan and two in Gyumri and Vanadzor.  Ermenihaber reports, that the concerts are organized with the support of Armenia’s ministry of Diaspora, “Dayl'Ayl Production” and producer Sevan Ataoglu.

It gains inspiration from traditional Armenian music but takes a more alternative approach to its interpretation.

Vomank has been performing throughout Istanbul and abroad and has a wide music repertoire, which includes well known traditional songs of Anatolia that are sung with similar melodies but in different languages by people that were or are living there. Vomank has its own compositions in Turkish and Armenian and also has works inspired from important figures of Armenian literature.

Vomank released its first album 'Demo' in 2015. Their second album 'PanAlik' was released in 2017, in which some songs are featured with Arto Tuncboyaciyan.

Vomank's aim is to narrate the present story of Anatolia and other lands in which Armenian culture used to and still exists, and to meld the past and the dream of the future together.
