Pasadena: Armenian Educational Benevolent Union Announces 2022-2023 Scholarship Recipients

The Pasadena-based Armenian Educational Benevolent Union has awarded scholarships to five students in California, two in Armenia and two in Lebanon under the group’s 2022 to 2023 Scholarship Fund. 

AEBU Southern California Chapter grants these annual scholarships to undergraduate students of Armenian descent who are enrolled at accredited four-year universities across the U.S. This year, the scholarship was also made available to Armenian students studying in Lebanon and Armenia.

The new U.S. scholars received the awards Sunday, Aug. 14, during a benefit brunch held at the AEBU center in Pasadena, where AEBU scholarship donors and friends and family members of the recipients were present. Those in Armenia and Lebanon will receive the awards in separate events in their countries. 

The recipients include Maral Gurgenian of Los Angeles, Gregory Mazmanian of Sierra Madre, Karina Messerlian of Fresno, Edgar Sahakian from North Hills, and Macyn Topoozian from Fresno. 

In Armenia, Arousiak Seropyan and Misak Kouyoumjian, both from Yerevan, were chosen as the new AEBU scholars for 2022-2023. 

Gassia Norshahian from Bourj Hammoud in Lebanon and  Karine Tankian from Beirut were selected as scholars. 

Before the awarding ceremonies, a large pool of highly qualified candidates in the U.S. and overseas sent applications to the AEBU Scholarship Fund Committee, which reviewed these in a “rewarding but very challenging” selection process, an AEBU statement said.  

At the event, Dr. Gagik Melikyan, Professor of Chemistry at the California State University of Northridge, delivered the keynote speech where he shared his insights about the Armenian presence in scientific international communities, and the social/political impact that Armenians can have through scientific work and research.

The program included a brief history of the mission of the AEBU in general and the Scholarship Fund in particular. It also featured a violin performance by Dikran Melikian, a promising young artist who played Minuets 1 and 2 from “Partita No. 3” by Bach.

Dr. Linda Guergerian-Meguerditchain also gave a recital of an Armenian poem, “Dariners” (My Years) by Hamo Sahian.

Newspaper: Those guilty in 44-day Artsakh war are remembered 2 years later

YEREVAN. – Zhoghovurd newspaper of the Republic of Armenia (RA) writes: According to Zhoghovurd daily’s information, the law enforcement system is facing a problem with the criminal cases launched regarding the actions of the 44-day [Artsakh (Nagorno-Karabakh)] war.

The thing is that not all materials of the war are accessible to the investigative bodies investigating the cases of the 44-day war in [the fall of] 2020, as they are considered state, military secret.

Moreover, according to the news that reached us, one of the investigative bodies has submitted a petition to the RA government, asking to provide some materials related to the war. And we have not been able to find out the details so far as to what they answered to the petition; we only know that the answer was not very satisfactory.

Let's note that, parallel to this situation, the Investigative Committee is quite actively bringing charges one after another to Artsakh former DA [(Defense Army)] commander Mikayel Arzumanyan for not properly organizing the self-defense of [Artsakh’s] Shushi [city during the aforesaid war], and, by the court decision, is taking him toward custody.

And yesterday, the head of the Military Control Service of the Ministry of Defense of Armenia, the former commander of the Artsakh DA, Jalal Harutyunyan, was charged.

What is the reason for the activeness is still incomprehensible; they have remembered those guilty of the [44-day] war two years later.

Human rights activist: The death penalty is incompatible with the principles of any legal state

ArmInfo.The Prosecutor General's Office of Armenia is deeply mistaken when it refers to the absence of direct legal international obligations of the country on  the issue of absolute prohibition of the death penalty.

The Republic undertook a similar obligation by signing and ratifying Protocol 13  of the European Convention on Human Rights. A similar opinion was  expressed to ArmInfo by human rights activist Artur Sakunts,  commenting on the Attorney General's proposal to impose the death  penalty for high treason.

Yesterday, on September 1, Prosecutor General of Armenia Artur  Davtyan addressed Chairman of the Council of Constitutional Reforms,  Minister of Justice of Armenia Karen Andreasyan with a proposal to  create constitutional and legal grounds for the application of the  death penalty for high treason.

Meanwhile, according to the human rights activist, even the absence  of such international obligations does not mean that the death  penalty can be applied in Armenia as a punishment. "Such an approach,  such thinking itself, is incompatible with the principles of any  legal state. High treason can be punished in other ways, in the end,  life imprisonment. Delegating the right to take a person's life by  society to the state is fundamentally unacceptable," he emphasized.

The Prosecutor General's initiative has already met opposition from  Human Rights Defender of Armenia, member of the Council for  Constitutional Reforms Kristinne Grigoryan. The latter emphasized the  inappropriateness of the very discussion of such a proposal, in view  of the violation of constitutional and democratic values, the  protection of the right to life and human rights in general.  

In this light, the human rights activist had doubts about the degree  of familiarization of the RA Prosecutor General with the 13th  protocol of the European Convention, which clearly and unambiguously  fixes the inviolability of the human right to life and abolishes the  death penalty as a punishment.

"I do not think that such a decision can be made in our country,  because it will obviously be a big step back in the development of  democracy. The right to human life is inalienable, and many  justifications have been presented in favor of this thesis. Armenia  cannot and will not be executed, regardless of the type of crime  committed," Sakunts summed up. 

Armenia, Azerbaijan leaders agree to continue substantive negotiations on drafting of the peace treaty

Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev met in Brussels on August 31 under the mediation of European Council President Charles Michel.

Issues related to the release of prisoners and the clarification of the fate of the missing, border delimitation and border security, de-blocking the region, the normalization of Armenia-Azerbaijan relations, and the Nagorno Karabakh issue were discussed.

An agreement was reached to continue substantive negotiations at the level of foreign ministers on the drafting of the peace treaty. The meeting of the foreign ministers will take place within a month.

The next meeting of the Commission on Delimitation and Border Security will take place in Brussels in November.

Russia and Armenia successfully cooperate in trade, economy despite sanctions — Russian PM

CHOLPON-ATA /Kyrgyzstan/, August 25. /TASS/. Russia and Armenia are successfully implementing bilateral trade and economic cooperation amid illegal anti-Russian sanctions, Russian Prime Minister Mikhail Mishustin said on Thursday.

"Together with our Armenian partners, we are making operational decisions aimed at protecting our trade and economic cooperation in particular in the face of illegal sanctions against the Russian Federation," Mishustin said at a meeting with his Armenian counterpart Nikol Pashinyan.

Mishustin mentioned that in the first half of this year, bilateral trade increased by 42% and exceeded $1.6 billion.

The Russian Prime Minister also spoke in favor of creating comfortable conditions for the activities of businessmen of the two countries.

"The business mission of Russian companies held in Armenia in September with the participation of VEB.RF will be a good platform for this purpose," Mishustin said.

According to the head of the Russian government, priority is also being given to unblocking economic and transport ties in South Caucasus.

On August 25-26, a meeting of the Eurasian Intergovernmental Council is underway in in the Kyrgyz city of Cholpon-Ata. It is attended by prime ministers of the members states of the EAEU (Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia).

Newspaper: Russia peacekeepers to not remove all their bases in Berdzor-Lachin

YEREVAN. – Hraparak daily of Armenia writes: The authorities of Artsakh [(Nagorno-Karabakh)] and Armenia de-Armenianized Berdzor, Aghavno, Nerkin Sus once and for all yesterday—August 25 was the initial deadline set by [Azerbaijani president] Aliyev. However, the deadline [for the Armenians to leave the aforesaid communities] has been extended until September 1.

That is the reason why the Russian peacekeepers have not yet disassembled their bases from the Lachin corridor, they continue to perform their functions. Berdzor [(Lachin) town] will be under the control of Azerbaijanis in a few days.

According to our Artsakh sources, the temporary section of the alternative road connecting Armenia to Artsakh will be ready in a week at most. However, there are some reports that, nonetheless, the Russian peacekeepers will not disassemble all the bases from Berdzor. Moreover, one of their bases on the new road will be placed in Aghavno village, and their military base will be located in a part of the village.

Today it became known that the next meeting between the leaders of Armenia and Azerbaijan, Nikol Pashinyan and Ilham Aliyev will be held on August 31 in Brussels. A trilateral meeting was reported, no separate meeting between Pashinyan and Aliyev has been announced yet.

Azerbaijan increases the level of aggression

According to Azeri expert Taron Hovhannisyan, many problems were accumulated in the run-up to the meeting, including the aggressive behavior in Artsakh in early August.

Aliyev officially declares that the residents of Akhavno, Susa and Berdzor must and must leave their homes. This is, in fact, a forced deportation and contradicts Azerbaijan's false thesis that Armenians can supposedly live peacefully under Azerbaijani leadership. The authorities in Baku are forcing Armenians to leave their homes.

"I am convinced that the meeting will not take place in a constructive way because Baku is not in the mood for it, otherwise it would not pursue an aggressive policy. Azerbaijan's actions are becoming more and more aggressive against both the people of Artsakh and Armenia. Therefore, there is no chance for positive developments following the results of the meeting," the political analyst told NEWS.am.

In parallel, there are other issues such as unblocking communications, delimitation and demarcation, and humanitarian issues.

One day before the meeting between Aliyev and Pashinyan in Brussels, the members of the commission for the Armenian-Azerbaijani border demarcation and security will have their second meeting in Moscow on August 30. The first such meeting was held on May 24 on the interstate border between Armenia and Azerbaijan at the Yeraskha section.

Baku fails to honor its commitments

According to Hovhannisyan, Azerbaijan has no desire to unblock communications. They are conditioned not by economic but political factors. Baku has shaped it into the idea of the so-called Zangezur corridor via Armenia.

Azerbaijan sees this not as an event aimed at creating a constructive atmosphere. The fact that there will be no such approach on the part of Azerbaijan is evidenced by Baku's position on the issue of fulfilling its obligations on the return of Armenian prisoners of war and civilian hostages, which (position) boils down to the initiation of false criminal cases. Azerbaijan refuses to fulfill its obligations to return all detainees.

This is the kind of step that could help build confidence, if there were such a desire, but Azerbaijan does not have it.

"I think the meeting will be reduced to an exchange of views," the expert believes.

Restrained competition between Russia and the West

The meetings are not initiated by Azerbaijan or Armenia. The mediator in this case is Brussels, but, as the political scientist noted, no one restricts the organization of meetings with the same intensity in Moscow.

"It is unrealistic to think that Brussels has leverage and can limit the organization of the meeting at the initiative of the Russian side.

The EU is undoubtedly an important player, but everybody is aware of Russia's military presence in the region, including in Karabakh, understands that the trilateral formats after November 9, 2020 were initiated with the mediation of Moscow.      

I do not think that the EU can even partially push Moscow out of the current processes, because only Russia has a real presence on the ground. Another thing is that there is competition between the West and Russia. Each side is trying to show that it is the most active mediator and is trying to resolve problems. This competition is also between the co-chairs of the OSCE MG (Russia on the one hand and the US and France on the other hand).

But all this doesn't mean that any of the sides leaves the process", Hovhannisyan said.

ECHR rejects Azerbaijan’s lawsuit against Armenia

On August 18, Azerbaijan appealed to the European Court of Human Rights (ECHR) to immediately and unconditionally oblige Armenian-controlled forces and structures to stop destroying property in the town of Berdzor and nearby villages, including burning houses, and to provide information about the measures taken.

According to the office of Armenia's representative for international legal affairs, the ECHR rejected Azerbaijan's claim on Monday, noting that no new interim measure was necessary.

Two Azerbaijani soldiers blown up by mines in Lachin District

Military men were injured as a result of a mine explosion in the Lachin District.

The “Caucasian Knot” has reported that by agreement signed by Ilham Aliev, Nikol Pashinyan, and Vladimir Putin, Azerbaijan gained control over the Lachin District in November 2020, after the end of hostilities.

“Military men Vugar Suleimanov and Geidar Gyulmaliev were injured when they hit the mines in the part of the Lachin District liberated from occupation,” the General Prosecutor’s Office of Azerbaijan reported.

As of August 22, since November 10, 2020, mine explosions in the Karabakh conflict zone killed seven militaries and 32 civilians, and 19 militaries and 67 civilians of the country were injured.

Let us remind you that on August 5, Babek Aliev, a military of the Azerbaijani army, perished after being blown up on a mine in the Kelbadjar District. On August 2, three employees of the Azerbaijan National Agency for Mine Action (ANAMA) were blown up on a mine in the Fizuli District.

Secretary of Security Council of Armenia holds meeting with Azerbaijani leader’s aide
