YEREVAN, SEPTEMBER 17, ARMENPRESS. The session of the Council for Improvement of Demographic Situation was held on September 16 led by Deputy Prime Minister of Armenia Tigran Avinyan, the deputy PM’s Office told Armenpress.

Avinyan delivered speech at the session.

“Dear colleagues,

I am happy to welcome you at the regular session of the Council for Improvement of Demographic Situation.

As you know, the government with its program has assumed a commitment to ensure the stability of demographic situation and boost birthrate.

At the same time the improvement of demographic situation is not an end in itself for the government. The state’s both military, economic and social security is ensured through this. Therefore, this issue is among the priorities of our activity. On the other hand, the negative trends registered in demographic sector in the past period are very concerning. Taking into account this our policy is going to be revolutionary because this issue with such deep roots is possible to overcome only with innovative and fundamental solutions.

Let me introduce the actions taken so far. It’s understandable that the issue cannot be addressed without a deep analysis, that’s why during the previous sessions of the Council we have touched upon the predictions of the demographic situation, the strategic provisions and the best international practice. The demographic issues facing our country have been revealed. Today we already have the necessary facts and analysis in order to transition from the preparation stage to the implementation of practical steps.

It’s also clear to us that we cannot wait long for the results of the ongoing reforms due to the urgency of the topic. Therefore, the actions aimed at improving the demographic situation should be implemented starting from the first half of 2020.

Dear colleagues,

Based on the results of the analysis we came to the conclusion that it’s necessary to develop and implement new programs aimed at promoting birthrate, assisting families, within the frames of which the current programs will also be revised. Targeted programs for repatriated families will also be developed, giving priority to young families and families with children”, he said.

Summing up the session the deputy PM gave instructions to the ministers of Labor and Social Affairs, Education, science, culture and sport, Territorial administration and infrastructures, the Chair of the Urban Development Committee.

Police of Armenia received information that a human kidney had been sold in the country.

In consideration of this information, the law enforcement on Tuesday called A. S., 23, a resident of Aragatsotn Province, to a police station, shamshyan.com reported.

It turned out that in January-February 2018, K. M., 32, a resident of the Artsakh (Nagorno-Karabakh), had sold his kidney for about $20,000—and by way of someone named Levon.

Subsequently, he also was offered to sell his kidney, saying that there was a kidney buyer and the latter was willing to pay $15,000  to $20,000 for it, as well as to cover the expenses for traveling abroad and undergoing surgery at a medical center there.

Police are working toward determining the identity of the aforesaid Levon and finding him and K. M.

Also, the law enforcement is preparing a report on this incident.

No progress in normalization of relations between Armenia and Turkey, Mnatsakanyan says

YEREVAN, September 6. /ARKA/. There is no good news about normalization of relations between Armenia and Turkey, Armenian Foreign Minister Zohrab Mnatsakanyan told reporters on Friday in response to a question about the prospects of establishment of contacts between the two countries.

The minister described the situation as 'not very pleasant', blaming it on Turkey's renunciation of the Zurich protocols, the continued blockade of Armenia, the pronounced bias in the Karabakh conflict settlement and  the denial of the Armenian Genocide,  expressed also in attempts to justify it.

“We are ready to establish relations with Turkey without preconditions, but in this context I can’t say what kind of developments may unfold, and I can’t say that we have good news in this direction,” Mnatsakanyan said.

Speaking at an annual gathering of top Armenian diplomats late last month Mnatsakanyan said that Turkey poses a serious threat to Armenia.

Turkey and Armenia have no diplomatic relations; the border between the two countries was closed in 1993 by Ankara in solidarity with Azerbaijan.  Relations between Armenia and Turkey remain tense because of Ankara’s biased stance on Karabakh problem and its painful reaction to Armenia’s efforts to obtain worldwide recognition of the Armenian Genocide, committed by the Ottoman Turkey during World War I.

In 2009, on October 10, Armenia and Turkey signed "Protocol on the Establishment of Diplomatic Relations" and the "Protocol on the Development of Bilateral Relations" in Zurich, Switzerland, which were to be ratified by the parliaments of both countries.

However, on 22 April 2010, then president of Armenia Serzh Sargsyan signed a decree suspending the ratification of the protocols, stating that Turkey was not ready to continue the process, since it became known that the protocols had been automatically removed from the Turkish parliament’s agenda.

Speaking at the UN General Assembly in September 2017 Serzh Sargsyan stated that Armenia never put the recognition of the Armenian Genocide as a precondition for regulating relations with Ankara. Sargsyan said also that in the absence of positive progress on the part of Turkey, Armenia would declare them null and void in 2018 spring.  On March 1, 2018 Serzh Sargsyan declared the Armenian-Turkish protocols void and null. –0–

Today the coaches have revealed the squad they will take to Kazakhstan.   

Acting head coach Eduard Sahakyan has told the press that Armenia will be represented by Norayr Hakhoyan (55kg), Gevorg Gharibyan (60kg), Slavik Galstyan (63kg), Karen Aslanyan (67kg), Malkhas Amoyan (72kg), Karapet Chalyan (77kg), Maksim Manukyan (82kg), Artur Shahinyan (87kg) and Artur Aleksanyan (97kg).

Some members of the squad will travel to Nur-Sultan on 12 September and other will follow on 13 September. It is a qualifying championship: athletes who finish in top six will get Olympic quotas.

Armenia’s new authorities haven’t made any progress in the settlement of the Nagorno-Karabakh conflict, at least in the process of negotiations. This is what political scientist Aghasi Yenokyan told journalists today.

“They set forth the major goal to have Artsakh become a party to the negotiations, but they failed to achieve that goal. What’s more, they still don’t have a clear plan to return Artsakh to the negotiating table. Instead, the major achievements that Armenia made, particularly the agreements on monitoring mechanisms reached in 2016, are no longer on the agenda,” he stated.

Yenokyan attached importance to the monitoring mechanisms and insisted that they are important in terms of preventing a war. “Many think this is merely a matter of technique, but it is a major mechanism that can prevent military operations,” he said.

YEREVAN, AUGUST 31, ARMENPRESS. Armenia’s healthcare ministry releases new details on the number of citizens injured in Yerevan-Batumi passenger van crash and their health condition.

According to the ministry, the number of Armenian citizens injured in the crash has reached 16.

“According to preliminary reports, 4 of the hospitalized citizens are in critical condition. 6 were discharged after receiving respective medical aid. 3 are in moderate condition, and as of the remaining three injured people additional information is collected at the moment.

The healthcare ministry is in touch with the Georgian partners on transporting the citizens to Armenia and organizing the medical assistance. Additional information will be provided”, the ministry said in a statement.

A passenger van traveling from Armenia’s capital of Yerevan to Georgia’s Batumi crashed on August 31 near Georgian capital city of Tbilisi at around 02:00-03:00. 2 citizens of Armenia have been killed.

Հայաստանի կառավարությունը ֆինանսական միջոցներ է հատկացրել Արեւմուտքի, մասնավորապես ամերիկացի միլիարդատեր, գլոբալ մասշտաբի ֆինանսական սպեկուլյանտ Ջորջ Սորոսի «Բաց հասարակության հիմնադրամներ»-ից սնվող երկու հայաստանյան կազմակերպությունների՝ առաջիկայում Արցախում սպասվող ՏԻՄ ընտրություններում դիտորդական առաքելություն իրականացնելու համար:


Խոսքը «Իրազեկ քաղաքացիների միավորում» հասարակական կազմակերպության Ստեփանակերտի գրասենյակի եւ «Թրանսփարենսի ինթերնեշնլ» հակակոռուպցիոն կենտրոնի մասին է: Այս երկու կազմակերպություններին գործադիրի այսօրվա որոշմամբ, որն ընդունվեց միաձայն, հատկացվելու է շուրջ 50 մլն դրամ:


Կառավարության աշխատակազմի ղեկավարի տեղակալ Ծովինար Սողոմոնյանը նշեց, որ Արցախում 2019 թվականին սեպտեմբերին տեղի են ունենալու տեղական ինքնակառավարման մարմինների ընտրություններ: Հիմք ընդունելով ՀՀ կառավարության կողմից որդե­գրած ազատ, արդար, թափանցիկ, ժողովրդավարական ընտրություններ անցկացնելու սկզբունքը՝ նպատակահարմար է Արցախում քաղաքացիական հասարակության կողմից ընտրություններում դիտորդական առաքելության իրականացման հարցում աջակցության ցուցաբերումը:


Այսպիսով` սեպտեմբերի 8-ին Արցախում կայանալիք ՏԻՄ ընտրություններին դիտորդական առաքելություն իրականացնելու ցանկություն են հայտնել «Իրազեկ քաղաքացիների միավորում» հասարակական կազմակերպությունը եւ «Թրանսփարենսի ինթերնեշնլ» հակակոռուպցիոն կենտրոնը, որոնց կողմից նշված գործունեության համար նախատեսված ծախսերի ֆինանսավորման համար առաջարկվում է 2019 թվականի պետական բյուջեով նախատեսված ՀՀ կառավարության պահուստային ֆոնդի հաշվին 9 ամսում վարչապետի աշխատակազմին հատկացնել 33 միլիոն 680 հազար դրամ՝ վերոգրյալ կազմակերպություններին դրամաշնորհի պայմանագրի հիման վրա տրամադրելու նպատակով: 16 մլն 200 հազար դրամ կհատկացվի՝ «Իրազեկ քաղաքացիների միավորման» Ստեփանակերտի գրասենյակին հա­սա­րա­կական կազ­մա­կերպությանը, իսկ 17 մլն 480 հազար դրամ՝ «Թրանսփերենսի ինթերնեշնլ» հակակո­ռու­պցիոն կենտրոնին:


Վարչապետ Նիկոլ Փաշինյանն այս նախագծի ընդունումը կարեւորեց. «Ինչպես հայտարարել եմ՝ Հայաստանի կառավարությունը եւ անձամբ ես համարում եմ, որ ՀՀ-ն պետք է հավելյալ աջակցի, որ երաշխավորվի Արցախի ժողովրդի ազատ կամարտահայտությունը»,- նշեց վարչապետը հավելելով, որ այս որոշումը այդ միջոցառումների շրջանակներում է: Վարչապետը որոշումն աննախադեպ համարեց:


Հատկանշական է, որ Սորոսի եւ արեւմտյան այլ հիմնադրամներց սնվող այս երկու կառույցները բավականին լուրջ ներդրում են ունեցել «Թավշյա հեղափոխության» իրականացման գործում: Նրանց եւ Սորոսի հիմնադրամից ֆինանսավորվող այլ կառույցներն իրենց ողջ ենթակառուցվածքներով ու ռեսուրսներով աշխատում էին հեղափոխության իրականացման օգտին: Բացի այդ այս երկու կառույցը, իսկ ավելի կոնկրետ «Իրազեկ քաղաքացիների միավորում»-ը տարիներ շարունակ բացահայտորեն վարել ու վարում է հակառուսական պրոպագանդա՝ մեկնաբանություններ, տեղեկատվական տեսանյութեր ու տեքստեր տարածելով համացանցում:


Ինչ վերաբերում է «Թրանսփարենսի ինթերնեշնլ» հակակոռուպցիոն կենտրոնի, ապա այս կազմակերպությունը բացի դիտորդական առաքելություն իրականացնելու փորձից, բավականին սերտորեն կապված է գործադիրի հետ:


Այսպես՝ տեսնենք, թե ովքեր են «Թրանսփարենսի ինթերնեշնլ» հակակոռուպցիոն կենտրոնի ընդհանուր ժողովի անդամներից.

Pan Armenian Council of Western U.S. Issues Mission Statement

Pan-Armenian Council of Western United States

For several years, the leading churches, political and civic organizations in the Western United States have been collaborating on various events and activities of pan-Armenian nature. Encouraged by the success of those events—among them the 160,000-strong Armenian Genocide Centennial March for Justice in Los Angeles—the leadership of the organizations decided to for the Pan-Armenian Council of Western United States.

The council will host events to further discuss its purpose and activities. Prior to that, it has issued its mission statement, which we are publishing below.

During the past several years, the leadership of Armenian religious, political and civil organizations of the Western United States has been engaged in a healthy environment of collaboration. In a spirit of unity, these structures have planned and implemented in the name of our greater community interests, in defense of our rights and demands as Armenian-Americans, and in furtherance of the welfare of Armenia and Artsakh all the while facing and overcoming any and all challenges collectively.

Undoubtedly, the best and most successful manifestation of the aforementioned collaboration and collective will were the Armenian Genocide Centennial commemorative events, during which the Community witnessed unprecedented collective efforts and results. Parallel to the Centennial commemorative events and in the years succeeding them, community organizations went on to create several joint working committees on various occasions. The spirit in which these committees operated further asserted the need for increased collaborative efforts.

Furthermore, it is evident that the Armenian-American Community in the Western United States continues to grow exponentially as its qualitative reach and abilities expand with each passing day.

Therefore, encouraged by the success of collaborative action, always mindful of the urgency of attaining national unity, and recognizing the necessity of gathering Armenian resources in service of our collective agenda, the signatory entities below have resolved to form a coordinating Council to pursue the Armenian Community’s collective interests and to further facilitate collaboration amongst them in the future.

The Council is to be known as the “Pan Armenian Council of Western USA.”

The Council was initiated by representatives from the signatory organizations below which have, throughout the years and each in its own right, gained the support of our Community.

Additionally, other community organizations which desire to be part of this collective effort and have a minimum of 300 active members are hereby invited to become members of the Council.

The advisory nature of this Council and its decisions are not binding on any of its member organizations. Thus, the Council’s existence does not confer upon the Council any authority over the activities of its member organizations.

The Council is driven by the principle of securing maximum participation and inclusion of all segments of our community, always mindful of protecting and advancing the principle of collaboration and good faith. Furthermore, the signatory organizations acknowledge the necessity to function in an environment of mutual respect and compromise.

The mission of the Council is:

*To implement and realize projects of a pan-community nature;
*To encourage and assist projects which advance the collective interests and the rights of Armenian communities across the Western United States;
*To undertake steps to resist actions and efforts which are contrary to the collective interests and rights of Armenians;
*To gather and apply the Armenian Community’s resources for the benefit of the Community’s interests as well as the welfare of the Republics of Armenia and Artsakh; and
*To always be mindful of the collective welfare and security of the Armenian Community.

Active and influential Armenian individuals who have a presence in the community shall be periodically invited so that they may bring their advisory expertise, or other unique resources, all for the purpose of contributing to and promoting the success of the above referenced activities and for the fulfillment of the Council’s objectives.

With the larger principle of inclusiveness guiding us, and with the clear intent of not leaving any organization or individual Armenian out of our collective effort, the Council shall periodically organize community-wide meetings and conferences based on previously set agendas, during which all interested parties shall have the opportunity to address matters of importance to the Community.

Based upon the aforementioned spirit of unity as well as the above referenced mindset, perspective, and objectives borne out of a spirit of Armenian solidarity, We, organizations and structures of the Western United States, hereby pronounce the commencement of a new and bright journey of collaborative effort and Armenian unity.

YEREVAN, AUGUST 9, ARMENPRESS. Secretary of Security Council of Russia Nikolay Patrushev will visit Armenia on August 12, the Armenian Security Council said in a news release.

Patrushev and his delegation will arrive in the country at the invitation of Armen Grigoryan, Secretary of Security Council of Armenia.
