President: The only way for the new Armenian leadership to be able to carry out all their plans on transforming the country is to resolve the conflict with Azerbaijan

Baku, December 26, AZERTAC

“We have been pursuing and will continue to pursue a policy of demonstrating what advantages peace will bring to the region and what difficulties will exist in Armenia if there is no peace,” said President of Azerbaijan Ilham Aliyev in his interview with Rossiya-24 TV channel.

“I am deeply convinced that the only way for the new Armenian leadership to be able to carry out all their plans on transforming the country is to resolve the conflict with Azerbaijan. And to do that, they need to vacate the territories that do not belong to them and enable hundreds of thousands of Azerbaijanis to return to their lands. Therefore, there is hope that there will be more understanding in this regard. But I cannot predict, as they say, time will tell. But we will also consistently conduct the policy I spoke about earlier, especially since it is bearing fruit,” the head of state said.

While the war in Syria sees no sign of abetting, government forces liberated key areas that were occupied by ISIS forces, among them the highly Armenian-populated city of Aleppo and other areas that boast a large concentration of Armenians.

Recently, a delegation of Syrian lawmakers visited Armenia to further discuss cooperation between the two countries. Nora Arisan, a member of the Syrian Parliament representing the Armenian community  was part of the delegation and sat down with Armenpress for an interview, during which she emphasized that rebuilding and restoring Armenian institutions damaged by war was a priority for the community there.

Armenpress: Mrs. Arisian, what was the purpose of your visit and what were some of the key takeawyas from your visit?

Nora Arisian: The Syrian delegation was taking part in the 52nd plenary session of the General Assembly of BSEC (Black Sea Economic Cooperation) Parliamentary Assembly as Syria was representing the Mediterranean Parliamentary Assembly, where, in addition to other issues, the role of parliaments was emphasized in the development of regional economic cooperation.

It’s worth mentioning that on the sidelines of this event the delegations, as well as the members of the Syrian delegation visited the Armenian Genocide Museum and Memorial where they laid wreaths and paid tribute to the memory of the victims [of the Armenian Genocide] with a moment of silence.

I would like also to highlight the visit to the Institute of Oriental Studies at the National Academy of Sciences of Armenia where we had a meeting with the director and researchers and discussed the cooperation prospects.

Nora Arisian, a member of the Syrian Parliament, represents the Armenian community in the legislature

Armenpress: What are the priority issues on the agenda of Syrian and Armenian Parliaments? In what directions the partner lawmakers must move?

N.A.: During our meeting with the Speaker of the Parliament we discussed relations and prospects of cooperation between the two parliaments. It is necessary to make additional efforts to develop relations of the parliamentary friendship groups in order to continue the centuries-old allied ties.

Armenpress: Major domestic political developments, such as the revolution, establishment of a new government, democracy have taken place in Armenia recently. How do our Syrian partners view the events in Armenia?

N.A.: Syria follows the ongoing developments and political changes in Armenia, with the hope that it would be possible to implement the numerous signed agreements after the snap parliamentary elections and the formation of a new cabinet.

Armenpress: And in this context what role can the Armenian lawmakers in the Syrian Parliament, and the Armenian community in general, can play in strengthening the Armenia-Syria relations?

N.A.: We strive to serve as a bridge between the two countries and peoples, and we take all steps to benefit the development of relations between Syria and Armenia.

Armenpress: Mrs. Arisian, what is the current situation in Armenian-populated areas in Syria from a security standpoint?

N.A.: It is necessary to note that the cities are already liberated from terrorist groups, but this doesn’t mean that the war is over. Yes, life is more secure, although some problems exist, such as water and electricity supply.

Armenpress: As an Armenian member of parliament representing the Armenian community, what are the current priorities for the Armenian community in your opinion?

N.A.: I think, like for all Syrians, for us the restoration is the main agenda issue, especially the restoration of our schools and Armenian institutions. These projects require large sums of money, and our main problem is here. Moreover, I think it is also necessary to take action to solve the problems of reconstruction of the community in light of new conditions.

And as for the return of Armenians, I would like to state that the calm situation promotes the return of many, however, one should also consider the existing economic and social situation in Syria [before making such a decision].

Shirinyan: An attempt to tax private persons in Armenia will not bring the desired results

Yerevan November 23

Marianna Mkrtchyan. The attempt to tax private persons will not bring the desired results it is a fiction. Levon Shirinyan, the head of the "Christian-National Revival" party, said this in an interview with ArmInfo correspondent, referring to the initiative of the State Revenue Committee on the full taxation of citizens.

"In fact, the question arises, the department, which comes up with a detailed initiative, owns the situation and is able to clarify and adequately assess all the consequences of this initiative. The question is that for 30 years no one asked on the basis of which economic doctrine our country develops Liberalism is a general concept that manifests itself differently in different countries.

Can we, as a poor, developing state and people constantly living under the threat of resumption of hostilities, live in a free liberal economy, like the British? ", Shirinyan asked. According to him, with such a level of shadow in the country, even with a strong desire, it is impossible to ensure the desired result. At the same time, the politician reminded that there is a world experience in taxing those who work abroad, but in Armenia this problem has a completely different character. "All this testifies to the fact that the economic reforms of the government do not produce results, because during the revolution it was not taxing those who go to work in other states, but about returning money from the pockets of oligarchs and real liberalization of the economy. There is no success, so the goods moved to another area, "- he said, adding that in this way the authorities are trying to identify new financial resources. However, Shirinyan believes that citizens will not pay these taxes and will try to circumvent this new law in every possible way if it is enacted.

Shirinyan proposed to continue the reforms, loosen the foundations of the criminal-oligarchic system and thus fix economic growth. He is convinced that the Armenian government has retreated from the course taken, since it faced more serious obstacles, it lacks strength and on some issues it made compromises with the criminal-oligarchic families of the country. He suggested that the Prime Minister of Armenia is not able to carry out institutional changes and solves some issues thanks only to his charisma. The expert also believes that Armenia should turn to other states, such as Austria, in order to exchange experience in building an efficient state and move in this direction. Shirinyan is also convinced that the culprit for the crisis in Armenia is not Robert Kocharian, but Serzh Sargsyan. At the same time, he advocated the application of the theory of the socio-economic market. At the same time, Shirinyan believes that the theory of the rise of constitutionalism in economic policy brings us closer to the German institutional model, where the market is liberalized. The expert also stated that there is no assessment of the human and professional resource, the potential areas that the country has.

According to him, these kind of global issues are not solved, and the rest are solved by the "spear" method, it will turn out well, we will not succeed in trying again. Touching upon the intention of the authorities to take a new loan, Shirinyan stressed that he opposes such initiatives. "We do not need loans or investments, clean up the economic field of Armenia, and our country will live through its own resources," he said, stating that Armenia needs to create favorable conditions for domestic investors.

Azerbaijani press: Analyst: Armenians often stand at head of many criminal cash withdrawal groups in Russia

29 November 2018 20:51 (UTC+04:00)

Baku, Azerbaijan, Nov. 29

By Matanat Nasibova – Trend:

The investigation of German journalists about the links of the Armenian mafia in Europe with the Armenian Foreign Ministry shouldn’t be surprising, because this is true, Yevgeny Mikhailov, a famous Russian TV anchor and political analyst, told Trend.

He was commenting on the information published Nov. 28 on the website “Crime Russia”, based on the investigation carried out by Der Spiegel and MDR TV Channel in this regard.

Results of a journalistic investigation carried out by Der Spiegel and MDR TV Channel implying that high-ranked Armenian diplomats ‘patronize’ ‘Armenian mafia’ operating in Germany under the leadership of thieves-in-law compromised the reputation of the local Armenian diaspora, sparked lawsuits, and caused diplomatic tensions between the two countries, according to the website.

“In early November, Der Spiegel weekly newspaper and the Thuringian branch of Mitteldeutscher Rundfunk TV Company have partially published results of their joint journalistic investigation based on the 19-page report produced by the Federal Criminal Police Office (Bundeskriminalamt, BKA), thus, announcing the forthcoming premiere of a documentary entitled “Godfathers in Germany — Armenian Mafia and thieves-in-law” (Paten in Deutschland — die armenische Mafia und die Diebe im Gesetz),” the website reported.

“According to the journalists, a well-conspired and sophisticated ‘Armenian mafia’ network infiltrates a number of big German cities running various illegal businesses, including credit frauds, counterfeiting of money, laundering of criminal proceeds, racketeering, drug trafficking, and prostitution,” the report said.

The publication drew attention to the fact that the Armenian Foreign Ministry often fell into extremely ambiguous situations from the time of Serzh Sargsyan’s rule, Mikhailov said.

He noted that cases of interaction between Serzh Sargsyan and thieves in law have long been known, and it is no secret that many of the authorities were hiding in Armenia after the persecution began in Russia.

“Money laundering, drugs, smuggling, prostitution are only a small part of the Armenian mafia’s activities around the world,” Mikhailov said. “The fact that the German special services started the investigation shows that they are interacting with Russian colleagues who have already gained successful experience in combating criminal ethnic groups. In Russia, Armenians also often stand at the head of many criminal groups that withdraw cash money and are engaged in other criminal activities.”

RPA: Such behaviour is unprecedented in our political culture

Panorama, Armenia
Nov 27 2018

The RPA central election headquarters has issued a statement, which reads:
"A number of statements made by the acting Prime Minister yesterday and today are the most vivid manifestations of hate speech that go beyond the limits of the political struggle, as well as violate a number of human and moral principles, such as targeting a woman.

Such behaviour is unprecedented in our political culture, especially by a high-ranking official, namely the prime minister responsible for the safety and well-being of all of us.

We have had a chance to address the abuse of administrative resources by the acting Prime Minister, a bright example of which is the fact that being on holiday, the prime minister was threatening the elected officials, and actually gave the police instructions for compulsory execution.
We invite the attention of the Central Electoral Commission, the Ombudsman and international observers to the acting Prime Minister's speeches, conduct and rhetoric.”

Will Armenia eliminate Diaspora Ministry? Will Armenia eliminate Diaspora Ministry?

12:32, 23.11.2018

YEREVAN. – There is no final decision regarding the future of Armenia's Diaspora Ministry, acting Minister Mkhitar Hayrapetyan said.

The official believes that during the past years the Ministry of Diaspora was playing a symbolic role.

“If the Diaspora Ministry has to be a symbolic agency that is not to solve precise tasks, let it be a department,” Hayrapetyan emphasized.

Asked whether he will retain his post, Hayrapetyan urged to wait until the results of the early parliamentary elections. The acting minister added that he is ready for working either in the parliament, or in the government.

The incumbent authorities have already declared their intention to cut the number of ministries.
