YEREVAN, APRIL 30, ARMENPRESS: At the invitation of the President of
People’s Republic of China Hu Jintao Armenian President Serzh Sargsyan
has left April 29 for China to take part in the opening ceremony of
"Shanghai Expo 2010" world exhibition.

Presidential press office told Armenpress that with the participation
of the Armenian president opening of the Armenian pavilion of the
exhibition took place after which Serzh Sargsyan toured in the
pavilions of the USA, Russia and China.

The botched Armenian-Turkish protocols are the product of the 2007
secret negotiations, says an expert in Yerevan with knowledge of
regional politics.

"In those negotiations Turkey agreed to separate concessions and to
improvement of relations with Armenia irrespective of relations with
Azerbaijan. It is another question that our authorities themselves
stated this whole process, which surprised the Turkish side," says
independent political analyst Yervand Bozoyan, who has opposed such
a course of normalization from the very beginning. According to him,
the Turkish side has taken advantage of the Armenian side’s weakness,
bringing up the issue of Nagorno-Karabakh as a precondition, which
is absent in the text of the protocols.

"They changed their position based on the course of the process.

However, weakness of one side in the negotiations also spoils the
other side, from which the whole process has suffered. This is the
most tragic element of the negotiations," he says.

The analyst says that in the issue of Nagorno-Karabakh Armenia cannot
make concessions, because for Armenia these are not territorial
matters, but a matter of security.

"If for Azerbaijan it is a loss of land, then for us it is a matter of
state security," says Bozoyan. "I always cite the example of Israel,
which has seen four wars in 70 years. The Israeli elite have understood
that if they make concessions in principle in the matter of Jerusalem,
then other concessions will be demanded and so on, they understood
where the limit of those concessions was."

Another leading expert, Karen Bekaryan, says, sarcastically, that
if Turkey deems Azerbaijan so important, then Armenia should perhaps
talk Karabakh directly with Turkey.

Bekaryan, who is Chairman of the European Integration organization and
Director of Radiolur Information Programs of Public Radio, presents
one of several scenarios.

"We should sit and negotiate directly with Turkey, get a few regions
in Western Armenia and think about withdrawing from territories
in the security zone [in Karabakh]. If it is an implausible
scenario for Turkey, in that case Turkey has nothing to do in the
Armenian-Azerbaijani process. And it is here that the red line lies
for Armenian diplomacy," says Bekaryan, describing a highly unlikely
scenario to illustrate why Turkish aspirations in the Karabakh issue
are unacceptable.

Unlike Bozoyan, who did not welcome the format of the latest
Armenian-Turkish negotiations, Bekaryan was among its proponents. The
expert says, however, he does not accept sentiments often expressed by
the Turkish elite that he says have hampered the negotiating process.

Commenting on the recent statement by Turkish Prime Minister Recep
Tayyip Erdogan in which he threatened to expel illegal Armenian
migrants from Turkey, Bekaryan terms it a ‘racist statement’ by all
human rights standards.

"It would be a different thing if he said that they were starting to
deal with illegal migrants. I’m not sure much has changed in Turkey
since 1915," he says.

Bekaryan also described as a threat of use of force Turkish Foreign
Minister Ahmet Davutoglu’s statement in which the latter tried to show
why Turkey’s reluctance to ratify the deal with Armenia is influenced
by the unresolved nature of the Karabakh conflict. Davutoglu, in
particular, portrayed a scenario in which another Armenian-Azerbaijan
war starts two months after the Turkish-Armenian border is opened.

"Should we close it again?" Davutoglu queried in one of recent media
interviews.

"There is such a thing as a threat of use of force in international
law. What he [Davutoglu] said was the threat of using force. With
this statement, Davutoglu supports Azerbaijan," he says.

Expert Bozoyan does not expect any essential changes till the next
presidential election. "I think the next authorities that will come
to replace the current ones will start Armenian-Turkish relations
from scratch," he says.

Bekaryan, meanwhile, thinks that while on the state level Armenia
should take its time, then dialogue on the level of societies should
be boosted.

World leaders have failed to deliver commitments made in 2002 to
reduce the global rate of biodiversity loss by 2010, says the statement
received by PanARMENIAN.Net from Armenian Society for the Protection of
Birds (ASPB). These findings are the result of a new paper published in
the leading journal Science and represent the first assessment of how
the targets made through the 2002 Convention on Biological Diversity
(CBD) have not been met.

"Our analysis shows that governments have failed to deliver on the
commitments they made in 2002: biodiversity is still being lost as fast
as ever, and we have made little headway in reducing the pressures on
species, habitats and ecosystems", said Dr Stuart Butchart, of the
United Nations Environment Programme World Conservation Monitoring
Centre and BirdLife International, and the paper’s lead author.

"Our data show that 2010 will not be the year that biodiversity loss
was halted, but it needs to be the year in which we start taking the
issue seriously and substantially increase our efforts to take care
of what is left of our planet."

The indicators measuring different aspects of biodiversity were
developed and synthesised through the 2010 Biodiversity Indicators
Partnership – a collaboration of over 40 international organisations
and agencies developing global biodiversity indicators and the leading
source of information on trends in global biodiversity.

"Since 1970, we have reduced animal populations by 30%, the area of
mangroves and sea grasses by 20% and the coverage of living corals by
40%", said the United Nations Environment Programme’s Chief Scientist
Prof Joseph Alcamo.

The results from this study feed into Global Biodiversity Outlook 3,
the flagship publication of the CBD, to be released in Nairobi on May
10th, when government representatives from around the world will meet
to discuss the 2010 target and how to address the biodiversity crisis.

"Although nations have put in place some significant policies to
slow biodiversity declines, these have been woefully inadequate,
and the gap between the pressures on biodiversity and the responses
is getting ever wider", said Dr Butchart.

The study recognised that there have been some important local or
national successes in tackling biodiversity loss, including the
designation of many protected areas (e.g. the 62,000 ha Lake Arpi
National Park in Armenia), the recovery of particular species (e.g.

Corncrake) and the prevention of some extinctions (e.g. Caucasian
Grouse).

But despite these encouraging achievements, efforts to address the
loss of biodiversity need to be substantially strengthened.

"Biodiversity concerns must be integrated across all parts of
government and business, and the economic value of biodiversity needs
to be accounted for adequately in decision making. Only then will
we be able to address the problem", said Ahmed Djoghlaf, Executive
Secretary to the Convention on Biological Diversity.

The Parliamentary Assembly of the Council of Europe (PACE) published
during its today’s full session a statement recognizing and condemning
the Armenian Genocide, member of the Armenian delegation in PACE and
a Prosperous Armenia Party MP Naira Zohrabyan told Tert.am in a phone
talk from Strasbourg.

According to Zohrabyan the Armenian delegation had circulated a
written draft of the statement yesterday.

"Taking account the fact that the 95th anniversary of the Armenian
Genocide was completed this year and stating that the recognition
of the Genocide contributes to the respect for human dignity and
prevention of crimes against humanity, citing the recognition of
the Armenian Genocide by different countries, the signatories of
the Assembly call on Assembly members to take necessary steps for
the recognition of the Armenian Genocide perpetrated by the Ottoman
Empire in 1915, which will contribute to the recognition of the
Armenian Genocide also by Turkey and that, in turn, will contribute
to the normalization between Armenia and Turkey and the establishment
of peace in the region," Zohrabyan briefly presented the content of
the statement.

She also said that representatives of more than 15 PACE member states
joined the statement, among them also representatives of such states
that have not recognized the Armenian Genocide yet (ex. Great Britain).

"According to the established procedure as soon as more than 20
signatures are gathered – and we have gathered far more than that –
the statement is handed to the Secretariat, and today morning, at
the beginning of the full session the French Deputy Francois Claude
Mignon, presiding the session, publicized the statement, saying it
was open for signature and anyone could join it," said Zohrabyan,
drawing attention to the fact that today’s session was not presided
by PACE Chairman Mevlut Chavushoglu.

On 29 April President of the Artsakh Republic Bako Sahakyan sent
a condolence letter to the family of Valentin Oskotsky, member
of the pardon commission under the Russian President, member of
the International Literary Critics Association, co-chairman of the
"Karabakh" Committee of the Russian intelligentsia in connection with
his death, the central information department of Artsakh President’s
office reported.

The letter runs as follows:

"I have learnt with deep regret about the death of Valentin Oskotsky.

Valentin Oskotsky was enjoying high respect in Nagorno-Karabakh.

Practically from the very beginning of the Karabakh national
liberation movement, being among the founders and leaders of the
"~SKarabakh" Committee of the Russian intelligentsia" (KRIK)
non-governmental organization, he actively defended our nation’s
right to self-determination and made a considerable contribution to
our fight for restoring the historical justice.

Accept my deep and sincere condolences. In this difficult hour I
share with you the whole pain and sorrow of this irretrievable loss".

National Security Council of Armenia met today with representatives of
the companies of the sphere of military industry, discussed the current
problems and the issues directed toward development of the sphere.

A. Baghdasaryan said that one of the main priorities of the Armenian
National Security Council is the military security, in maintenance
of which the military-industrial complex (MIC) has a decisive role
and significance. According to him, the constant attention of the
president on the developments taking place in the MIC is conditioned
by that very circumstance. "By the development degree of the MIC is
conditioned the military-political power of our state, as well as
its place and role in international developments" A. Baghdasaryan said.

According to him, taking into consideration the importance of the MIC,
a concept on MIC development is intended to draft, which will enable
to take into account the international experience of the sphere and
to ensure consolidation of a contemporary and operative system, as
well as to contribute to promotion of the activity of the enterprises
of the latter.

"Today the RA MIC is aimed at becoming the locomotive of the
national economy, which can create wide opportunities for up-to-date
enterprises. In the end, the RA MIC is aimed at encouraging the
product export of the MIC," A. Baghdasaryan said. He noted that the
military industry getting support by the state can appear to be a
serious stimulus for development of other branches of economy.

Secretary of the National Security Council said that works are being
carried out directed toward deepening the military-industrial ties
especially within the frameworks of the CSTO. "In this regard there
is a positive shift. I am sure that we will manage to register
serious achievements," A. Baghdasaryan said. According to him, 4
Armenian military-industrial companies must get integrated into a
financial-industrial interstate group, cooperating with Belarusian
and Russian companies.

OSCE Minsk group Igor Popov.

Central Information Department of the NKR President office told
Armenpress that the president of the country congratulated Mr. Popov
on the new appointment and wished fruitful work.

A number of issues related to the Azerbaijani-Karabakh conflict
settlement were discussed during the meeting. The necessity of
peaceful settlement of the conflict within the framework of the Minsk
group and participation of Artsakh in the negotiation process were
mutually noted.

Foreign minister of the Artsakh Republic Georgy Petrosyan partook at

A senior member of Azerbaijan’s ruling party has accused Tehran of
helping enemy Armenia, a country which he claimed the USA is seeking
to use as a launchpad to "destroy" Iran. At a meeting with a group
of Iranian lawmakers in Baku on 27 April, MP Eldar Ibrahimov also
said that the USA pressured Azerbaijan some time ago for permission
to use its airspace to attack Iran.

"Of course, I do not have the right to interfere in domestic affairs
of other countries, including Iran. You have friendly relations with
Armenia. This is your own business. But you also have to know that
some a year and a half ago, the US president put a lot of pressure
on Azerbaijan to open its airspace for bombing Iran. Our respected
president did not agree," Ibrahimov was shown by ANS television
telling the Iranian MPs.

"In return for getting the Armenian border [with Turkey] reopened,
America wants to establish military bases in Armenia… from where
it wants to destroy Iran," Ibrahimov said.

The head of the Iranian parliamentary delegation, Seyyed Kazem Musavi,
replied that Azerbaijan’s territorial integrity was important for
Iran and that his country wanted Azerbaijan and Armenia to resolve
their problems peacefully.

PACE, Ganira Pashayeva, who is known to disseminate false propagandist

scenes at PACE, this time endeavored to tell the Azerbaijani truth
to Council of Europe Secretary-General Thorbjoern Jagland.

Baku-based media reported that on the second day of the PACE spring
session, responding to the question by the member of the Azerbaijani
delegation Ganira Pashayeva saying that many resolutions adopted by
the Council of Europe have not been implemented yet, Mr. Jagland said:
"In principle you are right that many resolutions of the Council of
Europe have not been implemented until today." Nevertheless, he said,
that the process of solving the Nagorno-Karabakh conflict is carried
out by the OSCE Minsk Group. "I think the CoE will not interfere in
this process," said the general secretary.
