April 1 a solemn ceremony of Matenadaran manuscripts opening was held
in UNESCO hall, Beirut.

The exhibition organized by joint efforts of Lebanese Ministry of
Culture and Armenian embassy was implemented in the frames of closing
events "Beirut as the world book capital 2009", RA Foreign Ministry
informed NEWS.am.

RA Ambassador in Lebanon Ashot Kocharyan delivered a welcoming speech,
emphasizing Armenian-Lebanese cultural cooperation and presenting
information about Matenadaran. He also expressed gratitude to
Lebanese Ministry of Culture for the assistance. A representative
from Lebanese Ministry of Culture, chief coordinator of "Beirut as the
world book capital 2009" project Leila Barakat welcomed participation
of Armenia in the event, signifying the role of Armenian community
of the country’s life.

Matenadaran chief warder Gevorg Ter-Vardanyan presented 19 manuscripts
in details. Besides, a video and photos about Armenia were shown
accompanied by the Armenian classical music.

Vartan Oskanian in Europe’s policy forums

On March 27, Vartan Oskanian participated in the annual Brussels Forum. Held
every year in Belgium’s capital, the three-day event attracts more than 400
participants from around the world. Discussions cover a variety of issues:
global economics, politics, security issues, energy, relations between
certain countries, and various regional problems. Former and current
high-ranking officials, directors of international organizations, and
representatives of important policy institutions and think tanks participate
in the formal discussions and in between events. This year, the presidents
of Latvia, Estonia, Serbia and Georgia, the President of the Council of the
European Union, the President of the European Commission, former US
Secretary of State Madeleine Albright, various former presidents, prime
ministers and foreign ministers attended the forum.

Vartan Oskanian spoke on `The Caucasus: the Next Tinderbox in Europe,’ in
which Georgia’s Minister on Reintegration, Temur Iakobashvili, also
participated, as did the editor of The Caucasian Knot. Mr. Oskanian spoke of
greater tension in the region, particularly as a result of the impact of the
Armenia-Turkey process on the Karabakh conflict. The Karabakh issue has
altered the Armenia-Turkey-Azerbaijan triangle. This now three-sided
conflict can become very dangerous if it is not unraveled with care, he
said.

Oskanian maintained that the primary issue is the Armenia-Turkey process
because if it is not addressed the situation as it stands will lead to no
improvement in relations among the two countries but will further complicate
relations between all three countries and the situation in the region
overall.

During the Brussels Forum, Mr. Oskanian was among those who participated in
a discussion on `A Changing Turkey’ during which those in the audience
debated the significance of the US Congress Foreign Affairs Committee vote
on the Armenian genocide as well as Turkey’s democratization and
Europeanization processes.

Vartan Oskanian also spoke at the European Policy Center, in Brussels, on
March 26. The roundtable was entitled `Security and Stability in the South
Caucasus: Nagorno-Karabakh and the Search for a Solution – Breakthrough or
Breakdown?’ Mr. Oskanian spoke about the tense situation in the region. He
explained that the international community’s hope of recent months that in
the wake of Turkey-Armenia rapprochement, the Karabakh conflict settlement
would also be imminent not only has been dashed, but the opposite has
happened: there is no progress on either front, and worse, each has become
more complicated.

Azerbaijani representatives from various European cities and missions were
present to dispute Mr. Oskanian’s stance and reassert the position they’ve
settled on, especially of late, that Karabakh will never gain the right to a
referendum or the right to self-determination and that in the modern world
borders do not change. Responding to this type of pronouncement Vartan
Oskanian spoke of how the modern world is very dynamic in change, that in
the recent decade borders have been changed, and he reasserted Armenia’s
position of previous years that return to the reality of 1988 is not
possible in any circumstance, and that the only way to resolve this issue is
to fully realize the right to self-determination for the people of Karabakh.

On the preceding Thursday, in Paris, Mr. Oskanian addressed a group of
experts at the Foundation for Strategic Research on `The South Caucasus:
New Challenges?’

Mr. Oskanian spoke of Armenia’s recent foreign relations challenges. He
stated that if months ago at the start of the Armenia-Turkey process, most
among the international community, were hopeful that this would lead to not
only an Armenian-Turkish rapprochement but also to a settlement of the
Karabakh conflict, then it is obvious that today both problems have reached
an impasse. The general atmosphere is getting worse in the region; by Mr.
Oskanian’s assessment, it was miscalculations in this process that led to
the developments now capable of harming the region’s fragile stability.

French foreign ministry officials and Caucasus experts were interested in
what it would take to resolve this conflict. Mr. Oskanian stated in response
that with both Armenia-Turkey relations and the Karabakh conflict, there
needs to be a drastic change of approach and stressed the imperative to keep
the two issues clearly separate.

ArmInfo. Legendary guitarist Tony Iommi announced that he will record
a few songs with lead singer of Deep Purple Ian Gillan, aiming at
raising funds for the Armenian music school in Gyumri.

Tony Iommi said this in an exclusive interview to "Metal Hammer". "Ian
was at mine a few weeks back, and we put a couple of tracks down,
just to try and raise some money for Armenia. We raised some money 20
years ago and we wanted to do it again, to be able to buy stuff. We
went over a few months ago because they gave us an Order Of honour
from the president and so Ian and I went over and Pat Cash came. They
showed us what the money had bought. They showed us this old music
school, it was freezing and the kids had no instruments so we bought
them some new instruments – drums and guitars – and we want to build
a new school for the kids.

We’re going to do a few songs and, hopefully, we can raise the money
to afford to buy them a new school. The plans are quite open at the
moment. We’ve talked about doing a couple of shows out there, but
it’s about working round what we are both doing – because we [Heaven
And Hell] hope touring will start again soon," Tony Iommi stated.

Tony Iommi and Ian Gillan visited Armenia on October 1-2, 2009,
within the framework of Armenia Grateful 2 Rock project. Ian Gillan’s
charitable concerts with the Philharmonic Orchestra of Armenia took
place in Yerevan on March 26 and 27, 2010, and the entire proceeds –
18mln 327 thousand AMD, will be spent for constructing the building
for N6 music school in Gyumri.

Ankara, 31 March: Turkish Education Minister Nimet Cubukcu on Wednesday
[31 March] said the government was working on a plan for schooling
of the children of alien families living in Turkey illegally.

Cubukcu said the current laws did not allow illegal alien children
to attend schools.

"But we are working on an arrangement that would allow schooling
for children with unidentified legal status from Armenian descent or
others," Cubukcu said when responding to a question at the parliament.

Washington. Isabel Levine – APA. US Congressman Michael McMahon,
who recently joined the caucus on Azerbaijan in Congress and stood
against the so-called Armenian genocide, believes that the sooner
Nagorno-Karabakh conflict is resolved, the better for Turkey-Armenia
normalization.

"The occupation of Nagorno-Karabakh is standing in the way of
normalization process between Armenia and Turkey. It is also
preventing Armenia from focusing on what is important – mainly the
extreme poverty that exists in the country" – Mr. McMahon told APA’s
Washington correspondent.

Speaking about the Nagorno-Karabakh peace process, US Congressman
pointed out that, the defrosting process of any protracted negotiations
is not easy, "but some revival concerning Azerbaijan-Armenian
normalization was noticed recently.

"I think that Azerbaijan, Armenia, Turkey and the USA, are open for
new policy, adhered by the international community", – he added.

Mr. McMahon also mentioned that, he fully supports fundamental
principles proposed by Minsk Group.

Congressmen McMahon is a very valuable friend of US Azeris and Turks
and works for the world peace.

On March 29th the member of Congress hold the meeting with American
Turkish Societies. This event was opposed by Greek and Armenian
Diasporas.

A phone conversation took place between Turkish Foreign Minister
Ahmet Davutoglu and US Secretary of State Hillary Clinton, upon
Turkey’s request.

According to Turkish news agency Anadolu Ajansi, during the
conversation, among other issues, the two parties discussed House
Resolution 252 on the Armenian Genocide which was recently passed by
the US House of Representatives Foreign Affairs Committee.

Also discussed during the phone conversation were issues related to
the Middle East, Iran and Iraq.

Well-known Dutch film director and scriptwriter Jos Stelling will be
providing a master class from March 23–28 in Yerevan at the Golden
Apricot Regional Masterschool of Cinema.

Stelling will be supervising the making of three short films (not
documentaries) on the theme of `Love and the City (Yerevan).’ Hasmik
Hovhannisyan’s `The Hat,’ Mariana Yeghiazaryan’s `The Secret,’ and
Artur Sukiasyan’s `Yerevan’s Pretty Boy’ will be the three works
supervised by Stelling.

According to Golden Apricot international film festival program
director Mikayel Stamboltsyan, after all the production and
post-production work is completed, the three films will be available
for viewing by the general public.

Out of the 20 possible entries, Stelling himself chose these 3 pieces,
not because they were the best, according to Stamboltsyan, but because
they could be shot in the three days allocated for the program.

The program director noted that the other films not chosen for
Stelling’s master class will be shot and filmed and perhaps screened
in the summer during the Golden Apricot film festival.

Eurasia Partnership Foundation (EPF) together with the Istanbul-based
Global Political Trends Center (GPoT) and with funding from USAID,
held Armenia-Turkey policy discussions at the Armenia Marriott Hotel
in Yerevan on March 25, 2010.

The meeting brought together a number of distinguished opinion makers
and media professionals from Turkey and Armenia. The list of
participants included Mr. Alexander Arzumanyan, Former Minister of
Foreign Affairs of Armenia; Ambassador Yalim Eralp (Turkey);
Ambassador David Hovhannisyan (Armenia); Mr. Mehmet Ali Birand,
renowned Turkish journalist, political commentator and writer; and
others. U.S. Ambassador to Armenia Marie L. Yovanovitch, EPF Director
Gevorg Ter-Gabrielyan, and GPoT Director Mensur Akgun welcomed the
participants with opening remarks.

`The meeting today is part of a process to help lay a foundation for
greater regional integration, something we believe to be very
important that will lead to enhanced regional stability and enhanced
economic cooperation and development in the two countries,’ said
Ambassador Yovanovitch. She noted that experiences in other countries
show that civil society actors, individually, but more often,
collectively, have come to play a new and important role in conflict
resolution around the world. `Any activity, whether at the elite,
middle-range, or grassroots level, aimed at transforming the
cross-border relationship, contributes to progress and to an
atmosphere more conducive to conflict resolution, and we hope that
this initiative will bring us one step closer to improved dialogue and
cooperation between Armenia and Turkey,’ she said.

The meeting was part of EPF’s USAID-funded `Days Two and Three in
Armenia-Turkey Rapprochement’ project, which seeks to build ties and
to develop mutual understanding among Armenian and Turkish peer groups
in the non-government, media, and business sectors, helping them to
contribute strategically to state efforts to build relations between
the two countries. The discussions did not focus on Armenian-Turkish
protocols but rather elaborated on the entire range of recent
Armenian-Turkish developments. A special emphasis was made on what
should be done within Track Two Diplomacy efforts to advance the
process of normalizing Armenia-Turkey relations.

EPF Country Director Gevorg Ter-Gabrielyan said: `It is important that
despite the current tense political situation, our colleagues from
Turkey are visiting Armenia for Track Two Diplomacy discussions. We
see that Turkish civil society is making a genuine effort to overcome
any roadblocks on the way to normalization of ties between our two
countries. We in Armenia support these efforts.’

YEREVAN, MARCH 25, NOYAN TAPAN. A delegation led by Vice-Prime
Minister, Defence Minister of Czech Republic Martin Bartak will arrive
in Armenia on an official visit on March 26.

M. Bartak’s and RA Defence Minister Seyran Ohanian’s private talk is
planned the same day. A ceremony of signing a bilateral agreement is
scheduled at the Defence Ministry administrative complex, which will
be followed by a press briefing.

According to the RA Defence Ministry Press Service, on March 26, M.

Bartak will be received by RA President Serzh Sargsyan. The same
day M. Bartak will visit Tsitsernakaberd Memorial Complex to pay the
tribute of his respect to the memory of Armenian Genocide victims.

be signed.
