Although the Armenian-Ukrainian friendship has a long history,
Armenia doesn’t include Ukraine in its large-scale projects. The
Ukrainian party applied for participation in the construction of a
new nuclear power plant in Armenia, but did not receive a positive
response, Ukraine’s Ambassador to Armenia Alexander Bozhko told a
press conference today.

Armenians and Ukrainians are friends, there are warm relations
between the two countries. Ukrainians buy more Armenian cognac than
Armenians, Bozhko said. However, Ukraine has not yet recognized the
Armenian Genocide.

"First of all you have to think about our problems, which really
exist," the Ambassador said.

"There is great respect for the events commemorating the Armenian
Genocide in Ukraine, while no Armenian official participated in
a similar event organized in Armenia, although we had sent out
invitations," Bozhko said.

The Ukrainian Ambassador considers that the issue of establishment of
the Armenian-Turkish relations should be solved through negotiations,
which require time.

ArmInfo. President of Georgia Mikheil Saakashvili estimates positively
opening of the land state border with Georgia. This fact was stated by
President’s spokesperson Manana Manjgaladze at the briefing on Tuesday.

"Opening of CP "Kazbegi-Upper Lars" means that Russia as minimum
recognizes the state border with Georgia on this part of it",
Manjgaladze said on behalf of the president. "It is a positive
fact by which Russia acknowledged directly that economic embargo
imposed 2005 in has not justified itself", the spokesperson cited
the president’s words.

While touching the issue of regional security Manjgaladze said that
President considered that the closed border and block posts created
a greater danger than a legal border post where the state would have
possibility to establish the control using all legal methods.

As for rumors disseminated by different Mass Media last time as if
Russia claims for the territory of Stemantsminda (Kazbegi district)
and Kobi and Gudauri, President considers that "it is psychological
pressure first of all influencing the local population, potential
investors and, correspondingly, the country development’s rates",
Manjgaladze noted.

At the same time she stressed that talks on opening of the CP
"Kazbegi-Upper Lars" that had been held with Switzerland’s meditation,
did not mean that good relations were restored between Russia and
Georgia.

"It is complicated to talk about relations improvement when Russia does
not recognize democratically elected government of Georgia, its state
border and tries to legalize ethnic cleansing", Manjgaladze stressed,

The Armenian National Committee – Political Action Committee (ANC-PAC)
is pleased to announce its support of Nayiri Nahabedian for the 43rd
State Assembly District in the April 13th special election.

In a state which is home to the largest concentration of Armenian
Americans in the nation, the 80 member legislative body currently
stands with no members of Armenian ancestry.

Paul Krekorian’s successful move to the Los Angeles City Council has
left his former seat in the district vacant. Despite the growing size
of the community in the last 20 years, Armenian-Americans stand to
lose a valuable voice in the State Assembly.

The ANC – PAC met with all the candidates participating in the election
to assess their qualifications and goals. After due consideration, the
committee was unanimously convinced that Nayiri Nahabedian possesses
the best qualifications to serve the constituents of the 43rd District.

Nayiri Nahabedian’s strong background in leadership and public policy
has earned the trust of several key supporters including; Los Angeles
City Councilmember Paul Krekorian, Senator Carol Liu of Glendale,
Assemblymember Anthony Portantino of Pasadena, and numerous other
elected officials, political leaders, and community organizations. She
has been endorsed by a wide cross section of groups ranging from
the Los Angeles County Federation of Labor and various other unions,
to teachers, professionals, law enforcement, and women’s groups such
as the National Organization for Women (NOW).

Since Armenian-American voters represent only 16% of the registered
voters of the district, an electable candidate will need to appeal and
gain the support of non-Armenian voters as well. Nayiri Nahabedian
currently serves on the Glendale School Board and has earned her
credentials in successfully managing a large pubic educational entity
at a time of dwindling public funds. She was elected to that body by a
large and diverse base in the electorate, proving adept at garnering
a wide range of support outside of the Armenian-American community
as well.

Nayiri Nahabedian has raised an impressive amount of money since
declaring her candidacy. With more than $150,000 in contributions
since January 7th, Nahabedian has put an exclamation point on the
legitimacy of her effort. Along with an accomplished team of campaign
strategists and consultants, Nahabedian is well equipped to bring
victory home on April 13th.

The campaign team working to elect Nayiri Nahabedian has the best
knowledge of the electorate of the 43rd Assembly Dirstrict because
its members worked on Paul Krekorian’s successful campaigns for the
Burbank School Board, State Assembly, and Los Angeles City Council.

Nayiri Nahabedian has dedicated her life to serving our community and
its institutions. Her service to the community includes co-founding
AGBU’s Generation Next Mentorship program providing mentors to at-risk

ArmInfo. The Armenian party has proofs that serviceman Sargis Voskanyan
has been killed by an Azeri sniper

While commenting on the statement by Teymur Abdullauyev, the deputy
spokesman of the Azeri Defense Ministry, that Voskanyan has been
killed by his comrades and the Office of the Military General of
Armenia has instituted a criminal action on this case, Spokesperson
of the Office of the General Prosecutor of Armenia Sona Truzyan said
that the action has actually been instituted but the case is being
investigated by a special group of the Ministry of Defense of Armenia
rather than the Office of the Military Prosecutor.

"We have proofs that Voskanyan has been killed by an Azeri sniper.

This is a general practice to institute a criminal action when a
soldier is killed even if he is killed by the enemy," Truzyan said.

As was reported earlier, contracting officer Sargis Voskanyan (29)
was killed by an Azeri sniper near the village of Chinari, Tavoush
region, Mar 1 01:30 PM. The bullet got in the man’s head. Investigation
is underway.

Armenia have urgent security issues to be resolved, according to
Apaga Technologies marketing manager Hayk Asryants.

As he told a PanARMENIAN.Net reporter, failure to use SSL certificates
increases vulnerability of data transferred via internet.

"Risks become even more perceptible with foreign transactions. While
the user makes online purchases, sends or receives a report,
information can be easily intercepted on the route from provider to
server. Information security is an urgent issue for state structures,
who do not code their websites. Part of internet traffic goes
through Turkey and Georgia, increasing vulnerability of official
correspondence," he noted.

To resolve the issue, Apaga Technologies recommends use of VeriSign
SSL certificates, which already benefited 96 major banks worldwide.

"Last year, a bank in Armenia lost USD 150 000 because of insecure
data transfer," he noted, emphasizing: "The need to focus on security
and risk management is gaining momentum in Armenia."

Currently, a number of Armenian banks, the Ministry of Foreign
Affairs as well as VivaCell-MTS and Orange Armenia mobile operators
use cryptographic protocols.

Toronto – The musical group YerazArt performed in Babayian Hall of
Toronto’s Alex Manoogian Cultural Center on October 14, 2009
completing a 10-day tour of North America. Over 300 people attended
the final performance in Toronto.

AGBU had extended a special invitation to YerazArt, made up of young
performers from Armenia, to give concerts around the United States and
Canada in honor of Armenian Cultural Month. In addition to Toronto,
the group performed in a number of other cities with Armenian
communities, including Montreal, Boston, San Francisco, Fresno, and
Boca Raton.

AGBU Toronto’s executive director, Salpi Der Ghazarian, gave the
opening remarks, welcoming the enthusiastic audience and addressing
the importance and impact the arts have on Armenian culture.

"Armenians need art as much as bread, water and air, and they also
feel the need to compose, create and present their work as art and
music to Armenians and non-Armenians alike," she said.

Apo Ashjian, director of YerazArt’s tour, also spoke, explaining the
background and organization of the musical group.

Out of 450 candidates eager to be a part of YerazArt, the following
six were selected: 17-year-old pianist Hripsime Aghakarian,
16-year-old soprano Maneh Kaloyian, 16-year-old duduk player Norayr
Kapoyian, 22-year-old oboist Maneh Harutiunian, 18-year-old violinist
Hrayr Karapetian, and 15-year-old cellist Haik Sukiasian.

These young musicians have participated in various national festivals
and competitions, such as the Spendiaryan National Competition
Festival, the Arno Babadjanian and G. Saradjyan national piano
competitions, Aram Khachatryan Vocal Competition, National Folk
Instruments Competition Festival, Avet Gabrielyan and Sargis
Aslamazyan VII National String Competition, as well as the "Revival"
International Music Festival and Competition in Gyumri, and have won
major prizes and awards.

The Toronto performance included pieces from Arno Babajanyan, Edward
Baghdasarian, Komitas, Beethoven, Charles Colin, Aleksandr
Harutiunian, Sayat-Nova, Nikolai Rimsky-Korsakov, Aleksandr
Spendiarian, and Henryk Wieniawski.

Each of the musicians displayed their impressive talents throughout
the concert, both individually and collectively, creating a memorable
event for all in attendance. The YerazArt musicians, now back in
Armenia, hope to return for more performances in North America.

YEREVAN, February 26, /ARKA/. Inflation in Armenia reflects the
delayed impact of several factors, such as devaluation of the Dram in
2009 March, as well as the natural gas price rise, World Bank Yerevan
Office head, Aristomene Varoudakis said today.

Speaking at a news conference he said inflation at the end of 2009
exceeded Central Bank’s expectations reaching 6.5%, rising further to
7% in January 2010.

Consumer prices in 2009 December grew year-on-year by 6.5%. In 2010
January a 1.7% inflation was registered. In terms of 12 months it was
7%.

According to Varoudakis, Armenian inflation was affected also by some
other factors, particularly, by the rise of prices of sugar, wheat and
medications.

Aristomene Varoudakis also said Armenian banking system has high
liquidity level both in hard currency and Drams, but he added that it
is not used fully for allocation of loans. The 2010 government budget
projects a 4 ±1.5% inflation for 2010. The IMF projects a 6%

If Armenia does not free the occupied territories of Azerbaijani, a
war in the South Caucasus is inevitable, Azerbaijani Defense Minister
Safar Abiyev said today during a meeting with French Extraordinary
and Plenipotentiary Ambassador to Azerbaijan Gabriel Keller.

During the meeting, which discussed military cooperation between the
two countries, the defense minister touched upon the Nagorno-Karabakh
conflict.

He said diplomats have failed to achieve concrete results for 15
years of negotiations.

"Azerbaijan will not be able to wait 15 more years. Now the war is
inevitable and the threat is gradually approaching," Abiyev said.

The French ambassador introduced the new military attaché appointed
to Azerbaijan at the meeting.

of the Holy See of Cilicia will visit three major pilgrim centres of
the Malankara Orthodox Church in the district on Sunday.

The Catholicos, accompanied by Catholicos of the East and Malankara
Metropolitan Baselius Mar Thoma Didymus-I, will bless the faithful
at St. Mary’s Orthodox Church at Kallooppara at 8.30 a.m.

He will lead prayers at the tomb of St. Gregorios at St. Paul’s and
St. Peter’s Church, Parumala, at 10 a.m.

He will be accorded a reception at St. Mary’s Church at Niranom at
