YEREVAN, AUGUST 9, NOYAN TAPAN. The RA Defence Minister Serge
Sargsian’s joining the Republican Party of Armenia (RPA) will result
in the Armenian President Robert Kocharian’s resignation in October
or November. Davit Hakobian, Chairman of the Marxist Party, made
this statement at the August 9 press conference. "Serge Sargsian
will not be Serge Sargsian, if he does not start an active attack
this autumn with a king’s gambit," he said. According to him, either
Serge Sargsian will become the "throne’s owner" by January 2007 or
it will never happen because the affairs will take a different turn
after the parliamentary elections. "With the Republicans’ congress,
the absolute power in Armenia has finally passed to the Republican
junta, and thus a palace overturn took place, which is a political
adventure." "If the President does not leave his throne of his own free
will, two forces will clash, which will create favorable conditions
for a third force," D. Hakobian said. In the speaker’s opinion, the
political and moral decline of the nation threatens to eliminate the
Armenians as a nation. D. Hakobian noted that today the nation in
particular needs a new ideological generation change in the name of
security of the nation and its national genetic pool, a new national
concept, a new electoral code and new Constitution. The Marxist party
will participate in parliamentary elections with its own potential,
without cooperating or forming an alliance with any party. Asked if
they will receive the necessary votes, the party’s chairman replied:
the nation to move its educated sons to the background and make the
parliament a theatrical box for criminal and political dregs has no
right to survive. Every people deserves what it has chosen." Speaking
about the opposition, D. Hakobian noted that the opposition members
are even not worth mentioning because of their selfishness and for
the reason they did not develop a new ideological concept.

the US, the Karabakh problem is placed on a political rather than
self-determination plane. Chairman of the Marxist party Davit Hakobian
stated this during the August 9 press conference, noting that it
is evident from the Armenian leadership’s willingness to "present"
to Azerbaijan the "7 provinces" surrounding Karabakh without solving
the problem of Karabakh’s status. "Last year, on May 30, with Serge
Sargsian’s (NT: RA Defence Minister) efforts our authorities obtained
from the parliament a "go-ahead" that the seven provinces were not
ours," he said adding that Armenia’s "diplomatic corps fell a victim
to the US political games." "The US needs as much as air and water
these 7 provinces, where military units will enter under the name of
peacekeeping forces to strike Iran from the rear." In D. Hakobian’s
words, for this reason the diplomatic stage of the Artskah problem has
"collapsed".

of Cilicia tersely condemned the bombing of a building in the southern
Lebanese city of Qana, calling it a massacre. "What has happened in
Qana, South Lebanon by Israel, is outrageous, inhumane and against
all international laws and conventions," the Catholicos said in a
statement to the international press. "I simply do not understand how
Israel describes as ‘a technical error’ the shelling with his advanced
and sophisticated war machine a building where children, women, sick
and disabled people have taken refuge. All sorts of justifications
or clarifications provided by Israel are unacceptable in the face of
this human tragedy," said Aram I.

Aram I emphatically added that "This war must end. It must stop
immediately and without any condition. Innocent people are being
killed, families are being destroyed; Lebanon is on the brink of
collapse and people are still dealing with diplomacy. One cannot
remain indifferent before human slaughter… We must protect human
life by all means. The UN and the powers of this world must act firmly
on this basis. This is the realistic way of dealing responsibly with
this complex and critical situation. First protection of life and only
then creation of proper conditions for diplomacy and for the settlement

Azerbaijani President Ilham Aliyev has said that the present format
of peace talks with Armenia on Nagornyy Karabakh is Azerbaijan’s big
diplomatic success, the Azerbaijani state TV channel AzTV reported
in a special coverage on 31 July.

"The talks and the Prague process are a positive approach as a whole
and I believe that it is the success of Azerbaijani diplomacy that
the talks are held within the framework of the Prague process,"
Aliyev told a Cabinet meeting to discuss the socioeconomic results
of the first six months of 2006.

The Prague process entails a stage-by-stage solution to the decade-long
Karabakh conflict between Azerbaijan and Armenia.

Aliyev also said that Azerbaijan would never agree to the secession
of Nagornyy Karabakh from Azerbaijan. The president added that the
country’s military spending had reached 700m dollars and would continue
to rise, the state-owned broadcaster said.

BAKU. July 31 (Interfax) – Azerbaijan’s territorial integrity cannot
be a subject for negotiations, and Azerbaijan will never agree to
Nagorno-Karabakh’s separation, President Ilham Aliyev has said.

"Azerbaijan will never agree to the separation of Nagorno-Karabakh
-either today or tomorrow. And it will never agree to terms allowing
for the separation of Nagorno-Karabakh in the future," Aliyev said
at a conference dealing with Azerbaijan’s socioeconomic development
in the first half of 2006.

"Therefore, the negotiating process is a positive approach," he said.

The improvement of the national army’s material basis is among the
priorities facing Azerbaijan, Aliyev said.

`UN is the most effective structure for resolution of conflicts,’
Executive Director of the UN World Food Program James Morris told the
journalists in Baku.

He underlined that `UN stands for he peaceful settlement of the
Karabakh conflict and applies every effort for this purpose,’ Trend
reports.

Morris said that every international organization needs to be reformed
in the course of time, and currently the UN is in the process of
reforming. Nevertheless, the UN representative is not confident that
the reforming of the structure will provide for all the necessary
conditions for establishing peace in the world.

Armenia partly agrees with commission’s conclusions on A320 crash

Yerevan does not fully agree with the conclusions of the Interstate
Aviation Committee on the causes of the May 3 crash of an Armavia
A320 aircraft near Sochi.

"We agree that the human factor played its role. However, we do not
think this is the final result," head of Armenian civil aviation
Artyom Movsesian told journalists on Friday.

Armenia considers necessary to continue an unbiased investigation of
reasons behind the crash of the airbus, he said. "We tried not to
interfere into the work of the Interstate Aviation Commission all
this time. However, they claim that the existing data is enough to
elaborate the causes of the crash. We think these are preliminary
results," Movsesian said.

"The question of whether any of the crew was suffering from health
problems or other possible factors still remains unanswered," he
said.

The crash killed eight crew members and 105 passengers.
