Turkish court rejects nationalists’ compensation demand from novelist

A Turkish court on Friday dropped a lawsuit against novelist Orhan
Pamuk, rejecting a compensation demand by nationalists from the author
for claiming that Turkey had killed more than 1 million Armenians and
more than 30,000 Kurds.

Nationalist lawyer Kemal Kerincsiz and five other nationalists were
seeking 6,000 Turkish Lira (US$4,500 or A3,700) each from Pamuk
accusing him of "insulting, humiliating and making false accusations."

Pamuk was quoted as telling a Swiss newspaper that: "Thirty-thousand
Kurds and 1 million Armenians were killed in these lands, and nobody
but me dares to talk about it."

Kerincsiz had instigated an earlier high-profile court case against
Pamuk for the same comments, but those charges were dropped earlier
this year, under harsh criticism from the European Union, which Turkey
hopes to join.

Armenians say that as many as 1.5 million of their ancestors were
killing in an organized genocidal campaign by Ottoman Turks, and have
pushed for recognition of the killings as genocide around the world.

Turkey vehemently denies that the killing of Armenians by Ottoman
Turks around the time of World War I was genocide. Turkey acknowledges
that large numbers of Armenians died, but says the overall figure is
inflated and that the deaths occurred in the civil unrest during the
collapse of the Ottoman Empire.

We learned from the minister of trade and economic development Karen
Chshmarityan that there is no official message connected with the
sale of Armentel. Meanwhile, the names of the Russian company Sistema
and the Indian company Knightsbridge Associates have already appeared
in press. Karen Chshmarityan did not say anything about the second,
as for the Russian company, "Sistema is a rather serious company.
In some sense, I can say that this company will contribute greatly
to the business environment in Armenia."

The same Russian company is likely to buy the factory MARS, which was
given to Russia under the project Property for Tax. Karen Chshmarityan
said he things there is not a political context. "The company has a
high-level management" and is far from political developments.

Trevor Royle on Turkey’s persecution of its writers

WritersÊmakeÊhandy scapegoats when despotic regimes decide to defend
the indefensible and in so doingÊmakeÊthemselvesÊlook utterly
ridiculous.ÊBeingÊindependent&#x CA;and working largely in isolation,
authors are soft targets and despite the excellent work undertaken
by organisations such as International Pen and Sara Whyatt’s Writers
in Prison Committee, far too many of their kind are being banged
up all over the world for the crime of daring to speak their mind.
The latest victim is the Turkish writer Perihan Magden who will appear
this week before a court in Sultanhamet, Istanbul on charges that she
turned people against military serviceÓ. For the crime of insisting
that conscientious objection to military service is a human right
all Turkish men are subjected to 15 months compulsory service in
the armed forces Ð she faces three years imprisonment in conditions
which will be pretty grim. As the movie Midnight Express showed all
too vividly, Turkish jails are not for the squeamish.

Best known for her novels 2 Girls and The Messenger Boy Murders,
Magden is no stranger to controversy and has been praised by the
leading Turkish author Orhan Pamuk for her Òcombative independence and
steely conscienceÓ. Pamuk knows what he is talking about Ð earlier
this year he, too, faced prosecution, in his case for allegedly
insulting TurkishnessÓ. He only escaped on a technicality.

What makes these cases more worrying is that they are neither
isolated nor unusual and are usually prompted by the military
authorities. Around 80 Turkish writers are currently facing prosecution
on a variety of charges ranging from insulting the state to questioning
government policy.

The trials have also been accompaniedÊbyÊaÊfairÊdegree&# xCA;ofÊgratuitous
^_violence. Witnesses and the judiciary have been intimidated by
braying mobs inside and outside the courts and in one case, the trial
of Armenian Turkish ^_editor Hrant Dink, there were reports of an
attempted lynching. All this makes for disquieting reading at a time
when Turkey is on the verge of becoming a member of the European Union.

There have already been numerous complaintsÊaboutÊTurkey’sÊhuman rights
record and its refusal to allow freedom of expression. Questions have
also been asked about the extent to which the Turkish military has
a free rein and seems to exist outside government control. Coming on
top of existing concerns about the influence of Islamic fundamentalism
within the country and the prosecution of the Kurdish ^_population,
it’s not difficult to see why theÊwriters’ÊtrialsÊareÊcausin gÊsoÊmuch
^_dismay in the literary community.

In the wider scheme of things there are in fact very few reasons to
deny Turkey membership of the EU. Since the 1920s, when the founder
of modern Turkey Kemal Atat~_rk separated religion from the state,
Turks have longed to be part of Europe. And let’s not forget, in
the days of the Ottoman Empire they ruled most of southeast Europe,
and as far north as the Balkans.

Clerics have no political role, religious parties can and
have been outlawed,ÊtheÊeducationÊsystem&#xCA ;is ^_secular
and Turkey has emerged as a modern and vibrant country
with much to offer its EuropeanÊneighbours.ÊThat’sÊwhat
ma kes the prosecution of the Turkish writers all the more
disappointing. No countryÊaspiringÊtoÊbeÊconside red civilised
should prosecute people for expressing opinions that go against
the grain;ÊtheÊpreservationÊofÊart isticÊand ^_literary freedoms are
central to any democracy.

By offering the hand of friendship to Turkey last autumn the EU
acknowledged that Islam is central to Europe’s identity and not a
persecuted minority. Now,ÊmoreÊthanÊever,ÊTurkey&#x CA;must reciprocate by
ending these preposterous prosecutions.

Armenian military forces have recently become active in Agdam front
in Garabagh province of Azerbaijan.

Local residents told the APA’s Garabagh bureau that military equipment
is brought to the occupied parts of Agdam which have recently suffered
arsons committed by Armenians. The cease-fire is often violated by
Armenian militants in this front. Last night, Armenians committed
arsons in the occupied villages Papravend and Garapirim of Agdam. The
enemy also fired on the opposite positions of the Azerbaijani Armed
Forces from the occupied parts of Bash Gervend village.

It is reported that Armenians continued to torch the occupied
Azerbaijani lands yesterday. Arson was committed in the occupied
Khojavend region. Local residents say Armenian militants achieved
in committing arsons in the parts of Khojavend regions controlled by
Azerbaijani Armed Forces./APA/

/PanARMENIAN.Net/ The Turkish Court of Appeal, on the 12 July,
confirmed the suspended jail sentence which faced Hrant Dink, the
Armenian journalist. Mr Dink was initially condemned in October 2005
under article 301 of the Turkish penal code for an article published
on 13 February of 2004. In that publication, he had called upon the
Armenians to "turn toward the renewed blood of independent Armenia".

The European Armenian Federation is highlighting this new incident
against freedom of speech as it occurs only a few days after legal
actions were taken by Turkish extremist organizations against Karekin
II, the Catholicos of all Armenians. His Holiness Karekin II was in
fact giving a pastoral visit to his flock in Turkey at the end of
June. During an interview with the Turkish press, when interrogated
on the Armenian Genocide, he had stated that ‘historians committees’
are no longer relevant since the "Armenian genocide has been studied
by scholars for more than 90 years".

After the declaration of His Holiness, and in order to protect the
Armenian minority from the threats it had received, the Armenian
Patriarch of Turkey, Mgr Mutafyan felt obliged to iterate the denials
of Ankara by stating that "the 1915 issue should be submitted
to historians and scholars from each side to achieve a better
understanding of the sensitivities of each side".

"It is now clear to everyone that beyond the usual attacks against
freedom of speech, Turkey targets specially the truth about the
Armenian genocide," said Laurent Leylekian, the executive director
of the European Armenian Federation.

"We hail the reaction of the European Commission against this blatant
violation of the right to freedom of speech. However, to follow the
process to its logical conclusion, the Commission should now assess
the Turkish denial policy as such, as it does for freedom of speech,
minority rights or gender issues. It is politically incorrect that
this criterion is left out of the assessment process and that it
is only skimmed over in the regular reports," concluded Leylekian,
reported the EAFJD press unit.

of Armenia (RPA) Razmik Zohrabyan told journalists Serge Sargsyan,
Defence Minister of Armenia has officially become member of the RPA.

"Sargsyan’s membership in the party is just an official action,
since he has been working with it since 1998", he said, emphasizing
that Sargsyan’s active cooperation with the party has a long history.

The Republican Party of Armenia was established in 1990. Since 1992,
Andranik Margaryan, the Prime Minister of Armenia since 2000, has been
the leader of the party. Following the parliamentary elections of 2003,
the party has become part of the ruling coalition of Armenia together
with Dashnaktsutyun ARF and Orinats Yerkir parties. The number of RPA
members reaches 22 thsd people; the party has 11 regional structures

ARMENIAN FOREIGN MINISTRY OPENED A HOT LINE ON THE SITUATION IN
LEBANON

Yerevan, July 17. ArmInfo. Today Prime Minister of Armenia Andranik
Margarian held a council dedicated to rendering assistance to
the Armenians wishing to leave Lebanon. Minister for Territorial
Administration Hovik Abrahamian, Finance and Economy Minister Vardan
Khachatrian, Deputy-Minister for Foreign Affairs Gegam Garibjanian,
head of Civil Aviation Department Artem Movsisian, and other officials
participated in the council.

The Governmental press center reports that the Prime Minister expressed
anxiety about the events in Middle East, where a considerable number
of Armenians resides, and stressed the necessity to render assistance
to those Armenians. Deputy-Minister for Foreign Affairs Garibjanian
informed that the diplomatic representations of Armenia in Syria,
Lebanon, Aleppo are working 24 hours a day and are ready to render any
available assistance. The Foreign Ministry organizes transportation
of Armenian citizens from Lebanon to Armenia. Mr. Garibjanian said
that already 160 citizens have reached Armenia through Syria. He also
said that those ethnic Armenians who do not have Armenian citizenship,
can also enter Armenia, being granted free visas for 3 months. Head of
Civil Aviation Department Artem Movsisian represented the oposrtunities
to organize charter flights to Beirut and Syria.

The departments of the Foreign Ministry were ordered to find out the
exact number of Lebanese Armenians wishing to move to Armenia and
create a telephone hotline. The Civil Aviation Department was ordered
to start negotiating with ArmAvia company on organizing special flights
to Syria. The Government is ready to financy partly the flights.

On July 15 Alexan Karapetyan, deputy leader of the National Unity
Party, touched upon the influence of the factor of the former prime
minister of Armenia Armen Sargsyan in political developments of
Armenia, who now lives in Great Britain and is said to support Serge
Sargsyan’s interests.

"These people who have not justified themselves so far, became prime
minister, Vazgen Sargsyan beat them, they got a disease, went away and
have not returned so far. Now he is busy with Serge Sargsyan’s lobby,
considering that defense ministers must always beat him to get on well
with him. This approach is not acceptable, what will happen if the
defense minister changes? Besides, a person who leaves his country
under economic or other pressure, he does not have the moral right
to come back and state he can be one of the leaders of the nation,"
says Alexan Karapetyan.

According to him, one must first go through struggle, "Struggle at
the time of struggle, die at the time of dying, and win at the time
of winning." Alexan Karapetyan thinks that Armen Sargsyan’s factor
is artificial and fits the logic of the group at power.

from the Mayor’s Office Press Service, within the framework of the
visit Yerevan Mayor is to meet with Rostov Governor Vladimir Chub
and Rostov-on-Don Mayor Mikhail Chernishev.

To recap, an agreement on cooperation with Yerevan was signed in 2004
April in Rostov-on-Don and an agreement on proclaiming the two cities
as sister cities was signed in 2005 October in Yerevan.

YEREVAN, July 11. /ARKA/. The European Bank for Reconstruction and
Development (EBRD) and the "Armenia-International Airports" CJSC are
to sign a contract agreement at the Marriot-Armenia hotel at 4:00 p.m.,
on July 13, 2006.

Under the contract the EBRD and the German Corporation of Investments
and Development (DEG) are to allocate a US $30mln credit for the
renovation and re-equipment of the "Zvartnots" airport.

On June 29, 2006, the Armenian Government approve the signing of a
"Direct Contract" between the "Armenia-International Airports" CJSC,
EBRD, DEG and the RA Government.

On June 9, 2002, the Yerevan "Zvartnots" airport was transferred
to concession to the Argentinian company "Armenia-International
