Damascus, 26 April: Prime Minister Muhammad Naji al-Itri called on
Wednesday [26 April] the Syrian citizens to effectively take part at
the campaign to boost the Palestinian people scheduled to be launched
next Sunday all over the country.

Heading the weekly meeting of the cabinet, Al-Itri said, “we call to
the wide-scaled and effective participation in the campaign activities
to achieve its goals and ends. This is to underline Syria’s commitment
to her national and pan-Arab stances and to embody her sons’ stances
as well as their standing by their Palestinian brethrens in facing up
[to] difficulties, pressures and challenges they are exposed to at
this time”.

On the outcome of the recent visit made to Tunisia to attend the
Syrian-Tunisian Joint Higher Committee meetings, Al-Itri emphasized
the need to follow up mechanism of activating the signed agreements
and memos by specified ministries.

The cabinet approved a law to avert double taxation between Syria
and Armenia as it approved another law to finance boosting the State
Planning Commission by the Islamic Bank for Development.

Lithuanian President Valdas Adamkus left for a two-day official visit
to Armenia on Tuesday morning.

During the visit, Adamkus is scheduled to meet with Armenian President
Robert Kocharian, Prime Minister Andranik Margarian, the Lithuanian
presidential press service said.

According to the press release, the meetings are planned to focus
on prospects of bilateral relations, regional cooperation, Armenia’s
reforms and determination to achieve its Euro-Atlantic goals.

A bilateral agreement on the promotion of investments and mutual
protection will also be signed during the visit.

The agenda for Tuesday includes a meeting with National Assembly
Vice-Chairman Tigran Toroyanu and a visit to the museum of artist
Sergey Parayanov.

On Wednesday, Adamkus will meet with Catholicos of All Armenians H.

H. Karegin II, visit the Yerevan State University’s Institute of
Ancient Manuscripts, the Memorial of Genocide Victims, the Vault of
Treasuries and the Central Cathedral.

The president-led delegation is expected back in Vilnius on Wednesday
evening.

TBILISI: Georgian Vehicles To Be Freed From Road Tax

GEORGIAN VEHICLES TO BE FREED FROM ROAD TAX

Tbilisi. April 25 (Prime-News) – Vehicles moving from Georgia to
Armenia will be freed from the road tax.

The corresponding agreement was signed by Irakly Chogovadze, Georgian
Minister of Economic Development and Andranik Mukmanian, Armenian
Transport Minister, within the frameworks of the visit by the latter
to Tbilisi on Tuesday.

According to Irakly Chogovadze, the agreement enables to transit
cargoes without any limitations and additional expenditures in both
countries.

Andranik Mukmanian admitted that the agreement was a response to
the resolution of the government of Georgia to abolish road tax for
transit for all countries in 2005.

According to the Armenian legislation, foreign trucks were submitted
to USD 200-280 road tax, while light cars were to pay USD 18-20.

The signed agreement will come into force after ratification.

On April 24 a man was distributing fliers on the hill where the
memorial to the victims of the genocide. He was obviously avoiding
contact with people. The flier was published by the Confederation of
Workers from Turkey in Europe.

“We condemn the Armenian Genocide of 1915 and share the sufferings
of the Armenian people,” runs the title of the flier.

“This genocide exterminated not only people, but also their
civilizations, history and the treasures of a rich culture, the
imperialist rulers and the Nazi Turkish republic that serves them
will approach this issue from the perspective of their economic,
social and historical interests. The rulers of Turkey are displaying
the same approach to the problem of Kurds and the Armenian genocide.

In other words, they deny” and finally “the Turkish Republic should
recognize the Armenian genocide and apologize to the Armenians,
spread all over the world,” runs the flier.

Despite the loose ties to a group that has lobbied on behalf of the
Republic of Turkey and their denial of the Armenian genocide, Deval
Patrick is still considered an ally of the Armenian community.

Democratic gubernatorial hopeful Deval Patrick attended a State House
event yesterday marking the 91st anniversary of the Armenian genocide –
just days after the Herald exposed his ties to a lobbyist working to
block U.S. recognition of the Turkish government’s slaughter of 1.5
million Armenians.

The Herald reported Wednesday that a Washington, D.C., fund-raiser for
Patrick was hosted by Bernie Robinson, a consultant to the Livingston
Group, a lobbying firm that took in millions of dollars from the
Turks to fight a congressional plan to recognize the genocide.

Yesterday Patrick spent roughly an hour at the commemoration ceremony
hosted by Rep. Peter Koutoujian (D-Waltham). Patrick didn’t speak,
but Sharistan Melkonian of the Armenian National Committee said his
presence reinforced the belief of the Armenian community that Patrick
is an ally, not an adversary.

“He has a history of very strong support around the issue that most
Armenians care about, like human rights and civil rights and justice,”
Melkonian said.

In a letter to the Herald, Patrick said “reports of my association
with those who deny the Armenian genocide are completely false.”

Patrick also took umbrage with gubernatorial rival Attorney General Tom
Reilly, who told the Herald that he “wouldn’t want to have anything
to do with” anyone associated with such a firm. Patrick said he was
“disappointed to see my political opponents trying to exploit this
tragedy.”

The diversification of energy resources and routes is among the
priorities of European Union, Hand Winkler, head of EU Three
delegation, State Secretary of Austrian Foreign Ministry, said at
Saturday’s press conference in Baku.

He added that Azerbaijan is of great importance to the EU as an energy
resource producer and transit country.

Winkler said that energy issues were the focus of talks held between
the Three and Azerbaijani authorities in Baku.

Asked about the EU’s attitude toward Trans-Caspian energy projects,
Winkler answered that the EU is ready to encourage projects from
the Caspian Sea basin to Europe, but decisions must be made by the
interested countries and companies.

Azerbaijan’s participation in the European Neighborhood Policy was
also discussed during the visit. Winkler added that the EU creates
policy with its neighbors and partners on the basis of common values,
including principles of market economy, democracy, human rights,
pluralism and supremacy of law. Winkler expressed hope that during
the third round of consultations, scheduled for May 2006, work on the
plan of actions within the framework of European Neighborhood Policy
would be over. The plan will envisage measures aimed at reforms in
political, legal, economic and cultural fields.

Speaking about the Karabakh conflict, Winkler stressed the necessity
of a just conflict settlement on the basis of international law to
establish a lasting peace. The establishment of peace will foster
stability in the region, said Winkler.

Stepanakert , 21 April: Disrespect for the rights of the people of
Nagornyy Karabakh lies at the heart of the Karabakh conflict, the
foreign minister of the Nagornyy Karabakh republic [NKR], Georgiy
Petrosyan, said during parliamentary hearings on the prospects of
solving the Karabakh problem in Stepanakert today.

The foreign minister pointed out that after the Karabakh people made
a statement about their right to self-determination, their political
demand turned into ethnic cleaning on the part of Azerbaijan.
Meanwhile, the minister noted that “for the NKR, independence is not
an end in itself, but an opportunity to live and develop on its own
land”.

Petrosyan said that if the political process does not take account of
the right of a people, then the interests of the sides clash. He said
that Baku has in fact turned the settlement of the problem out of a
political issue into a military confrontation. He expressed his
regret that the mediators are ignoring the results of the referendum
on the independence of Nagornyy Karabakh. Petrosyan suggested that
the parties to the conflict sign an agreement on refusing to use
force.

Asked by participants in the hearings, the minister said that
Karabakh is always aware of the content of the negotiations between
the Armenian and Azerbaijani presidents and the Armenian president
informs the NKR president about them.

Petrosyan pointed out that “this does not mean that Karabakh agrees
with all issues”. The minister also said that “the Karabakh card”
should not be used for personal or corporate purposes.

armed and masked unknown people stopped the car of Aram Karapetyan,
leader of the «New Times» Party. They got the drivers and bodyguards
out of the cars and took the cars to the National Security
Service. The aim of the check-up was to find out weapon.

According to the press service of the «New Times» Party, «the armed
people left Aram Karapetyan in the street and took the drivers and
bodyguards together with the cars in an unknown direction. The whole
action was recorded with several cameras. »

Let us remind you that last year this time the famous events of Sevan
took place when the head of the youth wing of the party was shot.

The Party expresses its indignation at the event qualifying it as
typical Armenian manifestation of political gangsterism. The Party
informs that `this kind of foul actions cannot break the revolutionary
spirit of the Party and its leader.’

April 24, 1915 is the day the leaders of the Ottoman Turkish Empire
began what they hoped would be the complete eradication of their
largest minority, the Armenians. In Istanbul, on that day, they began
the round up of Armenians, starting with intellectuals, writers, poets,
musicians, professors, teachers – many of whom were never again heard
from. Before it was over, the entire Armenian population of Ottoman
Turkey, was uprooted from their historic lands. Those who were not
murdered in their homes were forcibly deported, village by village,
on foot or transported by railroad, to the deserts of Syria.

They suffered death by starvation or beastly slaying by those herding
them onward. More than 1.5 million Armenians lost their lives in what
was the first genocide of the 20th century.

Turkey to this day continues to deny and works very hard to prevent
the facts of the Armenian Genocide from being known.

According to their version, Armenians and Turks died in equal numbers
in a civil war. Supported by the Association of Turkish-American
Assemblies, a teacher and student at Lincoln-Sudbury Regional
High School have brought a lawsuit in the First District Court of
Massachusetts against the state Board of Education claiming First
Amendment rights under our Constitution for the Turkish version of
what happened to the Armenians to also be taught in Massachusetts
schools. For those of us living in Massachusetts who are the children
of genocide survivors, the long arm of Turkish denial has indeed
reached very close to home.

Scholars have carefully documented the details of what happened to
the Armenians using eye-witness accounts of foreign diplomats and
missionaries and of survivors, and most importantly, by systematic
research into the archives of the governments of Germany, the United
States, France, Armenia, and of Turkey. Based on the accumulated
evidence presented in countless books, journals, and at genocide
conferences, the Armenian Genocide is accepted as historical fact
by the following organizations: the International Association of
Genocide Scholars (the definitive group of scholars on the subject);
the Institute on the Holocaust and Genocide in Jerusalem; and the
Institute for the Study of Genocide.

Despite Armenians having lived in Eastern Turkey for more than 3,000
years, on land considered Historic Armenia, before the Ottomans
conquered them, traces of their having lived there are all but wiped
out – another indication of Genocide. Even at the approach to the
ruins of Armenia¡¯s ancient capital, Ani – the city of 1001 churches,
there is no mention that this was an Armenian city.

One has to ask, what happened to the Armenians who lived here for so
many centuries? How could they have disappeared in so short a period
of time leaving no trace of their existence? This is what genocide
does – it is the very aim of genocide.

Unable to answer these questions, the Turkish government prevents
the flow of information to its own citizens. Speaking of the Armenian
events as genocide is a crime in Turkey punishable by up to three years
in prison. Turkey also threatens other governments for recognition of
the Armenian Genocide – France with boycott of goods, and the United
States with expulsion of its airbases.

The judgment in this case, if for the plaintiffs, we embolden Turkish
efforts to rewrite history. In addition, questions about First
Amendment rights could be raised by deniers of the Jewish Holocaust,
or the creationists, or even to those who deny “global warming.” It
sounds absurd, but these days we have come to learn that the absurd
can easily become a new reality.

The Armenian Genocide went unnoticed by the world community.

Thus, in 1939, a confident Hitler had nothing to fear when planning
the Jewish Holocaust. He asked “Who, after all, speaks today of the
annihilation of the Armenians?”

If we allow genocide, past or present, to be forgotten or called
something else or to be debated long after the facts have been
established we will have little hope of eradicating the threat of
genocide against vulnerable peoples. University of Michigan Assistant
Professor of Sociology Fatma M?µ~D, a Turkish citizen and genocide
scholar, has filed a declaration signed by more than 50 genocide
scholars.

The genocide scholars write, “We think that the Armenian case, as well
as similar cases that precede and succeed it prove the destructive
force of prejudice and intolerance which should be taught as such
and not minimized or distorted by denials so that they do not keep
repeating themselves in history and are replaced instead by human
tolerance and understanding.” On April 24 we will again remember the
Armenian Genocide of 1915 with the hope that some day our vigilance
against denial will no longer be needed.

RA Fund for Social Investments and UNDP signed a memorandum,
yesterday. According to it, a joint social program will be carried out
in the city communities of Masis, Dilijan, Vedi, Abovian and Ijevan
cities of Armenia. The program includes solution of such issues as the
streets’ illumination, reconstruction of the streets, kindergarten
and school edifices, restoration of the city infrastructures. It
is envisaged to spend about $ 100 thousand for each community. The
program will be carried out in 2007-2008.

“The program will contribute to the transparent governance of the
communities and to decentralization.

The publicity will have full access to the information about the works
carried out within the program. Before passing to the practical steps,
we will hold meetings in the communities and the community members
will decide which problems to settle first of all,” Ashot Kirakosian,
executive director of RA Fund for Social Investments, said in the
interview with Azg. Mrs. Consuelo Vidal, UNDP Resident Coordinator,
also emphasized the importance of implementation of such programs.
