AKHALKALAK, MARCH 21, NOYAN TAPAN – ARMENIANS TODAY. At the regular
sitting of the Samtskhe-Javakhk Armenian Public Organizations’ Council
which was held on March 16 in Akhalkalak, it’s decided to make a
statement on a legislative initiative on giving the state status to
the Armenian language parallel with Georgian in Samtskhe-Javakhk
and its neighboring region of Tsalka. Representatives of public
organizations intend to present their legislative initiative to
the Parliament with the help of all the 4 Armenian deputies of the
Parliament. If the issue doesn’t enter the Parliament with the help of
the Armenian deputies, then the Council will make a statement about
the legislative initiative according to the order envisaged by the
Constitution of the country. According to the “A-Info” agency, the
issue of giving the Armenian language the state status was touched
upon at previous sittings of the Council as well, and after a long
discussion the Council made the above-mentioned decision.

During its discussions the Council also took into account the
fact that Georgia signed and certified the Framework Convention
for the Protection of National Minorities (Strasbourg, February
1995), according to Article 10.2 of which, “in places, populated
traditionally or with considerable quantity of people belonging
to the ethnic minorities, if those people ask and this request
corresponds to real needs, the sides, as much as it’s possible, must
strive for providing such conditions which will give possibility to
use the language of the minority in relations among those people and
administrative authorities.” The Council also took into account that
when joining the Council of Europe, Georgia undertook obligation
to sing and certify the European Charter for Regional and Minority
Languages where in this sense the rights of minorities are defined more
detailed. According to the Council representatives, in the region,
giving the state status to the Armenian language in parallel to the
Goergian one will create guarantees for the language-cultural safety
of the Armenian inhabitation as well as will decrease the interracial
tension in the region incomparably.

BAKU, Azerbaijan, March 20 (UPI) — New details are emerging about
three Azeri soldiers who defected to Armenia last year and were later
convicted of spying against their homeland.

Azerbaijan’s National Security Ministry counter-intelligence service
says that 21-year-old Ruslan Khagani Bakirov and two colleagues, who
were held by Armenian authorities from Feb. 15 until May 7, 2005,
reached a secret agreement to cooperate with Armenian intelligence
services after they were freed.

Security officials believe that Bakirov, along with Khayal Idris
Abdullayev and Hikmat Adem Taghiyev, defected while they were on
guard duty.

New details are now being reported about the activities of the three
men, convicted of treason and espionage last October by an Azeri
military court, and now said to have been plotting terrorist attacks
against energy installations.

Bakirov’s release from Armenian custody was secured through the
mediation of the International Committee of the Red Cross. During
initial debriefing, Bakirov acknowledged that he cooperated with the
Armenians but his interrogators then determined that this initial
testimony was actually part of a preplanned disinformation campaign
prepared for Bakirov by Armenian intelligence service officers.

Under further questioning Bakirov said that Armenian intelligence
officers offered him, Abdullayev and Taghiyev bribes to collaborate.

Bakirov said that Armenian intelligence officials met with him seven
times during his time in Armenia, and that he was nicknamed “Ramin” and
promised $3,000-4,000 for each errand he carried out for the Armenians.

BakuToday reported on March 18 that Bakirov said that an Armenian
intelligence officer, “Rudik,” instructed Bakirov to bomb Azerbaijani
President Ilham Aliyev’s convoy, the Western-financed $3.6 billion
Baku-Tbilisi-Ceyhan oil export pipeline, natural gas pipelines,
the Heydar Aliyev International Airport in Baku and to take photos
of military-strategic establishments of interest to Armenia.

Azerbaijan’s Court Martial on Grave Crimes sentenced Bakirov and
Abdullayev to 12 years in jail and Taghiyev to 11 years in jail last
October after their conviction on a number of charges, including high
treason, espionage, abandoning their post and desertion in the face
of the enemy.

EU To Provide Armenia With 2 Million Euros To Repair Railways

The European Union will provide Armenia with 2 million euros under a
TRACECA program to repair the Yerevan-Tbilisi railway route, Gagik
Grigorian, the national TRACECA coordinator and head of foreign
relations at the Transport and Communications Ministry, told Interfax.

Armenian specialists estimate that about 200 million euros will be
used to prepare a feasibility study and 1.8 million euros to repair the
most damaged tracks. The timeframe for the project will be determined
after the feasibility study.

This Year Armenian Theater Figures To Mark International Theater Day

THIS YEAR ARMENIAN THEATER FIGURES TO MARK INTERNATIONAL THEATER DAY IN KAPAN

KAPAN, MARCH 17, NOYAN TAPAN – ARMENIANS TODAY. For the first time,
the Union of Armenian Theater Figures will mark March 27, International
Theater Day, not in Yerevan but in the regional center of Syunik. The
reason is the 70th anniversary of Kapan Alexander Shirvanzade State
Dramatic Theater and the Union of Theater Figures has decided to
mark the jubilee in this way, as well as to call the attention of
the authorities to Kapan theater’s problems, in particular, to its
building conditions.

On these days, besides the Armenian theaters, Syunik will also receive
the Armenian theaters of Artsakh and Georgia.

On March 26, the guests will first visit the “Zhayrapos” Goris theater,
will meet with Goris population and in the evening Yerevan Theater
of Young Spectator will present the performance “My Wife’s Name
is Morris”.

Already on March 27 various events are envisaged in Kapan and in the
evening they will be concluded by the solemn ceremony of awarding
“Artavazd” annual theater prizes.

Such famous actors as Varduhi Varderesian, Sos Sargsian, Vladimir
Abajian, Armen Santrosian and others will be among the guests.

milieux academiques turcs les plus hostiles a la definition des
massacres d’Armeniens de 1915-1916 comme etant un genocide, avec
la tenue, jusqu’a demain, d’une conference laissant une place aux
vues de chercheurs etrangers. Organisee par l’universite publique
d’Istamboul, la rencontre est numeriquement dominee par les tenants
de la position officielle de l’Etat turc, admettant l’existence de
massacres d’Armeniens sous l’empire ottoman mais recusant le terme de
genocide. On y a aussi conteste le bilan des victimes – 1,5 million
– avance par les historiens armeniens. Des opinions discordantes,

Energy Security Problems of Armenia Debated

On March 16 at NA parliamentary hearings were held on the theme “RA
Energy Security” by NA Standing Committee on Defence, National Security
and Internal Affairs. Members of parliament, MPs, those responsible
for respective departments and representatives of international and
public organizations attended the hearings.

Mher Shahgeldyan, Chairman of NA Standing Committee on Defence,
National Security and Internal Affairs, mentioned that the energy
development, as well as ensuring regular vital activity, are the main
problems of RA national security. According to him, today energy
security and development of the sphere are problems directed to
Armenia’s future, taking into account the regional developments, RA
geographical location, as well as the expansion of high technologies
and the imperative need for the future development of our country. He
believes that the public is greatly interested in the problem, and
politicians and statesmen, representatives of public organizations
and our citizens are eager to see the existing vision clearly and
distinctly. It was also mentioned that the problem has to do with
every citizen’s daily life. The public interest becomes pressing and
acute on account of recent fluctuations in gas price, as well as the
problems of state control on nuclear energy debated at the National
Assembly. Mr. Shahgeldyan spoke on the regular activity of energy
system, ways of energy carriers’ regular supply and prevision of
energy carriers’ sources. It was noted that they try to create and
form a concept on RA national security, which will become the most
important document on strategic planning for the coming years.

Artur Baghdasaryan, NA President, highlighted the organization of
hearings and mentioned that a unified concept on the national security
is currently developed, and RA energy security is its component
part. Energy security problems are of key political importance in the
globalized world and in the complicated and difficult region, and we
are to display a serious state approach towards these problems. He
believes that the hearings will promote the debate of the problems
accumulated in the system, at least, and perhaps to giving solutions
through suggestions and will promote the endorsement of the drafts,
which are currently in official circulation. The NA President spoke
on the necessity of developing a concept on RA national security,
mentioning that it should include both tactics and perspective
strategic approaches. He particularly said: “The increase in Russian
gas caused great concern not only among politicians but also in the
society and among factories, and we still expect that Russia as a
friendly country for Armenia should certainly try to find mutually
accepted solutions through negotiations, as the increase in gas price
in Armenia means serious social difficulties for the population, rise
in product and service prices, serious complications concerning economy
and our future developments. In this situation we should naturally
try to find ways out, and I hope that some solutions will certainly
be found, enabling the population to avoid the rise in prices. The
state in its turn should take appropriate steps to protect both the
population and managers. I bring this example not only on account
that it is closely connected with the problem currently debated but
because it is really of great importance for us to have a concept on
the national security, as we can’t avoid energy carriers’ rises in
a few years.

But this does not mean that the country and the society should appear
defenseless, on the contrary, we should try hard so as in future
we are secured against unfavourable developments of this or that
kind that can occur in the sphere of energy. That is why I believe
that the concept that can be developed and also submitted to the
society’s judgment is of great public and political significance
and will allow keeping the energy strategic problems of Armenia at
the center of foreseeable developments. I would like to consider the
government’s endorsement of RA energy development strategy after long
debates a positive step: this is a document of great importance on
RA energy development vision and imperatives, but I think that at
least from the national security viewpoint we should pay much more
serious attention to the energy security. Today, it is difficult to
underestimate the economic significance of the Iran-Armenia pipeline
but we should understand that we should have scenarios for at least
a few developments on the energy sphere. And here the transparency
and publicity of the government’s policy in the energy sphere are
very important.” Touching upon the problems on the privatization of
the nuclear energy, the NA President noted that the principles of
withdrawing from the state monopoly caused serious debates at the
National Assembly. According to him, it is necessary to seriously
debate and understand what the state intervention in the energy
sphere leads to, what kind of state intervention and state control
can be applied. These are problems that should be seriously debated
and solved in RA energy development strategy, in the concept on the
energy security.

Armen Movsisyan, Energy Minister, spoke on the theme “RA Energy
Security and Development Strategy.” He mentioned that the principles
of state policy in the sphere of energy set out in the law on Energy
aim at promoting RA sustainable economic development, at providing
security in the sphere of energy, stimulating the energy independence
of the republic and so on. The minister informed that hydroelectric
power stations smaller than 38 are built in the republic, that it
is envisaged to raise them to 260mw, which will annually provide
500 million kw/h energy. He highlighted the construction of the
Iran-Armenia pipeline, which will enable Armenia to annually import
2bn 800m cubic metre gas under the present circumstances, when
Armenia’s home demand is equivalent to 1bn 700 m cubic metre gas. In
order to create a minimum cost from the maximum with the country’s
production power, a rise in the share of Metsamor’s nuclear power
plant is necessary. It was informed that in 2005 the nuclear power
plant had a record rate of product: it produced 2bn 700m kw/h energy.

The Energy Minister touched upon the problem of making use of thermal
power plants’ potentials and mentioned that the stations need to be
reconstructed. Reminding that Metsamor’s exploitation power ends
in 2016, Armen Movsisyan highlighted the substitute of the former
nuclear power plant for a new one, meeting modern requirements.

Touching upon the rise in gas prices, he mentioned that it creates
serious consequences for the population and economy, but we should
realize that there is no 54 dollar price for gas in the world.

During the hearings MPs, the representatives of international and
public organizations, interested people expressed their viewpoints.

Samvel Balasanyan, Head of the Country of Law faction, believes that
the energy sphere is of strategic significance for our country and
is connected with the country’s security and economic development.

Alexander Iskandaryan, Head of the Caucasus Media Institute,
touched upon the problems on regional and local energy security,
Astghine Pasoyan, Program Manager, Alliance to Save Energy, Armenia,
spoke on the energy saving potential of Armenia’s economy and the
developments of national policy, professor Zohrab Melikyan, Chief
of the Department of Heat-Gas Supply and Ventilation in the Yerevan
State University of Architecture and Construction, presented the ways
of the development of Armenia’s gas supply system, Levon Eghiazaryan,
docent, General Director of the Energy Research Institute, touched
upon the problems of energy supply.

Azerbaijan President Ilkham Aliev did not preclude a chance of granting
an autonomy status to Nagorno-Karabakh. The president expressed this
idea at the second world congress of Azerbaijanis in Baku on Thursday.

“Granting of an autonomy to Nagorno Karabakh is possible, and positive
experience in this sphere, existing in the world, can be applied with
respect to this area of Azerbaijan,” Aliev said. In this connection,
he called on Armenia for a constructive attitude to the negotiating
process.

The Azerbaijan leader emphasized that the negotiating process cannot
be endless. “Patience of the Azerbaijan authorities and people is
petering out,” Aliev said. He noted that Azerbaijan’s participation in
the negotiating process indicates its desire to settle the Karabakh
conflict peacefully. “While we feel that there is a chance for a
political settlement of the problem, we shall conduct negotiations.

“But if we see that the process turns into a simulation, we shall
quit it,” Aliev said. He also emphasized that Azerbaijan would sign a
peace agreement with Armenia only if the Karabakh conflict is settled
on the basis of norms of international law. “We shall never agree to
a loss of our territories,” Aliev stressed.

He noted that Azerbaijan would consolidate its military potential.

“I set the task that Azerbaijan’s military expenditures will be equal
over the next few years to the total budget of Armenia,” Aliev stated.

“It is difficult to say that there was no progress in Ramboulle. We
try to find out our further steps concerning this problem. We saw
in Yerevan and in Baku that the sides are ready to go ahead,” the
Vice Secretary of the USA State department Daniel Fried and the
Co-president of the OSCE in the Minsk group Steven Mann informed
the journalists today after the meeting with Robert Kocharyan, the
Minister of Foreign Affairs and the Minister of Defense.

They came to Yerevan from Baku. “Our visit is aimed at discussing 3
questions – the current of the conflict of Nagorni Karabakh after
Ramboulle, the energy security of the territory, especially after
the gas price changes and to view the future of the Caucasus in the
territory after solving the conflicts of NK, Osia and Abkhazia,” said
Daniel Fried. Today Mr. Fried said that his announcement, that the
opinions of the USA and RF on the settlement of the conflict do not
match, was not understood properly. On the bases of Daniel Fried’s
announcement one can suppose that there are certain disagreements
between the co-presidents of the OSCE Minsk group on the issue of
the settlement of the NK conflict. “My words weren’t taken properly.

Before our visit to Baku and our arrival in Yerevan the ambassador
Mr. Steven Mann and I met the other presidents of the OSCE, consulted
with them and got their agreement. I must say that the co-presidents
fully support the settlement of the NK conflict,” said Mr. Fried. Today
Steven Mann refused to reject or accept the announcement of the Defense
Minister Serge Sargsyan in which the latter said as if Armenia has
nothing to do with the compromises of the NK conflict and now it is
Azerbaijan’s turn to go on compromises.

“What answer do you expect from me?” asked Mr. Mann and added, “I am
sure that the two sides will go on their negotiations and they both
want to settle the conflict.” As for the meeting of the OSCE Minsk
group Co-presidents, Mr. Mann said, “Please don’t attach political
importance to the choice. My next stop will simply be Ankara and I want
to inform my companions about the results of our visits. ” By the way,
during the meeting with the journalists the vice secretary of the USA
State Department mentioned that the USA and Europe continue to observe
the diversification issues of the energetic sources, especially of
the nuclear energy. “I have seen that people are mainly interested
in atom energy in Armenia. I shall arouse that question in Washington
and we shall work in its connection.”

Tbilisi, 16 March: About 70 local Svans [resettled natives of the
Svaneti mountain region] have gathered in the centre of Tsalka [town
in southern Georgia with a large Armenian population] in preparation
for a protest rally. Kavkas-Press’s regional correspondent reported
that earlier in the day they had travelled around local villages to
gather supporters.

The protesters told Kavkas-Press that police had tried to prevent
the rally. They said that police had arrested Georgians travelling
from Dedoplistsqaro to Tsalka and were preventing them from attending
the rally.

The protesters are holding the rally in response to the one staged
a few days ago by ethnic Armenians in Tsalka. Tension escalated in
Tsalka last week after 24-year-old ethnic Armenian Gevork Gevorkyan
was killed during a clash between Georgian and Armenian youths. After
the incident local Armenians held a protest rally at which they said
they were being oppressed by Georgians.

There were reports this morning that no rally would take place,
which the head of the Tsalka local administration confirmed.

logical continuation of the Brest peaceful agreement, when Bolshevist
Russia wishing to quit World War I was ready for great territorial
concessions, political scientist Levon Melik-Shahnazaryan told
PanARMENIAN.Net reporter. In his words, the study of documents shows
that Germany was indifferent to the fate of eastern Armenia and did
not insist on its conveyance to Turkey. “It was Trotsky’s personal
initiative most likely coordinated with Lenin. The Kars agreement in
October 1921 strengthened the provisions if the Moscow one. As result,
representatives of Turkey and Russia gathered in Moscow and cut off
a considerable part of Armenia’s territory,” he noted.

The expert said the problem was that in March 1921 Armenia was not a
Bolshevik republic. “Bolsheviks wished to make friends with Turkey and
the conveyance of Armenian lands to Turkey proved their “sincerity”.

Moscow knew Armenians won’t resign to the role of a lamb destined to
sacrifice,” Melik-Shahnazaryan said.

In his words, for this purpose almost the whole staff of the Armenian
army was arrested and this caused the rebellion February 18, 1921.

“The February rebellion expelled Bolsheviks from the greater part of
Armenia. Yerevan and all major towns were ruled by the leaders of
the First Republic of Armenia. Blaming Armenians and saying “if it
were not the rebellion there wouldn’t have been the conveyance of
the lands” is incorrect from the historical viewpoint and immoral
from the national viewpoint,” the Armenian expert underscored.
