OFFICIAL BAKU DISCONTENTED WITH US CONGRESS
BAKU, JULY 2, ARMENPRESS: Azeri foreign ministry issued a statement
yesterday condemning a US decision to provide 5 mln dollar in
assistance to Nagorno Karabagh as part of its assistance to foreign
countries.
The statement says Azerbaijan is concerned that the money provided
by US Congress to Nagorno Karabagh could be used “to encourage
separatism, extremism and other illegal activity on the territory of
Azerbaijan.” It also says that the decision could affect the conflict
resolution.
A key subcommittee of the U.S. House of Representatives approved
last week equal U.S. military assistance to Armenia and Azerbaijan,
calling for $5 million in military aid to each of the two countries.
The earlier version of the bill drafted by the administration of
President George W. Bush asked for $8 million to Azerbaijan and only $2
million to Armenia.

Turkish Prime Minister Recep Tayyip Erdogan today expressed his hope
that Armenia and Turkey would soon achieve an improvement in
relations. The Turkish prime minister said this in Istanbul today,
replying to a Mediamax news agency.

Erdogan said that he had discussed establishing peace and stability in
the South Caucasus at meetings with Azerbaijani President Ilham Aliyev
and Foreign Minister Vardan Oskanyan, which took place in Istanbul on
28 June with the participation of Turkish Foreign Minister Abdullah
Gul.

Replying to a question from the Mediamax special correspondent,
Erdogan said that it was important to continue tripartite meetings
between Armenian, Turkish and Azerbaijani representatives. The Turkish
prime minister expressed his confidence that “these meetings will help
us resolve problems in such a way where there will be no victors and
losers”.

[Presenter] Armenian military officers who returned from Azerbaijan
announced today that the incident which took place during NATO’s
Cooperative Best Effort-2004 planning conference in Baku was directed
not against Armenia but against Azerbaijan’s international
image. Azerbaijan also understood that if the Armenian officers were
not allowed to Baku or something happened to them, the international
community would not forgive it this time. The incident that took place
during the conference was not unexpected for the Armenian officers.

[Correspondent over video of press conference and Azerbaijani entry
visas in the Armenian officers’ passports] This is the historic
document which allowed the Armenian officers to arrive in the
Azerbaijani capital. Col Murad Isakhanyan and senior Lt Aram Ovanesyan
crossed the Georgian-Azerbaijani border without any problems in
accordance with an agreement reached in Kiev. Representatives of the
Azerbaijani Defence Ministry met the Armenian officers at Heydar
Aliyev airport and suggested taking them on an excursion.

[Col Murad Isakhanyan, captioned] They showed us the same day all the
changes which they had made.

[Correspondent] The Armenian delegation was accommodated at Hotel
Europe where the NATO member-countries’ delegations were staying. That
was the end of the peaceful life. Activists of the Karabakh Liberation
Organization led by Akif Nagi managed to get into the hotel’s security
area and entered the conference hall.

[Murad Isakhanyan] This disturbance was directed against us. We were
quiet. We had been aware of this possibility since 22 December. Our
security service officers collected everything from the table and put
into my bag. Our Mr Ovanesyan jumped up immediately and grabbed our
flag and hid it under his clothes. They were looking for Armenians.

[Correspondent over video of protest in Baku] The incident was not
unexpected for the Armenian officers. This is understandable. Before
leaving for Baku they were ready for everything. The Armenian Defence
Ministry immediately recalled its delegation from Baku. A
representative of the NATO Command, Charles Lee, said that everyone
who wished could leave Baku immediately. Representatives of some
member-countries also said that they were ready to leave Baku in case
the Armenian delegation left Baku.

[Murad Isakhanyan] This incident, i.e. when the leadership and
representatives of NATO’s 19 member-countries were sitting in the
conference room and they burst into it and smashed everything in their
way, damaged Azerbaijan’s international image in the first place. I
told them that I expected this when I came here and knew that this
could happen.

[Corespondent] The Armenian officers did not leave Baku. The
conference completed its three working days. The Armenian officers
used this opportunity to speak to not only high-ranking military
officials of Azerbaijan but also ordinary people.

[Murad Isakhanyan] Everyone shook hands and spoke to us. Nobody
reminded us of Karabakh or land problems.

[Correspondent] The incident has not affected the Armenian officers’
intention to participate in future programmes, especially in the
exercises which will be held [in Azerbaijan] in September. The NATO
Command has announced that they will not limit the number of Armenian
officers who can take part in the forthcoming NATO exercises.

“One can only regret these absurd utterances which the Armenian
president (Robert Kocharyan) made from the Council of Europe’s
rostrum,” the head of the Azerbaijani presidential administration’s
foreign relations department, Novruz Mammadov, has told Turan news
agency.

“The address of the Armenian president was based on lies and he did
not even feel ashamed to lie to the European MPs,” Mammadov said,
commenting on Kocharyan’s speech at the summer session of the
Parliamentary Assembly of the Council of Europe (PACE) yesterday.

He wondered how a serious politician can say that Karabakh has never
been part of Azerbaijan and had status equal to that of Azerbaijan
within the USSR. Mammadov regarded as scandalous Kocharyan’s
confession that he had taken part in the occupation of Azerbaijan’s
territories and described him as a separatist.

Political expert Rasim Musabayov described Kocharyan’s speech as “the
behaviour of an impudent man who does not understand where he is and
how one should behave at an international forum”. I think that many
European MPs were shocked by Kocharyan’s tricks, Musabayov said.

Political expert Zardust Alizada saw nothing new in Kocharyan’s
address. “Kocharyan’s behaviour testifies to the failure of
Azerbaijani diplomacy”, he said.

What does the future hold for children in difficulty in Armenia ? MSF is
closing its «children in difficulty programme» and is worried about the
future of these children.

Erevan/Paris, Tuesday 22nd June 2004 – Médecins Sans Frontières is closing
its mission for children in difficulty which it has been running for seven
years in the Vardashen special educational complex and the streets of
Yerevan. Médecins Sans Frontières considers that it is now up to the
authorities to reform the ‘Centres Républicains d’Education Spéciales’
(CRES) and the care system provided for families and children in social
difficulty.

Through the work carried out over the years in Vardashen by its
pluridisciplinary teams (doctors, psychologists, special educationalists,
legal advisors…) Médecins Sans Frontières has shown that there is an
alternative to the violent, repressive methods employed in the CRES: an
educational approach that is based on the respect of the child as an
individual and his rights. Médecins Sans Frontières has also demonstrated in
its prevention programme that by providing direct assistance to families in
difficulty, most children could stay in their families. They therefore no
longer went begging to earn their keep and were no longer in danger of being
placed in an institution for juvenile delinquents which is totally
inappropriate for them.

The results and conclusions of this work were shared with the Armenian
authorities during a conference organised by Médecins Sans Frontières, in
September 2003, on the protection of these children and their future.
However, it is clear that despite all the declarations made on that day,
little has changed. No formal political measures have been implemented to
try and find alternatives to the abusive placement of children in these
institutions and to transform the CRES into social rather than repressive
institutions.

Although there have been some concrete developments, such as the adoption of
internal regulations ratified by the minister or extra staff on night duty
in the CRES Vardashen, they are nevertheless totally insufficient.

The ill-treatment of children in the CRES continues and once again violence
was reported last September in Vardashen. In a second CRES, Noubarashen,
despite public denunciations, nothing has been done to stop the violence
perpetrated against children nor to change the methods employed to educate
the children placed there.

Concerning the status of the CRES and the stigmatisation of the children who
are placed there, the Armenian authorities have not provided any answers to
the questions asked nine months ago : despite the fact that 95% of the
children in Vardashen are placed there because of social difficulties and
not for offenses, the amalgam between social difficulties and delinquency
persists.

With respect to helping children in difficulty to avoid institutional
placement, nothing has yet been undertaken to aid those in need to keep
children from being separated from their families. It is vital and urgent
that the authorities make in-depth reforms to provide these children with
suitable care. Below, Médecins Sans Frontières goes over the main points
discussed in September 2003.

RECOMMANDATIONS

After working for seven years in the Vardashen CRES and four years with
children in difficulty, and their families, in Yerevan, MSF would like to
show that there is an alternative way of caring for children in difficulty
in Armenia.

So that these children in social difficulty can hope for a decent future in
Armenia, Médecins Sans Frontières suggests the following:

1 – The CRES should be replaced by open institutions The institutions do not
currently offer enough guarantees that the children will not suffer violence
during placement.

2 – Where possible the return of children to their families must be
organised In collaboration with local services (schools, night schools, day
centres, NGOs and community associations), the priority should be to keep
the child in the family circle by providing the family with direct
assistance.

3 – Children who cannot stay with their family should be placed in open
institutions near their homes. By staying close to their homes family ties
with the child can be maintained; the children can thus continue their
education in a normal schooling environment outside the institution.

5 – Overall reform of the child placement system, emphasising maintaining
children in their families and finding alternatives to placing children in
institutions.

Firstly the status of the ‘Commissions d’Orientation des Mineurs’ must be
clarified and they should be able to collaborate with the social and
educational services at home as well as in the day centres.

For children in danger, as for juvenile delinquents (a juvenile delinquent
is also a child in danger), veritable legal protection of juveniles with
special jurisdictions (judges and juvenile courts) must be set up.

[Presenter] Thanks to the investments of businessmen from the Armenian
Diaspora and the support of the Armenian Central Bank, visible growth
has been confirmed in the Artsakh Bank over the last few years. The new
official building of the Artsakh Bank opened recently in Stepanakert
[Xankandi].

[Correspondent over video of building of Artsakh Bank] According to
the share holders of the Artsakh Bank, the construction of the new
building is aimed not only to create comfortable working conditions
but is also aimed at enriching Stepanakert’s business circles. A
major 81 per cent stake in the Artsakh Bank belongs to non-resident,
Switzerland and US Armenians. (Diaspora Armenians).

[Karabakh President, Arkadiy Gukasyan, captioned] The Artsakh
Bank’s role in our country is large and if today we have 43.8 per
cent economic growth, believe me the Artsakh Bank has the largest
investment in this work. We thank the owners, (?Vardan Sirmakesh and
Hrach Gabrielyan) who are doing their best to develop the Nagornyy
Karabakh Republic [NKR].

[Correspondent] The Artsakh Bank is the only Armenian bank which is
issues credit on Karabakh territory. Only in 2003 the bank allocated
credits to the tune of 13bn drams [Armenian currency – 1 dollar equals
570 drams].

[Kamo Nersesyan, director of the Atrsakh Bank, captioned] The Artsakh
Bank together with the Karabakh leadership is implementing joint
programmes to develop the small and medium business in Karabakh.

TOURISM IN KARABAKH

The unique historical monuments and the magnificent scenery in Karabakh
provide ideal conditions for development of tourism. The advantages of
Karabakh may be enlisted longer but the topic of the article is why the
great potential is not used. The summer season has already started and
it would be desirable if it brought practical changes in the sphere
of tourism. There are about a hundred tourist agencies in Armenia,
which also offer tours in Karabakh. In Karabakh there are 2-3 tourist
agencies. By the way most of their agents have never been to Karabakh
but they successfully organize tours to Karabakh. There are a number of
reasons why the government should be interested that the local tourist
agencies offer their services to the tourists. First, authority. The
company organizing tours to Karabakh takes care for accommodation,
sends guides with the groups, takes care for visas trying to avoid
this if possible, makes up itineraries which are as a rule boring. The
aim is one: gain maximum profit making least expenses. Naturally
the foreigner does not get acquainted with the history and culture of
Karabakh. These itineraries can be considered as anti-advertisement for
Karabakh, which damage the authority of our country and the desire of
tourists to visit Karabakh once again. The professionalism of guides
from Yerevan cannot make up for the absence of real knowledge about
Karabakh that is not taken from books. Through the Internet we receive
opinions on these itineraries, which are not positive. In these cases
no attention is paid to the important fact where the tourist agencies
belong. Second, finance. Each tourist visiting Karabakh spends an
average of 100 US dollars daily. A standard tour in Karabakh lasts
for 3 days. The agency in Karabakh spends means for providing three
conditions as it was already mentioned. Transport is also from
Yerevan. Taxes are paid to the local budget. Naturally the profit
which is not difficult to count also stays out of Karabakh. According
to non-official data, the annual circulation in the sphere of tourism
in Karabakh totals 1 million US dollars 70 percent of which even
geographically does not enter Karabakh. And on the whole one can
have an idea of the size of income from tourism making a tour in the
offices of the tour agencies operating in Yerevan. Third, service.
The group arriving for a tour provides 6 persons with work. The large
mechanism of the sphere of service is operated: cafes, restaurants,
local food, souvenirs, accommodation service, etc. Tourists arriving
with local agencies and even separate persons more often turn to
these services than tourists served by the agencies of Yerevan. The
reasons are many. First, for a Yerevan agency it is difficult to
orient what kind of goods or services the local producer offers,
there are no practical connections and the tourist does not want to
take a risk. Second, there is no wish to spend on something which
is not profitable for the agency. The local tourist agencies view
this from a different viewpoint. Arrangement is made beforehand to
go on a trip to a certain place, and the organizer of the trip is
usually the party that offers services. Naturally, taking into account
competition, they want to make better and more interesting offers for
tourists first of all. Of course, the interests of the tourist agency
are not ignored either. Therefore, there is an additional system of
service which is not present in the above-mentioned itineraries but
brings significant income to everyone. Fourth, transport. The car
is the only transport to Stepanakert. The airport formally operates
but the weather does not enable using helicopters as a stable means
of transport. Transport improves year by year. The private sector
today can offer comfortable minibuses which will take the tourists
from Yerevan to Stepanakert and back in 5-6 hours, as well as trips
in Karabakh. Good knowledge of the local roads will naturally enable
the local drivers arrive in the shortest possible time. Fifth, the
philosophy of itineraries. This differs with Yerevan and Karabakh
tour agencies. Everyone’s aim is one, to make money, the approaches
are different. For Yerevan-based tour agencies which organize trips all
over the territory of Armenia Karabakh, naturally, is not in the first
place. Geographically Karabakh is far from the places which attract
tourists. The trip to Karabakh interests mainly Armenian tourists
who sometimes wish to see Karabakh. For the local agencies trips in
the territory of Karabakh are the only means to earn profit. And
organization of trips in Armenia and abroad are beyond their
abilities yet and will continue to be in the near future. Secondly,
the itineraries for the same route organized by the local agencies
are naturally better and full. The local guides know the history,
traditions, legends of our county betterâ^À¦ And when the first goal
is fulfilled and the group has already arrived, the second task occurs
– to do everything to make the tourist wish to visit Karabakh once
again. And this can be provided by quality service only. In this case
tour agencies of Yerevan cannot keep up with the competition. Sixth,
legal aspects. Till recently anyone in Karabakh could run the business
of tourism. There was no state control therefore the situation in
the sphere can be considered chaotic. After the adoption of the NKR
law “On Licensing” the activity of guides is, according to the law,
to be licensed. Is the government going to control the activity of
the Yerevan tour agencies, as well as the legal and natural persons
occupied with tourism in Karabakh? We turned to the head of the
department of licensing under the NKR Ministry of Development of
Industrial Infrastructures and Building Karen Shahnazarian. According
to him, there is no mechanism for enforcement of the law “On Licensing”
in the sphere of tourism because there is no law regulating the
sphere of business. As to the activity of the Yerevan tour agencies,
according to Karen Shahnazarian, all of them must have the license
of the Republic of Armenia where the places of organizing trips must
be mentioned. However, according to the law in effect the license has
force only in the territory of the republic where it was granted. Why
is the adoption of the bill on tourism delayed? With this question
we turned to the chairman of the committee on education, social
questions and health of the parliament Edward Aghabekian. He said
that the bill is with the committee but the government does not seem
to be interested. They intend discussing the bill in September. It
turns out that the chaotic situation will in the near future remain as
the main law on tourism in Karabakh. It is necessary to adopt the law
without delay. Seventh, the visa. According to the head of the consular
service of the NKR Ministry of Foreign Affairs Youri Zakharian, the
order of visa granting will be changed in favour of the tourists. For
entering Karabakh foreigners must have visa the cost of which is 25 US
dollars. This year already the cost will be reduced. Admitting that
tourists often enter Karabakh without visa Zakharian mentioned that
they try to prevent such cases. Statistics. According to the data of
the NKR Ministry of Foreign Affairs, the number of visitors to Karabakh
increases by 30-40 percent yearly. In 2003 this number totaled 2500
(mainly Armenians) from 70 countries. The number of people arriving
from Armenia and other CIS countries is not known. Hotels. Presently
there are a number of hotels in Karabakh, which correspond to the
international standards: “Lotus”, “Nairi”, “Heghnar”, “Shoushi”. This
sector successfully develops due to private investments. Along with
the hotel business the private sector also develops which practically
provides the whole spectre of hotel services plus the local colouring.

“Supreme Soviet” Deputy Club informs none of the applications it spread
over the vote frauds in 2003 presidential and parliamentary elections
was referred to in the release of General Office of Prosecutor on
punishing those having committed frauds.

“General Office of Prosecutor replied to all the applications the
same way: “Your application /statement/ addressed to the General
Prosecutor was sent to discussion of Central Electoral Commission. CEC
will cause you to be informed about the results”.

Not being responded by CEC in the fixed term we appealed to Court,
which granted our demand obliging CEC to answer our applications. But
CEC doesn’t answer us again.

During a year we couldn’t get answer for the introduced applications
though we have used all the ways of the Armenian legislation.

ASSEMBLY EXTENDS CONDOLENCES TO MRS. REAGAN

Washington, DC – The Armenian Assembly this week expressed its “deep
sadness” and “heartfelt condolences” to Mrs. Nancy Reagan and her family
over the death of her husband, Ronald Reagan, the 40th President of the
United States.

In a joint letter signed by Board of Trustees Chairman Hirair Hovnanian and
Board of Directors Chairman Anthony Barsamian, the Assembly praised the late
President for his ardent support of genocide reaffirmation, freedom,
democracy and human rights.

“Your husband is to be commended as the only President of the United States
to recognize the Armenian Genocide via official proclamation. As the
Governor of California, he frequently issued proclamations accurately
characterizing the cataclysmic events of 1915 as genocide,” the letter said.

In his unprecedented proclamation issued on April 22, 1981 during his first
term in office, the late President Reagan said:

“Like the genocide of the Armenians before it, and the genocide of the
Cambodians which followed it – and like too many other such persecutions of
too many peoples – the lessons of the Holocaust must never be forgotten.”

Board of Trustees Chairman Hirair Hovnanian said:

“His remarks are now part of the historical record and contributed to the
growing international trend of Armenian Genocide reaffirmation. His
statement did not damage U.S.-Turkey relations, contrary to the often
expressed concerns of past and present administrations as they oppose
congressional resolutions on this vital issue.

“President Reagan’s quest to end the Cold War set the stage for the fall of
the Berlin Wall, and created the momentum for the eventual collapse of the
Soviet Union, an end to communist rule and the re-birth of an independent
Republic of Armenia,” Hovnanian said.

Throughout his career in public service, the President distinguished himself
as one of America’s most ardent and eloquent champions of freedom, democracy
and human dignity worldwide. To that end, your husband is to be commended
as the only President of the United States to recognize the Armenian
Genocide via official proclamation. As the Governor of California, he
frequently issued proclamations accurately characterizing the cataclysmic
events of 1915 as genocide.

In foreign policy, the President’s motto was “peace through strength,” as he
embarked on a quest to end the Cold War, reunite Germany, reduce nuclear
arms, and confront terrorism. He is credited for his singular role in
ending the Cold War and setting the stage for the fall of the Berlin Wall.
The Armenian-American community will always remember the vision and
leadership your husband exhibited in his successful mission to liberate the
nations absorbed by the former Soviet Union.

With every fundamental challenge he encountered in life, the President met
it with good humor, kindness, conviction and optimism in a way that inspired
and continues to inspire the American people. As the nation grieves with
your family, we also celebrate the life of your husband.

Goergian Armenians concerned over imminent loss of their identity

YEREVAN, JUNE 8, ARMENPRESS: Some 1,500 residents of an
Armenian-populated village of Poga, in Georgia’s Ninotsminda region,
are collecting signatures under a petition, which they want to send
to the head of the Armenian Church, Catholicos Karekin II, to ask for
his assistance in maintaining, as they say “their national identity”
in the face of the expanding presence of the Orthodox Georgian Church.

The village is home to two semi-destroyed Armenian churches. One of
them acted before the establishment of the Soviet rule, the second
is being now repaired by the Georgian church.

The residents are going to ask Catholicos to help build a new church
for them. The village is one of the biggest Armenian-populated
settlements in the south of Georgia.
