Senator Bob Menendez has condemned the capture of six Armenian soldiers on Thursday.

“I unequivocally condemn the recent capture of Armenian soldiers by Azerbaijani forces. Azerbaijan’s aggression only exacerbates already heightened tensions. I demand the soldiers’ swift return,” Menendez said in a Twitter post.

The U.S. Department of State said late on Thursday it remains concerned by escalating developments along the Armenia-Azerbaijan border.

“Movements along the border are provocative; the sides should relocate and cease fortification. We call on Azerbaijan to release all detainees immediately,” Department Spokesman Ned Price said in a statement.

YEREVAN, MAY 28, ARMENPRESS. The Armenian Ministry of Defense is denying the Azerbaijani military’s accusations that the Armenian forces opened fire in the direction of Nakhijevan.

“That’s yet another delirium of Azerbaijan,” the Armenian Ministry of Defense said, adding that the Azeri side's statement is fake news. "The Armed Forces of the Republic of Armenia did not open fire in the direction of Nakhijevan. Apparently the reasons of the Azeri serviceman getting wounded should be sought in the problems and quality of the Azeri military’s code of conduct and military courtesy.”

The Azeri defense ministry’s fake news claimed that one of their soldiers was wounded in Nakhijevan.

The European Parliament has adopted a resolution calling on Azerbaijan to release the Armenian prisoners of war (POWs) without any conditions. Azerbaijan should provide advocates, doctors and human rights defenders with access to Armenian POWs and cooperate with the European Court of Human Rights (ECtHR) in investigating reports about inhuman treatment of them, the European Parliament has stated.

Naira Zograbyan, an Armenian MP from the "Prosperous Armenia" faction, wrote on the Facebook that the European Parliament expressed its regret about the violence demonstrated during the Armenian-Azerbaijani war over Nagorno-Karabakh in the fall of 2020.

The Members of the European Parliament (MEPs) have called on Azerbaijani authorities to provide complete lists of all those detained in connection with the conflict. They also called on all parties to clarify the fate of the missing people and to treat the bodies of those who perished with due dignity.

Also, the MEPs called on both parties not to destroy each other's cultural values.

Besides, they condemned the opening of a trophy park in Baku, as it "promotes hostile sentiments and undermines the trust between the nations."

CivilNet: Soviet-era enclaves at the heart of Armenian-Azerbaijani border crisis

CIVILNET.AM

By Syuzanna Petrosyan

Armenia and Azerbaijan are beginning the process of border demarcation and delimitation, Acting Prime Minister of Armenia Nikol Pashinyan announced during a special meeting of the National Assembly on Thursday.

Armenia and Azerbaijan (as well as Armenia and Georgia) did not demarcate their borders after the collapse of the Soviet Union in 1991. In Soviet times, these borders were internal and thus did not have to be defined.

In this process of demarcation, the most problematic issue for Armenia is the fate of the small enclaves. Three Soviet Azerbaijani enclaves – Voskepar and Barkhudarly in Armenia’s northeast and Karki in the south – remained under the control of Armenia after the collapse of the Soviet Union. Meanwhile, Soviet Armenia’s Artsvashen enclave came under Azerbaijani control.

Voskepar and Karki are of strategic importance for Armenia: vital interstate highways connecting Armenia with Georgia and Iran pass through these territories.

In a parliament session on Thursday, Pashinyan said that as a result of the First Karabakh war, more than 70 square kilometers of Soviet Armenia remained in Azerbaijan. He noted that both Armenia and Azerbaijan control territories that internationally belong to the other side.

“Since the 1990s, there have been combat positions of the Azerbaijani Armed Forces, which are located on the [former] territory of Soviet Armenia. And we have the opposite situation,” Pashinyan said.

According to the acting prime minister, there are various ways to solve the problem. For example, he said, “we can fix the existing situation by a state border,” implying that Azerbaijani enclaves inside Armenia remain in Armenia and Armenian enclaves inside Azerbaijan remain there. This would solve Armenia’s transportation issue to Georgia and Iran.

In a televised interview on Thursday,  Armenia’s Secretary of the Security Council Armen Grigoryan said that a new Armenia-Azerbaijan-Russia trilateral working group will be created, which will finally determine the country’s borders. Grigoryan did not rule out a return to Soviet era borders, but stressed that everything will be resolved through negotiations.

A return to Soviet era borders would mean that the three Azerbaijani enclaves will become part of Azerbaijan, while Armenia will gain control over its Artsvashen enclave on its eastern border.

“While Artsvashen has no strategic significance for Armenia and Azerbaijan, the Azerbaijani enclaves of Voskepar and Karki currently inside Armenia are of strategic economic importance –  Armenia’s roads to Georgia and Iran pass through them. Nonetheless,  Azerbaijan might demand the return of these enclaves to place additional diplomatic and economic pressure on Armenia,” says Karen Harutyunyan, CivilNet’s editor-in-chief.

“No one can say now what the agreement will be,” Armen Grigoryan said, hinting that these negotiations may last for years.

Earlier this month, Pashinyan resigned from his post as prime minister to trigger snap parliamentary elections as envisaged by the constitution. He will remain as acting prime minister until a new government is formed following June 20 elections.

YEREVAN, MAY 14, ARMENPRESS. Armenia’s Security Council Secretary Armen Grigoryan and his Russian counterpart Nikolay Patrushev held a phone conversation to discuss the situation at the Armenian-Azerbaijani border and discussed possible options for solving the issue, the Security Council of Armenia said in a news release.

Grigoryan presented the situation to Patrushev and stated that Armenia views this as an encroachment against its sovereign territory, and that this is unacceptable for Armenia, therefore the Azerbaijani military units must leave these territories and pull back.

Grigoryan also underscored that the Azerbaijani side’s aspirations are ungrounded, and there are maps back from Soviet times which substantiate that the said territories are Armenian.

Speaking about Armenia applying to the CSTO, Grigoryan also attached importance to the possibility of initiating the necessary mechanism within the framework of the CSTO for solving the issue as quickly as possible.

In turn, the Secretary of Security Council of Russia Nikolay Patrushev highly appreciated Armenia’s restraint in this issue, attaching importance to all possible diplomatic efforts for solving the issue, adding that the Russian side is intensely working in all levels for a swift solution.
