YEREVAN, APRIL 20, ARMENPRESS. United States Congressman Frank Pallone has said that Azerbaijan’s aggression against Artsakh and the blockade of Lachin Corridor are the continuation of the Armenian Genocide.

He made the remarks at the Congressional Armenian Genocide Observance – 2023.

Pallone said that Azerbaijan continues military invasions into Armenia.

He expressed hope that eventually pressure from the US and other Minsk Group Co-Chairs will contribute to the opening of the Lachin Corridor and that as a result of talks Artsakh will be ultimately recognized as an Armenian territory in any capacity.

Aliyev Demands that Armenia Announce ‘Karabakh is Azerbaijan’

President Ilham Aliyev of Azerbaijan

In his latest unhinged statements, President Ilham Aliyev of Azerbaijan demanded that Armenia publicly announce that “Karabakh is Azerbaijan.”

Recalling Prime Minister Nikol Pashinyan’s now infamous announcement in Stepanakert that “Artsakh is Armenia,” the Azerbaijani leader said in an interview published on the president’s website on Tuesday that the time has come for Armenia to acknowledge Karabakh as Azerbaijan.

“Armenia, which used to say that ‘Karabakh is Armenia. Period’ must now repeat our words that “Karabakh is Azerbaijan and exclamation point,’” Aliyev told Azerbaijani State Television during an interview.

“Having shown its readiness for a peace treaty based on the Alma-Ata Declaration, Armenia should now officially declare that Karabakh is Azerbaijan,” reiterated Aliyev, referring to an agreement between the leaders of Armenia and Azerbaijan reached last year in Prague, where they pledged to recognize each other’s territorial integrity based on a 1991 declaration that defined the borders of the Commonwealth of Independent States after the collapse of the Soviet Union.

“We have repeatedly stated that we will not discuss our domestic affairs with any country and Karabakh is our domestic affair. Armenians living in Karabakh should either accept Azerbaijani citizenship or find another place to live,” threatened Aliyev.

He went on to assert that Azerbaijan “owns” the territory of Artsakh and continues to emphasize this point by using derogatory terms against Artsakh Armenian, whom he called “separatists,” including the former leaders of Armenia.

“The separatists should also understand that they have two options: either they will live under the Azerbaijani flag or they will leave. We have chased Serzhik Sarkisian, Robert Kocharian and Seyran Ohanyan, the main figures of the separatists, out of Karabakh like dogs and brought them to their knees. They came to Karabakh during the Second Karabakh War supposedly to fight against us. All three ran away from our lands like rabbits. None of them can poke their nose into Khankendi [Stepanakert] or any other place now,” said Aliyev.

He also called the current leadership in Artsakh “clowns.”

“The separatists, who are currently inventing some fictitious names for themselves – one calls himself a president, another calls himself a minister, another one calls himself a speaker of some parliament – this group of clowns must finally understand that they cannot test our patience,” Aliyev added. “We have tried to explain to them many times in different ways that they will either follow our word or they will be ejected from there.”

He called the residents of Artsakh “hostages” to the Artsakh and Armenian leadership, whom he called “leeches.”

“I am sure that the majority of the Armenian population currently living in Karabakh is ready to accept Azerbaijani citizenship. Simply put, these leeches, these predatory animals won’t let them do that. They won’t let these people live comfortably, having kept them as hostages for 30 years,” declared Aliyev.

“Everyone should hear this – both the Armenian leaders and the forces standing behind them today. No-one can influence our will. We have proven it – both during and after the war. If necessary, we will prove it again in any way or form,” said Aliyev.

Soldiers killed in firefight between Armenia and Azerbaijan

ARAB NEWS
  • Armenia's defence ministry said Azerbaijani troops opened fire at around 4 p.m. against Armenian troops who were performing engineering work near the village of Tegh
  • Azerbaijan's defence ministry said its troops came under "intense fire" from Armenian troops stationed in the Syunik province

TBILISI/BAKU: South Caucasus rivals Armenia and Azerbaijan on Tuesday accused each other of opening fire around the contested Nagorno-Karabkah region in a clash that resulted in deaths on both sides.
Defense ministries from both countries issued statements on Tuesday afternoon saying an unspecified number of their own troops had been killed in a clash close to the contested Lachin Corridor.
The two South Caucasus countries — both formerly part of the Soviet Union — have fought multiple wars over the last 35 years for control of Nagorno-Karabakh, which is internationally recognized as part of Azerbaijan but home to a mainly ethnic Armenian population.
In a statement, Armenia’s defense ministry said Azerbaijani troops opened fire at around 4 p.m. (1200 GMT) against Armenian troops who were performing engineering work near the village of Tegh in Armenia’s southern Syunik province. It said its forces had taken “countermeasures,” without providing details.
Tegh is not located in the disputed territory, but is the last village in Armenian territory on a key road route linking Armenia to Nagorno-Karabakh.
Azerbaijan’s defense ministry said its troops came under “intense fire” from Armenian troops stationed in the Syunik province.
Both sides said they had suffered fatalities, but did not provide details.
The latest stand-off between the two bitter rivals has come over control of the Lachin Corridor — the only road route linking Armenia to Nagorno-Karabakh. Azerbaijanis claiming to be environmental protesters have been blocking the route since the end of last year, resulting in what Armenia has called a humanitarian crisis as food and medicine have been unable to be transported into the region.
Baku denies those claims, says essential supplies can get into the territory and has defended the protesters as rallying against legitimate environmental concerns. Yerevan has called them government-backed agitators.
Russia dispatched a thousands-strong peacekeeping contingent to the region in 2020 as part of a deal to end weeks of fighting that killed thousands and saw Azerbaijan make significant territorial gains. Moscow is an ally of Armenia through a mutual self-defense pact, but also strives for good relations with Baku. The latest stand-off has been seen as a key test of Moscow’s ongoing influence in the region as it wages its own war in Ukraine.

Azerbaijanis ‘bar Nagorno-Karabakh residents’ from crossing Lachin Corridor

The authorities in Stepanakert stated that the Azerbaijanis claiming to be eco-activists blocking the Lachin Corridor prevented a group of Nagorno-Karabakh residents from entering Stepanakert.

On Tuesday, Nagorno-Karabakh’s State Minister Gurgen Nersisyan stated that the 27 Nagorno-Karabakh residents had attempted to enter Stepanakert accompanied by Russian peacekeepers.

Nersisyan has said that the group had been residing in Armenia since the closure of the Lachin Corridor on 12 December.

The corridor — the only way in and out of Nagorno-Karabakh for its Armenian population — is under blockade by Azerbaijanis claiming to be eco-activists protesting illegal mining in the region.

Only four members of the group were reportedly allowed into Stapanakert due to illness, while the rest returned to Goris in southern Armenia after ‘long and persistent negotiations [with the Azerbaijanis] yielded no results’.

‘Azerbaijan, which regularly declares that the road connecting Artsakh [Nagorno-Karabakh] to Armenia is open, today openly prohibited the entry of Artsakh residents to their place of residence’, the State Minister wrote on Facebook after the incident.

‘Azerbaijan shows the completely opposite approach regarding those leaving Artsakh for Armenia, which directly documents their criminal behaviour and intention to expel Armenians from Artsakh.’

Moscow and Baku have yet to comment on the incident, however Azerbaijani media reported that the group of Nagorno-Karabakh residents were held up by Russian peacekeepers and not Azerbaijani protesters.

Apa, a pro-government Azerbaijani TV channel, reported that the group had departed from Goris in Armenia and was met by Russian peacekeepers on the Lachin Corridor, who accompanied them to Shusha (Shushi).  In Shusha, the group was allegedly stopped by another Russian peacekeeping checkpoint because their trip to Stepanakert had not been pre-arranged.

Apa corroborated State Minister Nersisyan’s claim that four members of the group were transported to Stepanakert due to illness, adding that they were taken there in Azerbaijani ambulances accompanied by Russian peacekeepers.

‘According to obtained facts, some Azerbaijanis even broke into one of the cars’, the Human Rights Defender of Nagorno-Karabakh, Gegham Stepanyan, wrote on Facebook late on Tuesday.

‘Moreover, by allowing the exit of people from Artsakh in various ways, but prohibiting entry, the Azerbaijani authorities are openly implementing a policy of ethnic cleansing, as Ilham Aliyev once again admitted in his statement on 10 January.’

Stepanyan was referring to a statement made by Aliyev, in which he said: ‘for whoever does not want to become [an Azerbaijani] citizen, the road is not closed, but open. They can leave’.

Nagorno-Karabakh’s Foreign Ministry condemned the incident and called it the ‘next level of practical implementation of [Azerbaijan’s] plan to ethnically cleanse Artsakh and expel its people from their historical homeland’.

The ministry’s statement went on to accuse the international community of ‘tacit approval, if not complicity’ in Baku’s actions.

Only vehicles belonging to the Red Cross or the Russian peacekeepers have been allowed in and out of Nagorno-Karabakh since the blockade of the Lachin Corridor started in mid-December. They are usually stocked with essential medical supplies and food, and are responsible for transporting those needing urgent medical care to hospitals in Yerevan.

The Lachin blockade was condemned by a number of Western countries and the European Union, with the International Court of Justice ordering Azerbaijan to unblock the road in late February.

YEREVAN, APRIL 4, ARMENPRESS. Today Prime Minister of Armenia Nikol Pashinyan received Deputy Prime Minister of the Russian Federation Alexey Overchuk. Deputy Prime Minister of Armenia Mher Grigoryan also participated in the meeting, ARMENPRESS was informed from the Office of the Prime Minister.

In his speech, Prime Minister Pashinyan noted.

"Dear Alexey Logvinovich,

I welcome you and I am very happy for our meeting.

I must note with satisfaction that we have a high intensity of contacts between the representatives of the Republic of Armenia and the Russian Federation, but despite this, there is a need for more dynamic contacts, because our agenda is so full that it is not always possible to cover all issues.

I am sure that today we will discuss a wide range of issues: economic and political issues, issues related to the regional and international situation. It is always a pleasure for me to meet you and have the opportunity to discuss all these issues. Welcome":

The Deputy Prime Minister of Russia said,

"Dear Nikol Vovaevich,

Thank you very much: I am also very pleased to meet with you and discuss the issues of our bilateral agenda. First of all, I would like to mention the strategic nature of the relations between the Russian Federation and the Republic of Armenia. Of course, these are relations that have been built to their current form over the past 30 years, but in fact have a centuries-old history and have more than once faced various challenges, including economic crises, changes in the global trade and economic system.

Despite this, we continue to strengthen our cooperation in the economic sphere, and last year we had very good indicators of mutual trade turnover growth. Investments from Russia to Armenia are also in good progress. We are really happy with the success recorded by the economy of Armenia as a part of the large economy of the Eurasian Economic Union and the advantages that the Union provides are certainly visible."

The interlocutors discussed issues related to the Armenian-Russian cooperation agenda. Trade and economic relations and other topics of mutual interest were discussed.

Azerbaijani Forces Block Goris-Stepanakert Highway

A new road will connect Armenia to the Lachin Corridor, which still remains blockaded

Azerbaijani forces have blocked a stretch of the Goris-Stepanakert highway that runs between the Aghavno and Tegh villages of Berdzor, which fell under Azerbaijani occupation last summer months before construction on a new road was completed. Azerbaijani media began spreading misinformation, claiming that the country’s forces had made advances in both Armenia and Artsakh.

Artsakh’s Interior Ministry on Thursday said that construction of a new road connecting Armenia to the Lachin Corridor was completed. That road goes through Kornidzor in Armenia’s Syunik Province and connects to Hin Shen in Artsakh. Road construction is also being completed on the Tegh-Kornidzor road.

The Tegh-Kornidzor road is functional and given the ongoing blockade of Artsakh can be used for humanitarian supplies traffic by Russian peacekeepers and the International Committee of the Red Cross, the authorities added.  The road will be controlled by the Russian peacekeepers near the Hakari river bridge.

The Lachin Corridor has been blocked by Azerbaijan since 12 December 2022.

Armenia’s National Security Service also issued a statement Thursday saying that beginning on April 1 the road connecting the territory of the Republic of Armenia to the Lachin Corridor will pass through the Kornidzor-Tegh route, only through the territory of the Republic of Armenia.

After August 2022, a part of the road connecting the Lachin Corridor to the Republic of Armenia again passed through the territory of Azerbaijan after the Kornidzor Bridge. That part of the road along its entire length and its adjacent territory was controlled by the Russian peacekeeping forces.

According to the agreements reached earlier between Armenia and Azerbaijan, the border guards of the two countries were to be deployed on both sides of the border along the aforementioned section in the last days of March.

The National Security Service said that in some places, the Azerbaijani side, without waiting for pre-determined adjustments, had started to position itself and began carrying out engineering works.

Armenia said that there are five such points, where the Azerbaijani side has set up border posts 100 to 300 meters away from its border. “It has now been agreed that cartographers from both sides will correct the situation,” Armenia NSS said in its statement, without elaborating on when the decisions were made between the two sides.

“The Armenian army did not have positions in the area in question, because positions are not located on the border line, but on the nearby strategic heights. And the protection of that part of the border should be transferred to the border guard troops, according to the agreement,” added the NSS.
