STEPANAKERT, FEBRUARY 18, ARMENPRESS. The Parliament of Artsakh adopted the bill on the “Occupied Territories of the Republic of Artsakh” at the second reading, State Minister Artak Beglaryan said on social media.

“The National Assembly has just adopted the bill on the “Occupied Territories of the Republic of Artsakh”. The works on developing the bill have started months before in the government. We understand very well that we have limited legal mechanisms to fulfill the functions mentioned in the law and achieve the goals, but we ought to maximally use the existing legal and political mechanisms on that direction. The territories of the Republic of Artsakh must be de-occupied, and our citizens must return to their homes”, he said.

All factions represented in the parliament of Artsakh recently put into circulation a draft law on the Occupied Territories of Artsakh, according to which there will be a ban on those foreign companies which will want to carry out activity in the territories of Artsakh occupied by Azerbaijan, without the permission of the Artsakh government. The bill also states that the territories of the Republic of Artsakh which have been captured by the Azeri forces during the conflict are considered as "occupied territories".

YEREVAN, 17 FEBRUARY, ARMENPRESS. US Secretary of State Antony Blinken informed that he offered to the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov to meet in Europe next week.

ARMENPRESS reports, citing “RIA Novosti”, the United States offers Russia contacts in NATO, also in the OSCE.

According to Blinken, those contacts can be a basis for the meeting of the leaders of the two countries.

Armenia: Indian Embassy Urges Admission-seeking Students To Beware Of Unscrupulous Agents

On Tuesday, Indian Embassy in Armenia issued a statement bringing light to the issue of forgery faced by students who are seeking admissions in Armenia. The Embassy noted that it has come to the Embassy's attention that some unscrupulous agents are recruiting Indian students who were previously studying in some international medical universities under the false promise of being admitted as transfer students to Armenian medical universities. The Embassy further stated that the documents of the students are being returned to them when they arrive in Armenia because they were not apostilled by the competent Ministry of Foreign Affairs or by the authorised Ministry.

The Embassy warned the students seeking admission or transfer from other universities to the Universities in Armenia that they should be aware that the transfer documents, No Objection Certificates, and Transcripts from the previous university, must be apostilled by the concerned Ministry of Foreign Affairs or any other authorised Ministry in the country before being submitted.

The Embassy further stated that it is important to note that tampering with documents is a criminal offence in Armenia that can lead to jail time. It continued by remarking that it is the responsibility of the students to submit the correct documents and photographs to avoid any future problems.

 

Kazakh Ambassador met with Minister of High-Tech Industry of Armenia

YEREVAN. KAZINFORM Ambassador of Kazakhstan Bolat Imanbayev met with Minister of High-Tech Industry of Armenia Vahagn Khachaturyan.

During the conversation, the Ambassador informed about the measures taken by the Government of Kazakhstan to further develop the socio-economic and political situation in the country. Particular attention was paid to explaining the course of economic and democratic reforms of President Kassym-Jomart Tokayev, as well as attracting foreign investment and the inviolability of Kazakhstan's international obligations, the Kazakh MFA’s press service reports. In turn, the Armenian side expressed support for the policy of the leadership of Kazakhstan and readiness to further strengthen mutually beneficial relations between our countries. In this context, the parties discussed issues of developing cooperation in the field of high and space technologies, trade, science, and education. The Minister expressed interest in intensifying cooperation, noting the great potential and growth prospects. At the same time, it was emphasized that bilateral trade has a positive growth trend, which increased by 30% in 2021. During the meeting, the implementation of the Protocol of the 8th meeting of the Intergovernmental Kazakh-Armenian Commission on Economic Cooperation dated May 26, 2021 and the implementation of the agreements reached between the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan and the Ministry of High-Tech Industry of the Republic of Armenia were also considered.

Azerbaijani press: Azerbaijani, French, EU Council presidents, Armenian PM meet online [UPDATE]

On 4 February, a video conference was held on the initiative of President of the French Republic Emmanuel Macron with the participation of President of the Republic of Azerbaijan Ilham Aliyev, President of France as Chair of the European Union Emmanuel Macron, President of the European Council Charles Michel and Prime Minister of the Republic of Armenia Nikol Pashinyan, Azertag has reported.

The sides stressed the importance of the joint meeting held in Brussels on 14 December 2021 on the initiative of President Charles Michel and with the participation of President of the Republic of Azerbaijan Ilham Aliyev and Prime Minister of Armenia Nikol Pashinyan.

As a continuation of the Brussels peace agenda, detailed discussions were held on the normalization of Armenia-Azerbaijan relations. In this regard, in accordance with the pre-determined agenda of the event, the sides exchanged views on various aspects of relations between the two countries, including humanitarian issues, confidence-building measures, the problem of landmines Azerbaijan is facing, the opening of communications, the delimitation and demarcation of borders, the start of talks on a peace agreement.

President Ilham Aliyev reiterated Azerbaijan's position on the issues under discussion.

During the discussions, President Ilham Aliyev drew special attention to determining the fate of those missing during the first Karabakh war, locating mass graves, enhancing international support for Azerbaijan in the process of demining the liberated territories, and opening a transport corridor by rail and road.

The head of state highlighted the fact that of a total of 3,890 Azerbaijani citizens, including 71 children, 267 women and 326 elderly people, went missing during the first Karabakh war.

President Ilham Aliyev noted that since the end of the Patriotic War, 36 Azerbaijani citizens had been killed and 165 injured in mine explosions.

The issue of UNESCO's mission to Azerbaijan and Armenia was also discussed at the meeting. The sides agreed that a mission would be sent to both countries.

YEREVAN, JANUARY 25, ARMENPRESS. On January 25-26, Foreign Minister of Armenia Ararat Mirzoyan will pay a working visit to the Grand Duchy of Luxembourg, the foreign ministry said.

During the visit, Minister Mirzoyan will have a meeting with the Prime Minister, President of the Chamber of Deputies and the Foreign Minister of Luxembourg.

Within the framework of the working visit, Ararat Mirzoyan will also visit the University of Luxembourg.

621 new cases of COVID-19 confirmed in Armenia

YEREVAN, JANUARY 20, ARMENPRESS. 621 new cases of COVID-19 have been confirmed in Armenia in the past one day, the ministry of health reported.

The total number of confirmed cases in the country has reached 349,329.

The COVID-19 recoveries rose by 103 in a day, bringing the total to 333,857.

The death toll has risen to 8026 (1 death case in past day).

5838 COVID-19 tests were conducted on January 19. 

The number of active cases is 5927.

Russia will continue its efforts to normalize Armenia-Turkey relations – Ambassador Kopirkin

YEREVAN, JANUARY 21, ARMENPRESS. Vice President of the National Assembly of Armenia, Special Representative of Armenia for the Armenia-Turkey dialogue Ruben Rubinyan received Ambassador of the Russian Federation to Armenia Sergey Kopirkin on January 21.

The parties highly assessed the Armenian-Russian allied relations and attached importance to their continuous development.

The sides also touched upon the normalization of relations between Armenia and Turkey. As Armenia's Special Representative for the Armenia-Turkey dialogue, Ruben Rubinyan thanked the Russian side for hosting the meeting between him and the Turkish Special Representative in Moscow a few days ago and for supporting the normalization process.

The Vice President of the National Assembly assessed the first meeting of the special representatives as constructive, noting that the Armenian side is interested in solving specific problems through a substantive process.

The Ambassador assured that the Russian side will continue making efforts for the normalization of Armenia-Turkey relations.

Turkey and Armenia say their representatives held “positive and constructive” talks in the Russian capital Moscow, for the first time in decades, in an attempt to restore ties and reopen borders after decades of animosity.

Ankara and Yerevan have had no diplomatic or commercial relations since the 1990s.

Representatives from the two sides held the first round of discussions for about 1.5 hours in the Russian capital on Friday.

Armenian envoy Ruben Rubinyan and his Turkish counterpart, Serdar Kilic, met “in a positive and constructive atmosphere,” their foreign ministries said in identical statements. The special envoys had “exchanged their preliminary views regarding the normalization process,” according to the statement. The “parties agreed to continue negotiations without preconditions aiming at full normalization (of relations),” the ministries stated. The date and location of the next meeting would be decided in “due time through diplomatic channels,” according to the statement.

Armenia and Turkey are at odds over several issues, including the mass killings of Armenians under the Ottoman Empire during World War I.

Armenia rejects Turkish proposal for Azerbaijan-Nakhchivan corridor

Armenia rejects any discussion of a Turkish proposed corridor between Azerbaijan and Nakhchivan.

The already tense relations between the two neighbors deteriorated further in 2020, when Ankara backed Azerbaijan in a war between Armenia and Azerbaijan over the disputed Nagorno-Karabakh region, which is internationally recognized as part of Azerbaijan but has been populated by ethnic Armenians.

Azerbaijan and Armenia fought a six-week war in November 2020, which claimed more than 6,500 lives on both sides. Russia and Turkey deployed peacekeeping troops to the region to monitor the truce deal.

Ever since, Ankara and Yerevan stepped up efforts to improve relations, including the reciprocal appointment of special envoys.
