Foreign Minister Elmar Mammadyarov returned from his Paris meeting with his Armenian counterpart Mnatsakanov, after which the Foreign Ministry issued a rosy statement: "a very positive and useful exchange of views took place in terms of achieving greater understanding and trust." The parties agreed to continue the "consistent and results-oriented negotiations" next month. The Ministers discussed a number of issues, including ways to prepare the population of both sides for peace, security and sustainable regional development.
 
Then Russian Foreign Minister S. Lavrov spoke, calling on Armenia to follow the example of Azerbaijan: "The statements on readiness to look for solutions, including those from Baku, deserve every support. We hope that Armenian friends will reciprocate."
 
The OSCE Minsk Group co-chairs made a little clarity, saying that the Ministers of Azerbaijan and Armenia "discussed a wide range of issues related to the settlement of the Nagorno-Karabakh conflict and agreed on the need to take concrete measures to prepare the population for peace." Recall that the ministerial talks lasted four hours.
 
It seems peace is being approached between the two Caucasian countries, but experts say the people are being deceived. "The Ministry of Foreign Affairs of Azerbaijan should stop issuing optimistic statements on Karabakh. And we must do this by continuing what we started in April 2016 in Karabakh and last year in Nakhchivan. In the meantime, it turns out that we are helping him. In fact, the Foreign Ministry must declare about the expectation of concrete steps from Yerevan, as there are no grounds for the occupation of the regions surrounding Nagorno-Karabakh, Shahinoglu said.
 
Former Foreign Minister Tofig Zulfugarov shared his opinion on Facebook. It is appropriate to say that it is not the continuation of ineffective negotiations, but decisive action that the Azerbaijani public demands from President I. Aliyev. The Karabakh Committee issued a statement in which it reports on its participation in the National Council"s Saturday rally and claims that the restriction of the right to free assembly and the problem of political prisoners are beneficial to Armenia and reinforce the occupation of Karabakh.
 
Unexpected support for the position of Azerbaijanis, who do not trust the vigorous assurances of the country's Foreign Ministry, came from Yerevan. The Caucasian Knot blogger Yerevantsi posted a message in which he told about the discussion of negotiations at the meeting of the Armenian political bloc My Step, in which Nikol Pashinyan participated. He described the situation in great detail, answered the questions of the deputies of the faction, gave information about the situation today, so that the deputies familiarized themselves with the approach of the authorities and knew how to answer journalists' questions on this topic. Pashinyan said that at the moment there is no solution, and he does not see this decision for the simple reason that the existing approaches have not been completely clarified.
 
"Lavrov"s plan says that 5 districts should be returned to Azerbaijan, and then we will see. We ask them – what"s in return? They don"t answer … We demand that Azerbaijan be the first to say that it is ready to make concessions, and we will make our step. We are told that in this case they will be called traitors in their country. Well, we tell them: what, should we become traitors then? Negotiations continue, the rest will be seen along the way," Pashinyan said something like that," Yerevantsi writes.
 
If so, why then Minister E. Mammadyarov issues one joyful statement after another? The simplest explanation could be this: the authorities want to show people success in all directions, and negotiations on the fate of Karabakh are one of the most important ones.

The Armenian managers were briefed on the approaches to the training of different age-groups, rehabilitation programs for injured players.

The coaches then met with Real Madrid Legend Raul and Fernando Morientes, who shared their experience and pledged to provide further advice.

ArmInfo.A memorandum on the protection and reproduction of wild animals will be signed between Armenia and the UAE next Wednesday, Acting Minister of Nature  Protection Erik Grigoryan informed today at the meeting of the RA  Government, answering the question of the Acting Prime Minister Nikol  Pashinyan on measures to restore the Caucasian leopard population.

According to Grigorian, representatives of the environmental  departments of the two states have already done some work in this  direction.

Representatives of the UAE have gained considerable experience in the  protection and reproduction of wild animals, and their knowledge and  experience can be useful for Armenia. The Acting Minister stressed  that the presence of a Caucasian leopard population in the Khosrov  Reserve testifies to fairly well-formed ecosystem. It is especially  important, Grigoryan continued, to restore the Caucasian leopard  population, since it is the last major representative of the cat  family in the region.  In turn, Nikol Pashinyan called for more  control over the habitat of the animal. He drew the attention of the  head of the RA Police Valery Osipyan to the need to intensify the  fight against poaching.

To recall, the Armenian government announced the 2019 as the Year of  the Caucasian Leopard. "It is planned to hold a series of events – to  issue a postage stamp on the theme of the Caucasian leopard, to  organize an international conference, to make a documentary film on  biodiversity, to organize an exhibition," the acting minister said at  the end of December at a cabinet meeting. Last year, for the first  time, the World Wide Fund for Nature (WWF) filmed on the territory of  the Khosrov Forest Reserve a rare Caucasian (Asian) Leopard, which is  included in the Red Book of Armenia and the Red List of the  International Union for Conservation of Nature and Natural Resources.  This species is under threat of destruction.  Currently, 7-9 leopards  are recorded in the Ararat, Vayots Dzor and Syunik regions of  Armenia. Since 2002, the Ministry of Nature Protection of the  Republic of Armenia has been implementing a program for the  protection of this species, its task is to preserve the range, to  increase the population of animals, including by preserving the  species that the leopard hunts – bezoar goats and Armenian moufflon.

Aleksander Pociej, Head of the delegation from the Parliamentary Assembly of the Council of Europe (PACE), says the 2018 peaceful, “velvet” revolution, in conjunction with the political will of the current authorities, enabled the holding of democratic elections in Armenia, reports Armenpress.

At a meeting with reporters, Aleksander Pociej said PACE has observed every election in Armenia since 1995. “Despite the complex electoral system and reported instances of intimidation via social media, the recurring electoral irregularities which tainted many elections in the past were absent. It is up to Armenia’s elected representatives to launch legal reforms to consolidate the democratic process in the country”, he said.

He said the PACE and the Venice Commission hope to continue the close cooperation with Armenia, and the final report on elections will be presented at a session in Strasbourg in January.

Early parliamentary elections were held in Armenia on December 9.

The Central Electoral Commission released the preliminary results:

-The Republican Party of Armenia (RPA) received 4.7% or 59068 votes

-Citizen’s Decision Social-Democratic party received 0.68% or 8533 votes

-The ARF received 3.89% or 48822 votes

-My Step Alliance received 70.44% or 884849 votes

-Bright Armenia party got 6.37% or 80049 votes

-Christian-Democratic Rebirth party received 0.51% or 6460 votes

-National Progress party received 0.33% or 4122 votes

-We alliance – 2% or 25174 votes

-Rule of Law party – 0.99% or 12390 votes

-Sasna Tsrer Pan-Armenian party – 1.82% or 22868 votes

-Prosperous Armenia party – 8.27% or 103837 votes

Rusatom Service, a unit of Russia's Rosatom that services nuclear power plants abroad, said that it has completed the modernization of the equipment of one of the two turbine units at Armenia’s nuclear power plant in Metzamor as part of a project designed to extend the service life of the facility. It said the modernized turbine unit was connected to the power grid of Armenia last week. During a series of tests, the equipment reached the peak capacity of 238 MW.
 
Rusatom Service said that the modernization launched on June 1, 2018, involved modernization of the turbine, replacement of separators, steam superheaters, the turbine generator, the replacement of conductors and the transformer. To accomplish this task, about 400 Russian specialists worked around the clock at the facility together with their Armenian colleagues.
 
It said over the past few years the service life of more than 2,500 components, systems and structures have been extended at the plant. Also heavy and large equipment has been supplied (a total of over 70 railway cars of modern, high-tech equipment).
 
The press release said that "This was made possible thanks to the professionalism, skillful organization and well-coordinated work of the Russian and Armenian specialists.”
 
It said also the project to extend the service life of the plant will be completed by the end of 2021, as a result Armenia will receive a nuclear power plant with modern equipment, and with a safety close to world standards.
 
The project to modernize and extend the service life of the Armenian NPP is being implemented as part of an intergovernmental agreement between Armenia and Russia.
 
The Armenian Nuclear Power Plant is located some 30 kilometers west of Yerevan. It was built in the 1970s but was closed following a devastating earthquake in 1988. One of its two VVER 440-V230 light-water reactors was reactivated in 1995. Armenian authorities said they would build a new nuclear power plant to replace the aging facility. The new plant was said to operate at twice the capacity of the Soviet-constructed facility. The plant currently generates some 35 percent of Armenia's electricity.

The following photos have been sent to “A1 +” from Sasunik community of Aragatsotn region. This landfill is in the 4th village of Yerevan, on the road leading to Sasunik village in Aragatsotn region.

Sasunik residents report that the residents have informed to the former authorities about the landfill. The former governor promised villagers to clean the entire area.

The area has not only been cleaned but also has expanded and turned into an “existing” landfill.

Cooperation between Azerbaijan and Turkey do not "pose a threat" to other countries, Azerbaijan's deputy president told Anadolu Agency in an exclusive interview.
 
Ali Hasanov said Armenia is "threatening its own people" with its continued seizure of the Karabakh region as well as its "baseless" claims regarding the events of 1915 against Turkey.
 
Azerbaijan and Armenia remain in dispute over the occupied Karabakh region. Karabakh broke away from Azerbaijan in 1991 with Armenian military support, and a peace process has yet to be implemented.
 
"If Armenia wants peace, if it wants to participate in the national and international undertakings of Turkey and Azerbaijan, it is free to do so," he said, adding that Armenia would have to leave the areas under its occupation.
 
Three UN Security Council resolutions (853, 874 and 884) and UN General Assembly resolutions 19/13 and 57/298 refer to Karabakh as being part of Azerbaijan.
 
Turkey and Armenia remain in dispute over deaths of Armenians in eastern Anatolia in 1915.
 
Ankara says that some Armenians sided with invading Russians and revolted against Ottoman forces. A subsequent relocation of Armenians resulted in numerous casualties.
 
Turkey denies the alleged Armenian "genocide" of 1915, but acknowledges that there were casualties on both sides during the events during World War I.
 
Ankara has repeatedly proposed the creation of a joint commission of historians from Turkey and Armenia plus international experts to tackle the issue.
 
Speaking about trade ties, Hasanov underlined that commercial-economic cooperation between Azerbaijan and Turkey had yet to reach its full potential.
 
"Trade between Azerbaijan and Turkey must increase and the Turkish people must respond to their potential," he said.
 
Stressing the maxim "two states, one people", Hasanov noted that Baku and Ankara sought cooperation on various large projects, including a recent oil refinery constructed by an affiliate of Azerbaijan's state oil company SOCAR in Izmir
 
He highlighted that Azerbaijan wanted to open businesses and "bring prosperity" in Turkey, saying that Turkey has always stood with Azerbaijan on economic, political, security and other matters.

Possible gas price cut may disrupt system – Gazprom Armenia chief

A possible reduction in the gas tariff is problematic, since it may undermine the system, Gazprom Armenia CEO Hrant Tadevosyan said at the National Assembly on Thursday.

“If we don’t want to reduce the gas price through disrupting the system, we should discuss the issue,” he said, adding a final conclusion on the issue will be drawn at the end of 2016, when all discussions are completed.

At the sitting of a parliamentary commission on gas and electricity tariffs earlier on Thursday, Tadevosyan said that the gas sales price is 255 dollars, while the average entry price is 150 dollars “Gazprom Armenia’s margin is 62 dollars. Our spending is greater than revenues, while the issue of finding additional reserves is controversial,” he said.

Tadevosyan did not agree with the claims that the gas contract concluded with Russia features ‘humiliating’ points, stressing all the points of the contract are in the best interests of Armenia.

Meantime, he didn’t rule out possible overspending inside the company.
