Turkish press: 113-year-old Armenian Church closed to worship due to damage in quakes

The 113-year-old Armenian Church in the Vakıflı neighborhood, the only Armenian settlement in Türkiye, has been closed to worship since the latest earthquakes that struck the southern province of Hatay on Feb. 20.

While thousands of buildings were destroyed in Hatay, which was heavily affected by two large earthquakes that occurred on Feb. 6 in the southern province of Kahramanmaraş, there was no large-scale destruction in the Vakıflı neighborhood, the country’s only Armenian settlement.

There were no casualties in the earthquake in the settlement with a population of 130.

However, in the latest earthquakes that occurred in Hatay on Feb. 20, many houses in the neighborhood were severely damaged, while several parts of the 113-year-old Virgin Mary Armenian Church, considered the symbol of the neighborhood, were destroyed.

The historic church, whose outer walls were partially damaged in the first earthquake, was closed to worship when it became unusable after the earthquakes on Feb. 20.

Misak Hergel, a member of the Board of the Virgin Mary Armenian Church Foundation, stated that the successive earthquakes on Feb. 20 caused a lot of damage to the place where they lived.

Stating that its difficult to describe the pain they are experiencing as the people of Hatay, Hergel said: “Nevertheless, we are thankful that there was no loss of life in our village or our neighborhood in this great destruction.”

“Our church was put into service in 1910. It was an iconic century-old building. In 1997, radical repair work was carried out. With this renovation, the name of our village spread, and it became the center of attention,” Hergel expressed.

“Our church was damaged very slightly on Feb. 6, but it became a ruin during the earthquakes on Feb. 20. There are two active Armenian Churches in Hatay. One is here, and the other is in İskenderun [district]. Both of our churches will not be able to open to worship for a long time,” he added.

Following their visit to Armenia on 17-19th of February to assess the situation on the border with Azerbaijan and at the entrance of the Lachin Corridor, the co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) for the monitoring of Armenia Kimmo Kiljunen (Finland, SOC) and Boriana Åberg (Sweden, EPP/CD) today made a statement on Lachin Corridor. As ARMENPRESS was informed from the website of the PACE, the statement reads as follows,

“The situation in the Lachin corridor requires immediate action. As of today, inhabitants of Nagorno-Karabakh cannot travel freely out of the region and, as we were informed, 954 are still stranded on either side of the corridor. Only International Committee of the Red Cross and Russian peacekeepers’ vehicles are allowed to travel along this corridor, which is clearly insufficient to fulfill the needs of the population. Moreover, it is vitally important that goods can get through in time for the sowing season. The free circulation of all vehicles must be restored urgently in accordance with the Trilateral Statement of 10 November 2020.

Furthermore, the repeated disruption of gas and electricity supply to the territory has resulted in serious violations of the rights of the inhabitants: many people have already lost their jobs and children are deprived of education since schools had to close.

We recall our joint statement with co-rapporteurs for Azerbaijan of 16 December 2022 which urged the restoration of freedom of movement along the Lachin corridor, and the European Court of Human Rights’ decision of 21 December 2022 calling on the authorities of Azerbaijan to take all measures to ensure safe passage through the “Lachin Corridor” of seriously ill persons in need of medical treatment in Armenia and others who were stranded on the road. We also take note of the International Court of Justice’s order of indicating that “Azerbaijan shall (…) take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin corridor in both directions.” We invite all members of the Assembly to bring this situation to the attention of their respective national parliaments and join our call for the immediate cessation of the unlawful and illegitimate obstruction of the Lachin corridor.

Regarding the situation on the border between Armenia and Azerbaijan, we observed the consequences of attacks from Azerbaijani troops on civilian infrastructures in the city of Jermuk and the village of Sotk. We noted that evidence of the use of cluster ammunitions in civilian zones had been collected and kept for further expertise. We were shown the presence of Azerbaijani military positions within Armenian sovereign territory, sometimes well beyond any disputed border line.

We commend the deployment of a civilian mission from the European Union at the border, noting the significant tangible effects of the previous mission in reducing tensions. We call on both parties to advance discussions on border delimitation and to agree on a mirror withdrawal of troops from the border as an immediate confidence-building move.

We will report our findings to the PACE Monitoring Committee during its next meeting. We remain extremely alert to future developments and reiterate our readiness to provide, at the parliamentary level, all political support needed to reach a long-lasting peace settlement.”

During their visit, the co-rapporteurs visited the cities of Jermuk, Goris and Vardenis and their surroundings, as well as the entrance of the Lachin Corridor on the Armenian side. They met local officials and inhabitants of Nagorno-Karabakh blocked in Goris due to the ongoing obstruction of the Lachin Corridor.

Welcoming the arrival and launch of the new civilian EU monitoring mission in Armenia, Grigoryan expressed confidence that the mission will continue contributing to establishment of stability and peace in the region, Grigoryan’s office said in a read-out.

Commander Stefano Tomat thanked the Armenian side for the support provided to the EU mission and presented their work in Armenia.

Other issues related to future cooperation were also discussed.

As Europe Unveils Armenia ‘Action Plan,’ Yerevan Warns of More Azerbaijani Threats

The Council of Europe on Thursday launched its “Action Plan” for Armenia, official Yerevan warned of threats of more imminent attacks by Azerbaijan.

The Council of Europe Deputy Secretary General Bjørn Berge was in Yerevan on Tuesday at an official “Action Plan” presentation, during which Foreign Minister Ararat Mirzoyan warned that the threat for renewed escalation by Azerbaijan remains high.

“We live in a region full of security threats. It’s more than two months that the humanitarian crisis in Nagorno Karabakh continues as a result of Azerbaijan’s blockade of Lachin corridor,” Mirzoyan said in his speech at the event.

He said that Azerbaijan continues to keep Armenian prisoners of war and civilians captive and the fate of many missing persons and victims of forced disappearances remains unknown.

Sovereign territories of Armenia continue to remain under Azerbaijani occupation as a result of attacks in May and November of 2021 and September of 2022. “And the danger of Azerbaijan instigating a new escalation remains high,” Mirzoyan said.

In his presentation, Berge, the Council of Europe official, explained that the so-called “Action Plan” represented a crucial part of the overall cooperation between the Council and Armenia.

He said that Armenia has been a member of the Council of Europe for more than two decades and has continually made important contributions in the organization, and at the same time benefited from the organization’s expertise and joint cooperation.

Berge added that it has been interesting to follow the evolution of the relationship and new initiatives over the years, including major reforms.

“The Council of Europe has very much appreciated the excellent cooperation with Armenia and the progress made in several areas, at least through the most recent joint action plan which concluded last year. What has been achieved within that framework is substantial and significant,” Berge added, citing Armenia’s new judicial and criminal codes, as well as Yerevan’s anti-corruption strategy and other reforms of key importance.

“The new action plan we are launching today is designed to help Armenia take further steps forward in dealing with them,” Berge added.

The action plan includes new areas of cooperation in the plan, such as freedom of _expression_, also for the media, measures to protect personal data, social and labor rights, environment, good governance, local government reforms, joint fight against cybercrime and other areas.

“Overall it is intended to make life better for the people of this great country, underpinned by the commitment from the Armenian authorities and with the support and cooperation of the Council of Europe. Looking back, much has been achieved in this country in recent times, but together we can achieve yet more. I am very grateful to the Armenian authorities for their firm determination and political commitment , as well as to the EU and all the partners and donors who are providing the financial support required,” Berge said.

Armenia says sent draft peace agreement to Azerbaijan

TEHRAN, Feb. 16 (MNA) – Armenia has finalized a draft peace agreement with Azerbaijan and sent it to Baku, as well as to the member states of the OSCE Minsk Group, the country’s Prime Minister Nikol Pashinyan said at a government meeting on Thursday.

"Armenia has completed work on a draft agreement on peace and relations with Azerbaijan, and our proposals were handed over to the Azerbaijani side. We also passed them to the countries of the OSCE Minsk Group," he said, TASS reported.

"The document must embody a certain philosophy, a system of checks and balances, which will prevent any scenario where a lasting and stable peace could be violated," Pashinyan noted.

"We hope that we will be able to build on the progress seen in the three rounds of talks. The signing of the document should not turn into a war, but really mean a lasting peace. Once again I stress that I am ready to sign a peace agreement, ready to assume that responsibility," he added.

When touching upon the situation in the Lachin corridor, Pashinyan noted that on Wednesday Azerbaijan opened, and then cut off the gas supply to Nagorno-Karabakh for two hours, adding that by doing so Baku demonstrated its bad intentions towards the local population.

La France en Cilicie et au Liban

La realpolitik est très rentable à court terme. Cependant, pour le long terme, imaginons seulement aujourd’hui, si la Cilicie était toujours arménienne francophile, ce qu’elle aurait pu offrir comme possibilités au prestige de la culture française et donc de sa puissance politique et économique.

Le destin de la Cilicie était depuis toujours lié à celui du Liban. Déjà, dès l’époque séleucide, ils étaient réunis au sein d’une administration commune sous Antiochos X, entre 94 et 88 av. J.C. Au Moyen Âge, la Cilicie devenait un royaume arménien allié au Comté de Tripoli. En 1920, ce territoire montagneux situé au nord de l’île de Chypre, était, une fois de plus, joint au Liban sous un mandat français souhaité et obtenu par les Arméniens et les maronites qui se relevaient à peine du grand génocide perpétré à coups de massacres, de déportations et de famine.

L’abandon de la Cilicie

Les troupes françaises étaient intervenues en Cilicie dès novembre 1918, en coordination avec les contingents britanniques. Mais dès février 1920, les colonnes franco-arméniennes, qui subissaient de graves défaites, commençaient leur retrait de plusieurs villes, suivies de leurs populations chrétiennes. Pris de panique, les Arméniens entreprenaient des initiatives désespérées, proclamant le 5 août 1920, la République arménienne de Mésopotamie cilicienne, aussitôt réprimée par les autorités françaises.

Alors qu’à partir de Beyrouth, le général Gouraud préparait la reconquête d’Édesse, Paris signait le 20 octobre 1921 le traité d’Ankara. Elle y rétrocédait tous les territoires de Cilicie à la Turquie en échange du respect des populations chrétiennes, ainsi que la promesse d’hypothétiques avantages économiques. C’est le comble de la cruauté que de placer les survivants d’un génocide sous la protection de leurs bourreaux. Il en a résulté un exode général encouragé par l’Église arménienne elle-même qui ne se faisait pas la moindre illusion sur la suite des événements.

L’abandon de Ninive et d’Alexandrette

La France a abandonné le peuple arménien de Cilicie pour se voir régler les dettes ottomanes par la jeune République turque, conformément au traité de Lausanne qui sera signé en 1923. Pour les Arméniens qui, comme les maronites, avaient attendu la protection française depuis des décennies et avaient combattu dans les légions loin de leurs foyers, ce fut la consternation. Toujours selon cette logique de raison d’État, à Ninive (Mossoul) en Haute-Mésopotamie, les assyro-chaldéens qui avaient combattu fidèlement auprès des Britanniques étaient à leur tour trahis par ces derniers, et abandonnés aux Arabes en 1933 pour subir les habituels massacres et exodes. En 1939, le Sandjak d’Alexandrette, avec la grande Antioche, était encore remis par la France à la Turquie. Tout ce qui avait miraculeusement survécu au génocide chrétien, succombait aux politiques franco-britanniques.

L’abandon des Dardanelles

Rien n’a pu échapper à cette débâcle générale qui précipitait la mort de l’Orient chrétien. Les régions grecques ont fini par être rattrapées par les mouvements d’exode. Début janvier 1922, les troupes françaises évacuaient les villes arméniennes d’Adana et de Tarse en Cilicie et, dès septembre, elles livraient les territoires grecs d’Asie mineure jusqu’à leurs positions dans les Dardanelles. Un million trois cent mille Grecs se trouvaient arrachés à leur terre ancestrale. Tous les chrétiens, syriaques-orthodoxes, grecs-orthodoxes, assyro-chaldéens, maronites d’Alexandrette et Arméniens devenaient les victimes directes de la politique nationale turque de nettoyage ethnique.

La défaite des Grecs sur le front occidental avait rendu précaires les positions françaises. Pour le président du Conseil, Aristide Briand, l’entente avec les Kémalistes permettrait en revanche à la France de se maintenir en Syrie et de protéger le Liban, tout en s’assurant les bonnes grâces du monde musulman.

L’opposition de l’administrateur français

Les indignations étaient exprimées jusqu’au sein-même de l’armée française, témoin des événements sur le terrain. L’auteur Vahé Tachjian relève notamment dans les archives du Haut-Commissariat de Beyrouth, la figure du colonel Brémond, administrateur en chef de la Cilice, pour qui les Arméniens constituaient le "point d’appui unique" de la France en Cilicie. Ce militaire éclairé œuvrait pour l’établissement d’une forme d’autonomie cilicienne, ce qui lui avait valu une opposition ferme de sa diplomatie séduite par les Kémalistes.

Mustafa Kemal passait progressivement dans l’imaginaire français de vulgaire rebelle à héros national incarnant le progrès. Le colonel Brémond a été rappelé à Beyrouth dès l’automne 1920, contraint d’abandonner la Cilicie arménienne à son terrible sort. La France, elle, se félicitait des promesses de changement et de laïcité représentées par la personnalité de Mustafa Kemal. En effet, en 1922, le sultanat était aboli, en 1923 la République était proclamée et en 1924, le califat était supprimé. La laïcité n’a jamais cessé d’être un appât luisant pour les Occidentaux. Cependant, pour beaucoup d’observateurs plus perspicaces, cette vague incompatible avec la mentalité locale, ne pouvait être que passagère et finirait par être rejetée comme la greffe d’un corps étranger en Turquie et dans le reste de l’Orient.

L’opposition de parlementaires français

Après le rappel du colonel Brémond et la reddition de plusieurs contingents français, c’est au Parlement que, le 29 décembre 1921, Ernest Flandin (député du Calvados) et Gustave de Lamarzelle (sénateur du Morbihan) se sont insurgés contre le traité d’Ankara (dit d’Angora). Cet accord représentait l’abandon pur et simple de la Petite Arménie (la Cilicie) aux Turcs. Flandin a rappelé le martyre des Arméniens durant la Grande Guerre, les sacrifices héroïques offerts par la légion arménienne sous la bannière de la France, et enfin les promesses de protection faites par Raymond Poincaré, le 16 février 1919.

L’histoire se répète

Dans ses acrobaties de realpolitik, il arrive à la France de perdre le discernement. Après la Cilicie, la voilà qui retrouve au Liban, encore, d’hypothétiques avantages promis cette fois-ci par la République islamique. La diplomatie française contemporaine jongle avec des interprétations sur la milice terroriste du Hezbollah qui anéantit le Liban, lui inventant tantôt une aile politique supposée fréquentable, tantôt une représentativité légitimée par un choix prétendu démocratique.

Les échecs de l’histoire se répètent. Cependant, de nos jours, les transferts de populations se font d’une manière plus subtile. Si en 1922, le Haut-Commissaire débloquait ouvertement la somme de 50 millions de francs pour la délocalisation des Arméniens, aujourd’hui le processus est soigneusement délégué à des entreprises privées. C’est ainsi, par exemple, qu’à Jounié durant l’été 2021, 700 infirmières et infirmiers ont été transférés du Liban accompagnés de toutes leurs familles. La jeunesse et les cerveaux s’en vont vers ces pays d’Occident qui leur offrent toutes sortes d’avantages afin de les attirer en profitant de l’effondrement d’un Liban sous occupation, accablé et subissant un processus intentionnel d’appauvrissement.

La realpolitik est en effet très rentable à court terme. Cependant, pour le long terme, imaginons seulement aujourd’hui, si la Cilicie était toujours arménienne francophile, ce qu’elle aurait pu offrir comme possibilités au prestige de la culture française et donc de sa puissance politique et économique. Imaginons aussi demain, lorsque la majorité des Libanais aura été transférée en France, Hollande, Danemark, Canada, Australie et ailleurs, ce que la France aura perdu comme assise politico-culturelle sur cette côte du Levant. Il ne fait aucun doute que l’abandon de ses alliés de cœur consiste, pour les grandes nations, en un suicide lent, mais désespérément inéluctable.

YEREVAN, SEPTEMBER 1, ARMENPRESS. The International Chess Federation (FIDE) released the 2022 September world ratings “Standard Top 100 Players September 2022.”

Armenia has three representatives in the men’s rating – Gabriel Sargsyan 32nd, Hayk Martirosyan 80th and Shant Sargsyan 87th.

In the women’s ratings Armenia has again three representatives: Elina Danielyan is 37th, Anna Sargsyan is 77th and Lilit Mkrtchyan is 93rd.

World champion Magnus Carlsen is number 1 in the men’s rating.

Former Team Armenia leader Levon Aronian, who now plays for the United States, is 8th.

Hairenik Media Center seeking interested, qualified applicants

WATERTOWN, Mass.—The Hairenik Association is seeking interested and qualified candidates to staff its state-of-the-art media center at the historic Hairenik Building.

An initiative of the Armenian Cultural Association of America (ACAA), the newly-named Antranig and Alice Karjian Hairenik Media Center will include a television studio and control room, both designed by Varto Technologies.

The production schedule is expected to begin with the launch of regular programming in the fall/winter of 2022 and will initially include a weekly flagship news program, covering current affairs in Armenia and stories across our Diaspora.

Original broadcast content will converge social media and television and will be livestreamed across platforms belonging to the Armenian Revolutionary Federation (ARF), the Armenian Weekly and their family of organizations, including the Armenian National Committee of America (ANCA), Hamazkayin, Armenian Relief Society (ARS), Armenian Youth Federation (AYF) and Homenetmen. 

Once the Antranig and Alice Karjian Hairenik Media Center is up and running, Varto Technologies and Weekly staff will be training field photographers, in-studio producers and technical directors on the proper use of the equipment. There will also be openings for on-camera presenters and reporters. Staff members, freelancers and volunteers will also receive training, if necessary, on video editing software (Adobe Premiere Pro).

Concurrently, the Armenian Weekly Editorial Board, which oversees the print and online publication of the Armenian Weeklythe historic newspaper of the ARF Eastern Region, established in 1934is looking to grow with the addition of part-time staff members and interns. These positions will be responsible for helping copy edit articles, post content on social media, create weekly e-newsletters and cover local events, among other responsibilities.

Russian peacekeepers already deployed on respective section of new route, says Artsakh

STEPANAKERT, AUGUST 30, ARMENPRESS. Russian peacekeepers in Nagorno Karabakh have already been deployed on the 4.7 km road section of the new Stepanakert-Goris route, Spokesperson to the minister of territorial administration and infrastructure of Artsakh Viktoria Petrosyan told Armenpress.

“That temporary section of the new route connecting Artsakh to Armenia is completely asphalted. It will work with the same logic as the Stepanakert-Goris-Berdzor road. The new route is already operating and it will operate until the construction of the main section of the corridor connecting Artsakh to Armenia. Currently, Russian peacekeepers are deployed there and carry out control”, she said.

The spokesperson added that the road will be serviced throughout the year by respective specialists and assured that there won’t be any problem with traffic regardless of weather conditions.

On August 29, Artsakh Republic President Arayik Harutyunyan chaired a regular sitting of the Security Council. It was noted that, according to point 6 of the Statement signed by the leaders of the Republic of Armenia, the Republic of Azerbaijan and the Russian Federation on November 9, 2020, the new route will retain the status of the corridor. Asphalting works on the 4.7 km road section temporarily connecting the route to the Goris-Stepanakert highway have been completed. As a result of the discussions, the Security Council made a decision that starting 8 PM, August 30 the communication with the Republic of Armenia will be carried out along a new route, via the territory of Berdadzor sub-region of the Shushi region.
