IAEA mission to reach Zaporizhzhya NPP this week

YEREVAN, AUGUST 29, ARMENPRESS.  Director General of the International Atomic Energy Agency (IAEA) Rafael Grossi has announced that the organization’s support mission to assess and inspect the Zaporizhzhya Nuclear Power Plant is already on its way and will arrive later this week.

“The day has come, IAEA’s Support and Assistance Mission to Zaporizhzhya (ISAMZ) is now on its way. We must protect the safety and security of Ukraine’s and Europe’s biggest nuclear facility. Proud to lead this mission which will be in ZNPP later this week,” Grossi tweeted.

The IAEA's announcement comes as both Russia's Defense Ministry and Ukraine's nuclear operator Energoatom said Saturday that the site of the Zaporizhzhia nuclear power plant was shelled repeatedly over the past 24 hours, blaming each other for the shelling.

Azerbaijan says Karabakh issue is closed

Assistant to the President of Azerbaijan Hikmet Hajiyev said that the OSCE Minsk Group is a thing of the past.

The Karabakh issue is closed. Azerbaijanis and Karabakh Armenians are citizens of the same country who can peacefully coexist with each other. This was stated by the head of the foreign policy department of the presidential administration, Hikmet Hajiyev.

According to him, the US and France, being co-chairs of the OSCE Minsk Group, did not make any contribution to the peaceful settlement of the Karabakh problem, and the ambassadors of these countries refused to visit Shusha, despite repeated invitations. Such behavior, according to the assistant to the president of the country, can be regarded as their non-recognition of the territorial integrity of Azerbaijan.

“I have a message to those who are trying to appeal to the Minsk Group as a mediator in resolving existing issues: this group does not exist , just as there is no such international problem that requires mediators,” Hajiyev was quoted by the Azerbaijani media.

The assistant to the President of Azerbaijan also noted that during the Second Karabakh War in 2020, the Azerbaijani army was very close to the liberation of Khankendi, but did not began to do this in order to avoid civilian casualties.

In September 2020, the long-term conflict between Azerbaijan and Armenia escalated in Nagorno-Karabakh. Fighting began in Karabakh. The situation relatively normalized in autumn 2021, however, Armenia and Azerbaijan continued to report incidents at the border.

Construction boom named main culprit behind high air pollution levels in Yerevan

YEREVAN, AUGUST 17, ARMENPRESS. The level of air pollution in Yerevan has reached the red zone. The worst air pollution after the capital is recorded in the cities of Vanadzor, Alaverdi and Gyumri.

Deputy Director of the Hydrometeorology and Monitoring Center Gayane Shahnazaryan told ARMENPRESS that this isn’t a new problem and it is associated with the widespread construction in Yerevan, increase of mining industry and open burning of landfills, while the gases in the atmosphere are a result of car emissions (automobile transport is the main movable source of pollution in Yerevan, while the natural gas consumption in households and gas-powered thermal power stations is considered the main immovable source).

“I’d like to mention that the dust-caused air pollution in conditions of absence of precipitation is seen acutely in Yerevan but we are recording the pollution throughout the entire year and there are no significant differences compared to the previous year. The pollution recorded in Yerevan was this high and concerning in the last years as well,” Shahnazaryan said.

Shahnazaryan said it is highly important for the public and construction companies to display responsibility. The construction planning licenses already stipulate the required steps which construction companies should adhere to.

A monitoring conducted August 8-14 in Yerevan showed that the dust levels exceeded the admissible concentrate by up to 3,5 times.

“According to our monitoring results the most polluted areas in Yerevan were Arshakunyats Avenue and the adjacent area to the Circus. After Yerevan, the cities of Vanadzor, Alaverdi and Gyumri have the most pollution with dust, where the levels have exceeded the admissible concentrate levels from time to time,” Shahnazaryan said.

Nitrogen dioxide levels in Yerevan exceeded the levels again in the area of the circus. Results showed day-to-day changing data elsewhere in the city.

Meanwhile, Armen Lablajyan, the Director of the Yerevan Department of the Environment and Subsoil Inspection Agency said the pollution is caused by the construction boom, mining exploitation in Yerevan, as well as improper and uncovered cargo transportation of materials such as sand.

Lablajyan highlighted that construction companies must adhere to the safety regulations and adhere to the rules and use new technologies: water the construction sites to avoid emissions, keep sand and other similar materials in closed spaces, etc.

“We frequently organize meetings with businesses for preventive purposes and we involve relevant government agencies, for example city hall, as well as inspection agencies in charge of construction. We record the frequent violations and give instructions and then monitor their implementation,” Lablajyan said.

According to Lablajyan, they’ve recently received positive response from citizens who’ve noted that the levels of dust have decreased.

In one year, 29 construction companies were fined a total of 4,5 million drams for violations, with an additional 1,2 million drams fines for damages.

9 mines were monitored in 2022 and administrative penalties of 2,5 million drams were issued, while damages to the state were estimated to be over 23 million drams.

Expert: Refusal of cooperation with EAEU will be tantamount to economic suicide for Armenia

Armenia left the GSP+ system last year because it became a middle-income country. This means that it was deprived of exports to the EU, the USA and Japan on favorable terms, said Tatul Manaseryan, Director of Alternative Research Center, Member of Eurasia Expert Club, at the press conference of Eurasia Expert Club in Yerevan, today, when summing up the results of the seventh economic survey.

According to him, this has already affected the indicators of Armenian exports. In particular, it has especially decreased on the European continent.

"In this situation, the EAEU market has become a kind of safety cushion, providing Armenia with ample export opportunities. To all the critics who have a negative attitude toward Armenia's membership in the EEU, I would like to ask a counter question. Let them kindly name an alternative: what market can replace EEU market, whether there is any malice in their propaganda, and whether we are not pushed into an economic abyss when they say "give up Russian, Belarusian and Kazakh markets"," Manaseryan said.

He is convinced that refusal of cooperation with the EEU would be tantamount to economic suicide for Armenia.

The Economist noticed that even at the stage of Western restrictions a number of European countries, including some banks, don't refuse the Russian market and, having broken through the sanctions, continue cooperating with Russia.

No victims reported at Stepanakert plant fire

First-responders are at the scene.

A fire broke out in an oxygen equipment plant at 20 Tigran Mets Street of Stepanakert City, which resulted in high-pressure containers exploding, authorities said earlier.

AW: ANCA asking US Representatives to co-sign Pallone-Titus letter in support of Artsakh aid

WASHINGTON, DC – Congressional Armenian Caucus co-chair Frank Pallone (D-NJ) and Nevada Congresswoman Dina Titus (D-NV) are launching a renewed drive to end the blockade on US aid to Artsakh, asking legislators to co-sign a Congressional letter to Secretary of State Antony Blinken and US Agency for International Development (USAID) administrator Samantha Power to “take immediate steps dedicating significant resources” to support the at-risk Armenian population of Artsakh, reported the Armenian National Committee of America (ANCA).

“Let’s be clear,” said ANCA Government Affairs director Tereza Yerimyan. “The decision to cut-off humanitarian aid programs in Artsakh was taken at the highest levels of our government – consistent with a deeply flawed set of US policies that, on the ground, have the practical effect of aiding and abetting Azerbaijan’s drive to ethnically-cleanse the remaining Armenians in Artsakh by denying at-risk families food, fuel, water and other life-sustaining resources.”

In a “Dear Colleague” letter to US Representatives, Reps. Pallone and Titus stress that “to date, USAID has only committed $5 million to the assistance of displaced people of Artsakh who are currently in Armenia. This amount is not sufficient to address this humanitarian crisis, and we are also concerned that the individuals who remain in Artsakh have not received any of this critical aid.” The letter calls on Secretary Blinken and Administrator Power to:

1) Increase direct aid to the people of Artsakh

2) Provide an update on Biden Administration efforts to directly assist Artsakh

3) Conduct a needs assessment on the humanitarian crisis in Artsakh

The ANCA has launched a national action portal where pro-Artsakh advocates can contact their legislators to cosign the Pallone-Titus letter.  Congressional Armenian Caucus co-chair Jackie Speier (D-CA) and House Intelligence Committee chair Adam Schiff (D-CA) have already announced their support for the initiative.

Earlier this week, ANCA chairman Raffi Hamparian, in letters sent to Congressional leadership and rank and file US Senate and House members, called for Congressional inquiries into the Biden administration’s effective blockade on humanitarian aid to Armenian families of Artsakh.  “America must not be complicit in the ethnic-cleansing of Artsakh by Azerbaijan,” stressed Hamparian.

Dear Secretary Blinken and Administrator Power:

We are deeply concerned by the lack of meaningful humanitarian aid to the vulnerable Armenian population in Artsakh (Nagorno-Karabakh) and urge you to take immediate steps dedicating significant resources to these individuals.

The people of Artsakh continue to face severe hardships caused both by the deadly 44-day war that Azerbaijani forces provoked in 2020 and the ongoing aggressions committed against innocent civilians. The U.S. Agency for International Development (USAID) has acknowledged that over 90,000 refugees displaced to Armenia, the majority of whom are women, children, and elderly, are suffering through an acute humanitarian crisis.

The $5,000,000 in Fiscal Year 2021 funding that USAID has committed, and the assistance allocated through the United Nations’ Armenia Interagency Response Plan (IA-RP) have been wholly insufficient to address this crisis. Many families have bravely returned to their homes in Artsakh despite the ongoing threat of violence from Azerbaijani troops and the food, shelter, and energy insecurities they face. We are also extremely concerned that the individuals who remain in Artsakh have not received any of the previously allocated U.S. assistance.

Our country has historically promoted peace in Artsakh through U.S. government-funded landmine and unexploded ordnance clearance efforts. We have also supported rebuilding through millions of dollars of direct aid for humanitarian assistance initiatives like maternal health care and clean drinking water projects. The need for this assistance has only grown due to Azerbaijan’s indiscriminate bombing campaigns in 2020 and the ongoing provocations by their troops which further endanger food, water, energy, and other critical resources for these communities. It is especially urgent because of Azerbaijan current attempts to close the Lachin corridor, which is a vital route used for transportation and communications between Artsakh and Armenia.

We strongly urge the Department of State and USAID to significantly increase funding that will directly assist the Armenian population in Nagorno-Karabakh, including assistance for housing, food security, water and sanitation, health care, rehabilitation, and demining and UXO clearance services they need to safely rebuild their lives, homes, and communities. We also urge you to take every action possible to protect the historic and cultural Armenian sites in territory held by Azerbaijan, which many reports indicate are currently under threat.

We request an update on the specific actions the Biden Administration has taken to help at-risk Armenians living in Nagorno-Karabakh and any planned actions moving forward, including information on programs, partners, budgets, and deliverables. This update should differentiate between which resources were allocated to the Republic of Armenia to aid displaced people and the assistance allocated to those still living in Nagorno-Karabakh

Additionally, the most recent publicly available report from USAID on Nagorno-Karabakh from February 2021 is outdated and no longer provides the data that we need to make sound policy decisions. We strongly urge you to conduct an updated needs assessment on the humanitarian crisis and share it with interested stakeholders as soon as possible.

We appreciate your consideration of these requests and look forward to your timely reply.

"The Heads of Governments discussed the key issues of Russian-Armenian cooperation in the trade and economic sphere and the implementation of joint projects in various fields.

Mikhail Mishustin and Nikol Pashinyan also discussed the priority issues of expanding cooperation in the Eurasian Economic Union and the preparation of the session of the Eurasian Intergovernmental Council to be held on August 25-26 in Cholpon-Ata (Kyrgyz Republic)," the press release states.

At least six people died and dozens were taken to hospital following the blast and fire that tore through the Surmalu shopping center in Yerevan.

According to updated information, 18 people are still missing, the rescue works continue.

Turkey FM decides to ‘warn’ Armenia about ‘inadmissibility of further provocations’

We once again warn Armenia not to participate in new provocations. Turkish Foreign Minister Mevlut Cavusoglu said this while speaking at the 13th Ambassadors' Conference in Ankara.

"We questioned the term 'frozen conflict,' reminding that ‘melting’ of ‘ice’ means conflict at any time," he said.

Cavusoglu assured that after the Azerbaijani military aggression against Artsakh (Nagorno-Karabakh) in the fall of 2020, Turkey "resorted to regional peace efforts."

"Thus, today we are talking about regional peace and cooperation, not about occupied lands, displaced persons, refugee migrants, and conflict. Ankara continues its efforts to ensure peace and stability, to create an atmosphere of cooperation in the South Caucasus. We warn Armenia again about the inadmissibility of further provocations," the Turkish FM said.


In Armenia, Red Cross counts 303 persons missing after Karabakh war

A total of 303 residents of Armenia are listed as missing after the war in Nagorno-Karabakh, the republican delegation of the International Committee of the Red Cross (ICRC) has informed.

The "Caucasian Knot" has reported that on March 21, the Armenian Investigating Committee reported that overall 3822 people perished in the course of hostilities in the fall of 2020 in Nagorno-Karabakh; other 208 people, including 21 civilians, were reported missing.

After the 2020 Karabakh war, 303 residents of Armenia are reported missing, the "NEWS.am" reports with reference to the press service of the Armenian delegation of the ICRC.

The delegation also reported that it had received more than 1450 appeals from family members of missing persons. In particular, four families turned to the ICRC to find out the fate of their missing relatives; other 12 families managed to get information about their relatives, the "Erkramas" informs.
