YEREVAN, APRIL 16, ARMENPRESS. Prime Minister Nikol Pashinyan visited the city of Gyumri for the inauguration of the new patrol police service of the Shirak Province.

Police Chief of Armenia Vahe Ghazaryan, Deputy Prime Minister Hambardzum Matevosyan, Defense Minister Suren Papikyan, National Security Service Director Armen Abazyan, Justice Minister Karen Andreasyan, Minister of Territorial Administration and Infrastructures Gnel Sanosyan, Ombudsperson Kristinne Grigoryan, MP, Head of the Parliamentary Committee on Defense and Security Affairs Andranik Kocharyan, State Revenue Committee Chairman Rustam Badasyan, EU Ambassador Andrea Wiktorin, US Ambassador Lynne Tracy were among the attendees.

The prime minister delivered remarks, awarded distinguished officers and viewed the new police cruisers.

Georgian Speaker Meets Armenian Leaders

Georgian Parliament Speaker Shalva Papuashvili, visiting Yerevan on April 5-6, has met Armenian President Vahagn Khachaturyan and Prime Minister Nikol Pashinyan.

Meeting with President Khachaturyan on April 5, Speaker Papuashvili stressed the importance of cooperation in the South Caucasus, the Georgian Parliament’s press service reported.

In this regard, he highlighted Georgia’s Peaceful Neighborhood Initiative, envisaging for Tbilisi to host an international gathering which would include Armenia, Azerbaijan, the U.S. and the EU to facilitate dialogue and confidence-building in the South Caucasus.

Meanwhile, the Armenian official’s administration said that in the context of regional security, President Khachaturyan “presented Armenia’s long-standing efforts to establish peace, underscoring the issue of defending the rights of the Armenians of Nagorno-Karabakh.”

Also on April 5, Speaker Papuashvili and PM Pashinyan discussed cooperation between the two countries and existing security risks and challenges in the region, the Parliament’s press service stated.

“I think that the Armenian-Georgian relations are in a unique period, we can see new dynamics, new mood, new perspectives at the political level,” PM Pashinyan told the Georgian parliamentary chairperson during the meeting.

The Armenian PM further expressed his hope that Tbilisi and Yerevan will attain closer institutional cooperation through “high-level and intensive political relations.”

Speaker Papuashvili has previously met his Armenian counterpart Alen Simonyan as part of the two-day trip. He is also set to sit down with  Foreign Minister Ararat Mirzoyan and the leader of Armenia’s Apostolic Church, Catholicos Karekin II.

YEREVAN, APRIL 9, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan held a telephone conversation with President of Russia Vladimir Putin, the Armenian PM’s Office said.

Prime Minister Pashinyan informed the Russian President about the results of the April 6 meeting held with Azerbaijani President Ilham Aliyev at the mediation of President of the European Council Charles Michel.

The Armenian PM and the Russian President attached importance to the agreements on signing a peace treaty with Azerbaijan and starting the delimitation works. The Russian President expressed readiness to fully assist these processes.

The recent incursion of the Azerbaijani units into the responsibility zone of the Russian peacekeeping contingent in Nagorno Karabakh was touched upon. PM Pashinyan expressed the expectation of the Armenian side that Russian peacekeepers take concrete measures to ensure the withdrawal of the invading Azerbaijani units.

The Armenian PM and the Russian President also discussed the mutual economic partnership between the two countries and agreed that they will discuss in detail also these issues during Pashinyan’s upcoming official visit to Russia scheduled on April 19.

Armenia is interested in further development of relations and cooperation with Armenia is interested in the further development of the relations and cooperation with Switzerland in all spheres, ARMENPRESS reports, citing the official website of the parliament of Armenia, Vice President of the National Assembly Ruben Rubinyan said during the meeting with the Chargé d' Affairs of the Embassy of the Swiss Confederation to Armenia Stefan Kloetzli.

Stefan Kloetzli in his turn noted that Switzerland is ready to support Armenia in the reform process.

At the meeting the normalization process of Armenia-Turkey relations was touched upon.

The interlocutors spoke about the effective cooperation between the Friendship Groups of parliaments of the two countries, considered necessary the legislators’ active contacts and the exchange of experience.

The events being designed on the occasion of the 30th anniversary of the establishment of diplomatic relations between Armenia and Switzerland.

Government discusses anti-crisis measures, makes redistribution of expenditures – Finance Minister

YEREVAN, MARCH 28, ARMENPRESS. The government of Armenia is currently discussing a number of anti-crisis measures, is allocating funds for their implementation and is doing that by making decisions about redistributions of expenditures, Minister of Finance Tigran Khachatryan said at the session of the parliamentary standing committee on economic affairs.

During the session one of the members of Parliament, commenting on the minister’s statement that there will be no cut in expenditures envisaged by the 2020 budget, said that the government cannot constantly raise the state debt. The lawmaker highlighted revising expenditures during crises. “I think that the finance ministry must take concrete and drastic measures because in this difficult financial situation our country cannot afford luxuries, particularly it could concern cutting both either bonuses, or business trips or cutting the number of persons leaving on a business trip”, MP Hripsime Stambulyan said.

In response, the minister said: “Undoubtedly, there will be some changes inside. The government is discussing numerous anti-crisis measures now and is allocating resources for their implementation and does this by making decisions about redistribution of expenditures, including ongoing. If there is a situation when there will be a need to revise some funds given for bonuses to make some more important expenditures, of course, there will be that decisions”.

As for the inflation, the minister reminded that it is the task of the Central Bank.

He said when the economy feels pressure on itself due to external forces, the government should not add additional pressure.

Armenian deputy PM to depart for UAE to participate in Annual Investment Meeting 2022

YEREVAN, MARCH 28, ARMENPRESS. Deputy Prime Minister of Armenia Hambardzum Matevosyan and his delegation will depart for Dubai, the United Arab Emirates on March 28, the deputy PM’s Office said.

Hambardzum Matevosyan will participate in the Annual Investment Meeting 2022, as well as the closing ceremony of the Expo 2020 Dubai.

The Armenian deputy PM will deliver speech at the AIM.

2016 April war became a ‘touchstone’ – Artsakh Foreign Ministry

Artsakh’s Foreign Ministry on Saturday issued the following statement on the sixth anniversary of the 2016 April war launched by Azerbaijan:

"Six years ago, on the night of April 2, 2016, the Azerbaijani armed forces, violating the May 12, 1994 Agreement on full cessation of fire and hostilities and February 6, 1995 Agreement on strengthening the ceasefire, launched treacherous aggression against the Republic of Artsakh.

For four days, the Azerbaijani armed forces had attempted assaults along the entire length of the Line of Contact, employing heavy weaponry, artillery and aircraft. However, after suffering heavy losses in manpower and equipment and failing to achieve its goals, the Azerbaijani side, through the mediation of the Russian Federation, was forced to cease the hostilities. But, the shelling of the border settlements of Artsakh continued until late April.

The Azerbaijani aggression was accompanied by numerous war crimes, including torture, premeditated murders and mockery of the bodies of the deceased, committed by the Azerbaijani armed forces against both the military personnel and the civilian population of the Republic of Artsakh.

The 2016 April aggression became a touchstone, among other things, to test the reaction of the international community to the violation of the UN Charter and international obligations by Azerbaijan. The fact that these illegal actions did not entail any serious political and legal consequences for Baku only strengthened the confidence of the Azerbaijani authorities in the permissiveness and the prevalence of force over international law.

Both the 2016 April war and the subsequent 44-day aggression of Azerbaijan in 2020, despite their local nature, became a real test for the entire system of international relations. Impunity for unleashing aggressive wars has led to the undermining of such fundamental principles of international law as non-use of force, peaceful settlement of disputes, conscientious fulfillment of international obligations, etc.

Taking into account that the Azerbaijani authorities refuse to negotiate for a peaceful settlement of the Azerbaijan-Karabagh conflict, continue to violate their obligations and do not halt the aggressive actions, we expect the international community to take concrete political steps to guarantee the realization by the people of Artsakh of their collective human rights and freedoms, without any restrictions."

Gas supply restored in Artsakh

YEREVAN, MARCH 28, ARMENPRESS. Gas supply in Artsakh has been restored, ARMENPRESS was informed from its sources in Artsakh.

The gas supply to the Republic of Artsakh was stopped on the night of March 7-8 due to damage to the gas pipeline entering to Artsakh from the Republic of Artsakh. A few days later, the gas supply was restored, but on the evening of March 21, the Azerbaijani authorities again disrupted the gas supply to Artsakh, depriving the population of Artsakh of the heating resource in very cold weather conditions. The Artsakh authorities issued a statement stating that talks with the Azerbaijani side are underway to restore gas supplies with the support of Russian peacekeepers.

ArmInfo. From noon on March 25 to the morning of March 26, the situation and positions along the line of contact of Artsakh did not change, and the Azerbaijani armed forces remain in the village of Parukh and on one side of the adjacent Karaglukh height, and a short while ago they made an unsuccessful attack attempt against our military unit. This is stated in the statement of the State Minister of the Republic of Artsakh Artak Beglaryan.

 

At the same time, he noted that the Artsakh Armed Forces are taking appropriate precautionary and containment measures to neutralize possible threats. "Yesterday, we had 3 killed and 15 wounded serviceman from Azerbaijani UAV strikes, the Azerbaijani side also suffered significant losses.

 

Strongholds of Russian peacekeepers continue to operate in Parukh and Khramort, and the Russian side has made significant efforts to ensure a ceasefire regime in its zone of responsibility. We hope that through Russian efforts, the Azerbaijani troops will be withdrawn to their starting positions and will no longer allow violations against the security of the people of Artsakh and the guarantees of the Russian Federation.

 

We stand firmly in our Motherland and are ready to face various challenges," the statement said.

 

In turn, the Artsakh Defense Army refuted the statements of the Azerbaijani Defense Ministry. "The message spread by the Ministry of Defense of Azerbaijan about an alleged attempt of sabotage by units of the Defense Army of the Republic of Artsakh is an absolute lie, pursuing a primitive goal to hide their own provocations," the Artsakh Defense Army stressed.

 

It is noteworthy that today a number of telegram channels spread information that allegedly the order to withdraw the Armenian troops came from the commander of the Artsakh Autonomous Region on direct instructions from Yerevan.

 

Meanwhile, as it became known to ArmInfo from its own sources familiar with the situation, according to the agreements reached, there was no observation post of Russian peacekeepers in Parukh.  Moreover, the Armed Forces of the Artsakh Defense Army arbitrarily left their positions on this section of the line of contact due to unfavorable weather conditions and poor equipment of the posts, which was used by the Azerbaijani military. The peacekeepers arrived at this section of the line of contact only after the spread of information that control over the Armenian positions was taken by Azerbaijani forces.
