YEREVAN, DECEMBER 4, ARMENPRESS. The ministry of emergency situations reports that some roads are closed and difficult to pass across Armenia.

The road in Aragatsotn province from Amberd station to Lake Kari is closed.

Vanadzor-Dilijan, Tatev-Kapan, Artik-Alagyaz highways are partly covered with clear ice.

The ministry urges drivers to use snow tires.

The Georgian side informed that the Stepantsminda-Lars highway is open for all types of vehicles.

Turkish press: ‘Part of Armenian society favors normalization with Turkey’

A segment of Armenian society is in favor of peace and normalization of ties with Turkey, according to the head of an Armenian think tank.

There is a three-way split in public opinion in Armenia about peace with Turkey, Benyamin Poghosyan, director of the Center for Political and Economic Strategic Studies, told Anadolu Agency.

“There is one faction that is entirely opposed to any sort of normalization with Turkey, largely due to their recent conflicts rather than the historical disputes,” he said.

A second group believes direct dialogue between Armenia and Turkey, not through mediators, is necessary to resolve outstanding issues, but they still harbor hostility toward Turkey for its support to Azerbaijan, Poghosyan added.

“The third group supports Prime Minister Nikol Pashinyan’s views on relations with Turkey. They are in favor of overlooking Turkey’s role in last year’s Karabakh conflict and opening new channels for dialogue to achieve peace and normalization,” he explained.

Turkey’s support was critical for Azerbaijan in the 44-day conflict with Armenia over Karabakh that erupted last September.

By the time a Russian-brokered agreement brought the fighting to an end on Nov. 10, Baku had liberated several cities and 300 settlements and villages that were illegally occupied by Armenia for almost 30 years.

Over the past year, Ankara has repeatedly urged Yerevan to check its hostile approach and work for regional peace.

In August, President Recep Tayyip Erdogan advised Armenia to acknowledge reality and take advantage of new opportunities created by Azerbaijan’s liberation of Upper Karabakh.

“If Armenia moves in line with this, Turkey will also act accordingly,” he said.

Pashinyan acknowledged the “positive signals” coming from Ankara, hinting in October at “starting a conversation with the aim of normalizing our relations with Turkey.”

Most recently, Turkey’s Defense Minister Hulusi Akar urged Armenia to “take the hand of peace extended by Turkey and Azerbaijan.”

“There are conflicts and troubles in many parts of the world, but the places where people have come together for talks and to find political solutions are now much safer and more prosperous,” he said in a November visit to Baku.

“If Armenia understands this, makes the necessary contributions and responds positively, serious progress can be made in terms of both security and welfare.”

Trilateral Armenian-Azerbaijani-Russian Sochi Declaration

The Armenian Foreign Ministry made an assessment of the provisions of the Sochi Declaration adopted by the leaders of Russia, Armenia and Azerbaijan. The spokesman for the Armenian department stressed that the document confirms the commitment of the parties to fulfill all previous agreements. This also applies to Azerbaijan’s unfulfilled obligation to return the Armenian prisoners of war.

Experts in Armenia are also discussing the points of the document signed by the heads of the three countries. Local political scientists see positive dynamics in the negotiation process. In particular, on the issue of the Armenians held in Baku, the settlement of the Karabakh problem and the possibility of involving international partners in the negotiation process.

A trilateral meeting between Putin, Pashinyan and Aliyev took place on November 26 in Sochi. Following the talks, a statement was signed on further steps to normalize Armenian-Azerbaijani relations. All three participants in the meeting assessed it as timely, meaningful and effective.

Vahan Hunanyan, press secretary of the ministry, pointed to the clauses of the Sochi declaration which are most important for Armenia:

“First, with the Sochi Declaration, the parties reaffirm their commitment to consistent and unconditional implementation of all provisions of the November 9 trilateral statement. This also applies to Azerbaijan’s unfulfilled obligation to return prisoners of war, hostages and other detainees, provided for in paragraph 8 of the statement of November 9 [2021 – on the cessation of hostilities in Karabakh], as well as to Azerbaijan’s unfulfilled obligations on other points.

Secondly, the Sochi statement of November 26 once again confirms the provision on unblocking all transport routes and economic ties in the region, provided for by the statement of January 11 [2021], and once again the propaganda theses about the “corridor” or corridor logic are refuted [ Azerbaijan demands a corridor connecting it with its exclave – Nakhichevan via the territory of Armenia, the Armenian authorities declare their readiness to provide roads, but not a “corridor”, which means the loss of sovereign control over the territory – JAMnews].

Thirdly, according to the statement, an agreement was reached to take steps to increase the level of stability and security on the Armenian-Azerbaijani border. The first and most important step in this direction should be the implementation of steps aimed at reducing tensions.

We are also convinced that the full implementation of the provisions of the trilateral statements will contribute to the peaceful settlement of the Nagorno-Karabakh conflict within the mandate of the OSCE Minsk Group co-chairs”.

Immediately after the trilateral meeting of the heads of state, Armenian political scientists began to talk about the implications of the Sochi declaration and possible scenarios for the development of events. One such discussion took place on 30 November.

The head of the Armenian Institute of International Relations and Security Styopa Safaryan drew attention to the fact that the statement signed in Sochi first mentions the Azerbaijani-Armenian border, then the border between Armenia and Azerbaijan:

“It seems that in spatial terms the establishment of peace and stability, the increase in the level of security extends not only to the border of Armenia-Azerbaijan, but also the shadow of an umbrella over Artsakh is visible”.

According to the expert, the Armenian side did not expect such a turn that the Commission on the delimitation of the state border between Azerbaijan and Armenia, the creation of which is stated in the document, would be bilateral, not trilateral:

“It’s no secret that in the past Russia tried to form a trilateral commission, but now we are only talking about Russia’s participation as a consultant”, Safaryan says and recalls the draft document published as a result of the leak, which also spoke about the creation of a trilateral commission.

He believes that if Russia provides maps of the Soviet era, based on which the border between Armenia and Azerbaijan is marked, “one could think about attracting other international consultants, especially since Prime Minister Pashinyan spoke at an online press conference about demarcation carried out in accordance with the EU standards”.

Expert on military-political issues Armine Margaryan believes that the creation of a bilateral commission on demarcation meets the interests of not only Armenia and Azerbaijan, but also Russia.

She considers Moscow’s statements about Russia not wanting to have a monopoly on the normalization of Armenian-Azerbaijani relations non-coincidental;:

“The main reason for this is that each trilateral format is de facto four-sided, Turkey is also included in it. The Turkish-Azerbaijani tandem works quite synchronously. Russia regularly encounters certain problems, which are primarily expressed in the form of a policy of threats and the use of force by Azerbaijan”.

According to the expert, Russia does not want to jeopardize the reputation of the peacekeepers and the Russian Federation itself, and, at the same time, “it is not possible to bring Azerbaijan into a constructive field”. Therefore, the creation of a bilateral rather than a trilateral commission is an acceptable option for Russia:

“Russia has managed to keep a small window for itself so that, if necessary, it can count on the support of international partners”.

The political scientist believes that certain conditions are necessary for the demarcation process to begin, including steps aimed at building mutual trust:

“This may entail, for example, Azerbaijani troops leaving the occupied territories of Armenia, where they have been deployed since May 12 as a result of military aggression”.

Armine Margaryan notes that in recent days the rhetoric of the Azerbaijani authorities has softened․ Before the meeting in Brussels between Pashinyan and Aliyev, which will be held on December 15 at the initiative of the head of the European Council, Azerbaijan is trying to position itself as a peace-loving state.

The expert does not rule out that before or after the meeting in Brussels, Azerbaijan may return some of the Armenian prisoners. However, she said, this does not mean that Azerbaijan will change its strategic goals and policies.

Deputy mayor of Armenia’s Goris: I have deeper concerns after meeting with PM

The news that the heads of communities of Syunik Province weren’t against the provision of a corridor through Syunik is false. This is what Deputy Mayor of Goris Karen Kocharyan said during a conversation with Armenian News-NEWS.am.

“As the deputy mayor of Goris and deputy commander of Arush Arushanyan’s military detachment, I say that that the news is completely false. Although Arushanyan is in prison, he is ready to stand with the army and fight until the end for the land. Goris is ready to fight and defend its territory. I attended the meeting since the situation in Syunik Province is often manipulated, and it is necessary to express a clear position and receive answers, but after the meeting with the Prime Minister, my concerns about the protection of Syunik’s borders grew deeper since there was no answer,” he stated.

Asked if it was likely that he was in favor of the provision of Syunik Province’s corridor to the adversary during the meeting, Kocharyan said there hadn’t been such a thing.

Armenia announces truce with Azerbaijan after border clashes

Armenia and Azerbaijan reached on Tuesday a Russia-brokered ceasefire to end violent clashes along their shared border, Yerevan’s defense ministry said.

“Under the mediation of the Russian side, an agreement was reached to cease fire at Armenia's eastern border from 18:30 (1430 GMT). The situation has relatively stabilized,” the ministry said.

The ministry added that at least one Armenian soldier died in the clashes, and that the number of wounded was still being determined. It said 12 of its soldiers were captured.

Armenia had asked Moscow to help defend it after the worst fighting since a 44-day war last year between ethnic Armenian forces and the Azeri army over the Nagorno-Karabakh enclave that killed at least 6,500 people.

The Azeri defense ministry said it had responded to large-scale “provocations” after Armenian forces shelled Azeri army positions, and that its own operation had been successful.

The Azerbaijani and Armenian defense ministers have taken measures to stabilize the situation at the border after their telephone talks with their Russian counterpart, Sergey Shoigu. The situation near Mount Kilisali has normalized, the Russian defense ministry said on Tuesday.

"Following telephone talks with the Azerbaijani and Armenian defense ministers conducted at the initiative of Russian Defense Minister Sergey Shoigu, the Azerbaijani and Armenian sides took measures to stabilize the situation. Hostilities near Mount Kilisali have been stopped, the situation has normalized and is under control," it said.

According to earlier reports, Russian Defense Minister Sergey Shoigu spoke over the phone with his Armenian and Azerbaijani counterparts and called on them to stop actions that might further escalate the situation.

Armenia’s defense ministry said on Tuesday that several Armenian soldiers were killed and wounded following an offensive staged by the Azerbaijani army in the eastern direction. According to Chairman of the Armenian Security Council Armen Grigoryan, the country has called on Russia "to protect Armenia’s territorial integrity." Armenian Ambassador to Russia Vardan Toganyan told TASS that Russia and Armenia were in consultations via military and diplomatic channels over the current escalations of the situation at the Armenian-Azerbaijani border.

The Azerbaijani Defense Ministry said Tuesday in a statement that Armenian forces have carried out “large-scale provocations” against the combat posts of the Azerbaijani army in the Kalbajar and Lachin regions of the state border, while two Azerbaijani soldiers were wounded in the attacks.

The Azerbaijani army immediately carried out an emergency operation, the statement said, adding the movement of the Armenian forces was blocked and its forces and means were damaged.

Azerbaijan and Armenia took steps to stabilize the situation on their borders, said a statement by the Russian Defense Ministry later in the day.

It said the clashes in Karakilise have ceased and the situation is currently back to normal and under control.

"As of 5.30 p.m. (1330GMT), with the mediation of Russia, a cease-fire was declared on the Azerbaijan-Armenia border," the Armenian Defense Ministry said.

Meanwhile, Russian President Vladimir Putin discussed the tensions on the Azerbaijan-Armenia border with Armenian Prime Minister Nikol Pashinyan.

Putin and Pashinyan agreed to stay in contact, the Kremlin said in a statement.

Relations between the former Soviet republics of Armenia and Azerbaijan have been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

During a 44-day conflict that started in late September last year, Azerbaijan liberated several cities and 300 settlements and villages that were illegally occupied by Armenia for almost 30 years.

MOSCOW, November 18. /TASS/. The recent events at the Armenian-Azeri border show the situation in the region remains volatile and requires that Russian peacekeepers stay on to guarantee stability, President Vladimir Putin said on Thursday.

"A year ago, the conflict in Nagorno-Karabakh was stopped, with Russia making considerable mediation efforts,’’ he said at a meeting of senior staff of the Russian Foreign Ministry. ‘’However the recent shooting at the Armenian-Azeri border showed that the situation in the region hasn’t settled down completely yet.’’

"To ensure stability, the Russian peacekeeping force is very much needed as a guarantor of the ceasefire regime and security of the civilian population,’’ Putin said.

Russia has a larger role to play in the efforts to settle controversies between Azerbaijan and Armenia, rebuild economic ties in the region and unblock transportation links, he said. The outlook is promising as all countries in the region are interested in a long-term solution, he said.

On November 16, violent clashes between the armed forces of Armenia and Azerbaijan broke out at their border. Yerevan said the Azeri military began advancing into Armenian territory, threatening the highway that connects the Armenian capital with the country’s southern regions and Iran. Baku pinned the blame on Yerevan, saying the Armenian armed forces had staged a provocation by attacking Azeri positions.

Later that day, Putin held talks by phone with Armenia’s Prime Minister Nikol Pashinyan to discuss the situation. Russian Defense Minister Sergey Shoigu held phone talks with his counterparts in Armenia and Azerbaijan. The situation later returned to normal after Azerbaijan and Armenia sought to stabilize it, Russia’s Defense Ministry said.

YEREVAN, Armenia — The Entrepreneurship and Product Innovation Center (EPIC) of the American University of Armenia (AUA) is proud to announce that Denovo Sciences, the Entrepreneurship World Cup (EWC) Armenia national winner, was selected as a Top 25 Global Finalist to participate in the EWC Global Finals later this year in Riyadh, Saudi Arabia. 

The EWC is one of the world’s largest and most diverse pitch competitions and support programs for the next generation of entrepreneurs. Since launching in 2019, EWC has supported more than 300,000 participants from 200 countries, awarded $2 million in cash prizes, and provided in-kind support and services valued at $150 million.

In the 2021 competition, EWC received 100,000 registrations from 200 countries. One thousand startups pitched at the National Finals organized and judged by local entrepreneurship organizations spread across six continents. The top 100 startups advanced to the virtual component of the Global Finals, and the top 25 will travel to Riyadh, Saudi Arabia, for the final stage of the competition.

Armenia’s National Winner, Denovo Sciences, is among the Top 25 EWC Global Finalists. It will compete with startups from 20 other countries, some of which have very mature ecosystems, such as the United States, Canada, the United Kingdom, Singapore, China, and India.

The Armenian National Finals was held on July 24, in Yerevan, and two Armenian startups, Denovo Sciences, and Zoomerang advanced to the global competition as national representatives. 

“It is the first time that Armenia is participating in this global competition. We were elated that two startups from Armenia advanced to the Top 100 Global Finalists. To then have one of the two, Denovo Sciences, our National Winner, to advance further in the competition to be among the Top 25 Global Finalists is beyond all expectations. It is a massive achievement for the whole Armenian entrepreneurship ecosystem which will receive substantial visibility and acclaim. Congratulations to all!” says Nejdeh Hovanessian, national coordinator of EWC Armenia and assistant director of EPIC.

To date, Denovo Sciences has already received $750,000 in-kind services and support, including from top service providers in the field,  like AWS, Segment, Brex, Hubspot, and others. It will compete in a live event with the other 24 finalists in the last stage of the competition.

In the EWC Global Finals in Riyadh, $500,000 will be awarded for placement in first place, $250,000 for second place, and $100,000 for third place. Cash prizes of $100,000 will also be awarded to the top-scoring startups in the idea stage and social enterprise categories.

The Entrepreneurship and Product Innovation Center (EPIC) is a platform of the American University of Armenia (AUA) for promoting entrepreneurial education, cross-disciplinary collaboration, and startup venture incubation. EPIC provides an ecosystem for emerging entrepreneurs consisting of first-class facilities and collaborative workspace, programs and events, and a network of mentors, advisors, and investors. Opposition MP: Pashinyan’s statements confirm authorities have nothing to do with army-building

MP Tigran Abrahamyan from the opposition With Honor faction has reacted to Nikol Pashinyan's statements made in an interview to the Public TV Company on Sunday.

"We have to admit that we have, in fact, failed the army-building work in the sense that the army must have met the challenges that existed around the Republic of Armenia,” Pashinyan said.

"In addition to again shifting the responsibility for the war outcome to the military, Nikol Pashinyan, in fact, reaffirmed that his government has nothing to do with the issue of army-building,” the MP wrote on Facebook on Monday.

“I think there are two reasons for it. First, Aliyev refuses to let Pashinyan to do that, constantly warning that he will consider it as revenge. Second, the military-political leadership of Armenia, even in case of a great desire, lacks the necessary political, professional and ideological abilities.

“After all, building and reforming the security system is not just about drafting a document. Therefore, Pashinyan came to tell us not to get our hopes up in vain,” Abrahamyan said.
